Hello dearest debaters,
 
The second edition of the Amsterdam Open has taken place. We had a lovely team winning: Can Okar and Aneurin Brewer, and an even lovelier best speaker, Jess Harvey-Smith (who also daftly captured the Best Speaker of the Final Prize awarded by the University of Maastricht).
 
Best ESL Team were Simone van Elk and Leela Koenig, best ESL speaker was Leela Koenig.
 
Congratulations to all!
 
As part of our attempt to become one of the leading tournaments of Europe, we also engage in detailed quality monitoring. That's why we have analyzed the results to look whether there were some major biases. As it turns out, there were two rounds which were pretty op-biased. Dear all,

Please note that *it is still possible to register for EUDC *at our
website www.eudc2008.eu. We currently have 160 teams on the list, but in
case of cancellations we will be able to accept next teams from the
waiting list. At this point all registrations will appear in the waiting
list, where you will be upgraded from according to availabilities. An
automatic invoice is generated at registration, but you will not have to
pay it until we have confirmed your place by e-mail. The institutional
team cap of 3 and the n-1 rule for judges still apply.

In addition, I am very glad that many of you have followed my last call
and have logged in to the EUDC website to enter additional information
about their arrival and preferences. Thank you. I hope everyone who has
not been able to do so will find 5 minutes for this before next
Thursday, 15 May, when Phase 3 closes. And I am still available at
info@... if anyone needs a new password for logging in.

Since Monday there has also been *a new feature in the intranet - The
Book.* Everyone who has been to the intranet must have noticed that it
is possible to upload a photo of yourself and also write a short
introduction, which will eventually find their way into the tournament
book. We encourage everyone to use this opportunity - it will surely
make the championships book more fun to look at later on. After logging
in you will also be able to see the photos and introductions everyone
else have added so far. Go check it out and make a contribution!

Dear All,

It is with great pleasure that I announce the details, and also the dates for registration for Cork Worlds 2009. 

In keeping with all areas of Cork Worlds 2009, in registration we shall endeavor to provide an efficient, effective and painless registration system for all users, from day one of initial registration, right up to checking into your hotel room and registering for each debate. The team cap for the Championships is set at 300 with an institutional cap of three teams, and the registration fee is set to €400 per delegate, whether adjudicator or speaker. 

The entire registration process will take place via our website (www.corkworlds2009.com) in three stages:

Stage One - Opens July 14th 2pm Ireland & closes July 21st 6pm Ireland (BST)

This stage requires institutions to register the number of teams and adjudicators that they wish to send to Cork Worlds 2009.

Naturally places are on a first come first served basis, and those who seek to register subsequent to us reaching our team cap will be placed on a waiting list.  Initially 266 team places will be released with 34 held back to comply with a recommendation of the World Universities Debating Council. The World Universities Debating Council recommended that one team place be reserved at the initial stage of registration to ensure a minimum of one team from each country who attended the World Universities Debating Council at the previous year's WUDC.  The remaining 34 places, along with any places that may become free due to failure of institutions to pay on time for example, will be distributed subsequently to institutions on the waiting list. 

All offers made to institutions on the waiting list will be made via email and will have to be accepted within 3 days.  Failure to accept within 3 days will lead to the place being offered to the next institution in line. 

Once this stage closes a full eligibility check will be run on all institutions, all eligible institutions will receive notification, and will be allowed progress to stage two.  If any ineligible institutions register they will receive notification, their registration will be canceled and their place allocated to the next institution on the waiting list.
As a word of caution we would like to alert all that we expect registration for Cork Worlds 2009 to fill exceptionally quickly and thus we would recommend that all be ready to register for the institution immediately when registration opens. 

Stage Two - Opens August 1st 2pm Ireland & closes August 14th 6pm Ireland (BST):

In the second phase of registration payment will be required in full.  Payment can be made either by wire transfer direct to our bank account or by credit or debit card through our online service provider.  It must be noted that the payee (i.e. the institution or individual making the payment) will bear the full transaction costs of whichever method of payment that they choose.  We must receive the full registration fee of €400 per person. 

Furthermore failure to pay, or provide notification of payment on time will lead to that individual's or institution's registration being cancelled and being offered to the next institution or individual on the waiting list. 

