May 19, 2012 "Press TV" - -In an interview with Russia�s Channel One, Berkan Yashar, who is also a Turkish politician, said the US has not killed the al-Qaeda leader.

�In September of 1992, I was in Chechnya, that�s when I first met the man whose name was Bin Laden. This meeting took place in a two-story house in the city of Grozny; on the top floor was a family of Gamsakhurdia, the Georgian president, who then was kicked out of his country. We met on the bottom floor; Osama lived in the same building,� Yashar said.

According to the former CIA agent, he personally knew Bin Laden�s three Chechen bodyguards, who had protected him until his death and witnessed his death on June 26, 2006.

�Even if the entire world believed, I could not possibly believe it,� Yashar said. �I personally know the Chechens who protected him, they are Sami, Mahmood, and Ayub, and they were with him until the very end.�

�Only three Chechens buried him, according to his will� in the mountains on the Pakistan-Afghan border, he said.

Yashar added that the CIA abducted one of the bodyguards, Sami, before the announced killing of Bin Laden last year.

He says the bodyguard disclosed to the US the exact place of burial in the mountains.

�There was no assault. I know the American operations from the inside: they find the grave, dig out bin Laden and tell everyone about this. They need to show how technologically the security services worked, how each step was controlled, and then present it as a great victory to show that taxpayers are not paying taxes for nothing,� he said.

Washington announced on May 2, 2011 that Bin Laden was killed by US forces in his compound in Abbottabad, Pakistan.

The lack of transparency over bin Laden's death has cast further doubt over the announcement.

