Respected Sir,

When states received Rs.4,79,030 crores as net taxes transferred by Center – Farmers+Consumers are Robbed by Traders of Rs.20,00,000 crores – this is Huge $2Trillion in five years. UPA-II ought to introduce Policies that eliminate Traders Loot – like Cooperatives Movement, FDI in Retail, 20,000 Farmers Markets, Reserve Food Storages and Food Industries for Farmers and Farmer Cooperatives.

 

Ø      GOI must ‘Plug Easy Money Making Opportunities’ for India to INVEST in R&D, High Tech Industries to become 2nd Factory of the World.

 

There is no doubt UPA-I & II have performed exceedingly well but UPA Report could have been written in Golden Letters considering ‘Huge Sums of Money Was Transferred to States in Comparison to NDA Rule.’

 

Bihar got net Rs.1,02,070 crores as Taxes transferred by Center in last three years of UPA-II rule which is more than to all the states transferred by NDA in 2003-04 but there is little to show in Critical Infrastructure Development in Bihar, there is little or no progress in Agriculture, Water, Power, Irrigation, Industry and Transport.

 

Traders Farming Loot Rs.1,00,00,000 Cr in 5 Years

 

But sir when Center Transfers Rs.4,79,030 crores to all states for projects all over India for 120 crore population Farmers are robbed of Rs.20,00,000 crores every year of Farming GDP of Rs.32,00,000 crores every year. This is Huge Economic Loss of Opportunity.

 

Conspiracy to Cut Down Farming GDP By 60%

 

There is Conspiracy against Indian Farming in that value of the Farming Produce is taken as Farm Gate Prices which are suppressed by Traders Cartel and not the Price Consumers Pay – in the blog annexed here rough calculations points to around Rs.32,00,000 crores Farming GDP but is reflected in GOI reports as Rs.12,00,000 crores or roughly 60% less.

 

Farming Value Additions 90%, 80% Labor - Industry 15%, Labor 1-5%

 

Real value additions in farming is 80% to 90% mostly as Farming Labor but Industry value additions are just 15% and labor accounts for 1% to 5%. In Automotive sector Ancillaries, Auto Plants, Dealers and Buyers all get Bank Credits.

 

Yet Another Conspiracy To Deny Credits to Farmers

 

When Automotive Sector get credit on MRP for 5 years and Even Excise, Customs Duty and State Taxes are Loaned that also means Auto Industry get paid for Cars Production Over Next 5 years in advance to ‘Earnings of Car Buyers’ but in case of farmers against Rs.32,00,000 crores Farming GDP, farmers get barely 4,75,000 crores and this too is mostly short term crop loans and Farmers are to Seek Crop Loans for each crop once or twice a year. This is Scandalous, It means more Corruption, more Exploitation, More Paper Work.

Agriculture GDP Rs.32,17,000 crores (C) May17, 2012

 

There is nothing wrong in comparison of Agriculture with Automobiles sectors – the issue is comparison made is not HONEST.

 

Firstly even at production stage Automotive Sector, ancillaries, manufacturers, company show rooms, automobiles are all Independently Financed by banks – adding up to over 200% of production cost for five years and credit on Factory is long term. (Even Excise Duty and Sales Tax are financed.)

 

But in case of farmers as reported in Economic Times – farmers get credit in March for about a third of the farm gate price just before harvest and loan is recovered by April end or Early May. Thus nearly Rs.500,000 crores credit to farmers is recorded in books only essentially bogus accounts and Kisan cards.

 

For rest of the year Rs.500,000 crores is utilized Fraudulently by Bank-Trader Mafia to finance Money Lending Operations, Hoarding of Foods and Essential Commodities.

 

Secondly – GOI procures mainly 50 million tones of 250 million tones of grains and private sector manages rest of the trade, 250 million tones* each of fruits and vegetables, eggs, 100million tones out of 120 million tones of milk, all meats, processed foods like ice-cream and biscuits. (*Including fruits and vegetables not picked)  

 

Thirdly – While each Automobile Unit is free to fix retail price for each model, minor variation is due to local taxes but Food Prices are manipulated by traders.