For institutions on the waiting list who are subsequently offered a place at Cork Worlds 2009 and accept within 3 days, they will have two weeks from the date of that acceptance to pay in full or provide notification of payment. 

Stage Three - Opens October 13th 2pm Ireland & closes November 7th 6 pm Ireland (BST):

The third phase will require individual delegates providing us with detailed information. The Registration Team will be aiming to procure as much information as early as possible in order to streamline the running of the Championships.

Information that will need to be provided at this stage will include, but is not limited to personal contact details, dietary preferences, travel arrangements etc. 

Additional Information:

The N-1 Rule & Waiver Programme:


Due to our strong pool of local judges, Cork Worlds 2009 is in a position to offer a scheme whereby institutions that may be having difficulties meeting n-1 requirements, can apply to the adjudication team for a waiver from n-1.

Prior to the opening of official registration for Cork Worlds 2009, the adjudication team will be accepting applications for one of the limited number of judge waivers we will be granting.  An application for a waiver must be submitted to the adjudication team by emailing adjudication@... by July 18th stating the number of the teams and adjudicators that can be sent and the reason for applying for the waiver (E.g. funding, size of society).  Applications will be acknowledged with 48 hours and if an institution fails to get an acknowledgment they should contact us again promptly. 

Each application for a waiver will be considered on a case-by-case basis.  Institutions will then be informed prior to the opening of registration whether or not their application for a waiver has been successful and how many teams/judges they are required to register.  There will be no cost to institutions that apply for and are successful in their application.  

In all other cases the N-1 rule will be strictly applied and no leniency will be offered to institutions who neither did not apply for, nor were granted a waiver if they fail to fulfill their N-1 obligation.  The purpose of this programme is to facilitate participation in the Championships by teams who otherwise would have difficulty doing so.

Adjudicator Cap & Independent Adjudicators:

The number of adjudicators that each institution may register is limited to N-1 (N being the number of teams that institution is sending).  The only exception to this is for institutions sending one team who will also be allowed to register one adjudicator if they wish. 

So for institutions wishing to send three teams, two adjudicators will be required, for two teams one adjudicator will be required and for one team there is the option of sending one adjudicator or not.

If institutions wish to send adjudicators over the n-1 requirement then the details of those adjudicators should be sent to adjudication team by emailing adjudication@... by July 18th and state the names of the additional judges they wish to send along with a brief description of their experience.  The adjudication team will then review the applications and successful applicants will then be allowed to register.  Applications will be acknowledged with 48 hours and if an institution fails to get an acknowledgement they should contact us again promptly.

Any independent adjudicators wishing to attend the championships must follow the same procedure outlined above to obtain permission to register.
We do not wish this procedure to seem onerous and we will be delighted to welcome as many institutional and independent adjudicators as possible to the Championships.  This process has been implemented to ensure that we have both the best judging pool possible as well as ensuring that the competition does not have an excess of judges relative to the number of teams.

Any adjudicators who attempt to register, without being within the allowed cap of an eligible institution or having gained permission to register will be deleted from the registration system.

Eligible Institutions & Individuals:

We have a list of automatically eligible institutions for Cork Worlds 2009 from past WUDC, EUDC etc.  If you have any questions over your eligibility please get in contact with our registration department as soon as possible. We expect registration for Cork Worlds 2009 to fill exceptionally quickly and thus we would recommend that if in doubt please get in touch. 

Please note that the eligibility of an institution or an individual can only be guaranteed by a decision of the World Universities Debating Council.  While the Organising Committee of Cork Worlds 2009 will do our best to advise you of any potential issues regarding your eligibility, ultimately the responsibility lies with institutions and individuals to ensure that their participation is allowed for by the constitution of the Championships.  The Organising Committee cannot take any responsibility for any subsequent decision of the World Universities Debating Council to deny entry to any individual or institution who we allowed to register in good faith.

Dear All,

I would like to issue a correction and a clarification to my previous email detailing the registration details for Cork Worlds 2009.

Firstly may I apologise to all, an error was made in the previous email regarding the dates of registration for Cork Worlds 2009.  In the run up to this announcement several possible sets of dates had been considered in seeking to strike the best balance for all concerned and the wrong dates got included in the email that was sent on yesterday.