کوئٹہ (نمائندہ جسارت/خبرایجنسیاں)عدالت عظمیٰ نے بلوچستان میں لگی آگ پر قابو پانے کے لیے حکومت اور متعلقہ اداروں کی عدم دلچسپی پر برہمی کا اظہار کرتے ہوئے صوبائی وزیر داخلہ کے خلاف مقدمہ درج کرنے کا حکم دے دیا اور وزیر اعظم کے پرنسپل سیکرٹری اورسیکرٹری دفاع کو یکم جون کو تفصیلی جواب داخل کرانے کی ہدایت کی اور کہا ہے کہ اگر حالات کی بہتری کے لیے وزیر اعظم نے کچھ نہ کیا تو پھر آئین اپنا کام کرے گا‘ ایمرجنسی بھی لگ سکتی ہے یا کچھ اور بھی ہوسکتا ہے۔ ملکی سالمیت کے لیے کہیں بھی جانا پڑے تو یہ سودا مہنگا نہیں۔ بلوچستان میں امن و امان اور لاپتا افراد کیس کی سماعت بدھ کو سپریم کورٹ کوئٹہ رجسٹری میں ہوئی۔ چیف جسٹس آف پاکستان افتخار محمد چوہدری کی سربراہی میں جسٹس خلجی عارف حسین ،جسٹس جواد ایس خواجہ پر مشتمل 3 رکنی بنچ نے کیس کی سماعت شروع کی عدالت میں وزیراعظم کے پرنسپل سیکرٹری خوشنود لاشاری اور سیکرٹری دفاع نرگس سیٹھی کے علاوہ دیگر حکام بھی موجودتھے۔ چیف جسٹس افتخار محمد چوہدری نے ریمارکس دیے ہیں کہ باربارمطلع کرنے کے باوجو دحکومت آئین کے آرٹیکل 148پر عمل نہیں کررہی‘ حکومتیں آتی جاتی ہیں ہمیں ملک کو بچانا ہے جبکہ وزیراعظم کو اپنے منصب کے مطابق توقعات پر پورا اترنا چاہیے، اگر وزیراعظم نے اپنا کام نہ کیا تو آئین اپنا کام خود کرے گا، جس پر ایمرجنسی بھی لگ سکتی ہے یا کچھ اور بھی ہوسکتا ہے ۔ چیف جسٹس نے خوشنود لاشاری کو مخاطب کرتے ہوئے کہا کہ بلوچستان میں ماضی کی نسبت آج صورتحال ابتر ہوچکی ہے‘ آئین کے مطابق کوئی ایکشن نہیں ہورہا، قانون نافذ کرنے والے اداروں آئی ایس آئی، ایم آئی اور ایف سی پر لوگوں کو لاپتا کرنے اور لاشیں پھینکنے کا الزام ہے، صوبے میں مذہبی ٹارگٹ کلنگ ہورہی ہے، علما کو مارا جارہا ہے اور پولیس بے بس ہے، بلوچستان کی صورتحال پر نوٹس کے باوجود کوئی جواب نہیں دے رہا، حکومتیں آتی جاتی ہیں ہمیں ملک کو بچانا ہے اور اگر یہ وقت ہاتھ سے نکل گیا توملک سنگین صورتحال سے دوچار ہوسکتا ہے جس طرح کچھ سالوں قبل ہوا تھا، اس پر وزیراعظم کے پرنسپل سیکرٹری نے جواب دیا کہ حکومت نے آغازحقوق بلوچستان پیکج شروع کیا‘جس پر چیف جسٹس نے کہا کہ آپ صوبے بھرمیں چلے جائیں‘ وہاں دیکھیں کہ ترقی کی کیا صورتحال ہے ‘جس گھر میں آگ لگی ہوئی ہے‘ وہاں پہلے آگ بجھاتے ہیں پھر مرمت ہوتی ہے، مگر وفاقی رویہ ہے کہ ڈپٹی اٹارنی جنرل کہتے ہیں کہ استعفیٰ دے دوں گا ۔دوسری جانب صورتحال یہ ہے کہ ہمیں بتایا گیا ہے کہ صوبے میں امن و امان کی صورتحال کا یہ عالم ہے کہ تعلیمی اداروں میں پاکستان کا پرچم لہرایاجاتا ہے نہ ہی قومی ترانہ پڑھا جارہا ہے اور یونیورسٹیز بند ہیں ‘لوگ ہجرت کرتے پر مجبور ہو چکے ہیں‘ سیاسی حکومت کو تو بلوچستان میں حالات بہتر بنانے کے لیے اپنا مؤثر کردار ادا کرنا چاہیے تھا لیکن بلوچستان میں سب کچھ بے معنی محسوس ہورہا ہے ‘ وزرا جرائم میں ملوث ہیں‘ اغوا ہونے والے ججز اور وکلا کو ایک وزیر کے بھائی کی نجی جیل سے بازیاب ہوئے ‘بلوچستان کے کئی علاقے نوگو ایریاز بن چکے ہیں۔ چیف جسٹس نے وزیر اعظم کے پر نسپل سیکرٹری سے استفسار کیا کہ بلوچستان کی صورتحال پر حکومت کی طرف سے کیوں کوئی جواب نہیں مل رہا؟ لوگ قانون نافذ کرنے والے اداروں پر الزامات لگا رہے ہیں ؟ یوں لگتا ہے کہ جیسے حکومت کو بلوچستان سے کوئی دلچسپی نہیں ۔ایف سی پر مسخ شدہ لاشیں پھنکنے کا الزام ہے۔ انہیں روکنا چاہیے۔بلوچستان پاکستان کی روح ہے اگر روح نکل گئی تو پاکستان ختم ہوجائے گا ہمیں ملک بچانا ہے‘ حکومتیں آج ہیں کل نہیں ہوںگی۔ آج اس عہدے پر میں ہوں کل کوئی اور ہوگا لیکن ہم سب کو سنجیدگی کا مظاہرہ کرتے ہوئے ملکی سلامتی کو یقینی بنانا ہوگا ۔وزیر اعظم سے پوچھ کر بتائیں کہ وہ یہاں کے حالات کو بہتر بنانے کے لیے کیا کرسکتے ہیں‘ اگر وہ کچھ نہیں کرسکتے تو پھر آئین خود اپنا راستہ اپنا ئے گا‘ آئین ایمرجنسی بھی نافذ کراسکتا ہے اور دیگر اقدامات بھی کراسکتا ہے۔ ایک موقع پر چیف جسٹس نے کہا کہ بلوچستان کے مسئلہ پر وزیر اعظم سے براہ راست بات کرنی پڑی تو گریز نہیں کریں گے ۔انہوں نے کہا کہ ماضی میں ملک میں آئین پر عمل درآمد نہ ہونے کے باعث مارشل لا لگتے رہے‘ اس لیے اب ضروری ہے کہ آئین پر عملدرآمد کو یقینی بنایا یا جائے‘جس پر خوشنود لاشاری نے کہا کہ وزیر اعظم کو صورتحال سے آگاہ کریں گے ۔بلوچستان میں انتظامی صورتحال کمزور ہے اس لیے بابر فتح محمد یقوب کو چیف سیکرٹری تعینات کیاگیا ہے۔ چیف جسٹس نے کہا کہ کوئی بھی بلوچستان کے مسائل کے حل کے لیے سنجیدہ نہیں‘اگر بلوچستان میں انتظامی صورتحال کمزور ہے‘ تو آپ نے گورنر اور وزیر اعلیٰ سے بات کی ؟ وزیر اعظم نے بلوچستان سے متعلق کمیٹی تو بنادی لیکن ایسے لوگوں کو کمیٹی میں شامل کیا گیا ہے جو بلوچستان کے بارے میں جانتے اور نہ ہی وہ بلوچستان آتے ہیں۔ چیف جسٹس نے وزیراعظم کے پرنسپل سیکرٹری خوشنود لاشاری کو مخاطب کرکے کہا کہ وہ سرکاری خرچ پر لاپتا افراد کے لواحقین کی وزیراعظم سے ملاقات کرادیں اور ان کے نوٹس میں لائیں کہ یہاں آئین کابریک ڈاون ہورہا ہے، چیف جسٹس نے ایک لاپتا شخص کے کیس کے حوالے سے کہا کہ ہم آئی جی سے کہتے ہیں کہ وزیرداخلہ پر لاپتا شخص کے کیس کے حوالے سے سنگین الزامات ہیں، ان کے خلاف مقدمہ درج کرکے انہیں پرسوں اسلام آباد لایا جائے۔چیف جسٹس نے پولیس کو مخاطب کرتے ہوئے کہا کہ آپ کی بس کی بات نہیں تو بتا دیں؟ ہم آگے کسی بات کریں گے۔چیف جسٹس افتخار محمد چوہدری نے بلوچستان بدامنی اور لاپتا افرادکیس کی سماعت یکم جون تک ملتو ی کر دی۔ کیس کی آئندہ سماعت اسلام آباد میں ہو گی۔