 

Fourthly – Value of the Farming GDP is Under Valued to ‘Traders Manipulation.’ Calculations are

 

1. All Grains, Pulses & Oilseeds – 250mt x25,000 = Rs.6,25,000 crores.

2. Milk – 120mt x 40,000 = Rs. 480,000 crores.

3. Vegetables 250 million tones x Rs.20,000 = Rs.5,00,000 crores

4. Horticulture - Fruits 250 million tones x Rs.40,000 = Rs.10,00,000 crores.

5. Eggs – 6000 crores x Rs.4.5 = Rs.27,000 crores.

6. Fish and Meats = 12 million tones x 150,000 = Rs.180,000 crores.

7. Sugar = 30 million tones x 35,000 =  Rs.1,05,000 crores

8. Spices, Jute, Salt, Wool, Hides and others = Rs.300,000 crores.

 

Farming GDP At Current Prices = Rs.32,17,000 crores.*

Minimum Farm Credit Desired = Rs.25,00,000 crores

 

Minimum credit required for Agriculture Farming is Rs.25,00,000 crores – as per ET real credit to fatmers is barely Rs.3,00,000 crores.

 

Fifthly – While 800 million rural farming population buys Automobiles – Automobile Companies don’t buy Milk, Fruit and Vegetables except for some Canteen Operations.

 

Therefore Credit to Farmers have Trickle Down Effect. Whenever there is increase in credit to farmers there is growth in farming and sales of Automobiles goes up.

Ahmedabad: Close on the heels of Vapi topping the list of most polluted industrial sites in the country, here comes another shocker. The Common Effluent Treatment Plant (CETP) at Vapi has failed to meet the norms prescribed by the Gujarat Pollution Control Board (GPCB). The same is the case with the Final Effluent Treatment Plant (FETP) at Ankleshwar, states a report by the Central Pollution Control Board (CPCB).

A report dated February 2012 states that the effluent discharge from the outlet of CETP Vapi has a COD (chemical oxygen demand) of 467. The GPCB norm states that it should be 250 mg/litre.

If that wasnt enough, the TDS (total dissolved solids) from the outlet is 8,078 mg/litre, which is 384% more than the GPCB norms of 2,100 mg/ litre.

According to the April 2012 CPCB report for Ankleshwar, the effluent discharge from the outlet of the FETP shows a COD of 452, which is 180% more than the GPCB norm of 250 mg/litre. The TDS level was 7,034, 335% more than the acceptable norms set by the state pollution control board.

It should be noted that an interim Comprehensive Environmental Pollution Index (CEPI) report of 2011 had earlier placed Vapi as the most polluted industrial cluster in the country.

Vapi had scored a CEPI of 90.75 while Ankleshwar had scored a CEPI of 85.75 in the 2011 report.

On the effluent treatment plants failing to meet the GPCB norms, Rohit Prajapati of Paryavaran Suraksha Samiti said that the effluent treatment plants in the state are not up to the mark. The FETP of Ankleshwar even finds a mention as a picture in the book written by the chief minister on climate change. And the same plant cant even fulfil the GPCB norms, said Prajapati.

It should be noted that earlier member secretary of GPCB Hardik Shah had said that the Centres norm was 500 mg per litre of COD. Prajapati rubbished the claim stating, It was reduced to 250 mg/litre a long time ago.

Toxicity levels in Vapi, Ankleshwar cross all limits

Recent readings by the Central Pollution Control Board (CPCB) show that toxicity levels of effluents from both Vapi and Ankleshwar industrial clusters are way above permitted norms, sometimes many times the permitted levels.

The readings are significant because it shows there has been little improvement after the CPCBs latest Comprehensive Environmental Pollution Index (CEPI) assessment in 2011, which shows pollution in Vapi has worsened so much over the last two years that it is now the most polluted industrial cluster in India.

The effluent readings suggest this may be due to water pollution, which is consistent with the CEPI readings that show water pollution has increased most there, more than air or land pollution.

The CPCBs latest readings, reported in February this year, show the effluent discharged by the Common Effluent Treatment Plant (CETP) at Vapi had a Chemical Oxygen Demand (COD) of 467 mg/litre, almost twice the permissible limit of 250 mg/litre. The Total Dissolved Solids (TDS) was 8078 mg/litre, more than two-and-a-half-times the permitted levels of 2,100 mg/litre.

Significantly, the Union Ministry of Environment and Forests had, in September last, lifted a moratorium on new industries and expansion of exiting ones at Vapi. Environmentalists had criticised the move saying it was based on promises and not on action.