Secondly we have also taken on board the concerns that have been addressed to us over the last 24 hours and those concerns have been given due consideration.

As such the dates for each stage of registration for Cork Worlds 2009 are:

Stage 1 – Initial Registration: Open: August 1st 2pm Ireland - Close: August 14th 6pm Ireland (BST)

Stage 2 - Payment:  Open:  September 1st 2pm Ireland – Close:  October 9th 6pm Ireland (BST)

Stage 3 – Individual Details:  Open: October 13th 2pm Ireland – Close:  November 7th 6pm Ireland (BST)

The deadline for the receipt of applications under the N-1 waiver programme and for independent adjudicators wishing to come to Cork Worlds 2009 remains July 18th 6pm Ireland (BST). 

In all other respects the original announcement is correct and all policy remains the same and unchanged.  I regret any confusion that has been caused and hope that this email provides full clarification.  As always all details will be available on our website (www.corkworlds2009.com).

Koç Debate Club – the hosts of EUDC 2007 and the prospective hosts of WUDC
2010 – proudly presents another great debating event this summer: Istanbul
2008!


The first requirement of a good tournament is, of course, quality adjudication.
In order to ensure this,
Our Chief Adjudicator will be Samir Deger-Sen (2008 Worlds Champion, 2007 Euros
Semi-Finalist, 2007 Oxford IV DCA),

We will announce our DCAs later as soon as possible.

Almost as important as – or even maybe more important than – debating in a
debate tournament is the fun part: Socials! In order to maximize the fun you can
get from Istanbul 2008, we will be providing free alcohol in our amazing parties
and legendary Bosphorus cruise as usual. You may always expect some surprises
from our socials team that has created miracles in Euros last summer.


With top-quality food from the Koç University Divan Cafeteria and accommodation
in the university dorms as in our previous tournaments, Istanbul 2008 will take
place between 4 and 7 August 2008. The registration fee for this fantastic
tournament with 6 rounds, team cap of 72 teams and 4 different outstanding
parties – with free alcohol in each one – will be € 90.

Dear EUDC participants,

EUDC 2008 Tallinn is quickly approaching and we thank everyone who has
contacted us well in advance with a request for a visa invitation. We
are nevertheless growing increasingly worried about the non-EU teams
that we have not heard anything from, but who most probably need a visa
to enter Estonia. Please note that *the visa application process may
take up to 30 days and before that we must send you an invitation,* so
time is starting to run out!

It is urgent that debaters and judges from the following countries (who
have not contacted us yet) contact us ASAP:
1. Albania
2. Serbia
3. Turkey
4. Ukraine
5. Russia

In order to obtain a visa invitation, please send an e-mail to our visas
coordinator Mrs Katrin Viru at viru@... with the following
information and documents:
1) a scanned copy of the page of your passport with personal data (where
the photo, passport number, birth date etc are visible)
2) your home address,
3) which Estonian embassy you will apply to.

Note that the official inviter is the Estonian Debating Society, the
official name of the event is EUDC 2008.

Dear all,

Registration for EUDC is in its final stages. So far our strict team cap
policy, which we have also been criticized for, has served its purpose
well, as we have been able to guarantee participation for as much as 78
different institutions, most of them with more than one team. However,
it seems that by now all the institutions interested in participating
have exhausted the available places and due to several cancellations in
the past few weeks we are left with a few more available places until
the general team cap of 160 is reached.

Therefore, *we will be accepting additional teams to the tournament to
fill the available places*. The institutional team cap of 3 no longer
applies, meaning that even institutions that already have 3 teams are
able to apply for one additional place. The n-1 rule for adjudicators
does still apply. *The available team places will be allocated by lot*.

