We wish to inform you that the Global Human Rights Leadership Training Institute (GHRLTI) is now accepting applications for the 5^th edition of its Certificate Course on Gender Development Training, 8^th February – 10^th March 2010.. Please help circulate this announcement.

Course Description:

This course is designed to prompt an exploration of common behaviours and attitudes towards gender differences. It will present facts and figures about the situation of women and men in our society today – and references from key documents that highlight policies formulated to address gender concerns. Recent events have shown that if governments are serious about achieving the Millennium Development Goals, MDG’s, it is essential that gender be taken into account for all the goals.

The course also features a number of exercises and reflective activities designed to explore basic gender concepts and enhance gender analysis skills, which can be applied in the formulation of policies, the design of programmes, and the exercise of evaluation..

Benefits:

The overall purpose of the training programme is to enhance the gender-responsive planning of key institutions and the management skills of their employees, so that they can more effectively play their part in implementing gender-sensitive development policies as well as mainstreaming gender in order to achieve the Millennium Development Goals, MDG’s.

Course Content:

This 5-weeks part-time course comprises 6 modules. The module outline is included below:

Target Audience

The course is aimed at gender focal points, women organisations, programs and project managers, researchers, policy-makers, activists, women advocates and feminists, students, staff of NGOs and CBOs, staff of UN specialized agencies, donor agency field workers, volunteers, development actors, trainers, students, government officials etc. Candidates should have a good written command of English language and high competence and comfort with computer and internet use..

Entry Requirement:

Students must have a current e-mail account, regular access to and general familiarity with the internet and mobile phones.

Course Delivery:

Interaction with students will be via the Global Human Rights Leadership Training Institute training platform and all course notes and guidelines for study will be delivered and accessible to students in electronic format. (http://www.justiceg roup.us/GHRLTI)

Each week a new module is available to the students. At the end of each week, an assignment is completed by the students and marked by the course experts. Assignments are in the form of written assignments.

Course Dates:

Registration closes: 2^nd February 2010

Course starts: 8^th February 2010

Course closes: 10^th March 2010

Award of the Certificates:

Statistics from previous courses showed that submission of assignments and receiving online tutoring help participants to integrate gender in their various activities. Certificates can be awarded only to those students who:

1)         Completed all assignments and Final Exam

2)         Obtain a combined final mark of 50% or more for the assignments and Final Exam

Successful students will receive the GHRLTI Certificate in Gender Development Training.

Course Fee: The course tuition fee is US$300. Course fees include access to all course materials, expert support, assignments as well as postage and packaging of a certificate. There is a limited amount of partial scholarships available for applicants from developing countries, based on financial need.

Location: Online (GHRLTI master platform)

Total Duration: 5 Weeks, approximately 25 hours learning time

Application Procedure

The deadline for application is 2^nd February 2010. While full tuition payment is due on 5^th February 2010. However, applications will be accepted on a first-come-first- serve basis. Applications received after this deadline will not be considered.

وسط معاناة يشعر بها الانسان في عالمنا العربي  من انتهاكات عدة للحقوق والحريات بالمخالفة للمواثيق الدولية، وللقوانين الوطنية،  فان هناك أصوات تجاهر برفضها لهذا الواقع، وأقلام تناضل من أجل الحرية والكرامة الإنسانية عبر وسائل إعلامية متعددة بينها الصحافة الإليكترونية والمدونات ووسائل الاعلام الشعبي الجديد ، لذا نتقدم بمبادرتنا هذه الي كل انسان بوطننا العربيّ ، نمد له يد العون بما نملك من أدوات اعلامية كصحفيين ومدونين قرروا ان يكون لهم دورا فاعلا في نشر ثقافة حقوق الانسان وتوثيق الانتهاكات ومناصرة الحريات من مدخل اعلاميّ ونأمل ان تكون مبادرتنا إطاراً ينسق الجهود، وينظم الحركة والحملات المشتركة، ويدعم المبادرات الخلاقة لاحداث تراكم ايجابي في مسيرة ترسيخ الشرعة الدولية لحقوق الانسان ونشر ثقافتها في مجتمعاتنا ، واننا اذا نعلن عن انشاء شبكة صحفيون ومدونون من أجل حقوق الانسان فاننا نمد أيدينا لكل المهتمين والفاعلين في مؤسساتنا الرسمية والمدنية المعنية بحقوق الانسان من أجل التعاون معا في اعلاء قيمة الانسان وحريته وكرامته علي كل المستويات