- اسلام آباد(آن لائن) سپریم کورٹ نے این آئی سی ایل اسکینڈل کیس میں ایف آئی اے کو وفاقی وزیر تجارت مخدوم امین فہیم کیخلاف کارروائی کا حکم دے دیاجبکہ ججز نے ریمارکس میں کہا کہ اب بادشاہ سلامت کا دور نہیں رہا، کیا چوراچکوں کو اس لیے عہدے دیے جاتے ہیں کہ یہ حکومت کا استحقاق ہے۔ چیف جسٹس افتخار محمد چوہدری کی سربراہی میں سپریم کورٹ کے 3 رکنی بنچ نے جمعرات کو این آئی سی ایل میں زمین کی خریداری کے اسکینڈل کی سماعت کی۔ ایف آئی اے کے ڈائریکٹرمعظم جاہ نے عدالت کوبتایاکہ وزیرتجارت مخدوم امین فہیم سے ابھی تک 4 کروڑ روپے نہیں ملے، کیس میں 9 افراد گرفتار کیے، چالان کو ٹرائل کورٹ میں پیش کیا، وہاں جج نہ ہونے کی وجہ سے سماعت نہیں ہو رہی۔انہوں نے سول دعوی دائر کررکھا ہے۔وفاقی سیکرٹری تجارت ظفرمحمود نے کہاکہ ایف آئی اے نے امین فہیم سے تحقیقات پر اطمینان ظاہر کیا ہے، این آئی سی ایل کی فارنزک آڈٹ رپورٹ میں مزید کرپشن کے ثبوت نہیں ملے۔ چیف جسٹس نے ان سے کہاکہ اتنے سادہ نہ بنیں، مانا کہ افسر کی مجبوریاں ہوتی ہیں، امین فہیم نے اس شخص کا بطور چیئرمین این آئی سی ایل تقرر کیا جو اس کا اہل نہیں تھا، جسٹس جواد خواجہ نے ریمارکس میں کہاکہ نااہل کو عوامی ملکیت کے عہدے پر کیسے بٹھادیاگیا؟ چیف جسٹس نے کہاکہ اتنی بڑی کرپشن ہوئی، عدالتی کوششوں سے پیسہ واپس آرہا ہے ، پھر بھی تنقید کی جاتی ہے، چیئرمین این آئی سی ایل کا تقرر غلط تھا تو ایسا کرنے والوں کیخلاف بھی کارروائی ہونی چاہیے۔ سیکرٹری تجارت نے کہاکہ حکومت این آئی سی ایل میں بڑا حصص رکھتی ہے، یہ کسی کو بھی چیئرمین بناسکتی ہے۔ بعدازاں عدالت نے سیکرٹری تجارت سے کرپشن کیس کے ذمہ داروں کیخلاف کارروائی کی تفصیل طلب کی۔ تفتیشی افسر نے سپریم کورٹ کو بتایا کہ اب تک اس مقدمہ میں 2 ارب20 کروڑ روپے سے زائد کی رقم موصول ہوچکی ہے جبکہ ابھی وفاقی وزیر تجارت مخدوم امین فہیم سے 4 کروڑ روپے کی رقم کی وصولی باقی ہے۔ عدالت کا کہنا تھا کہ کسی وزیر نے غلط کام کیا ہو تو اس کے خلاف بھی ضرور کارروائی ہونی چاہیے۔ عدالت نے سیکرٹری تجارت سے استفسار کیا کہ ابھی تک مخدوم امین فہیم کیخلاف کارروائی کیوں نہیں کی گئی؟ جس کا وہ کوئی جواب نہ دے سکے۔عدالت نے کارروائی نہ ہونے پر سخت برہمی کا اظہار کرتے ہوئے کہا کہ اگر وزیر اعظم کیخلاف عدالتی احکامات نہ ماننے پر کارروائی ہوسکتی ہے تو وفاقی وزیر کیخلاف بھی ہوسکتی ہے۔چیف جسٹس نے سیکرٹری تجارت کو مخاطب کرتے ہوئے کہا کہ وہ مجرمانہ غفلت کا مظاہرہ کرکے لوگوں کو تحفظ فراہم کر رہے ہیں۔ عدالت کا کہنا تھا کہ اگر مذکورہ وفاقی وزیر رقم واپس کر بھی دیں تو پھر بھی ان کیخلاف فوجداری دفعات کے تحت کارروائی ہونی چاہیے۔عدالت کا کہنا ہے کہ وفاقی وزیر مخدوم امین فہیم نے این آئی سی ایل کے چیئرمین کے عہدے پر ایک ایسے شخص کو تعینات کیا جو کہ نااہل تھا۔ چور اچکوں کو اس لیے بڑے بڑے عہدوں پر فائز کیاجاتا ہے کہ یہ حکومت کا استحقاق ہے۔ملک میں بادشاہت رائج نہیں ہے کہ بادشاہ سلامت کوئی حکم دیں تو اْس پر فوری عمل درآمد ہو۔ یہ ادارہ عوام کی ملکیت ہے اور غلط کام کرنے والوں کو حساب دینا ہوگا۔چیف جسٹس کا کہنا تھا کہ سابق چیئرمین این آئی سی ایل ایک ایاز خان نیازی کی تعیناتی کی سمری کی منظوری مخدوم امین فہیم نے دی۔یاد رہے کہ حکمراں اتحاد میں شامل پاکستان مسلم لیگ ق کے رہنما اور سینئر وفاقی وزیر پرویز الٰہی کے بیٹے مونس الٰہی کو بھی اس مقدمہ میں گرفتار کیا گیا تھا تاہم اْنہیں رہا کردیا گیا تھا۔بعد میں سماعت سات جون تک ملتوی کردی گئی۔