The procedure shall be as follows:

    1. This time registration will not happen through our website, like
       in earlier phases, but via e-mail.
    2. All institutions that are interested in sending one more team to
       the tournament (even if it is their 4^th team) must send an e-mail
       to register@... <mailto:register@...>. The subject
       line of the e-mail must read: “EUDC additional registration” and
       the message contain the name of the institution, name of the team
       (if possible, also names of debaters) and a confirmation as to
       whether an additional n-1 judge is required and will be registered.
    3. Registration via e-mail opens *Wednesday at midnight, i.e. 21 May
       at 00:00 GMT*.
    4. *Registration will stay open for 24 hours*. We shall accept and
       take into account only e-mails received from 21 May midnight GMT
       until 22 May midnight GMT.
    5. All e-mails that are received will be given an automatic reply by
       e-mail. If you do not receive such receipt confirmation, you must
       contact info@... <mailto:info@...> immediately and
       definitely before the end of registration on 22 May midnight. Any
       complaints received after this time will not be taken into account.
    6. *The available team places will be allocated by lot, not in the
       chronological order of receiving e-mails*. This method was chosen
       for several reasons. Firstly, in this way the possibility to get a
       place is not dependent on the speed of your e-mail server.
       Secondly, you will not be deprived of the possibility to get a
       place because your computer’s clock happens to be half a minute
       behind. Thirdly, it would be quite impossible to choose between 10
       teams whose e-mail was sent at exactly 00:00 with a difference of
       maybe a few seconds. Fourthly, allocation of places by lot is a
       suitable option considering that only very few institutions will
       be able to register a fourth team, so it really is a sort of a gamble.
    7. On 23 May the organizing committee will print out all received
       e-mails with a request for sending another team and put each
       e-mail in an envelope. The Representative of the Organising
       Committee of EUDC will thereafter blindly choose the appropriate
       number of envelopes and the available places will be allocated to
       institutions whose e-mail is contained therein.
    8. The teams chosen will be announced on 23 May at 10 p.m. GMT
       through EUDC and BD lists and on EUDC website, all these teams
       will also be contacted individually by e-mail.
    9. If your institution has been chosen to send an additional team to
       EUDC 2008 you will be contacted by our Registration Coordinator
       Liina Naaber, who will instruct you as to payments etc.
   10. In case of further cancellations, the available places will be
       allocated to institutions according to the same method.

Dear debaters,

The following six teams have been chosen by lot from among the 10
institutions that sent us a request for an additional team.
1. University of Warwick (Warwick D) + n-1 adjudicator
2. Trinity College Dublin University Historical Society (TCD Hist A)
3. Mykolas Romeris University (MRUni A)
4. Bristol University (Bristol D)
5. The Cambridge Union Society (Cambridge D)
6. Tilbury House Debating Society (Tilbury D)

These teams shall be contacted within a few days to organise payment etc.

However, we have today received information about further potential
cancellations, so the remaining four institutions (some of them, if not
all) can probably expect a call to the tournament within the next weeks.
In case of cancellations, we will organise an additonal draw and inform
the lucky teams individually.

Attached you can find all the relevant papers for EUDC Council meeting. These are EUDC Constitution, Agenda for the Pre-Council and Council , Minutes from Istanbul and abridged decisions made by Council since 2002.Please read through the documents.

I would like to ask that this e-mail be forwarded to regional mailing lists and the prospective delegates of the countries attending. I would also ask if the prospective delegates could send me an e-mail letting me know who they are.
In addition if any of the delegates feel that their is an issue that they would like to raise at the Council and it is not currently in the agenda please send me an e-mail at branka.marusic@... and I will gladly insert the issue in the agenda.

Starting this year I would like to encourage countries and regional reps to give a short written report about their activities so we can insert this information in the Minutes.

Dear participants of Tallinn EUDC 2008,

the org comm of the upcoming Tallinn Euros competition has appointed a
committee to check the eligibility of teams to compete as "English as
a second language" (ESL).

Under the constitution, ESL teams compete in a separate competition
(the "ESL-break") in addition to the main competition ("main break"),
whereas teams without the ESL privilege can only compete in the main
break.

Unlike WUDC, in EUDC there is no "English as a foreign language" (EFL)
category, so teams will either compete as "Main break only" or as
"ESL".

All teams that wish to compete in the ESL-break must apply for the
ESL-status to the committee. The only way to apply is through the
website http://esl-committee.blogspot.com. For the sake of clarity, no
previous application and/or communication regarding ESL can be taken
into consideration.