The readings for the CETP and the Final Effluent Treatment Plant (FETP) at Ankleshwar, currently the seventh most polluted cluster in India, was even worse.

Taken on March 29, the readings show the CETP had COD levels of 1246 mg/litre, more than four times the permitted amount. TDS readings showed 13,424 mg/litre, more than five times that permitted.

Similarly, the FETP readings, taken on April 28, showed COD as 552 mg/litre, more than twice the permitted level, and TDS of 7034 mg/litre, more than thrice the norm. The CETPs were set up with the central and the state governments footing 50 per cent of the capital costs. In case of the FETP, the central and state governments and the Gujarat Industrial Development Corporation together footed 83 per cent of capital costs.

And Angela Merkel must understand that the eurozone is a shared place without "tenants or owners." These statements were made by Alexis Tsipras, leader of the Coalition of the Left (Syriza, radical party), which became Greece's second-largest party in the elections of May 6. Yesterday he visited to Paris to meet the leader of the Front de Gauche party, Jean-Luc Mlenchon, and the president of the European Left and leader of the Communist party, Pierre Laurent. Today he will have talks in Berlin with Klaus Ernst and Gregor Gysi of the Linke party.

Addressing a large group of journalists in the National Assembly, Tsipras - who is soaring in the polls and who may be the next premier of Greece according to some observers - lashed out against the austerity plan imposed on Greece by the European Union, International Monetary Fund (IMF) and European Central Bank (ECB). The left-wing leader told German Chancellor Angela Merkel that she cannot consider Greece to be a ''protectorate'' of Germany. "Merkel must understand that she is an equal partner with others in a euro zone that has no tenants and owners.

Greece is a sovereign country and it's not for Madame Merkel to decide if we hold a referendum or not." From Berlin, spokesman for Merkel Georg Streiter once again denied that the German leader has suggested to hold a referendum on the euro in Greece.

In Paris, Tsipras also spoke out against the austerity plan of EU, IMF and ECB, the so-called 'Memorandum'. He insisted on the need to ''re-found the European Union on the principles of social cohesion and solidarity. The wind of change is blowing and our victory will be decisive,'' he promised.

(ANSAmed) - PARIS, 11 MAY - The new President of the French Republic, Francois Hollande, owns real estate worth EUR 1.17 mln and does not own any security listed on the Stock Exchange, according to his property statement published on the Official Journal. According to the French law, "the newly elected President's statement about his/her property" is read on the same day of his/her official proclamation. Hollande's real estate property consists of a house in Mougines, in the country's South-East, which is worth EUR 800,000 and two flats in Cannes, in Cote d'Azur, worth EUR 230,000 and 140,000 respectively. Hollande's total property, therefore, is below the threshold for the imposition of the property tax (EUR 1.3 mln).

Hollande has also declared he owns "several chatels" worth EUR 15,000. On the day of the statement, last March 15th, Hollande owned three bank accounts and a life insurance contract totalling EUR 10.000. Moreover, the new President pays EUR 1,500 a month for a bank mortgage. Francois Hollande also stated that he has never owned any securities, financial products and foreign bank accounts. He does not own art collection items, jewels and cars. During his campaign, the Socialist candidate had promised "total" transparency on his properties and his state of health.(

(AGI) Brussells- French President Francois Hollande will reiterate the proposal for adopting Eurobonds in Brussels.
  Despite opposition from Berlin, EU sources confirm this news which Mr Hollande had already put forward at the G8 in Camp David. The French will be able to count on Italian, Spanish and EU Commission support. Today Germany reiterated its opposition to Eurobonds. Berlin has the support of the Netherlands and Finland, the two other triple-A countries in the EU. "This isn't something which will happen overnight", said EU sources, "but there is a will to enact a European plan". Even Slovak President Robert Fico told his MPs that he intends to support the French proposal.

On 21 May 2012, an unidentified man pursued and chased Ms Gulshan Karayeva in Qarshi, as she went to buy food for her children. She managed to escape to a nearby street where people she knew lived.

Gulshan Karayeva is Chairperson of Kashkadarya region branch of the Human Rights Society of Uzbekistan (HRSU) and has been the subject of previous acts of threat and intimidation.