دکھوں اور روگوں کیلئے منفردعلاج

مشہور کالم نویس اور دانشور جاوید چوہدری صاحب کچھ سال قبل روزنامہ جنگ سے وابستہ تھے۔

انہوں نے ایک حاجی صاحب کا واقعہ تحریر کیا کہ وہ کافی بیمار تھے۔

کئی سالوں سے ہر ہفتے پیٹ سے چار بوتل پانی نکلواتے تھے

اب ان کے گردے واش ہوتے ہوتے ختم ہوچکے تھے۔

ایک وقت میں آدھا سلائس ان کی غذا تھی۔ سانس لینے میں بہت دشواری کا سامنا تھا۔

نقاہت اتنی کہ بغیر سہارے کے حاجت کیلئے نہ جاسکتے تھے۔

ایک دن جاوید چوہدری صاحب ان کے ہاں تشریف لے گئے

اور انہیں سہارے کے بغیر چلتے دیکھا تو بہت حیران ہوئے انہوں نے دور سے ہاتھ ہلا کر چوہدری صاحب کا استقبال کیا‘

چہل قدمی کرتے کرتے حاجی صاحب نے دس چکر لان میں لگائے‘

پھر مسکرا کر ان کے سامنے بیٹھ گئے‘

ان کی گردن میں صحت مند لوگوں جیسا تناؤ تھا۔
چوہدری صاحب نے ان سے پوچھا کہ یہ معجزہ کیسے ہوا؟

کوئی دوا‘ کوئی دعا‘ کوئی پیتھی‘ کوئی تھراپی۔ آخر یہ کمال کس نے دکھایا۔

حاجی صاحب نے

فرمایا میرے ہاتھ میں ایک ایسا نسخہ آیا ہے کہ اگر دنیا کو معلوم ہوجائے تو سارے ڈاکٹر‘ حکیم بیروزگار ہوجائیں۔

سارے ہسپتال بند ہوجائیں اور سارے میڈیکل سٹوروں پر تالے پڑجائیں۔

چوہدری صاحب مزید حیران ہوئے کہ آخر ایسا کونسا نسخہ ہے جو ان کے ہاتھ آیا ہے۔

حاجی صاحب نے فرمایا کہ میرے ملازم کی والدہ فوت ہوگئی‘

میرے بیٹوں نے عارضی طورپر ایک چھ سات سالہ بچہ میری خدمت کیلئے دیا‘

میں نے ایک دن بچے سے پوچھا کہ آخر کس مجبوری کی بنا پر تمہیں اس عمر میں میری خدمت کرنا پڑی‘

بچہ پہلے تو خاموش رہا پھر سسکیاں بھر کر بولا کہ ایک دن میں گھر سے باہر تھا‘

میری امی‘ ابو‘ بھائی‘ بہن سب سیلاب میں بہہ گئے

میرے مال مویشی ڈھور ڈنگر‘ زمین پر رشتہ داروں نے قبضہ کرلیا۔

اب دنیا میں میرا کوئی نہیں۔

اب دو وقت کی روٹی اور کپڑوں کے عوض آپ کی خدمت پر مامور ہوں۔

یہ سنتے ہی حاجی صاحب کا دل پسیج گیا اور پوچھا بیٹا کیا تم پڑھوگے بچے نے ہاں میں سرہلا دیا۔

حاجی صاحب نے منیجر سے کہا کہ اس بچے کو شہر کے سب سے اچھے سکول میں داخل کراؤ۔

بچے کا داخل ہونا تھا کہ اس کی دعاؤں نے اثر کیا‘

قدرت مہربان ہوگئی‘

میں نے تین سالوں کے بعد پیٹ بھر کر کھانا کھایا‘

سارے ڈاکٹر اور گھروالے حیران تھے۔

اگلے روز اس یتیم بچے کو ہاسٹل میں داخلہ

دلوایا اور بغیر سہارے کے ٹائلٹ تک چل کرگیا‘ میں نے منیجر سے کہا کہ شہر سے پانچ ایسے اور بچے ڈھونڈ کرلاؤ جن کا دنیا میں کوئی نہ ہو۔

پھر ایسے بچے لائے گئے

انہیں بھی اسی سکول میں داخل کرادیا گیا۔

اللہ تعالیٰ نے فضل کیا اور آج میں بغیر سہارے کے چل رہا ہوں۔

سیر ہوکر کھاپی رہا ہوں اور قہقہے لگارہا ہوں۔ حاجی صاحب سینہ پھلا کر گلاب کی کیاریوں کی طرف چل دئیے

اور فرمایا میں اب نہیں گروں گا جب تک کہ یہ بچے اپنے قدموں پر کھڑے نہیں ہوجاتے۔

حاجی صاحب گلاب کی کیاریوں کے قریب رک

گئے اور ایک عجیب فقرہ زبان پر لائے۔

۔ ’’قدرت‘ یتیموں کو سائے دینے والے

درختوں کے سائے لمبے کردیا کرتی ہے۔‘‘

: صرف عمل اور ردعمل کا نام زندگی ہے. منطقی جواز تو بعد میں تلاش کیا جاتا ہے

How to involve public in increasing tax collection.