On the page http://esl-committee.blogspot.com, you will find further
information as to the criteria that under the EUDC-constitution and in
our eyes mark the distinction for ESL-teams.

The survey on that website is designed to somewhat measure your
English speaking abilities. Please try to provide as much relevant
information as possible. Teams that do not wish to apply for
ESL-status do not need to answer the survey. All information provided
will be kept confidential and used for evaluation purposes only. The
decision whether teams compete as "ESL" or "main-break only" will be
publicised.

The deadline for ESL applications is June 20th, 6 p.m. GMT. We would
welcome it however if you could apply as soon as possible.

We will soon release a list with our decisions on the classification
of teams. The classification will be either "ESL", "Main break only",
or "Interview". The list will be made available through

All teams termed "ESL" on that list are eligible for the ESL-break
without further necessary steps. "Main break only" are all the teams
that did not apply for the ESL-status. "Interview" are all the teams
that have applied for ESL, but we are unsure about and would like to
talk to personally in Tallinn.

Interviews are scheduled to take place at Hotel Olümpia on June 22nd
and the morning of June 23rd before pre-Council. We will release more
detailed information on this prior to the start of the competition.

All teams that are dissatisfied with the committee's decision have a
right to appeal to pre-Council. Pre-Council is the only instance of
appeal.

All teams arriving after pre-Council will still have a chance to be
interviewed. These teams however will unfortunately not be able to
appeal the committee's decision whatsoever.

Please direct all your inquiries regarding ESL to
esl.committee@.... This is the only e-mail-address we will use
for any question concerning ESL matters. Before you ask us however,
please make sure to check http://esl-committee.blogspot.com - that
site contains comprehensive information already. Also, please do not
contact us regarding other questions of registration. We only get
provided the reg data from the org comm, so if you are unsure about
your registration, please contact org comm directly.

According to the EUDC org comm, the e-mail-addresses provided through
the EUDC website registration are still incomplete. Thus, all official
communication concerning ESL will only be distributed through the
listservs EUDC and BD as well as published on
http://esl-committee.blogspot.com. Please forward this message to your
national and club listservs to make sure that people can apply for ESL
in time. Thank you.

The last - and we really mean THE LAST - opportunity to provide
information regarding your travel details, accommodation preferences,
food allergies and other vital information we as organisers need to know
is *Friday, 30 May, at noon (12 p.m.) GMT.* We still have too many of
those participants, who have not given us any information whatsoever,
and the last thing we need is listening to their complaints during the
tournament. This is why we are giving this last chance.

If you have already entered the information, we thank you and remind you
that any changes made now will not be traced or taken into account. We
will only look for new information from the system by those people who
have not provided us anything yet.

Those who have not given us the required information by 30 May will not
be given any special consideration by the org comm, meaning they will
have to eat what everyone is eating (which is of course fine as long as
you are not vegetarian, kosher, allergic to something etc), will have to
find their own way to the hotel upon arrival, can't choose your
roommates etc.

Dear assorted debaters,

One of Newcastle's Judges for the upcoming euros in Tallinn has had
to pull out due to unforeseen circumstances and with very little
notice we have been unable to find someone to fill the place despite
exhaustive efforts.

We are still comfortably in excess of N-1 and after discussion with
the tournament staff, no refund can be secured and we are free to
offer the place to others who may wish to take it up.

Therefore I am freely offering the place to judge at euros to whoever
may want it. We don't necessarily need payment (since we're not
getting our money back anyway) though if people want to pay we
wouldn't say no, similarly with payments in kind.

If anyone wants the space they will have to sort their own travel as
we don't have anything transferable.

If anyone has any interest please do get back to me ASAP as I don't
really don't want to see the space go to waste.

With the EUDC 2008 fast approaching I'm sure everyone in Europe is looking forward to what I'm sure will be an excellent Championships. 

With registration for Cork Worlds 2009 opening shortly after the EUDC this year, the Organising Committee for Cork Worlds 2009 will have a number of representatives in Tallinn to answer any questions that people may have.  We will have representatives from almost every Department of Championships in attendance, including:

Tournament:
Sponsored by IDAS, ZIP and hosted by Debate Club University of Maribor
Faculty of Law. Six preliminary rounds and semifinals in the WUDC
format. No team caps as of now. Faculty will serve as adjudication core
and administration for the tournament.

