6400 rpm static is about right for the prop/engine combo. The blade profile has a lot to do with how much thrust the prop generates just as the wing profile...
Jeff, Setting Shakesphere aside for the moment, I believe that Rotax says static rpm should be around 2-300 rpm below red line for a good engine/prop match....