Without going into big preamble, I would jot down my suggestions for evolving a national culture of tax payment.

It is most difficult part in any culture to motivate its people to pay tax voluntarily. However, when tax burden, its collection and utilization is made equitable and transparent, majority of people, if not all, would pay their taxes on time and in full.

Although my suggestions would not cover all aspects, yet, when implemented these would definitely prove a major step forward towards establishing a society which pay its tax and feel proud of their contribution.

1. � � � Recognize tax payers and their contribution by:

�

a) � � �All those who pay personal income tax > Rs. 2.5 million in any one year should be on the list of invitees at President�s �receptions. While all those who pay personal income tax > 1.0 million in any one year should be on the list of invitees at Governor�s receptions.

�

b) � � �All those who pay personal income tax above Rs. 1.0 million in a year should be honored by nation by allowing them to fly national flag on their motor vehicles and at their residences.

�

c) � � � Honorary magistrates should be appointed from the list of those who have paid personal income tax above Rs. 0.5 million.

�

d) � � �Contribution of all personal income tax payers should be recognized by giving them national awards on 23rd March. Suggestions for honor list are:

Personal income tax payment > 5.0 million for 3 years consecutive � Nishan-e Kidmat

Personal income tax payment > 2.5 million for 3 years consecutive � Hilal-e- Kidmat ��

Personal income tax payment > 1.0 million for 3 years consecutive � Sitara-e-Kidmat

Personal income tax payment > 0.5 million for 3 years consecutive � Tamgha-e- Kidmat

e) � � �All those citizens paying personal income tax > 1.0 million in any one year should be allowed one free arms license up to a maximum of three licenses.

�

f) � � � All registered income tax payers should be allowed free registration at NADRA for NIC renewal/reissue.

�

g) � � �Driving License fee of all registered personal income tax payers should be abolished.

�

h) � � �All income tax payers should be allowed 25% rebate in car/motorcycle registration at the time of purchase, and 50% rebate for annual registration after they have paid income tax for three consecutive years.

�

i) � � � �All those who have paid personal income tax above Rs. 100,000 should be allowed free of cost new passport or renewal.

�

j) � � � �When appointing members of board of governors of banks/corporate bodies/Government institutions/University Syndicates, these should be selected from the list of citizens who pay personal annual income tax above Rs. 1.0 million.

�

k) � � �All those Pakistanis sending remittances from abroad should also be recognized for their contributions. Some suggestions are:

�

1) � � �All those who remit more than $10,000, should be allowed to recommend one of their family member in Pakistan for one free arm license.

2) � � �All those who remit more than $25,000 should be allowed free passport renewal.

3) � � �All those who remit $10,000 or more, should be given 2.5% bonus (or Rs.2.50 per dollar) as incentive to use official channels. This incentive should be paid as certificates of investment, cashable after five years. These certificates should carry 10% annual profit and be tradable on stock exchanges.

4) � � � All those who have remitted $1.0 million or more in a year, should be allowed to hoist national flag on their homes in Pakistan.

�

l) � � � �Peace and Harmony committees should be formulated at police station level. Only income tax payers should be included as private members in these committees.

�

m) � �It should be made mandatory for all public office holders and all government employees to get personal income tax registration, even if their total income is less than minimum level.�

�

n) � � �It should be mandatory for all business accounts to provide national tax number. No bank should be allowed to operate any business account without NTN. All new firms, should be required to provide NTN within 90 days, otherwise their account should be frozen automatically.

�

o) � � �All bank accounts where credit or debit balance exceeds Rs. 500,000 should automatically (same day) be reported to Income Tax department, unless banks already have NTN in their possession. This includes all type of investments, as well. In case of default, banks/investment institutes �should be heavily penalized.

�

p) � � �No property (plot/shop/flat/house/farm/agri land etc) should be registered without NTN of buyer.

�

q) � � �No motor vehicle should be registered without NTN of buyer.

�

r) � � � Retired persons with no income, continue to file their income tax returns for three years. This should be abolished. Need to file return after retirement should be finished. However, their NTN should be kept alive/valid throughout their life like NIC.

�

2. � � � Tax collection system should be reformed. Apart from detailed overhauling of FBR, following changes should be announced immediately:

a) � � �Chairman FBR should be an eminent person without any political affiliation and with experience of business management. He should be selected from private corporate sector. Appointment of Chairman should be for one term three years.

b) � � �FBR should be given constitutional autonomy in operational matters.

c) � � � An FBR Supervisory Board should be constituted whose remit should be to quarterly review FBR�s working and submission of quarterly reports to government of its findings and recommendations. This report should simultaneously be published on internet. This board should consist of Finance Secretaries of Pakistan and all provinces, Auditor General of Pakistan, two prominent chartered accountants (non-political) from private sector, Leaders of Opposition in Senate and National Assembly, Chairman Public Accounts Committee.

