The event creator can select several possible dates, and each person signs in and marks their availability.  Then the creator can choose a date based on the most available.

Doug Cooper specializes in sustainable and energy-conserving architecture with McKibben + Cooper Architects and has been a pioneer in the promotion of sustainable building practices and LEED in the state of Idaho

 

Doug has been a Boise Planning and Zoning Commissioner since 2004 and was appointed Design Review Committee liaison for 2007. Currently he is working with that committee on new Design Standards for downtown Boise , which will include recommendations for sustainable material selection.

Doug will discuss how the new Boise Comprehensive Plan will Promote Sustainability through green building policies as well as land use policies (location of uses to reduce mileage and encourage transit, water, and agriculture conservation).  Doug will also discuss what the Planning and Zoning Commission is and how a City Comprehensive Plan differs from City Ordinances.

Sorry to be so slow in getting this out.

 

Whitney has sent the open house dates and I would encourage anyone interested to attend one of these if they can. Tricia Nilsson is also available to present to any interested group so contact her if your neighborhood or some other group you have is interested. We should discuss whether or not we want her to give a presentation to the Food Coalition.

 

I promised a quick review of Blueprint Boise and urban agriculture since many of you missed the meetings this summer where we discussed all of this. I recommend that we submit comments as a group.

 

Kelsey and I met with Tricia Nilsson, lead staff on the comprehensive plan update, in July to present and discuss our groups comments. The primary take away was that the City wants to encourage urban ag and allow it to occur in as many ways and locations as possible. Along those lines Tricia strongly encouraged us to look for barriers rather than lots of detailed inclusionary language. Her rationale was that the lack of barriers would allow urban ag more broadly than trying to write it into every possible location.

 

When I reported this back to the group we agreed that if the underlying principles and goals were clearly stated in such a way that urban ag is encouraged that this approach made sense.

 

So as we review the draft this is how we should approach it. There is no specific deadline at this point for comments. Their general timeline however is to gather public comments through February on the draft so they have time to incorporate any changes in a new final draft for the Planning and Zoning Commission hearing process to begin in April. Tricia is eager to hear as much comment now as possible in hopes that the final draft presented to P&Z has been well vetted.

 

Now is the best time for us to offer input prior to the legal public hearing process before P&Z and City Council.

 

I propose the following course of action for our group. Invite Tricia to give a presentation to our group (unless everyone feels they have a good understanding of the draft Plan), identify those individuals who want to review the draft. I am willing to compile their comments into one letter to send as our comments. We can then also have individuals speak to those points at the public hearings – hopefully they will be incorporated and we will be speaking in support. If we want to do all of this we’ll need to make these decisions tonight.

I am incredibly sorry I missed the meeting! I understand
everyone is busy and offer no excuses, just that I am busy as well. As
per the research I am conducting concerning federal policy of egg
production and sale I found no federal policy prohibiting local
producers from selling their eggs. I am left with a few questions I
cannot find information for or a person to answer. The first has to do
with the amount of chickens one may keep at any given time
(residential vs. zoned for livestock), the second is if there is a
license process one must go through in order to sell eggs
commercially, and the third has to do with the grading process. I know
that someone must be certified in order to grade eggs but I haven't
been able to lock down what the certification process entails. Given
these questions, I still think this process can move to distribution.
I can continue this search if need be. If the group moved on I
understand and apologize for getting this information out late.
        My life is very busy but I still want to be a part of this
committee. It is my hope that I may offer up the answer to these
questions to the group then take a step away until things calm down
for me and my wife so that I may rejoin the group more able to
contribute. I don't want to waste your time.

To try and get a definitive answer on what is required for sale of our backyard eggs, this is waht I found-

The following information is from the Idaho Department of Agriculture, Central District Health, and the Idaho Statues.

Chickens are susceptible to salmonella, a family of bacteria that can also infect their eggs.  The Department of Agriculture monitors the production and sale of eggs.  If you have under 300 hens, there is no Department of Agriculture license, inspection, or fee.  