إلى كل إنسان يعيش في بلداننا العربية ويعاني من انتهاك الحقوق والحريات والكرامة الإنسانية بما يتضمن من اضطهاد أو تهميش أو تمييز مخالفة للمواثيق الدولية، والقوانين الوطنية وكذلك للمؤسسات الرسمية العربية لكي تعمل على تطبيق القوانين المحلية، والمواثيق والشرائع الدولية التي تحافظ على حقوق المواطن، وتحفظ له كرامته واحترامه.

 1 – التشبيك بين الصحفيين والمدونين العرب المهتمين بحقوق الانسان

2 – خلق مساحة حرة للتعبير عن الرأي ورصد الانتهاكات

3 – حث المواطن علي الكلام دون قيود وبالوسيلة التي يراها مناسبة

4 – دعم ضحايا الانتهاكات عبر نشر قضاياهم وايصالها للمؤسسات المعنية

5- التواصل مع مؤسسات حقوق الإنسان العربية والدولية من أجل حماية حقوق الإنسان في العالم العربي والعمل علي المساهمة علي نشر وترسيخ ثقافة حقوق الانسان

حملة احكي

هي أولي فعاليات شبكة صحفيون ومدونون من أجل حقوق الانسان وستعمل علي المحاور الاتية :

محاور الحملة :

حرية الرأي والتعبير :

 * نشر المعارف والمعلومات التي من شأنها التوعية بمبادئ حقوق الإنسان

* عمل نافذة لنشر المقالات والاعمال المميزة في العالم العربي وتعني بحقوق الانسان

المرأة :

* فتح مساحة حرة للمرأة للتعبير عن ذاتها وأحلامها

* كسر حاجز الخوف عند التعرض للانتهاكات

* حملة توعية واسعة بحقوق المرأة في مختلف القضايا

الطفل :

 * مساعدة الاطفال وتعويدهم علي التعبير عن أرائهم دون خوف

* غرس ثقافة العقل النقدي والتفكير الابداعي المستقل داخل الطفل

* حملة توعية لحقوق الطفل في المجتمع العربي.

اللاجئين :

 

السياسات الحاكمة

1 - الأخذ بعين الاعتبار خصوصية كل بلد دون أن يتعارض ذلك  مع  حقوق   الانسان

2 -  الابتعاد عن القضايا والأمور ذات السجالات السياسية التي لا تختص الحملة بها ، والتركيز على القضايا التي تبنتها الحملة

CALL FOR SUBMISSIONS *Extended deadline for submissions: January 15, 2010 The Human Rights Watch International Film Festival in partnership with Adobe Youth Voices seeks youth-produced film, video and animated works on human rights issues made by youth ages 19 and under for its third annual YOUTH PRODUCING CHANGE program. Armed with digital cameras, computers and their own boundless creativity, young people across the globe are bravely exposing human rights issues faced by themselves and their communities. YOUTH PRODUCING CHANGE provides a platform for youth to share their perspectives with audiences worldwide. Please click the following links for further information about submitting your film. Films longer than 20 minutes will not be considered. Language: Films of all languages are welcome, however films must have English subtitles if the spoken language is a language other than English. Format: DVD(preferred) or VHS. We can accept entries using NTSC or PAL. Submissions will not be returned. Sorry, entries sent in on Mini DV can NOT be considered. Authority to Submit the Film and License: By submitting the film, you acknowledge that you have the full right and authority to submit the film to the YOUTH PRODUCING CHANGE program and you grant to Human Rights Watch, Adobe Youth Voices and the Human Rights Watch International Film Festival a free license to screen and exhibit the film for evaluation purposes. Ownership and Copyright: By submitting the film, you acknowledge that you are the sole author and owner of the film, or if you are not the sole author,you have secured all necessary and appropriate rights, written permissions, and releases in connection with submitting the film. In particular, all music and other rights must be cleared for non-exclusive educational, online, broadcast and theatrical distribution. Greenhouse : Development of Documentary Films on the Theme of Racism & Human Rights Open for European & MEDA Filmmakers! Deadline: February 2, 2010   In less than a month, the Greenhouse submissions will be closed. 	CLASS ACTIONS, MASS LITIGATION AND COLLECTIVE REDRESS We are pleased to inform you that the programme of the UIA seminar on "How to Effectively Resolve International Commercial Disputes through Mediation and Arbitration", is now available on our web site. Class action, mass litigation, collective redress, acción de clase, action de groupe, Sammelklage - there are many words for a phenomenon of increasing importance and interest.   The programme will include the perspectives of experienced plaintiff and defence class action lawyers. It will give insights into class action litigation in Europe and in various jurisdictions. Commentators will give their views as to whether and how class actions have been able to help victims, how parties become involved, what they should do and how to understand the challenges faced with cross-border mass litigation. Experts will give guidance on multi-jurisdictional litigation. The seminar will address different types of class actions such a antitrust class actions and securities litigation in the capital markets battleground. Topics such as the role of liability insurers in mass litigation scenarios and the impact of bankruptcy on pending class actions will be presented by experts in these areas. The status of prominent cases such as The Pirate Bay and Deutsche Telekom will be addressed by recognized lawyers in the field of mass litigation. World Citizens Propose Planting Trees of Life

                        Listen for whispers from the woods, and wisdom will come.

 

            The United Nations General Assembly, in Resolution 61/203; has proclaimed 2010 as the International Year of Biodiversity.  The resolution, marking the UN Convention on Biodiversity was passed prior to the holding of the December 2009 Copenhagen Climate Conference which highlighted the interactions between global vegetation and climate, the negative effects of deforestation on climate, the importance of vegetation feedbacks on global warming, and the extent to which forests create their own micro-climatic influence.

 

            Denmark was an appropriate location for this emphasis on the role of woods and forests acting for the benefit of the planet.  In Scandinavian mythology, the Great World Tree, Yggdrasil, is the tree of existence, the tree of life and knowledge.  Care of the tree is entrusted to three maidens named Urdhr (Past), Vervandi (Present) and Skuld (Future).  From this tree springs forth our visible universe.  On the topmost branch of this tree sits an eagle, who symbolizes light and whose keen eyes see all things taking place in the world.  The tree is the cosmic pillar that supports heaven and at the same time opens the road to the world of the gods. The tree permits an opening either upward (the divine world) or downward (the underworld).  The three cosmic levels — earth, heaven, the underworld — have been put into communication.

 

            In the myths and legends of other cultures, we also find the importance of the tree as a symbol of life with its roots underground, its trunk in the world of humans and its top-most branches touching the sky.  Branches are compared to steps or a ladder and so are a way by which the hero climbs, through initiations, to higher consciousness.  It is under the protecting branches of a tree that the Buddha reached enlightenment.  The loss of the leaves of a tree and their renewal has served as the symbol of death and regeneration. The tree is a living symbol. A grove of trees was often considered sacred and the sanctuary where religious rituals were carried out.

 

            In the grove of trees of life, animals also have symbolic meaning, such as the eagle in the Scandinavian myths.  Birds represent the element air, and a snake, thought to live underground among the roots, a symbol of the earth or the link to the world of after life. This symbolism of animals in a tree grove was stressed by A.J. Wensinck in his study Tree and bird as cosmological symbols in Western Asia.. For African examples see the extensive research of Viviana Paques.L’Arbre Cosmique Dans Le Pensée Populaire et Dans La Vid Quotidienne Du Nord-Ouest Africain.  In the Bhagavad Gita, the tree is the symbol of the person and his destiny, a symbol also used by Plato as well as in the Kabalist  Zohar.

 

            Thus the tree is an appropriate symbol for the integration of human, animal and plant life in a system of biodiversity.  The planting and care of a tree is a ritual of respect for biodiversity and a way to overcome the sense of separation from nature which many humans feel. Societies have often taught its members to fear nature or to conquer nature — an understandable attitude in earlier stages of human evolution. However, today, this disconnection from nature produces dysfunctions and environmental, social and mental problems.  Re-contacting with nature can produce joy, regeneration and community bonding.

 

            This feeling of harmony with nature is what the former Harvard biologist Edward O.. Wilson called “biophilia” — connections that human beings subconsciously seek with the rest of life.  Our natural senses are designed to bring our being into harmony, fulfilment and community with the world.  As Wilson wrote “wilderness settles peace on the soul.”

 

            Obviously, there are many different aspects to the protection of biodiversity, measures which need to be undertaken within the United Nations system (1), by national governments and by local authorities.  However, individual action is necessary and important.  The planting of a tree both individually and as a group effort is an important sign of respect for biodiversity and thus a contribution to the International Year of Biodiversity. Each planting can be accompanied by the thoughts, emotions and words considered appropriate.

 

            Each tree is a living symbol of respect for nature and a positive contribution to world citizenship.

يرفض الباحث السياسي الفرنسي والخبير في شؤون الحركات الإسلامية، أوليفر روي، في كتابه الجديد "الحرب الخاطئة" فكرة وجود "تكتل جيوـ إستراتيجي في العالم الإسلامي". كما يسعى الخبير المعروف بحياديته وموضوعيته، إلى تفنيد فرضية "صراع الحضارات" الخاطئة. لؤي المدهون في عرض لهذا الكتاب الرصين.

لم تكن المدونات وقت ظهورها الأول سوى سجلات إلكترونية لاهتمامات شخصية، ثم نمت وتطورت لتصبح وسيطاً معرفياً ومساحة للتعبير، غير أنها لن تستطيع إحداث التغيير المجتمعي المطلوب دون إصلاحات ديمقراطية حقيقية، كما يرى المدون المغربي الشهير ومنظم جائزة المدونين العرب محمد الساحلي في هذه المقالة.

Over the past six years, we presented varied workshops at different artistic levels, where their aim was to train and enhance the artistic capabilities of the actor. However, since last year, we shift from the structure of the selective individual training workshop to a well rounded training program, which embraces the methodology of a rounded learning course. The goal is to enlighten and expose the trainee to all the educational experiences present in the program, allowing him/her to benefit from the accumulative knowledge provided by this inter-connected training program.

 

This program aims at supplying the trainee with various creative resources to stimulate creative abilities and to develop body movement as well as the skills of building the character. Consequently, supporting and enhancing his/her expressive skills onstage.

 

Through this program, we directly aim at forming an informal classroom made up of 20-25 young intermediate- level Actors and Dancers to go through the practical experiences planned for the program. The program will be held over a period of 10 consecutive days and it will include 5 workshops that revolve around physical movement and expression for Actors and Dancers.

Call for Facilitators/ assistance for training January 18^th to 29^th 2010.

On behalf of a small Danish organization (Danish Romanian Association) I am looking for a facilitator/ assistance for a training about social teacher as a method in human rights education.

 

There are no money to offer a honorary but the facilitator will get all expenses covered. The facilitator should know something about human rights and preferable something about social teacher.

 

The responsibilities of the facilitator will be:

-          Presentation about Human rights/HR-instituti ons

-          Exercises from Compass

-          Reporting and photos of sessions

-          Energizers

-          Active participation in the organisation

 

It will be a very intimate training with only 16 participants and everyone is expected to take part of the practical tasks as ex. Cleaning and preparing food.

 

The training will be made on the vocational center “Feriecenter Slettestrand” (www.slettestrand. dk) 100 meters from the north sea and with access to swimming pool, sauna and fitness center.

الفارغون أكثر ضجيجاً   إذا مرَّ القطار وسمعت جلبة لإحدى عرباته فاعلم أنها فارغة، وإذا سمعت  تاجراً يحرّج على بضاعته وينادي عليها فاعلم أنها كاسدة، فكل فارغ من البشر والأشياء له جلبة وصوت وصراخ، أما العاملون المثابرون  فهم في سكون ووقار؛ لأنهم مشغولون ببناء صروح المجد وإقامة هياكل النجاح، إن سنبلة القمح الممتلئة خاشعة ساكنة ثقيلة، أما الفارغة فإنها في مهب الريح لخفتها وطيشها، وفي الناس أناس فارغون مفلسون أصفار رسبوا في مدرسة الحياة، وأخفقوا في حقول المعرفة والإبداع  والإنتاج فاشتغلوا بتشويه أعمال الناجحين، فهم كالطفل الأرعن الذي أتى إلى لوحة رسّام هائمة بالحسن، ناطقة بالجمال فشطب محاسنها وأذهب روعتها، وهؤلاء الأغبياء الكسالى التافهون مشاريعهم  كلام، وحججهم صراخ، وأدلتهم هذيان لا تستطيع أن تطلق على  أحدهم لقباً مميّزاً ولا وصفاً جميلاً، فليس بأديب ولا خطيب ولا كاتب ولا مهندس ولا تاجر ولا يُذكر مع الموظفين الرواد، ولا مع العلماء الأفذاذ، ولا مع الصالحين الأبرار، ولا مع الكرماء الأجواد، بل هو صفر على يسار الرقم، يعيش بلا هدف، ويمضي بلا تخطيط، ويسير  بلا همة، ليس له أعمال تُنقد، فهو جالس على الأرض والجالس على الأرض لا يسقط، لا يُمدح بشيء، لأنه خال من الفضائل، ولا يُسب  لأنه ليس له حسّاد، وفي كتب الأدب أن شاباً خاملاً فاشلاً قال  لأبيه: يا أبي أنا لا يمدحني أحد ولا يسبني أحد مثل فلان  فما السبب؟ فقال أبوه: لأنك ثور في مسلاخ إنسان، إن الفارغ البليد يجد  لذة في تحطيم أعمال الناس ويحس بمتعة في تمريغ كرامة الرّواد، لأنه عجز عن مجاراتهم ففرح بتهميش إبداعهم، ولهذا تجد العامل المثابر النشيط منغمساً في إتقان عمله وتجويد إنتاجه ليس عنده وقت لتشريح جثث الآخرين ولا بعثرة قبورهم، فهو منهمك في بناء مجده ونسج  ثياب فضله، إن النخلة باسقة الطول دائمة الخضرة حلوة الطلع كثيرة  المنافع، ولهذا إذا رماها سفيه بحجر عادت عليه تمراً، أما الحنظلة  فإنها عقيمة الثمر، مشؤومة الطلع، مرة الطعم، لا منظر بهيجاً ولا ثمر  نضيجاً، إن السيف يقص العظام وهو صامت، والطبل يملأ الفضاء وهو أجوف، إن علينا أن نصلح أنفسنا ونتقن أعمالنا، وليس علينا حساب الناس والرقابة على أفكارهم والحكم على ضمائرهم، الله يحاسبهم  والله وحده يعلم سرّهم وعلانيتهم، ولو كنا راشدين بدرجة كافية لما أصبح عندنا فراغ في الوقت نذهبه في كسر عظام الناس ونشر غسيلهم وتمزيق أكفانهم، التافهون وحدهم هم المنشغلون بالناس كالذباب يبحث عن الجرح، أما الخيّرون فأعمالهم الجليلة أشغلتهم عن توافه الأمور  كالنحل مشغول برحيق الزهر يحوّله عسلاً فيه شفاء للناس، إن الخيول  المضمرة عند السباق لا تنصت لأصوات الجمهور، لأنها لو فعلت ذلك  لفشلت في سباقها وخسرت فوزها، اعمل واجتهد وأتقن ولا تصغ لمثبّط  أو حاسد أو فارغ. هبطت بعوضة على نخلة، فلما أرادت أن تطير قالت للنخلة: تماسكي أيتها النخلة فأنا سوف أطير، فقالت النخلة  للبعوضة: والله ما شعرت بك يوم وقعت فكيف أشعر بك إذا طرتِ؟! تدخل  الشاحنات الكبرى عليها الحديد والجسور وقد كتبوا عليها عبارة: خطر  ممنوع الاقتراب، فتبتعد التكاسي والسياكل ولسان حالها  ينادي: (لا يَحْطِمَنَّكُمْ سُلَيْمَانُ وَجُنُودُهُ وَهُمْ لَا يَشْعُرُونَ)، الأسد لا يأكل الميتة، والنمر لا يهجم على المرأة لعزة النفس وكمال الهمة، أما الصراصير والجعلان فعملها في القمامة وإبداعها في الزبالة "We are not only leaders of tomorrow but also partners of today. بحضور مقرر لجنة حقوق الإنسان في المجلس النيابي اللبناني والسفير اليمني بلبنان

افتتاح الدورة الإقليمية الخاصة بالمدونين والصحفيين في مجال حقوق الإنسان

 

 

قال النائب غسان مخيبر مقرر لجنة حقوق الإنسان في المجلس النيابي اللبناني إن نشر ثقافة حقوق الإنسان وكشف المخالفات والتجاوزات هي من المهام التي يقوم بها الإعلام وان هناك الكثير من الوسائل لذلك وهناك تقنيات وأدوات جديدة سهلة الوصول ويمكننا استخدامها بطريقة تعزز الأدوات القديمة.

وذكر مخيبر في الكلمة التي ألقاها اليوم في حفل افتتاح الدورة الإقليمية الخاصة بالصحفيين والمدونين في مجال حقوق الإنسان والتي ينظمها مركز المعلومات والتأهيل لحقوق الإنسان (HRITC) بالتعاون مع مبادرة الشراكة الشرق أوسطية (MEPI) ذكر بالوسائل التي أتاحتها المبادئ العالمية في مجال حقوق الإنسان والمتمثلة في بث ونشر ثقافة واسعة بهذه الحقوق والقوانين والمبادئ الراعية لهذه الحقوق وكشف المخالفات والتجاوزات عبر وسائل الأعلام وعبر نشر التقارير الدولية وكذا تشكيل ضغط وإقلاق لصناع القرار والسياسيين لتحسين أوضاع حقوق الإنسان واستخدام القضاء المحلي والدولي في الدفاع أو الادعاء عن حقوق الإنسان باعتبار القضاء الحامي الأول لحقوق الإنسان .

من جانبه رحب الأستاذ /فيصل أبو رأس سفير اليمن في لبنان بالمشاركين والمشاركات في الدورة وقال انه من الضروري التركيز على قضايا حقوق الإنسان ونشر هذه الثقافة الهامة بين المواطنين بمختلف الوسائل ولابد من التركيز على الصحافة الالكترونية والمدونات باعتبارها من الوسائل الحديثة والتي لاقت رواج في الفترة الأخيرة وقد يكون دورها ابرز خلال الفترة القادمة خاصة وان هناك مشروع قانون في الكونجرس الأمريكي يتيح معاقبة وإيقاف أي محطة فضائية قد تشكل قلق أو خوف على مصالح أمريكا.

عزالدين سعيد الاصبحي رئيس مركز المعلومات والتأهيل لحقوق الإنسان (الجهة المنظمة للدورة) قال بان هذه الدورة هي  من الدورات المتميزة لعدد من الأسباب لعل أهمها أنها تستهدف الصحفيين والمدونين وهم قادة شعلة التغيير ويقع على عاتقهم مسئولية نشر مبادئ حقوق الإنسان وتعزيز هذه الثقافة الهامة والدفاع عنها  وأضاف أن هذه الدورة تأتي ضمن أهداف مركز المعلومات وخاصة في تعزيز مبادئ حقوق الإنسان في المجتمع مشيرا إلى 30 مشارك ومشاركة من مختلف الدول العربية انضموا لرسل حقوق الإنسان وسيفتحون 30 نافذة الكترونية جديدة تعمل على نشر ثقافة حقوق الإنسان والدفاع عنها ونطمح في الفترة القليلة القادمة ان يكونوا نواة لشبكة إقليمية خاصة بالمدونين والصحفيين في المنطقة العربية كما قال.

يشار إلى أن  الدورة الإقليمية الخاصة بالصحفيين والمدونين العرب في مجال حقوق الإنسان كانت قد بدأت اليوم أعمالها في العاصمة اللبنانية بيروت بمشاركة 30مشارك ومشاركة من  ( البحرين ، الإمارات ، الكويت ، لبنان ، الأردن ، مصر ، المغرب ، فلسطين ، تونس ، اليمن ، السودان) واستهلت الدورة برنامجها التدريبي بمحاضرات وتدريبات حول حقوق الإنسان (المفاهيم والجذور) ومحاضرة عن المنظمات الدولية لحقوق الإنسان قدمها كلاً من الدكتور/ محمد أمين الميداني رئيس المركز العربي للتربية على القانون الدولي الإنساني الأستاذ في جامعة أستراسبورغ بفرنسا والأستاذ/ أحمد كرعود المنسق الإقليمي لمنظمة العفو الدولية كما سيتلقى المشاركون خلال الأيام القادمة تدريبات في الشرعة الدولية لحقوق الإنسان ونظام الحماية الدولية لحقوق الإنسان وآلياتها وجلسات حول الحملات الالكترونية ودورها في تعزيز حقوق الإنسان وحرية الرأي والتعبير في المواثيق الدولية والإجراءات الخاصة لحماية حرية التعبير والوصول إلى المعلومات وحرية الرأي والتعبير في القوانين العربية كما سيتلقى المشاركون تدريبات حول المخاطر والمسئولية القانونية التي تواجه الصحفيين في العالم العربي وجلسات تدريبية مكثفة حول التدوين وتطبيقات في خدمة الدفاع الرقمي وسيقوم بتقديم هذه الجلسات نخبة من المدربين المتميزين منهم الأستاذ / نجاد البرعي والأستاذ / سامي بن غربية والأستاذ / جمال عيد و رينود ولانا بيداس والأستاذ / المعتمد فاروق والأستاذ/ احمد غربية والأستاذة / كريمة مرشد والأستاذ/ عزالدين الاصبحي.

الجدير بالذكر أن هذه الدورة تأتي  ضمن برنامج إقليمي خاص بحقوق الإنسان وحرية التعبير ومهارات كسب التأييد ينظمه مركز المعلومات والتأهيل لحقوق الإنسان ضمن برنامجه الإقليمي بالتعاون مع مبادرة الشراكة الشرق أوسطية (MEPI).

 December 10th: Human Rights Day: The Emergence of the Person

            All human rights are universal, indivisible and interdependent and interrelated. The international community must treat human rights globally in a fair and equal manner, on the same footing, and with the same emphasis.  While the significance of national and regional peculiarities and various historical, cultural and religious backgrounds must be born in mind, it is the duty of States, regardless of their political, economic and cultural systems, to promote and protect all human rights and fundamental freedoms.”

            December 10^th is Human Rights Day, marking the proclamation of the Universal Declaration of Human Rights by the United Nations General Assembly in 1948. Among the efforts to codify universal human values in modern times, the Universal Declaration of Human Rights is the best known and most widely cited, both by governments and civil society.  In a world where people from many different cultures and societies come together in increasing frequency, there must be some mutually recognized codes of conduct and mutual respect.  In order to reaffirm the Universal Declaration and the other international human rights instruments which flow from the Declaration, the United Nations organized a World Conference on Human Rights in Vienna in 1993.  The “Vienna Declaration and Programme of Action” reasserts the universality of all human rights as the birthright of all human beings. “Human Rights and fundamental freedoms are the birthright of all human beings; their protection and promotion is the first responsibility of Governments.”

 

            The Universal Declaration is fundamentally based on the idea that rights are inherent in the nature of the person.  Thus it is important to look at our understanding of the person and the relation of the individual to groups of which he is also a member.

 

            The image of the person was largely formed some 2000 years ago in the Mediterranean world in the debates among Jews, Christians, Gnostics, Greeks, with additional currents of thought coming from Persia and India.  There was no single image at the start.  Rather, it was the debates among all these complementary and conflicting currents that led to the complex image of the person that we have today. It was the Roman Stoics who brought all these currents together with the image of the person who became the citizen. The idea of the person is a compound of legal rights and moral responsibility. The Latin persona was first the mask an actor wore, then it became the part in the play he acted and finally it became the man himself- as if one can never know the full person but only the part played and the mask or masks worn. 

 

            It was only in the Mediterranean world that there was such a long-lasting and multi-current discussion of ethics, of individual destiny and the relation of the individual to society. In human history, there have been periods when there is a collective response to new challenges and thus new ways of organizing thought and society. Most of the world’s great religious and philosophical systems were formulated at about the same time — 500 BCE: Confucianism and Taoism in China, Hinduism-Buddhism-Jainism in India, Zoroastrianism in Persia, the Prophetic impulse in Judaism, Socrates-Plato-the mystery schools in Greece, and the Druid teachings among the Celts.

 

            In most parts of the world, this period of intellectual creativity lasted for 100 to 200 years before it was absorbed into the culture of the specific area. Confucianism and Taoism helped provide a common ethic for all the tribal groups of China but remained limited to the Chinese-influenced areas; Hinduism and Jainism remained Indian while Buddhism spread to the edges of the Indian world; Zoroastrianism became identified with the Persian world and spread to Central Asia. While there continued to be intellectual debates within each of these traditions, there was little cross fertilization of ideas.

 

            It was only in the Mediterranean world first with Alexander the Great and the Hellenistic period and then the Roman Empire that multicultural exchanges took place at an intellectual level.  Out of these multicultural exchanges came the concept of the person — the  individual as separate from a group identity. This synthesis of the person was re-awakened during the Renaissance and further developed during the 18^th century Enlightenment. In Europe and North America, individuality meant liberty, progress and individual initiative.  The same concepts of the individual person were spread by European colonialism and European systems of education imposed by the colonial powers.  Within the colonial educational system, individuals were pulled away from traditional thought and encouraged to develop individual self-awareness, but there were limits to this self-expression set by the colonial regimes.

 

            There are those who say that the Universal Declaration of Human Rights is a “Western document”. This is only partly true. It is certain that without the crimes of the Second World War, human rights would not have been made a priority of the newly-formed United Nations.  When we look at the number of years that it has taken to write and negotiate other UN texts, the two years spent on the Universal Declaration of Human Rights resembles a 100 yard dash.  Nevertheless, the Universal Declaration of Human Rights is not exclusively “Western”.  It is the outgrowth of the emergence of the idea of the person spread by Western colonialism but also in reaction to colonialism.

 

            Before colonialism, social allegiance referred to ethnic and religious identity.  Colonialism brought in a third level, national identity, but national identity could be gained only by the development of a personal identity as the struggle for national independence required individuals who could propose new approaches, people who organized themselves in non-traditional associations and clubs, who created journals and newspapers and who used the idea of human rights in order to defend themselves against colonial power.

 

            Thus by 1948, the idea of human rights was assumed by persons everywhere, both in independent and in still colonized countries. Human rights as a philosophy was found everywhere but not in everyone.  Even today, many people continue living in a ‘group consciousness’.

 

            Today, the image of the person is often imprecise, delicate, and fragile.  It is an image which requires further elaboration by better integrating the link between nature and the individual into the image of the person.  We need a revitalized sense of who we are as human beings — an image of humanity that is uplifting and inclusive and that better integrates the dimension of nature.  Such a new attitude toward nature will go hand in hand with a new, more complex understanding of the person and its potentials.

 

            Human rights are universal because the subject of human rights is the universal world citizen and not the political citizen as defined by state citizenship.  Human rights inaugurate a new kind of citizenship, the citizenship of humanity.  Human rights gives people the sense that world law belongs to them. It is in this spirit that we mark December 10^th as our common standard and goal for action.