-اسلام آباد (نمائندہ جسارت/آئی این پی)عدالت عظمیٰ نے ارکان پارلیمنٹ کی دہری شہریت کے خلاف مقدمے کی سماعت کے دوران برطانوی شہریت ترک کرنے کے ٹھوس ثبوت پیش نہ کرنے پر وفاقی وزیرداخلہ رحمن ملک کی سینیٹ کی رکنیت عبوری طورپرمعطل کردی اورقراردیاہے کہ آرٹیکل 63 کے تحت رحمن ملک سینیٹ کے الیکشن لڑنے کے اہل نہیں تھے جبکہ عدالت نے دہری شہریت کے حامل دیگر14ارکان کو نوٹس جاری کر دیے،عدالتی فیصلے کے نتیجے میں رحمن ملک مزید وزیرداخلہ نہیں رہ سکیں گے۔ پیرکوچیف جسٹس افتخار محمد چوہدری کی سربراہی میں عدالت عظمیٰ کے 3 رکنی بنچ نے ارکان پارلیمنٹ کی دہری شہریت کے مقدمے کی سماعت کی۔ اس موقع پر رحمن ملک کے وکیل چوہدری اظہر نے عدالت میں اپنے مؤکل کی طرف سے برطانوی شہریت چھوڑنے سے متعلق شواہد پیش کیے‘ جسے عدالت نے ایک بار بھر مسترد کردیا۔ جسٹس جواد ایس خواجہ نے کہا کہ عدالت میں رحمن ملک کی طرف سے برطانوی شہریت چھوڑنے سے متعلق جو دستاویزات پیش کی گئی ہیں‘ وہ مستند نہیں ہیں۔ اٹارنی جنرل عرفان قادر نے عدالت کو بتایا کہ کسی بھی رکن پارلیمنٹ کی دہری شہریت سے متعلق کارروائی کرنے کا اختیار اسپیکر یا سینیٹ کے چیئرمین کو ہے۔ انہوں نے کہا کہ عدالت نے فرح ناز اصفہانی کی رکنیت معطل کر کے پہلے ہی اپنے اختیارات سے تجاوز کیا ہے۔ سماعت کے بعدعدالت نے اپنے عبوری حکم میں لکھا کہ آرٹیکل 63 کے تحت رحمن ملک الیکشن لڑنے کے اہل نہیں تھے۔ عبوری حکم میں لکھا گیا ہے کہ رحمن ملک سے شہریت واپس کرنے کا فارم طلب کیا گیا‘ لیکن دستاویز عدالت کو پیش نہیں کی گئی، رحمن ملک کی شہریت چھوڑنے سے متعلق غیر واضح دستاویز پیش کیے گئے،پہلے مارچ 2008 ء کی تاریخ دی گئی پھر کہا کہ اپریل 2008 ء ہے۔ عدالت نے قراردیا کہ مقدمے کے فیصلے تک رحمن ملک کی سینیٹ کی رکنیت معطل رہی گی۔ ادھرراولپنڈی بار کے سابق صدر وحید انجم نے دہری شہریت کے مقدمہ کی سماعت کرنے والے سپریم کورٹ کے بنچ کو ایک اور درخواست پیش کی‘ جس میں پیپلز پارٹی، ن لیگ اور ایم کیوایم کے 14 ارکان پارلیمنٹ اور ارکان صوبائی اسمبلی کے پاس دہری شہریت ہونے کا دعویٰ کیا گیا ۔ درخواست گزار کے مطابق وزیرخزانہ سینیٹر ڈاکٹرحفیظ شیخ اور ایم این اے آمنہ بٹر امریکی شہری ہیں، ڈپٹی چیئرمین سینیٹ صابربلوچ دہری شہریت رکھتے ہیں، ن لیگ کے خواجہ آصف کینیڈین شہری ہیں، ایم این اے انوشے رحمن بھی دہری شہریت رکھتی ہیں، ایم کیوایم کے فرحت محمد خان امریکی شہری ہیں ۔ ن لیگ کے ارکان پنجاب اسمبلی ندیم خادم، وسیم قادر، اشرف چوہان، محمد اخلاق کے غیرملکی شہری ہونے کا دعویٰ کیا گیا ہے۔ پیپلز پارٹی کے ارکان سندھ اسمبلی احمدعلی شاہ، ایم کیوایم کی ایم پی اے نادیہ گبول، پی پی کے ایم پی اے طارق الانہ کے بھی غیرملکی شہری ہونے کا دعویٰ کیا گیا ہے۔ عدالت نے ان افراد کوبھی نوٹس جاری کردیے ہیں ۔ واضح رہے کہ رحمن ملک نے بیان حلفی میں کہا تھا کہ 2008ء میں انہوں نے برطانوی شہریت ترک کر دی تھی‘ لیکن انہوں نے عدالت میں جمع کرائی گئی اور دستاویزات میں کہا کہ 24 اپریل 2008ء کو انہوں نے برطانوی شہریت ختم کر دی تھی۔ مقدمے کی سماعت کے دوران رحمن ملک نے نئی حکمت عملی اپنائی اور اظہر چوہدری کی جگہ انور منصور خان کواپنا وکیل کرنے کی درخواست کی ‘جس پر عدالت نے برہمی کا اظہار کرتے ہوئے قراردیا کہ عدالت سے مذاق کیا جا رہا ہے۔

Arsalan Iftikhar is the victim of a sting operation by Rehman Malik

London June 7, 2012. Over the last three days, Justice Iftikhar Chaudhri, the Chief Justice of Pakistan, has come under intense pressureby reports of corruption in the press by his son, Dr Arsalan Iftikhar. Arsalan is reported to be in construction business. That he has been doing business with the biggest property developer in Pakistan � Malik Riaz of Bahria Towns � is not surprising.� That Malik Riaz is involved in litigation with scores of persons and companies is also no surprise at all. He has complained to press reporters that he has lost most of the cases that came before courts. He has clearly not benefited from the CJ�s son working with his company. Those who know him insist that he may have tried to bribe but never blackmail. That Malik Riaz met press reporters and showed them documentary �proof� of his son law financing three trips of Arsalan Iftikhar to London, is not the way Malik Riaz operates. What is more, Malik Riaz told reporters that he had �video� evidence of the allegation he was making.