On 21 May 2012, at approximately 9pm, an unidentified man pursued and chased human rights defender Ms Gulshan Karayeva in Qarshi, as she went to buy food for her children. She managed to escape to a nearby street where people she knew lived. This incident followed a serious attack on Gulshan Karayeva by two unidentified women on 19 May 2012. Abusive graffiti was sprayed that night on the gate and walls of Gulshan Karayeva's home. Unknown individuals are reportedly currently circulating around the house of Gulshan Karayeva, in an apparent attempt to monitor her movements.

Gulshan Karayeva is Chairperson of Kashkadarya region branch of the Human Rights Society of Uzbekistan (HRSU) and has been the subject of previous acts of threat and intimidation.

On the morning of 19 May 2012, Gulshan Karayeva left her home to go to her daughter's school and to a pharmacy. At approximately 11.30am, she entered a pharmacy located near the school and the regional courthouse, when two women approached her and started to speak loudly to her. Gulshan Karayeva asked them to go outside and talk quietly. They agreed and Gulshan Karayeva led them to a shop, the owner of which she knew. Upon arrival, one of the women received a call to her mobile phone, and the two women subsequently began to attack Gulshan Karayeva, beating her on the head. The attackers attempted to take her out of the shop, where four cars were reportedly parked. Gulshan Karayeva managed to seek help and the two women were removed from the shop.

During the night of 19 May, unknown persons sprayed the gate and walls of the defender's home, and her neighbour's home, with explicit and abusive graffiti. The graffiti included pictures of genitals, as well as insults and threats directed at Gulshan Karayeva. The defender had called the police on 20 May to report the attack and the graffiti; they responded on 21 May and requested that she come to the local police station.

It is believed that the above incidents are related to Gulshan Karayeva's public statement issued on 5 May 2012, in which she declared that she had refused a proposal of cooperation put to her by the National Security Service (SNB).

Gulshan Karayeva has been subjected to previous acts of threats and violence. On 8 July 2011, she was attacked by Kashkadarya resident Mr Arif Pardayev, who was travelling in the same taxi as her from Tashkent to Karshi. Sitting in the back seat of the taxi, he began harassing and insulting Gulshan Karayeva, who was sitting next to the driver. Sometime later, he began beating her on the head with his hands and with a plastic bottle of water. On the previous day, 7 July 2011, Gulshan Karayeva's dog was poisoned and she received threatening phone calls from unknown individuals. Chirakchi district court in Kashkadarya subsequently found Arif Pardayev guilty of “disorderly conduct” on 8 August 2011, and sentenced him to a fine of 460,000 sums (USD 190 at the time).

In light of the physical pursuit and serious attack, as well as the abusive graffiti, I express serious concern for the security, and physical and psychological integrity of Gulshan Karayeva, and of her children, one of whom is disabled. I view these actions as part of an ongoing campaign of threats and intimidation against the human rights defender, as a result of her legitimate and peaceful human rights work in Uzbekistan.

I urge the authorities in Uzbekistan to:

1. Immediately take all necessary measures to guarantee the security and physical and psychological integrity of Gulshan Karayeva, her children and other family members;

2. Carry out an immediate, thorough and impartial investigation into the pursuit and attack on the human rights defender, and the abusive graffiti sprayed on her home, with a view to publishing the results, and to bringing those responsible to justice in accordance with international standards;

3. Guarantee in all circumstances that all human rights defenders in Uzbekistan are able to carry out their legitimate human rights activities without fear of reprisals and free of all restrictions including judicial harassment.

(ANSAmed) - ATHENS, MAY 23 - Serious incidents occurred yesterday afternoon in the city of Patras between policemen and inhabitants of the port area, where last Saturday the 29-year-old Greek national Athanasios Lazanas was killed by three undocumented Afghan nationals. For a number of hours members of the far right organisation Chisi Avgi (Golden Dawn), which in the May 6 elections raked in 6.97% of votes and 21 seats in the Parliament, had blocked the entrance to an abandoned building where the migrants had taken refuge, throwing stones and other objects at the police who attempted to get them to leave. Seven civilians and three policemen were slightly injured and damage was done to the vehicles of the police, who detained five people.

The Bilderberg Group is terrified that Greeces potential exit from the eurozone could lead to a dramatic economic recovery and provide a template for other countries to follow suit, threatening to torpedo the euro single currency and the entire agenda for a European federal superstate.

One of the primary discussion topics at this years upcoming Bilderberg Group meeting in Chantilly, Virginia will revolve around how the elite plan to address the issue that threatens to bring their agenda for global governance crashing down the euro crisis.

