Happy New Year. 2010 will present many opportunities and challenges for
Louisiana. The 2010 Census will result in redistricting of Legislative
Districts. The State faces devasting budget cut on top of those already made by
the Jindal Administration and its legislative allies. As Health Care Reform
moves forward in Congress, Rep. Kirk Talbot has already indicated he will
introduce a constitutional amendment to exclude Louisiana from Health Care
Reform. District 78 needs a new State Representative and I ask for your help in
supporting my campaign in 2011. Please send $100 or whatever you can afford to

Although it's Christmas Eve, I wanted to share some exciting news: The Senate just passed a historic health reform bill.

In all the back and forth, it's easy to lose sight of what this incredible breakthrough really means. But consider this: This Christmas, there are millions of Americans without health insurance who risk losing everything if they get sick.

There are mothers and fathers who wonder how they'll provide for their children because an illness has wiped out their savings. There are small business owners who worry that they'll have to lay off a long-time employee because the cost of insurance is rapidly rising.

If we finish the job, all this can change. We will have beaten back the special interests who have for so long perpetuated the status quo. We will have enacted the most important piece of social policy since the Social Security Act in the 1930s, and the most important health reform since Medicare in the 1960s.

In Decembers to come, millions more will have access to affordable coverage. Parents will have the security and stability of knowing their insurance can't be revoked at a moment's notice. And the skyrocketing costs plaguing our small businesses will be brought under control.

When you make calls, write letters, organize, this is the change you're making -- a better life for your family and for men and women in every state.

There is still more to do before I can sign reform into law -- a last round of negotiations and final votes in the Senate and the House -- and I'm counting on your help every step of the way. But for now, I hope that as you celebrate this holiday season, you remember that the work you are doing is making our union more perfect, one step at a time. For that, I am grateful to you.

Contribute TodayIt's hard to believe that it's been little more than four months since we launched our campaign for Senate.
Since then, we've kept David Vitter on the run: We made sure Louisiana families knew about his disastrous plan to scrap employer-based health insurance, we challenged him to stand up for vital federal funds for Louisiana, and we criticized him for his votes to put the interests of big corporations before the rights of sexual assault victims.
But for us to be ready to beat Vitter in 2010, we need to finish 2009 strong — so we've set an ambitious $50,000 grassroots fundraising goal before the current quarter closes at the end of the year.
I got into this race because I believe in the people of Louisiana, and supporting our state will always be my top priority.
That's why I just don't understand why Vitter pals around with people like Senator Tom Coburn, who tried to strip $300 million in needed funding for our state out of the Senate's health care bill.
Vitter also has a nasty habit of standing up for big corporations over regular people, like we saw when he voted against the Franken Amendment. This common-sense amendment that I supported protects the rights of women who have been sexually assaulted while working for government contractors, and I was glad to see it signed into law last week over Vitter's objection.
Given his set of priorities, we know that David Vitter won't have any trouble raising money from his special interest friends this quarter. That makes the support of our grassroots team even more important.
Thank you so much for being a part of our campaign — with your support, we'll finish the year strong and put ourselves in position to defeat David Vitter next year.

McHale to Serve As Interim Chair of Louisiana Democratic Party


Lake Charles attorney will lead party into 2010

(Baton Rouge) Michael McHale, a Lake Charles attorney, will serve as interim chair of the Louisiana Democratic Party, effective today.

A lifelong Democrat, McHale has served as First Vice Chair of the party since March 2008. Prior to that, he served on the Executive Committee of the state party for eight years. He was President of the Young Democrats of Louisiana and served as Executive Vice President of the Young Democrats of America in the early 1990s.

"I will work closely with party leaders and grassroots activist to build a stronger party," McHale said. "This party is ready for a fight, and in 2010 we will defeat David Vitter and take back seats in Congress."

McHale also serves as Chair of the Calcasieu Parish Executive Committee and has served on the Democratic State Central Committee for 16 years.  He is the proud father of two sons, Mac and Jack.

McHale will call a meeting of the Democratic State Central Committee within 90 days with the purpose of electing a new chair.

Early this morning, the Senate made history and health reform cleared its most important hurdle yet -- garnering the 60 votes needed to move toward a final vote in that chamber later this week.

This marks the first time in our nation's history that comprehensive health reform has come to this point. And it appears that the American people will soon realize the genuine reform that offers security to those who have health insurance and affordable options to those who do not.