On the GEO TV programme �Aapas Ki Baat�, the unusually well-informed Najam Sethi asserted that Arsalan is not so innocent that he did not know why the son in law of Malik Riaz was trying to cultivate him. The suggestion was that the money was a bribe intended to influence the father of Arsalan. Since there is no evidence of the CJ having been influenced, there was clearly a more sinister purpose � not bribe but blackmail. The question arises �who benefits� from the CJ being compromised. The answer is: the entire executive branch of government led by President Zardari and Prime Minister Gilani who has been convicted of �contempt� of the Supreme Court. The next question is: who has the required capability to chase after Arsalan and collect documentary and video evidence of profligate expenditure by him? The answer is: 1) the Intelligence Bureau, who has a team permanently located in the High Commission in London, 2) Rehman Maliks�s company for private investigation which is still operative in London. Clearly, the �sting operation� against Arsalan Iftikhar is the work of Rehman Malik; he has been disqualified to be a member of the Senate (and Interior Minister in consequence) because of his dual nationality, by a decision of the SC.

Since Malik Riaz cannot hope to gain anything from blackmailing or discrediting the CJ, the focus of the present investigative stage should be to discover who is the mastermind behind the �sting operation�. Malik Riaz may decide to present the �evidence� or refrain from doing so. In either case, since the so called �evidence� has been seen by reporters, it is unwise to ignore the episode. The amicable relation with the son in law of Malik Riaz and �excessive hospitality� accepted by Arsalan are not criminal conduct. But the intention of those who collected documentary and video evidence does constitute a crime; the crime is� blackmail. The CJ is held in high esteem in the country and a conspiracy to blackmail him is a serious matter.� I am well nigh certain that the role of Rehman Malik is central to this sting operation.

The core of the present ruling clique have been five persons: President Zardari, Rehman Malik, Salman Farooki, Hussain Haqqani, and Frarahnaz Isphani. The last two are already out of office and out of the country. Rehman Malik, I am sure, is eager to become a state witness in the case. The sting operation by Rehman Malik provides an opportunity to do just that. President Zardari and his handlers abroad have been concentrating on two objectives � to demonise the military and discredit the high judiciary. He is as close to achieving the two objectives as being found out, discredited and forced to resign. The two sides are evenly balanced; the press would make a difference. If the author of the �sting operation� is not identified right away and forced into the open, the delays of court procedures would deliver victory to discredited executive with uncertain consequences for the country.

- اسلام آباد(خبرایجنسیاں) سپریم کورٹ کے چیف جسٹس افتخار محمد چوہدری اپنے صاحبزادے ڈاکٹر ارسلان پر بدعنوانی کے الزامات کے مقدمے کی سماعت کرنے والے بنچ سے علیحدہ ہوگئے۔ چیف جسٹس کی بنچ سے علیحدگی کے بعد جسٹس جواد ایس خواجہ کی سربراہی میں عدالت عظمیٰ کے 2 رکنی بنچ نے ڈاکٹر ارسلان اوربحریہ ٹاؤن کے مالک ملک ریاض کو ہفتے کو تحریری بیان داخل کرانے کا حکم دے دیا ، عدالت نے ایف بی آر کے چیئرمین کو ملک ریاض کے اثاثوں اور انہوں نے جتنا ٹیکس جمع کرایا ہے اس کی تفصیلات آئندہ سماعت پر پیش کرنے کی ہدایت کردی جبکہ ڈاکٹر ارسلان کو عدالت میں پیشی سے مستثنیٰ قرار دینے سے متعلق درخواست مسترد کر دی گئی۔جمعرات کو از خود نوٹس کی سماعت کے دوران اٹارنی جنرل نے ایک مرتبہ پھر چیف جسٹس کی بنچ میں شمولیت پر اعتراض کیا‘ جس کے بعد چیف جسٹس نے مختصر فیصلے میں کہا کہ یہ اعتراض بجا ہے اور وہ اس کیس کی سماعت سے الگ ہو رہے ہیں۔ چیف جسٹس کی بنچ سے علیحدگی کے بعدجسٹس جواد ایس خواجہ کی سربراہی میں 2رکنی بنچ نے مقدمے کی سماعت کی ۔ڈاکٹرارسلان معاملے کے اہم کردار ملک ریاض دوسرے دن بھی عدالت میں پیش نہیں ہوئے اور ان کے وکیل زاہد بخاری نے عدالت کو بتایا کہ وہ علیل ہیں اور ایک ہفتے کے بعد ہی پیش ہو سکتے ہیں۔جس پر عدالت نے زاہد بخاری سے کہا کہ اب یہ معاملہ عدالت میں ہے‘ اس لیے اپنے مؤکل کو مطلع کر دیں کہ وہ اس دوران کسی بھی قسم کا انٹرویو دینے یا معاملے پر رائے زنی سے گریز کریں۔ زاہد بخاری نے عدالت کو بتایا کہ ان کے مؤکل برطانیہ میں زیر علاج ہیں اس لیے ایک ہفتے تک اس مقدمے کی سماعت ملتوی کر دی جائے‘ جس سے عدالت نے اتفاق نہیں کیا۔سماعت کے دوران نجی ٹی وی کے صحافی کامران خان نے بھی اپنا بیان ریکارڈ کرایا۔ کامران خان نے بتایا کہ ملک ریاض نے انہیں جو دستاویزات دکھائی تھیں، ان کے مطابق سال 2009-10-11ء میں ارسلان افتخار اپنے اہلخانہ کے ساتھ چھٹیاں منانے کے لیے لندن گئے تھے اور وہاں پر جس فلیٹ میں ٹھہرے اس کی ادائیگی ملک ریاض کے داماد کے کریڈٹ کارڈ سے کی گئی اور دستاویزات کے ساتھ ارسلان افتخار کے پاسپورٹ کی فوٹو کاپیاں بھی تھیں۔انہوںنے کہا کہ عدالت عظمیٰ نے توازن قائم رکھا ہے، سپریم کورٹ کو سلیوٹ کرتا ہوں، عدالتی وقار سے زیادہ کوئی چیزنہیں ہے۔ثناء نیوز کے مطابق مختصر عدالتی حکم میں کہا گیا کہ خلفائے راشدین کے دور میں باپ نے بیٹوں کو نصیحتیں بھی کیں اور سزائیں بھی دیں ۔ ہم اللہ پر یقین اور ایمان رکھتے ہیں، اسلامی احکامات میں اپنے بیٹوں کوبھی سزادینے کی مثال موجودہے، اسلامی تعلیمات میں انصاف کے وقت کسی سے امتیازنہیں برتاگیا۔ اس سے قبل چیف جسٹس نے ریمارکس دیے کہ مجھے اپنے ججز پر اعتماد ہے،یہ عدلیہ کے 16ستون ہیں۔ یہ معاملہ انتہائی سنجیدہ ہے،ابھی تو بات 30یا 40کروڑ کی ہے، کل یہ بات اربوں کی ہوگی۔ ہم نہیں چاہتے کہ کوئی ادارے کے تشخص کو نقصان پہنچائے۔مجھے خدا کواپنے اعمال کا جواب دینا ہے اولاد کے اعمال کا نہیں۔کرپشن کوئی بھی کرے اس کے خلاف کارروائی ہوگی۔ چیف جسٹس نے کہا کہ کرپشن کا ہر کیس کھلی عدالت میں سنیں گے۔ارسلان ہویاملک ریاض کسی سے امتیازی سلوک نہیںکیا جائے گا۔انہوں نے کہا کہ 22 سال سے جج ہوں بہت سے ہائی پروفائل کیسز سنے۔اپنا گھر ہے نہ گاڑی‘ مشترکہ خاندانی گھر ہے۔ اگر آج 9 مارچ جیسا واقعہ ہو تو میرے پاس کچھ نہیں۔چیف جسٹس کا کہنا تھا کہ کیا لوگ سمجھتے ہیں کہ ہر آدمی کی قیمت ہوتی ہے‘ جو چاہے خرید لے ۔چیف جسٹس نے کہا کہ جو گولی لگنی ہے وہ لگ کر رہے گی ۔ چیف جسٹس کا کہنا تھاکہ میں قسم کھا کر کہتا ہوں کہ ارسلان کے کاروبار کے بارے میں زیادہ علم نہیںہے ۔ بعدازاں کیس کی سماعت پیرتک ملتوی کردی گئی ۔

-سرینگر (ثناء نیوز )نئی دہلی میں مقیم پاکستانی ہائی کمشنرشاہد ملک نے کہا ہے کہ پاکستان بھارت دوطرفہ مذاکرات، بیک ڈور ڈپلومیسی ،وفود کے تبادلے ،تجارت سمیت ہر فورم پر پاکستان نے آمادگی کا اظہار کرتے ہوئے پہل کرنے کی کوشش کی تاکہ دونوں ممالک کے درمیان دیرپا تعلقات استوار ہو سکیںلیکن بد قسمتی سے بھارت مسئلہ کشمیر پر بات کے لیے تیار نہیں ہورہا ہے۔ نئی دہلی میں نامہ نگاروں سے بات کرتے ہوئے شاہد ملک نے کہا کہ اگر بھارت کا مستقبل میں بھی یہی مؤقف رہا تو انہیں نہیں لگتا کہ مذاکرت کے ٹھوس نتائج نکل سکتے ہے ۔انہوں نے کہا کہ اگر بھارت اور پاکستان باہمی گفت و شنید کے ذریعے ترقی کی راہ میں حائل رکاوٹوںکو دور کریں تو جنوب ایشیائی خطہ ترقی کی مثال ثابت ہوسکتا ہے ۔ انہوں نے حکومت پاکستان کی جانب سے کشمیری عوام کے منصفانہ مؤقف کی مکمل سیاسی، اخلاقی اور سفارتی حمایت کا اعلان کرتے ہوئے بھارت کو مشورہ دیا ہے کہ وہ مسئلہ کشمیر پر ٹال مٹول کے بجائے حقیقت پسندی سے کام لے کر دونوں ممالک کے رشتوں کو بہتر بنانے کے لیے سنجیدگی کا مظاہرہ کرے۔
