Proposals for the Fall and Spring Conference are always welcome.
If you have a great lesson or information to share, consider giving
a workshop at the Spring or Fall Conference.
	 The Spring Conference is held in different areas of the state to
accommodate the most people for attendance. It will be held in
2003 at the Lodge of the Four Seasons - February 27-March 1

MEMBER SHOW:
The member show is open to all members of MAEA and the exhibition is
held each spring at the spring conference site.  Three scholarships
to Arrowmont School of Arts and Crafts (or a similar summer arts and
crafts program) are awarded, one each, to the top three entries
(Monies rasied at our Friday night auction help defray the costs of
these scholarships) Ribbons will be given for 1st and 2nd place among
all other entries.

To enter:
  Entries are limited to three per artist.  All work submitted must be
accompanied by an entry form. (See registration packet) All work must
be installed by the artist and the artist must supply all materials
necesary for installing the work. The art work must be removed
immediately at the close of the conference. MAEA reserves the right
to exclude any entry that it deems unsuitable for the exhibition.
Artists are to provide their own insurance. MAEA is unable to
provide insurance on any work and does not assume reponsibility for
any damage to work or loss of work at any time.

EXTRA ENTRY FORMS WILL BE AVAILABLE ON SITE.

STUDENT SHOW:
  The student show is limited to two-dimensional work only and must be
created on 4"x6" postcard style paper. Any media may be used but
because of space restrictions, only this size and format will be
accepted. Each art teacher is allowed eight individual student's work.
This exhibition is held each spring at the spring conference site.
Plaques will be given for 1st and 2nd place in each of the six
categories. Ribbons will be given for 1st,2nd and 3rd place in each
age category.
Categories are:
Kindergarten-2nd
3rd-4th **
5th-6th **
7th-8th **
9th-10th
11th-12th

** These categories are listed differently in the registration
packet. We will use these categories for judging (this is an increase
in number of categories).

All entries from a single school should be mounted together on a
sheet of  postserboard.  If artwork falls in more than one category,
mount each category separately. Label with student names only. School
name, teacher, etc. should be printed clearly on the back of the
posterboard. The tag (included in your registration packet) must be
completely filled out and attached to the front lower right-hand
corner of the posterboard.  Please cut a slit on the line indicated.
All work must be installed by the teacher and the teacher must supply
all materials necessary for installing the work.  The artwork must be
removed at the end of the conference. No work will be returned by
mail.

CITIZENS' DAY AT THE LEGISLATURE
Wednesday, February 5, 2003
Jefferson City, MO


On Wednesday, February 5, 2003, arts advocates will convene in
Jefferson City for Citizens' Day at the Legislature.  Citizens' Day
at the Legislature is an annual event coordinated by Missouri
Citizens for the Arts, in which arts-minded constituents have
personal meetings with their senators and representatives.  The
advocates are representatives of arts organizations from all regions
of the state, as well as individuals and art educators who recognize
the importance of quality arts experiences for all Missourians.
Advocates meet with members of the Missouri General Assembly to
discuss Missouri Citizens for the Arts' advocacy position for the
current session and to emphasize the beneficial effects, both
tangible and intangible, that the arts industry has on the
communities and individuals of Missouri.

Arts advocates will also attend a performance of "More Stuff" by
Metro Theatre Company in the Capitol Rotunda.

Following the performance will be the presentation of the 2003
Missouri Arts Awards. The Missouri Arts Awards were established in
1983 to recognize and honor Missouri arts organizations, artists,
individuals, businesses, and arts educators for their contributions
to the advancement of the arts in Missouri. The recipients of the
2003 Missouri Arts Awards are David Anstaett of Lee's Summit, Arts
Education; Repertory Theater of St. Louis, Arts Organization; Jay
McShann of Kansas City, Individual Artist; Robert Baird of
Springfield, Leadership in the Arts; American Century Investments of
Kansas City, Philanthropy; and Senator Roseann Bentley of
Springfield, Lifetime Achievement in the Arts.

A reception for the arts advocates, award recipients, and Missouri
legislators will be held in the Governor's Mansion following the
award presentation.

Thank you again for your support of Missouri Citizens for the Arts!

"LEANER, NOT MEANER"

Governor Holden stated his State of the State address outlines "a
plan to ensure that we continue toward the goal of a leaner state
government, but does not want it to be a meaner state government".
In the attempt to fill a $1 billion budget gap in the Fiscal Year
2004 budget, the Governor called for both budget cuts and tax
increases for the next fiscal year.