I'm grateful to Senator Harry Reid and every senator who's been working around the clock to make this happen. And I'm grateful to you, and every member of the Organizing for America community, for all the work you have done to make this progress possible.

After a nearly century-long struggle, we are now on the cusp of making health insurance reform a reality in the United States of America.

As with any legislation, compromise is part of the process. But I'm pleased that recently added provisions have made this landmark bill even stronger. Between the time when the bill passes and the time when the insurance exchanges get up and running, insurance companies that try to jack up their rates do so at their own peril. Those who hike their prices may be barred from selling plans on the exchanges.

And while insurance companies will be prevented from denying coverage on the basis of pre-existing conditions once the exchanges are open, in the meantime there will be a high-risk pool where people with pre-existing conditions can purchase affordable coverage.

A recent amendment has made these protections even stronger. Insurance companies will now be prohibited from denying coverage to children immediately after this bill passes. There's also explicit language in this bill that will protect a patient's choice of doctor. And small businesses will get additional assistance as well.

These protections are in addition to the ones we've been talking about for some time. No longer will insurance companies be able to drop your coverage if you become sick and no longer will you have to pay unlimited amounts out of your own pocket for treatments that you need.

Under this bill families will save on their premiums; businesses that would see their costs rise if we don't act will save money now and in the future. This bill will strengthen Medicare and extend the life of the program. Because it's paid for and gets rid of waste and inefficiency in our health care system, this will be the largest deficit reduction plan in over a decade.

Finally, this reform will extend coverage to more than 30 million Americans who don't have it.

These are not small changes. These are big changes. They're fundamental reforms. They will save money. They will save lives.

And your passion, your work, your organizing helped make all of this possible. Now it's time to finish the job.

Dear David,
Louisiana's state government could be on the verge of shutting its doors.
In the aftermath of Hurricanes Katrina and Rita, a glitch in a federal funding formula is about to rob our state of millions of dollars. The Senate is trying to fix this problem by providing $300 million in federal funding to close the shortfall. Our Governor, state Legislature and -- until now -- Louisiana's entire congressional delegation has supported this fix.
Unfortunately, one of David Vitter's closest allies in the Senate, Tom Coburn, has introduced an amendment to eliminate this critical funding for our state. Vitter changed his tune, refusing to say whether he'd support or oppose Coburn and telling a newspaper he'd "have to consider it as it comes up for a vote."
Being a Senator from Louisiana means standing up to anyone if it's what's right for Louisiana.
David Vitter needs to remember that he works for the people of Louisiana, not the Senator from Oklahoma.
We're talking about $300 million for Louisiana to head off a state budget crisis and help families that need it most. It doesn't take a Harvard education to figure out that this is common sense and the right thing to do.
Louisiana's elected officials should fight for Louisiana when it's right for Louisiana, not when it's politically convenient for them. I urge David Vitter to announce his opposition to the Coburn amendment as soon as possible.

Tomorrow, Thanksgiving Day, Americans across the country will sit down together, count our blessings, and give thanks for our families and our loved ones.

American families reflect the diversity of this great nation. No two are exactly alike, but there is a common thread they each share.

Our families are bound together through times of joy and times of grief. They shape us, support us, instill the values that guide us as individuals, and make possible all that we achieve.

So tomorrow, I'll be giving thanks for my family -- for all the wisdom, support, and love they have brought into my life.

But tomorrow is also a day to remember those who cannot sit down to break bread with those they love.

The soldier overseas holding down a lonely post and missing his kids. The sailor who left her home to serve a higher calling. The folks who must spend tomorrow apart from their families to work a second job, so they can keep food on the table or send a child to school.

We are grateful beyond words for the service and hard work of so many Americans who make our country great through their sacrifice. And this year, we know that far too many face a daily struggle that puts the comfort and security we all deserve painfully out of reach.

So when we gather tomorrow, let us also use the occasion to renew our commitment to building a more peaceful and prosperous future that every American family can enjoy.

It seems like a lifetime ago that a crowd met on a frigid February morning in Springfield, Illinois to set out on an improbable course to change our nation.

In the years since, Michelle and I have been blessed with the support and friendship of the millions of Americans who have come together to form this ongoing movement for change.

You have been there through victories and setbacks. You have given of yourselves beyond measure. You have enabled all that we have accomplished -- and you have had the courage to dream yet bigger dreams for what we can still achieve.