The increasing threat of Greece abandoning its promise to honor draconian bailout terms agreed with Brussels and Berlin last night led German chancellor Angela Merkel to acknowledge for the first time that Greece could exit the euro, a likelihood that has sent the single currency along with financial markets plunging in recent days.

The euro crisis is now at its most severe point in history, outstripping similar crisis points which coincidentally also occurred just before the annual Bilderberg Group meetings in 2010 and 2011.

On both of those occasions, political consensus formed by Bilderberg members was enough to keep the euro on life support for another 12 months each time, and the same globalists will once again try and hammer out a strategy behind closed doors that will provide redemption for their cherished pet project.

In 2010, the future of the euro took center stage in Spain as Spanish Prime Minister Luis Rodriguez Zapatero was joined by numerous financial heavyweights to try and solve the crisis as Bilderberg members panicked about the possible collapse of the single currency.

A year later during the 2011 meeting in St. Moritz, Switzerland, the euro crisis was again at the top of Bilderbergs agenda as globalists expressed fears that the demise of the single currency could also torpedo hopes to create multi-regional currencies.

Bilderberg is terrified not only that Greece will exit the euro, but that in doing so it will go on to see a massive economic rebound and become an example for other eurozone countries to follow the same course.

This fear is exemplified in a piece appearing today in Bilderberg-controlled newspaper the Financial Times entitled Greeces exit may become the euros envy.

Expelled from the eurozone, Greece might prove more dangerous to the system than it ever was inside it by providing a model of successful recovery, writes Arvind Subramanian.

Subramanian is a Senior Fellow at the Peter G. Peterson Institute for International Economics, which counts amongst its directors numerous influential Bilderberg members, including former Federal Reserve chairman Paul Volcker, former United States Treasury Secretary Lawrence Summers, and Bilderberg kingpin David Rockefeller.

Suppose that by mid-2013 Greeces economy is recovering, while the rest of the eurozone remains in recession. The effect on austerity-addled Spain, Portugal and even Italy would be powerful. Voters there would not fail to notice the improving condition of their hitherto scorned Greek neighbour. They would start to ask why their own governments should not follow the Greek path and voice a preference for leaving the eurozone. In other words, the Greek experience could fundamentally alter the incentives for these countries to remain in the eurozone, especially if economic conditions remained grim, writes Subramanian, adding that Greeces potential exit may prove an infectious model and lead to the demise of the eurozone and perhaps for the European project.

Bilderberg is so desperate to save the euro because it represents the entire foundation of their global financial agenda to create regional currencies and carefully-managed bureaucratic federations on the same model as the European Union.

If the euro is proven to be a failure, the prospect of achieving the ultimate goal of a global currency is dead for at least the next 100 years.

In addition, Bilderberg cherishes the single currency because its their baby.

Bilderberg-chairman tienne Davignon bragged that Bilderberg helped create the euro by first introducing the policy agenda for a single currency in the early 1990′s, which was later formalized into the 1992 Maastricht Treaty.

However, the very first discussions about creating a single currency took place decades beforehand at the 1955 Bilderberg meeting in Garmisch-Partenkirchen, West Germany.

Leaked documents divulge how Bilderberg elitists discussed The necessity to bring the German people into a common European market as quickly as possible, adding that the future was in danger without a United Europe.

This agenda included the need to achieve a common currency, as well as the creation of a central political authority.

Given the fact that the euro was at least five decades in the making, dont expect the global elite to give up on it without a fight. The euro crisis will take center stage at Bilderberg 2012 as members attempt to manufacture consensus for a committed effort to redeem the single currency once again.

(ANSAmed) - ATHENS, APRIL 30 - PPC Quantum Energy S.A., a subsidiary of electricity giant Public Power Corporation, this week formally announced the launch of the construction of a 2,000-megawatt undersea electricity cable to link up the electricity grids of Israel, Cyprus and Greece. The company, as Athens News Agency reported, has notified the Regulatory Authority for Energy (RAE) and CERA, the corresponding authority in Cyprus, over the "EuroAsia Interconnector" project. In a joint letter to the company, both authorities underlined that the implementation of such an ambitious project will decisively contribute to ensure the safety of power supply for the entire region of SE Europe and the eastern Mediterranean. They also suggested a meeting to take place between the company and the parties involved for the formal presentation of the project. The total length of the undersea cable will be 1,000 kilometers, making it the world's biggest. It will be placed as deep as 2,000 meters from the surface at some points. The project will be completed within three years and cost some 1.5 billion euros, with the participation of PPC's Israeli counterpart. Its revenues in the long term are estimated at up to 17 billion euros.

The 1,236-acre island, named Oxia, was initially advertised by owners the Greek-Australian Stamoulis family for 6.9 million euros, Greek daily Ekathimerini reported, citing unnamed sources. The island's new owners are expected to develop part of the island, it added. The island is located in the Ionian Sea, near Ithaca, and is protected by the Natura 2000 ecological network, the newspaper said. Greece's government has been under pressure to privatise the country's islands in the wake of its sovereign debt crisis. The sale follows a week after Qatar's sovereign wealth fund announced it had signed an agreement to acquire Smeralda Holding, owner of luxury hotel resorts on Costa Smeralda in Sardinia. Qatar Holding said it will acquire a portfolio consisting of four luxury hotels with a total of 372 rooms, the Porto Cervo Marina, the Porto Cervo Shipyard, the Pevero Golf Club, a 51% interest in 2,290 hectares of adjacent undeveloped land and various other real estate assets in Costa Smeralda. ''We intend to continue supporting the on-going development programme which will see Costa Smeralda strengthen its position as one of the world's top resort destinations,'' Ahmad Mohamed Al-Sayed, managing director and CEO of Qatar Holding, said in a statement.

(ANSAmed) - ATHENS, MARCH 28 - More than 1.5 million Greeks are considering moving from the city to the provinces, daily Kathimerini reports quoting the results of a survey commissioned by the Agricultural Development Ministry that were made public Tuesday. The survey, conducted by polling firm Kapa Research on a sample of 1,286 respondents in Athens and Thessaloniki, found that seven out of 10 (68.2%) have considered leaving the city for a new life in the provinces while one in five (19.3%) has already made the initial moves to relocate. Three-quarters of the respondents who expressed a desire to move to the provinces are aged under 44. Around half said they were interested in going into farming -- with most drawn to cultivating olives or producing olive oil -- while 18.3% would like to work in the tourism or culture sectors. Cultivation was not the only pastime of interest to those eyeing the agricultural and food sectors.

Some said they would like to work in the processing or distribution of agricultural goods. Two-thirds of those who said they would like a new life in the provinces have been to college with a quarter of them boasting a postgraduate degree. The majority of respondents (70%) said they would accept a lower salary for a better quality of life. An initiative launched by the Aristotle University of Thessaloniki, which is renting out small parcels of farmland for a nominal fee to cash-strapped Greeks who want to grow their own fruit and vegetables, has already received some 4,000 applications, Skai TV reported earlier this month.

(ANSAmed) - ROME - Mistreated, enslaved, sometimes abused. According to estimates, very often, even every single week, some of them can't take any more and decide to put an end to their life. They are so upset that they commit suicide. We are talking about foreign women workers who migrated to Lebanon in search of a job. They come from Ethiopia, from Bangladesh, from Philippines and from other countries. 200,000 women in total, of 13 different nationalities. They often are illegal immigrants; however, most times their identity documents are seized by their "masters". The NGO Amel ("Amel means work in Arabic) tries to help them by supplying social, psychological and medical care. Zeina Mohanna is her organisation's coordinator of the project for the defence of migrant women in Lebanon. These days, she is in Italy with a delegation of Egyptian, Jordanian and Lebanese social workers in order to study a system providing protection and assistance for migrants and enabling the fight against human trafficking in her country.

The NGO she works with is one of the major organizations in Lebanon and has obtained the status of consulting member of the United Nations (Ecosos). ''Amel", Mohanna told," manages a wide network of healthcare points all over Lebanon's territory, especially in the Valley of Beqaa, in southern Lebanon and in the suburbs of Beirut." The NGO provides assistance also to refugees from Iraq and Sudan and, now, to approximately 12,000 Syrian evacuees. "Our goal is to support anyone who needs help, regardless of their religion or other things." The phenomenon of suicide among foreign workers is of particular concern. Human Rights Watch had already exposed such phenomenon in 2008-2009. Physical and verbal abuse, impossible working hours, total prohibition to leave the house they work in, very low salaries, passport seizure are all common facts. "These women", Mohanna continues, "access the country through a so-called sponsorship. They are registered under the sponsorship of their employer or someone else in the family. And then, their identity documents are automatically seized." That's when the sponsor becomes the person responsible for the worker's actions.

