New Labor Laws Come Into Force

NEW labor laws, which aim to protect employees more Effectively, come
into force Sunday.
The new laws make the signing of written contracts with non-Saudi
workers mandatory. In the event no time limit is mentioned the
agreement will end with the expiry of the work permit. The employee
will be liable to pay all expenses of recruitment, residence and work
permits, renewals, and penalties. Sponsorship fees or transfers will
be paid by the employer, as well as that of deceased body transfer to
the country of employment agreement. The probation period shall be
all working days, with no official or sick days off, including the
Eid holidays. Employment of the handicapped is required to increase
from 2% to 4%. Standard employment agreements will be terminated upon
reaching retirement age (60 for males and 55 for females.) Employees
have a new benefit of annual leave being increased from 21 to 30 days
for the workers who have remained with the same employer for five
years. Workers are also allowed Haj if they have been employed for
two years under their employer, on paid leave of absence of 10 to 15
days. Those employees affiliated with an educational institute are
granted leave with full pay to sit for exams. The leave consists of
the amount of days required to sit for the exam in an unrepeated
year. Employees may also obtain 20 days leave of absence without pay,
subject to approval of their employers Workers whose illness is
established by proof are entitled to 30 days of leave with full pay,
followed by 60 days of leave with three-quarter pay. This may also be
followed by 30 days of leave without pay in any given year starting
the date of the first sick leave taken. The new law grants female
employees new benefits, such as entitlement to full severance pay in
the event of termination of the employment agreement. This must be
within the first six months following their marriage or within three
months following a delivery. All employees employing 50 female
workers shall hire baby  sitters to care for the children of workers.
The new law also entitles the Minister of Labor to require an
employer employing 100 or more female workers in a given city to
establish a nursery or to contract with an existing nursery to care
for the children of female workers. Aggravated penalties are decreed
in the new law against employers who violate its provisions. The
penalty range depends on the severity of the violation. A doubled
penalty is decreed in the case of repeated violation within a period
of 90 days or in the event an employer fails to redress a violation
within the decreed period. The name of labor dispute settlement
authorities will be changed from The Labor and Dispute Settlement
Committees to Labor Disputes Settlement Authorities. Substantial
amendments were made in this area as detailed in Chapter 14.
According to Mohammad Al-Hamdan, the Director of the Labor Office in
the Eastern Province, the new labor law confers several powers upon
the labor offices and the private sector. On women & rsquo;s
branches, Al-Hamdan indicated that the current labor office for
females has recently been in service again, following a halt of
several weeks. Many more women are now currently being employed due
to women striving to be employed in the women-only clothing item
shops. Counselor Yaser Imam Al-Ghandour explained that the new law
supersedes the previous one which had 16 chapters and 245 Articles.
These laws regulate relationships of employers and employees, and
also settle disputes. Al-Ghandour said that Articles 5 and 6 will
specify the categories of workers subject to provisions, included
those workers not previously covered, such a seasonal or temporary
workers.

LIBERALS RACE FOR LEADERSHIP,
    REBUILDING PROCESS BEGINS

	 TORONTO:  After suffering setback in the Federal election,
the Liberal Party of Canada is in the process of rebuilding. The
infighting and grouping has caused a serious harm to the party.
Efforts are being made to stage a comeback and to "make it once more
the party of the people."

The Liberal Party is being made strong and effective enough to
fulfill commitments and meet expectations of the people,
particularly average Canadians. There are many good leaders but the
search for the best has started. The race for true leadership for
the party, people and the country has begun. People are being
approached with promises, programs and plans.

Joe Volpe, MP, has also joined the race by announcing his candidacy
for the leadership of the Liberal Party. The kick-off of his
campaign was made on April 21, 2006, at Columbus Center, Toronto.
The hall was full of supporters. From every corner, there was echo
of `Joe, Joe'. People of almost all communities, particularly Greek
and South Asian, were present. It was a show of strength, support,
trust and confidence.