This evening, at 11:15 p.m., the House of Representatives voted to pass their health insurance reform bill. Despite countless attempts over nearly a century, no chamber of Congress has ever before passed comprehensive health reform. This is history.

But you and millions of your fellow Organizing for America supporters didn't just witness history tonight -- you helped make it. Each "yes" vote was a brave stand, backed up by countless hours of knocking on doors, outreach in town halls and town squares, millions of signatures, and hundreds of thousands of calls. You stood up. You spoke up. And you were heard.

So this is a night to celebrate -- but not to rest. Those who voted for reform deserve our thanks, and the next phase of this fight has already begun.

The final Senate bill hasn't even been released yet, but the insurance companies are already pressing hard for a filibuster to bury it. Winning will require each of us to give everything we can, starting right now.

Tonight's vote brought every American closer to the secure, affordable care we need. But it was also a watershed moment in how change is made.

Now, they're desperate. Because, tonight, you made it crystal clear: the old rules are changing -- and the people will not be ignored.

In the final phases of last year's election, I often reminded folks, "Don't think for a minute that power concedes without a fight," and it's especially true today. But that's okay -- we're not afraid of a fight. And as you continue to prove, when all of us work together, we have what it takes to win.

Congratulations to Congressman-elect Bill Owens on his remarkable victory. Voters in New York's 23rd District responded to Bill Owens' message and track record of creating jobs and attracting economic development to Upstate New York.

This election represents a double-blow for National Republicans and their hopes of translating this summer's 'tea party' energy into victories at the ballot box. Not only did eight extreme right-wing groups spend more than $1 million to drive the moderate Republican - and the NRCC's chosen candidate - out of the race. Dear David,
In 2005, Jamie Leigh Jones was gang-raped by her co-workers while serving in Iraq. When she reported the attack to her employers, she was locked in a metal shipping container and eventually told that a loophole in her employment contract meant that she could not have her day in court.
This month, the U.S. Senate passed an amendment to make sure what happened to Jamie never happens again. It said that no taxpayer money would go to companies that force victims of rape and sexual assault to sign away their due process rights.
I'm glad the Senate passed this amendment overwhelmingly and with bi-partisan support. But I am shocked that David Vitter voted against it.

Believe it or not, this common sense amendment might not be signed into law. Soon a conference committee will meet to decide which amendments make it in the final bill. I've written a letter to my colleagues insisting that this provision protecting victim's rights makes it into the final bill.
There is no reason in the world why companies that take taxpayer's money should be allowed to sweep rape allegations under the rug.
We cannot undo the tragic story of what happened to Jamie Leigh Jones, but we can go a long way to making sure it doesn't happen again. If a company wants to receive taxpayer dollars, they should not be able to force victims to give up their constitutional rights as a condition of employment.
David Vitter has refused to explain why he voted to allow taxpayer-funded companies to sweep rape charges under the rug. We can only guess what his reasons were.

The comprehensive analysis reveals that jobs requiring associate
degrees will grow at nearly twice the national average in the
coming years. Our findings were highlighted in an article today
in USA Today.

In "A Matter of Degrees: Tomorrow's Fastest Growing Jobs and
Why Community College Graduates Will Get Them," Jessica Milano,
Paul Weinstein Jr. and I took a close look at the American job
market, analyzing where it is expected to grow as the nation
moves out of recession. Among our findings:

* Demand for Community College Graduates Will Spike: Jobs for
  community college graduates will grow at nearly double the
  national average.

* Health Care and Education Top the List of Growth Industries:
  Nurses and teachers are among the professions that will
  generate more than three out of 10 new jobs over the next
  decade.

* IT Hot Jobs Will Offer the Highest Pay: Firms employing
  information technology specialists will require highly
  skilled workers with extensive education and training.

* Green Jobs will Triple over the Next Decade: Spurred by the
  economic recovery package and other efforts to promote
  energy innovation, this sector will be a pillar of the new
  Hybrid Economy.

In an effort to help the nation meet the president's goal of
driving the United States, by 2020, to be the world leader in
college graduates per capita, we propose:

* Free Community College for Students Pursuing 'Hot Jobs': The
  federal government should create a community college block
  grant that awards states money each year based on number of
  students that graduate with degrees that prepare them for
  high-growth professions.

* A National Campaign Against Dropping Out: Every year, about
  half a million young people drop out of college -- and at
  community colleges the dropout rate is even higher. We need
  a national crusade to reduce high school and college dropouts
  at the same time.