''We are fighting in order to allow these women to enter Lebanon through a visa and a regular working permit. We want to prevent them from becoming the property of their employer." The phenomenon is even enhanced by recruiting agencies. There are 520 of them all over the country, Mohanna specified. Only 160 of them are regularly registered in the syndicate and are, therefore, legal. All the other are completely unlawful and they often promise jobs that do not actually exist. Helping these women to get out of this situation is possible. "We are asking for them to be protected either by a specific law regulating their work and their rights or by ordinary labour legislation, just as any other worker." An awareness-raising campaign is much needed. "Part of our work consists of raising awareness of both Lebanese citizens and migrant women, making them understand their rights and inviting them to ask for help to people who can support them." Amel organised a help line for those who need social, psychological, medical and legal assistance. ''We work with Caritas, Un ponte per.. and other organizations. This afternoon in Rome, Mohanna will take part in the conference "The Mediterranean, a sea of slaves", organised by "Un ponte per..", focusing on data and main issues related to immigration and exploitation of foreign workers in Egypt, Jordan and Lebanon.

"We are here to learn best practices implemented in Italy and to study how to organise the "shelters" (reception centres for first aid of women needing assistance and subjected to mistreatment, e.n).

But the CIA has responded from Washington that the move is nothing but ''propaganda''.

Hezbollah revealed the names last week via television station Al Manar. The station mentioned the names of Mcfeely, as well as his predecessor until 2009, according to Al Manar, Louis Kahi.

''It should be pointed out'' said CIA spokesperson Jennifer Youngblood, quoted by the Washington Post, ''that Hezbollah is a dangerous organisation, and that Al Manar is its propaganda instrument. This fact alone should be enough to shed doubts on the credibility of these statements." In the past days, a Hezbollah deputy, Nawwaf Mussawi, said that CIA agents were ''openly having meetings in restaurants and night clubs'' with their potential Lebanese informers. Mussawi has asked the government to end these activities.

(ANSAmed) - BEIRUT, APRIL 20 - The first report against the Syrian President, Bashar al-Assad, has been presented to the International Criminal Court (ICC) by a Lebanese lawyer, Tareq Shandab, in the name of 12 Syrian refugees on Lebanon, the lawyer has told ANSA today. The accusations levelled against Assad include "crimes against humanity".

Shandab, who has a doctorate in international criminal law, practices in the city of Tripoli, in the north of Lebanon, to where thousands of Syrian refugees have fled. The report filed by the lawyer last week to the ICC in The Hague is "against Assad, around 15 army officials and the political leaders of the regime," who are accused of "crimes against humanity and war crimes".

The lawyer says that he has gathered evidence and witness accounts of violations committed by the regime. Some of the 12 refugees whom he represents claim to have been kidnapped by forces loyal to the regime, 7 to have had siblings and children killed, while one other claims that his daughter was raped. The 12 are from the regions of Homs, Hama and Damascus. Shandab, a Sunni, said that his initiative "has the sole aim of defending the law, and has no religious or political motivation". The majority of Syrians are Sunnis, though President Assad belongs to the minority Alawite branch of Shia Islam.

(ANSAmed) - BEIRUT, MARCH 23 - An initiative by 39 Muslim female police cadets who turned up for training wearing their veils have caused controversy in Lebanon, where the law bans the use of the hijab among security force personnel, as it bans all other religious symbols. The ban reflects fears that sectarian divisions visible among the forces could endanger the country's delicate political balance.

Interior Minister Marwan Charbel, a Maronite Catholic, has reasserted to the Daily Star newspaper that this rule has to be upheld. ''We have been opposed to the use of religious symbols in security force institutions since the early 1970s and it is ridiculous to bring this into discussion today'' Charbel said.

According to press reports, some of the 39 women, who turned up for training after having passed the admission examinations, agreed to remove their veil, while others insisted on keeping them on. At this point, Major Suzanne Haji, who is in charge of receiving female recruits, was forced to turn to her commanding officer for advice,who reacted themselves by calling on Minister Charbel, who maintained a firm line.