If you have under 300 hens and sell direct to the customer, then you don’t need a Department of Agriculture license, nor an inspection, and you don’t have to grade your eggs.  You do need a license from the Health Department, and you do need to write your name, address, and “ungraded eggs” on each carton. You may print this information on address labels and stick them to the cartons. And you may use used cartons.  Eggs must be stored at 45 degrees or lower.  You may keep the eggs in an ice chest at the farmers market.  You must have a thermometer.  A thermometer from the kitchen section of the supermarket is fine.

If you have 300 or more hens, grade eggs, sell to distributors or retailers, then you will need a Department of Agriculture license and an inspection.  The annual license is $20 for each distribution location.  The license fee to grade eggs is $5.  The Department of Agriculture license and inspection is to ensure that if lots of chickens are raised in one place, that it is done in a healthy environment.  The Department of Agriculture license is addition to the Health Department license.  The latter is to ensure that the eggs are handled properly after they are produced.

Treasure Valley Food Coalition: Policy Working Group

1) TVCA Steering Committee update- Whitney
 
The G.I.S. class at BSU has offered to perform a food assessment for TVCA displaying farmlands and all related data. They desire a components list for them to included in the overlay assessments, such as: mills, creameries, crop types, markets etc. TVCA will assist them with these requirements.
 
We also learned that a food assessment has been performed in east Idaho and that we should contact their team for guidance.
 
A local food act is being compiled to include whole foods, grains, vegetables, honey and nuts. No poultry or dairy items are being included, as there are hurdles to overcome before they can be added. The benefit would be a tax credit for sellers into the local economy.
 
2) The Idaho Food, Farms and Jobs Act, which essentially sets up a statewide government task force to explore the enhancement of a healthy and vibrant local foods economy, will be set aside until the budget picture looks more feasible in state government. The task force would require funds and any new spending is being severely curtailed at this time. The pilot state, where there already is a task force underway, will be monitored for its performance and reports.
 
3) Blueprint Boise- Deanna
 
The latest draft of the city blueprint is ready for review. The city needs feedback now before mid-March. Pay special attention to the Environmental Stewardship section that covers urban ag. Check all planning areas and look for noise restrictions, composing allowances and habitats for animals.

Back in the summer of 2009, it was decided that a policy assessment would be performed on the sale of eggs from backyard chickens. All areas of potential regulation were explored from the city, county, state and federal levels. In the aggregate, there are really no relatively difficult obstacles to raising backyard chickens other than observing a few basic rules.
 
  • One can have 3 hens (classified as pets) in city limits at most residents
  • One may have up to 12 hens on a acre, as long as at least half of that acre is devoted to livestock
  • Homeowner association rules can typically trump city allowances and most CC&Rs are not generous to backyard chickeners
 
As far as selling of ones eggs into the regulated economy, there are no obstacles from the city or county. The state enforces USDA rules, which are covered below- (This is from the Kuna Farmers Market web post)

Backyard chickeners are well under the 300 limit. The rules for requiring a license, ice chest and thermometer should seem reasonable to most. Therefore, selling eggs direct to the consumer should be pretty easy. As far as selling to a store for resale, as long as the basic requirements are met, one should be able to sell to a local store if they agree. There is at least one local chickener that sells his eggs to the Boise Coop successfully.

Even then, there were already 219 certified organic producers in the state benefiting from organic product sales totaling $71 million.


But when Idaho was allocated $900,000 for the Environmental Quality Incentives Program Organic Initiative last year, Idaho farmers were only approved for about $400,000 because few farmers applied.



For 2010, Idaho has been allocated $798,000.




Organic farmers can meet with Harris Sherman, USDA's newly appointed undersecretary for Natural Resources and Environment, and Congressman Walt Minnick this week to see how to take advantage of the special funding for organic farmers.