The budget cuts included $280 million from Medicaid, early
retirements, layoffs, and elimination of several state agencies.

There were no proposed cuts in the departments of Elementary and
Secondary Education and of Higher Education. The Gifted categorical
and the Missouri Scholars Academy and the Fine Arts Academy was not
cut.   However, Holden warned they will be cut if his tax increase
proposals do not get legislative or voter approval.

Changes in the state's Medicaid program would provide some of the
biggest savings.  Holden would like to require small co-payments for
various Medicaid services, such as free medicine.  Companies that
contract with the state to provide Medicaid services could waive the
co-pays for some patients.  The size of the co-payments would be
based on the average cost of a particular service.  For example, a
$20 office visit would have a co-pay of $1.  The co-payment for
services under $10 would be 50-cents.  The cost containment and
Medicaid program cuts are estimated at $139 million.

The tax increase proposals includes an increase per pack of cigarette
tax from 17-cents to 72-cents, that would generate approximately
$278.5 million, which would require statewide voter approval.  If
approved by the legislature, the proposal would go on the July 2
ballot.


Holden also proposed increasing the casino admission fees by $2, and
increase their tax by 2% (from 20% to 22%)., and eliminate the $500
loss limit for gamblers.  These three proposals would be voted on
separately, but could generate $193 million.


The new House and Senate Leadership did not readily accept Holden's
proposals, however, vowed to work together for the benefit of the
state.  As appropriation committees are being finalized, the House
and Senate will begin work next week on their strategies to solve the
$1 billion budget shortfall.


It is a lengthy budget process prior to reaching the Governor's desk
in May.  Missouri state statutes require the state to have a balanced
budget at the end of each fiscal year (June 30).

There is no "mailing list" for YAM.  Any member of MAEA is welcome to put
art work at the capitol.  It is limited to four individual pieces per art
teacher (no matter how many grades, classes, etc, they teach) and group
projects are not allowed.  To get a YAM packet, they are available at the
Fall conference at the registration desk at Knobnoster.  If you can't or
don't attend the Fall conference you may obtain a YAM packet by sending a
request to Cathy Wyss or Sheila Gutherie.

Can anyone help me? I live in DeSoto, which is about 45 minutes south
of St. Louis. I am looking for my Masters Degree in Art Education or
Secondary Education with an emphasis in Art. Obviously I am still
teaching, so I am looking mostly for evening and summer classes. I
have not been successful finding a program close. Has anyone else

develop an objective and critical understanding of the making and
interpretation of art. Students will discuss readings and videos by
prominent art historians and social critics as well as look at real

America's unique contributions to the art world, and try to define

   Our keynote speaker is Elaine Thatcher, associate director of
Mountain West Center for Regional Studies at Utah State University.
Thatcher has worked on heritage tourism projects in Arizona, Utah and
Idaho, at all levels of government,and on varying art projects. Those
include the annual Cowboy Poetry Gathering, Spirit of Place radio
series, and Nature and Tourism: The Ethics of Land Use in Western
Communities.

   Elaine will be speaking to us about cultural and heritage tourism
and the Bear River Project, a cross-border project between Idaho and
Utah.
   The conference features workshops and sessions for artists, art

Received this communique about the Saint Louis Art Museum....and felt
it should be  passed on to our members.....

Some changes are occuring at The Saint Louis Art Museum which MAEA
members should know.

Affecting all state teachers -- After May there will no longer be a
Resource Center from which teachers can check out or purchase
materials.  For years the Museum has been a leader in the country
offering slides, posters, touch kits and other services to teachers.

Affecting St. Louis City and County teachers -- The ABC program which
has been in place for many years will not exist as it has.
Apparently therebwill be visits available with docents (instead of
teachers) and there will not be any in-gallery art activities.

The entire Education Department is being revamped with little input
from thenprofessional art educators in the Museum and apparently NO
input from art educators in the area.

Since The Saint Louis Art Museum is partially funded by the taxes of
St. Louis City and County residents, it is important that these
changes not go without protest from our members.  It appears as
though the Museum is moving toward programming more appropriate to a
private museum than a publicly funded one.

FYI -- The changes listed above have come about since the appointment
of the new Director -- Brent Benjamin.  The new director is
apppointed by the Board of Directors.  Contacting the Director will
probably be a brick wall. Protesting to the Board of Directors may be
more effective.
