The article should not be dead for many reasons.  Why didn't the article include all persons on the list with the same data.  What was the loan?  When was the loan?  What was the payments history?

The second part of the problem who is minding the store?  Doen't the city have a record of it loans?  What about accounts payable department?  But after several years with no accountability it doesn't surprise me.

I sure could have used the loan to fix up my house.  I guess the program got very little fan fare.  How many people ever heard of the program?  I believe there should be some sort of follow upo article to put the story to rest.