Joe enjoys the support of powerful leaders, particularly Jim
Karygiannis, PC, MP,  Scarborough-Agincourt, who has the habit of
winning elections, fulfilling commitments and meeting expectations
of the people. He has been serving the community for six consecutive
terms. Wajid Ali Khan, who belongs to the South Asian community and
has very fast gained prominence and recognition, too has
demonstrated his full backing. There are many others and all very
influential, powerful and backed by the people. Their presence on
the occasion showed Joe as a heavyweight.

In his address, Joe Volpe told his supporters: "It's because of you
that the Liberal Party exists. You have made it into a nation
building institution. So I come before you to ask your support for
my bid to lead the party into the future. With your help, I want to
lead it once again into government."
 	 He said: "The Liberal Party has been the people's partner in
building Canada, in creating a valued citizenship and in making
Canada relevant on the domestic and international front. That is why
I am a Liberal! That is why the Liberal Party has to build on the
experience of our members to build a partnership of growth, a
partnership of opportunity and a partnership of equality."

Joe Volpe said: "My focus will be on rebuilding the party for the
coming election. Liberals have put into place those programs that
not only demonstrate care for our fellow citizens, but also come to
define the country and impose obligations on government to develop
our social safety net, our national identity, and our place in the
world."

"I have been a member of the Liberal Party for over 40 years and
have campaigned door to door as a Liberal in six elections. I have
traveled throughout this country working hard to promote the ideals
of the Liberal Party. I look forward to sharing with Canadians my
vision for Growth, Opportunity and Equality," Joe stated.

He said: "Canadians now live the global experience. A full 20% of
Canadian citizens were born outside the country and in the last 20
years some six million immigrants have come from 100 different
countries enriching us with their traditions, their perspectives and
their vitality as they integrate and become Canadians."

"We continue to profit from their talents, energies, ambitions and
their unique perspective on Canada's role in the world. Their
experience, our experience, not left/right philosophies, has given
us a sense of not only who we are, but who we must become," he added.

Joe said: "The country is changing. We can defend this status quo or
foster our ambitions and fight. The choice is ours. I made up my
mind: I want to defend what our seniors have accomplished for us. I
want to defend the future of our children by promoting economic
prosperity. I want to promote social harmony among all: old, new and
future Canadians."

The leaders expressed confidence in Joe and said that "Joe Volpe has
understanding of the people and cares and speaks for them. He can
lead Liberal back to the people and serve them. The Liberal Party
was and is a hope for the country."

BIOGRAPHY: Joe Volpe is the Member of Parliament for the Toronto,
Ontario, riding of Eglinton-Lawrence. He was first elected to the
House of Commons in 1988 and has been re-elected in all subsequent
elections. In the 37th and 38th Parliament, Joe Volpe served as
Canada's Minister of Citizenship and Immigration and as the Minister
of Human Resources and Skills Development. Presently, he is the
Official Opposition Critic for the Treasury Board.

During his parliamentary career, he has served as Parliamentary
Secretary to the Minister of Health, as well as Chair of the
Standing Committee on Natural Resources and Government Operations,
and a member of the Standing Committee on Industry, Science and
Technology.

Additionally, he was Chair of the Standing Committee on Health.
Under his leadership, the committee completed a comprehensive study
of natural health products in Canada and an extensive study on the
state of organ transplantation in Canada.

  Before entering politics, Joe Volpe was a school administrator. He
holds a Master of Education degree from the University of Toronto.
He is married and has four children.

APPEAL: Shahid Hashmi, Chairman, Canpak Chamber of Commerce, and a
known community leader, who was also present on the occasion, has
appealed to the South Asian community, particularly Pakistani
community, to take greater interest and active part in events which
can help them build credibility and join the mainstream.  This is
extremely important for their recognition, stability and success.
They must focus on positive contribution and credibility. He was
disappointed to see only a few Pakistanis on the occasion. He said
that they remain absent but keep complaining of not getting
attention and help. How can they expect this without active
participation and positive contribution? Double standard is also
harming them, he added.

PAKISTANI COMMUNITY: The Pakistani community members, no doubt, are
themselves responsible for their failures because of poor response.
One of the main reasons for this posture and action is fear due to
exploitation by mostly so-called community leaders. These leaders
focus only on their vested interests and ditch, cheat and fool the
members. Most of them are self-proclaimed community leaders and were
never supported and promoted by the community. They literally enjoy
no support, trust and confidence of the members.