Accommodations:
Rooms and full meals provided in Ormoz and Maribor. Social activities
organized each evening.

Fees:
Includes all meals, double rooms, instructional materials,
transportation from Ormoz to Maribor, and social activities.
200 Euros for full program, 50 Euros for tournament.

Scholarships:
We hope to offer substantial scholarships to needy applicants. We are in

Turkish 10th Nationals were held in Uludað University between 1-5 May 2008. It was a fantastic tournament where a high level of competetion took place. Among the distinguished teams Finalists were:

Champions were METU A (Dilay Kurtulus and Nisan Su Aras)
Best Speaker on the tab was Dilay Kurtulus from METU A as well.

Dear all,

I’d like to inform you about the 20th edition of the Dutch Anglo-Saxon
Parliamentary Debating Institute (DAPDI) hosted at the Erasmus
University in Rotterdam, The Netherlands.

DAPDI has a nice tradition to build on: our yearly five day summer
course featuring 3 days of top level debating workshops and a 2 day
tournament (the serious bit), topped with amazing evening programmes
including: BBQ, Baja Beach Club and more (the fun bit).

We will fly in tutors from the Oxford and Cambridge Unions in the UK.
They give the workshops and judge the tournament. All debaters are
placed in a group of 8-12 people with similar debating experience to
ensure workshops of the right level. So whether you’ve already won a few
IV’s, or never debated before: DAPDI has something for you to learn.

The tutors of this year’s DAPDI are among the finest debaters Oxford and
Cambridge have to offer. Being finalists and even winners of the
European Universities Debating Championships (EUDC) and World
Universities Debating Championships (WUDC), there are none better able
to teach you the art of debating.

Just a brief reminder for all those who wish to make an application under our N-1 Waiver Programme as well for those who wish to come to Cork Worlds 2009 as independent adjudicators and for institutions who wish to send adjudicators over the N-1 requirement.  The closing date for applications is this coming Friday, July 18th, at 6pm BST.  We will then be reviewing all applications and will be getting back in contact with all those who have applied shortly.

Thank you for your e-mail. I would like to request to allow us to apply for more than n-1 after the 18th. The reason for this is that our preliminary competition determining who will represent us at worlds will be held on July 31st. It is only after this date that we will know who is to go, and as a result, whether anyone from our club wishes to join the party as an adjudictor from the club, but on their own expense.
 
I am not sure that anyone will indeed want to do this, however just in case, I would like to ask for this option. I do not believe that it will be more than one  person.

Just a brief reminder that registration for Cork Worlds 2009 will be opening next Friday, August 1st at 2pm (BST).

Registration will be run online through our website (www.corkworlds2009.com).  In order to facilitate this, essential maintenance work will be preformed on the Cork Worlds 2009 website this weekend, which may lead to minor downtime.  As a result I would suggest that all institutions ensure that they have full access to our website early next week. 

In stage 1 of registration you will be required to provide details about your institution, contact details, details regarding the number of adjudicators and teams that you wish to send and you will also be asked to indicate what hotel your institution would ideally like to be accommodated in at Cork Worlds 2009.  In addition you will also be required to certify that your institution is eligible under the World Universities Debating Championships Constitution, and that the teams which you will be entering will not be composite teams.

Dear All,

Just a brief reminder that registration for Cork Worlds 2009 will be opening tomorrow Friday, August 1st at 2pm (BST/GMT+1).

Registration will be run online through our website (www.corkworlds2009.com) with a clear link being provided to the registration system on the home page of the website.  In addition the registration system can also be accessed directly at registration.corkworlds2009.com

I would also just like to reiterate at this point any attempted registrations by email WILL NOT be accepted, the only way to register for Cork Worlds 2009 is through our online system.

Just a brief few brief things that I would like to reiterate in light of some queries that have come in. 

As with all World Championships and as stated on our website registration is on a first some first served basis beginning at 2pm (BST/GMT+1). 

In addition as with all recent Championships we would like to alert everyone that we expect our team cap to fill within minutes.
