For the last four years we talk about cost sharing between union and city for health care benefits. With little or no progress on the issue.
What about the buyback issue? I think it cost us about $600K.
Positives:
1. Lowers no employee salary
2. Let no one benefit from the increases coming down for Blue Cross (Cost containment) If premium goes up buy back has been going up (encourage increases)
3. Does not take away anyone's health courage (they are already cover)
Negatives:
Administrators and some employees would not get the 10% bonus from buy back.
Can we get a list of who is on buyback and ask why they should receive $5 - 7 thousand each year? Is the school superintendent, city manager, elected official who spouses work for the city or school collect buy back? Maybe that is why we can't start with the easy stuff. It might hurt the chosen ones. Let the union and manager talk about cost sharing and not about waste like the buy back. It give good cover for not doing the right thing.
I think the City and school Administrations position on the list is they can't produce the information. They do produce the checks, but can't tell you who get them.
What about the City current surplus or has that disappeared?