 	 Ghalib Iqbal, Consul General of Pakistan in Toronto, since
his posting to Canada is trying his best to promote good leadership
and restore the trust and confidence of the members. He has been
appealing to them to never miss any opportunity of joining the
mainstream and coming closer to other communities for getting
recognition and success.

  ATTENTION: The Pakistani community too lacks true leadership and
needs proper attention of the leaders and the government. It needs
to be saved from exploiters and swindlers. Over ninety percent of
the community members are highly skilled, educated and talented.
They are actively and greatly contributing in the progress of the
country and promotion of the society.

Only a very negligible percentage is involved in criminal and anti-
social activities. They are very loving, caring and helpful too.
This is the fact and reality about this community, which has been
misunderstood and underestimated. They are not harmful but harmed
and hurt ones. Their fear, disappointment and frustration are based
on reasons and experiences. Only a closer look can clear this
picture and bring them closer to others.
	 POLITICAL CRISIS: The people of Canada have been badly
disappointed and hurt by the political crisis which has led to many
crises. They understand that only a true leadership---based on sound
character, positive contribution and vision---can help steer the
country out of the crises. The political crisis is the result of
infighting, grouping and power tussle. The attention has been
diverted to vested interests, instead of the people. This is
becoming very clear and understandable. This must stop before
further loss is caused.

  Immigrants are very much affected and disturbed by the uncertain
situation. They fear difficult times because of expected anti-
immigrant policies and actions. Deportations are increasing their
fear and creating tension. The present government was considered
anti-immigrant and is allegedly proving this. It must take the
immigrants into confidence instead of allegedly creating panic and
fear. The immigrants need attention and protection and not
discrimination and deportation. Those who deserve must be given
refuge.

In the light of below Economic survey of Pakistan a remarkable growth have been showed by the Government of Pakistan with President Mushraf Saib which I wrote to his good self through his website http://www.presidentofpakistan.gov.pk and hope he will do something in the best interest of Pakistan.

 

- GDP increased  by 34-35%

- Import and Exports increased by 31-37%

- Deficit decreased by 40%

- Foreign Exchange increased by 85%

 

ALL ABOVE PERFORMANCE IS REMARKABLE AND EXCELLENT..

 

You can see by calculations and  achievements as below in the table:-

 

Despite of all below fact and figures which every Government showed in his favour Mr. President Mushraf  & Mr. Shaukat Aziz both of them have been totally failed to control the prices of daily usage items and specially food items. Who is responsible clearly Every one will say Government?

 

I have suggestion to Government of Pakistan to establish an Authority honourable and independent like Judiciary, Courts and army and This Authority should free from any pressure of Politicians, Capitalists, Feudles, Traders, Businessman and lot of other Mafia. On the grounds of Polite Motor Way Police  (No person should took from current Police or income Tax culture)  and its entire management must be MBAs, ICMAs & CAs and it should work like uniform man (Price Control Inspectors) who have authority to Arrest and Jail against the persons who increase the prices un-authorizingly . This Authority should watch and control the prices and organise the Planning day by day with frequent market visits. "PAKISTAN PRICE CONTROL AND PLANNING AUTHORITY"

 

I hope this suggestion will pave the way to control the terrible prices changes by day and night basis if established as Independent Authority.

that they remain absent but keep complaining of not getting
attention and help. How can they expect this without active
participation and positive contribution? Double standard is also
harming them, he added.

PAKISTANI COMMUNITY: The Pakistani community members, no doubt, are
themselves responsible for their failures because of poor response.
One of the main reasons for this posture and action is fear due to
exploitation by mostly so-called community leaders. These leaders
focus only on their vested interests and ditch, cheat and fool the
members. Most of them are self-proclaimed community leaders and were
never supported and promoted by the community. They literally enjoy
no support, trust and confidence of the members.

 	 Ghalib Iqbal, Consul General of Pakistan in Toronto, since
his posting to Canada is trying his best to promote good leadership
and restore the trust and confidence of the members. He has been
appealing to them to never miss any opportunity of joining the
mainstream and coming closer to other communities for getting
recognition and success.