* Reward and Demand College Completion -- Not Attendance: We
  should insist -- from institutions and students alike --
  that in return for financial assistance, we expect
  graduation with a degree.

* Improve and Expand President Obama's American Opportunity
  Tax Credit: To make community college more affordable, we
  should make the American Opportunity Tax Credit fully
  refundable and more generous. In addition, we should
  challenge states to hold the line on the cost of public
  community colleges until the recession ends.

* Additional Flexibility for State-Financed 'Hot Job'
  Training: It is time to reform our stove-piped system for
  funding job training programs. Congress should give the
  administration broad authority to give waivers to states
  that have formulated plans to increase the number of
  workers who receive training and obtain jobs.

The Jindal Curse

 

In the state Senate election, Democrat Chabert hands solid defeat to Jindal-endorsed candidate

 

( Baton Rouge ) On Saturday, Democrat Norby Chabert soundly defeated Republican Brent Callais in the special election to fill the open state Senate seat in the 20th district. 

 

Chabert received 54.3 percent of the 17,626 votes cast Saturday. Callais received only 45.7 percent.

 

The Louisiana Republican Party spent tens of thousands of dollars on the campaign, focusing their efforts on trying to link Chabert to the President of the United States .

 

“Once again, the Republican strategy of smear and fear has been soundly rejected by voters,” said Chris Whittington, chairman of the Louisiana Democratic Party.

 

Saturday's race was the latest in which a local candidate supported by Governor Bobby Jindal and Louisiana Republicans was defeated at the ballot box.

 

Gov. Bobby Jindal formally endorsed Callais and hosted a fundraiser for him at Port Fourchon on Aug. 24. Earlier this year, Jindal endorsed Republican businessman Lee Domingue in his failed campaign for a state Senate seat in Baton Rouge . Domingue garnered a slim 34 percent of the vote.

 

Last year, Jindal endorsed Republican Treasurer John Kennedy in the U.S. Senate race against Sen. Mary Landrieu, who beat Kennedy 52 percent to 46 percent.

 

"Brent Callais is just the latest candidate to succumb to the Jindal Curse," Whittington said.

Lessons from Katrina,
 
 One Problem with health-care reform as it stands seems to be the method of control.  Eq.: Post Katrina victim citizens could apply and receive debit cards to entitle them to survival listed items such as food.  We now have a medical program available for children not utilized to capacity. 
 
Application:  A Medical Care Debit Card (MCDC) would relieve the emergency room crowding and facilitate more choice with cost savings for all.  Has anyone seen this idea in the current discussion for Health Care Reform?  If all qualifying citizens have a debit card for incidental and preventive care, the card is treated like any other debit bank card, the administrative limits are determined at qualification, then bureaucratic over-site would be minimized creating a savings from the current broken system.  Most non-profit and for profit struggling medical/hospital institutions would likely favor such an approach.  How could they not? According to one Specialist, "It is hard to get a consult in Jefferson Parish as most Doctors do not want to deal with the paperwork involved with Medicare or wait for payment the way it is currently handled."
 
Have any heard of plaintiffs who won their law suit for damages but are prohibited from getting their funds due to lack of response from our Federal Government offices?
 
Perhaps, if it is a good suggestion, someone can get the suggestion up the line.

The debate for health insurance reform has ramped up all over the country, and here in Louisiana, forces that want the status quo, no health insurance for so many, a near monopoly by one company and the ability of insurance companies to deny or restrict coverage without cause or action are fast at work.  They’ve been joined by a group of angry, hate mongering individuals who showed up on the Presidential campaign trail last year.  Organizing for America (OFA), a continuation of the grassroots movement which was the Obama for America campaign has a mission of demonstrating support of the President's bold vision for Change in America. President Obama has called for health care reform in 2009 that upholds three core principles.

1.       Reduce costs: Rising health care costs are crushing the budgets of governments, businesses, individuals, and families, and they must be brought under control.

2.       Guarantee choice: Every American must have the freedom to choose their plan and doctor, including the choice of a public insurance option.

3.       Ensure quality care for all: All Americans must have quality and affordable health care.

 

Next week, OFA along with our Health Care for America Now (HCAN) state partners ACORN, AFL, AFSME, Children’s Defense Fund and SEIU will work collaboratively on a tour of the state to demonstrate the support for health insurance reform.  The while the schedule is being finalized, tentatively we’ll be following the path below:
