secedes!"

"At a meeting tonight, the city council is expected to cede control of the
schools to KnowingNewport, an on-line chat group that, Sardella says,
"always claims to have all the answers. If they're so smart, we should let
them deal with the schools and see how they like it."

So, if we were to become the acting school superintendent for the month of
May, what proposals could we put in front of the school committee and/or
city council school liaison committee to partially address this annual
"budget" train wreck?

We get extra credit for citing the problems (and possible workarounds) in
implementing any particular proposal.