  ATTENTION: The Pakistani community too lacks true leadership and
needs proper attention of the leaders and the government. It needs
to be saved from exploiters and swindlers. Over ninety percent of
the community members are highly skilled, educated and talented.
They are actively and greatly contributing in the progress of the
country and promotion of the society.

Only a very negligible percentage is involved in criminal and anti-
social activities. They are very loving, caring and helpful too.
This is the fact and reality about this community, which has been
misunderstood and underestimated. They are not harmful but harmed
and hurt ones. Their fear, disappointment and frustration are based
on reasons and experiences. Only a closer look can clear this
picture and bring them closer to others.
	 POLITICAL CRISIS: The people of Canada have been badly
disappointed and hurt by the political crisis which has led to many
crises. They understand that only a true leadership---based on sound
character, positive contribution and vision---can help steer the
country out of the crises. The political crisis is the result of
infighting, grouping and power tussle. The attention has been
diverted to vested interests, instead of the people. This is
becoming very clear and understandable. This must stop before
further loss is caused.

  Immigrants are very much affected and disturbed by the uncertain
situation. They fear difficult times because of expected anti-
immigrant policies and actions. Deportations are increasing their
fear and creating tension. The present government was considered
anti-immigrant and is allegedly proving this. It must take the
immigrants into confidence instead of allegedly creating panic and
fear. The immigrants need attention and protection and not
discrimination and deportation. Those who deserve must be given
refuge.

The pea is a splendid plant. It proudly displays its strong green Hijaab. It protects it from the hot and cold weather and guards it from insects. Allah has blessed the pea with a special Hijaab, because without it, the seeds would scatter, dry up and die.

The orange keeps itself within its shiny orange Hijaab to protect its delicious fruit. Otherwise it-looses its taste too.

So are the banana, the coconut and the pomegranate. Each one has an elegant and unique Hijaab, which protects it from disease and destruction.

The jewel of the sea, the pearl, has been given a very tough and rugged Hijaab - oyster shell. It protects it from sea animals and keeps it sparkling and shining inside.

However, the most beloved of Allah in all His creation is the Muslim girl who wears the Hijaab. She knows it is a gift from Allah. It protects her from harm, injury and mischief. The Science behind the Veil (Hijaab)

There are number of healths and moral benefits that wearing the veil can provide the moral duty of wearing the veil (Hijaab) in Islam is an Often-discussed topic among Muslim women. However, little has been written about scientific reasons that the veil is beneficial for society. There are, in fact, a number of health benefits that wearing the veil can provide, as well as many behavioural science studies that suggest that the Veil is the best attire (clothes) for women.

Protecting the head is very important from a health perspective. Results Of medical tests show that 40-60% of body heat is lost through the head, so persons wearing head coverings during cold months are protected about Fifty-percent more than those who do not. Chinese & Muslim medical texts take this concept even further. In the Hua Di Nei Jing (The Yellow Emperor's Classic on Internal Medicine), wind is said to cause sudden changes within the body, & shaking, swaying, & Other movements that potentially upset the body's equilibrium; thus, creating bad health.

These texts attribute the common cold to wind elements entering the body & causing the typical symptoms of sneezing & a Runny nose. In the traditional Islamic medical texts of Al Jawziyya, we can find numerous references to the "four elements" of fire, water, air, & earth, & How these affect the body in adverse ways. In particular, we are advised to stay away from drafts & to protect our heads in wind, breezes, drafts, & Cold weather.

Brain studies show that we exist in a world of constantly varying light variables that force the brain to perform what is called "lateral inhibition" consequently, it provides us with a "steady" image as opposed to a "true" image of what we see.

Furthermore, lateral inhibition networks operate as part of the " Unconscious" brain; largely, without providing any information to the " Conscious" part of the brain about what they are doing. Therefore, the brain can provide varying perceptions of the world without our even being fully conscious of what it is processing.

Further studies cited in Encyclopedia Britannica show that how a female presents herself to society falls under the category of ritualised behaviour through which animals provide specific information to other animals, usually members of its own species. Virtually all-higher animals, Including humans, use displays to some extent to do this, & the best known displays are visual ones.

Some biologists actually restrict the term display to refer to visual signals or gestures. These visual signals, which in animals can be simply a bright colour or plume, encourage attraction. In humans, they are usually exhibited in ornamental hair, make up, or clothing.

In our society, most of the time attractive hairstyles & clothing are worn for the purpose of making the adorner more attractive (advertising & Television has institutionalised this reality). The ever-changing variations in fashion tend to affect the brain because it typically has trouble constantly adjusting to changing shadows & forms in the world.

Reasonably then, through "lateral inhibition," the brain automatically simplifies these images into the unconscious message that attractive hair & clothing is meant to attract. Joining these two concepts together, we can see how the human male could receive the signal of " attraction" from the brain before he has enough time to "block" it by "lowering his gaze." Having to re-form an image already processed by the lateral inhibition network is a cause of stress for most people. Doing this day after day, after seeing many "displays," potentially causes a great cumulative stress on society. Present day stresses arise from many things; among these are the vast amounts of visual & physical input we are bombarded with in this "Information age" of personal freedom. The problem we face in this is that the body still continues to respond in the same fashion as during primitive times, releasing large amounts of these hormones, which can be very harmful . They can cause an increase in blood pressure, damage muscle tissue, lead to infertility, inhibit growth, damage the hippocampus, & suppress the immune system .

The two most effective solutions to this problem are, first , to convince the advertising industry, & society as a whole, to alter the presentation of women to our males. The second & more viable way is to simply influence women to dress modestly , which will help ensure that they do not send inappropriate visual signals to men.

Female Psychological Balance:

Last, but not least, covering the hair can also have a beneficial effect on the female psyche as well. Studies of women being interviewed for jobs show that there is a high correlation between what they wear & their perceptions of how successful they will be in their interviews. There are many more examples of how what we wear can Influence how we act.

Wearing a veil can serve to remind women of their religious duties & behavioural expectations.

It can also serve as a reminder to women that we are not only individuals, but also representatives & diplomats of our "Ummah."

Mu`âdh Bin Jabal:

Companion of the Prophet
"Accept Only The Truth"

Idris al-Khawlâni narrated that Mu`âdh Bin Jabal Allah be pleased with him, said in one of his sermons:

"Coming your way are awful trials were money will be aplenty, and the Qur'an will be read by the believer as well by the hypocrite, the young and the old, the strong and the weak, and people from all nations will read the Qur'an. A man rehearsing the Qur'an in public will be astounded and bewildered as he says to himself, 'How is it that I happen to be reading the divinely revealed Qur'an, and people seem to neither heed, nor would they comply with its admonitions?'

Mu`âdh further continued: "O people! Beware, beware of innovations, for innovations lead to straying from the right path."

"I also warn you about the potential aberration of a scholar, or the possible blunder of a teacher, for it is possible that a wise man's own Satan utters a misleading statement through him, while it is also possible that a hypocrite speaks a word of truth. Therefore, accept only the truth, for truth is a radiant light."

Someone asked: "How are we to know whether a wise man is right or wrong?" Mu`âdh replied: "A wise man may utter a word in error, and you will feel uncomfortable with it. You will say to yourselves, 'What is this?' Therefore, do not feel awkward about questioning it, and perhaps he will retract his expression on his own when he recognizes what you already know, and he may change his opinion. Knowledge and faith are indeed an effulgent light, and their clarity and distinctiveness will remain radiant thus until the Day of Resurrection. Therefore, whosoever seeks true knowledge and faith with sincerity and perseverance, he will surely find them."

   `Abdullâh, son of Imam Ahmad bin Hanbal Allah be pleased with him, narrated that a man asked Mu`âdh bin Jabal Allah be pleased with him: "Teach me something." Mu`âdh replied: "Would you obey me?" The man humbly replied: "I am most eager to obey you." Mu`âdh then instructed the man:
   "Fast and pray regularly, earn your livelihood in a lawful way, and do not err in that regard. Strive not to die except in Islam, and beware not to become liable before the divine justice regarding the grievance of someone with whom you have dealt unjustly."