As security sources reveal, soldiers and police officers are free to pray, each according to their own faith, but not to wear religious symbols while on duty. The need to keep religiou out of security service operations is obvious when one looks back at the 15 years of civil war (1975-1990) that raged between ethnic-sectarian militias in the country. There is a high level of concern that such tensions could suddenly reignite in Lebanon as incidents over the past few days illustrate: at Beirut's Antonina Catholic university around forty Shiite Muslim students gathered to pray in the courtyard in a protest against the lack of any place of worship for them in the institution. Yesterday incidents broke out involving the police at the Lebanese University when students belonging to the Christian Lebanese Forces movement gathered to protest against the demonstration held by their Shiite fellow students. Several opposition figures have also denounced the Shiite protest as a provocation, saying they belong to Hezbollah, which is allied to Syria and to Iran, and which has been a leading political force in the government since the exit of Sunni premier Saad Hariri.

Chicago: In an unmistakable snub, US President Barack Obama left Pakistan off a list of nations he thanked for help getting war supplies into Afghanistan.

The omission speaks to the prolonged slump in US relations with Pakistan that clouded a North
Atlantic Treaty Organisation (NATO) summit where nations were eyeing the exits in Afghanistan.

Mr Obama readily acknowledged that the tensions raise questions about whether Pakistan will help or hurt the goal of a stable
Afghanistan. Continued mistrust between the United States and Pakistan also threaten cooperation to eliminate Al Qaeda sanctuaries and could undermine US confidence in the security of Pakistan's growing nuclear arsenal.

Pakistan is not a NATO member but was invited to the summit on Sunday and Monday because of its influence in next-door Afghanistan and its role until last year as the major supply route to landlocked NATO forces there. Pakistan closed those routes after a US attack on the Pakistani side of the border killed 24 Pakistani soldiers in November.

The last-minute invitation from NATO to join the Chicago talks was a sign of hope that the rift had healed.

But it hasn't. And Mr Obama's dealings with Pakistani President Asif Ali Zardari made that clear on Monday.

Mr Zardari came to the US President's home town expecting a separate meeting with the US leader like the one accorded to Afghan President Hamid Karzai. But without a final deal to reopen the supply lines, no such meeting was to occur.

Mr Obama, along with Mr Karzai, did speak briefly with Mr Zardari on the sidelines of a large group meeting Monday. Mr Karzai dismissed the encounter in an interview with CNN as a "three-way photograph taking ... just a photo opportunity. "

That was after Zardari had to sit by as Mr Obama opened Monday's session with public thanks only to the nations north of Afghanistan who allowed expanded supply shipments to transit their territory to compensate for the closed Pakistani border gates.

"I want to welcome the presence of President Karzai, as well as officials from central Asia and Russia - nations that have an important perspective and that continue to provide critical transit for ISAF supplies," President Obama said, referring to the International Security Assistance Force that is fighting the war.

Pakistani officials played down the snub.

"The supply route on Pakistan's side has been suspended for the last six months," Mr Zardari's spokesman Farhatullah Babar told reporters. "There was really no expectation from our side that the US president would appreciate and admire the suspension of the NATO supply lines."

The border crossing dispute is stuck over how much the US will pay Pakistan to allow trucks to transit its territory. Before the airstrike, the US paid about $250 per truck. Now, two US officials said, Pakistan wants $5,000 a truck and an apology for the deaths in the airstrike.
The Obama administration has said it was willing to pay as much as $500 per vehicle and has expressed condolences and regret, but no apology. The officials spoke on condition of anonymity because the negotiations were being conducted in private.

The prospects for reaching a deal were unclear, even as the stakes grow larger.

Mr Babar said the government had asked negotiators to expedite an agreement, but that "no timeline can be given." Mr Obama told reporters at the close of the summit that he knew beforehand that there would be no deal on the supply routes now.

"President Zardari shared with me his belief that these issues can get worked through," Mr Obama said. "We're actually making diligent progress on it."

President Zardari also met with US Secretary of State Hillary Rodham Clinton on Sunday and made a beeline across a meeting hall to grasp her hand again on Monday morning. The State Department said Mrs Clinton and Mr Zardari "discussed the importance of reopening the NATO supply lines," and of cooperating to fight terrorist threats.

The US and Pakistan have a history of troubled relations that started well before the terrorist attacks of Sept. 11, 2001. The road has grown only rockier since then. Pakistan has received billions of dollars in aid from the US over the past decade, but anti-Americanism is widespread in the country. And after years of sometimes meaningful cooperation in hunting down Al Qaeda figures, Pakistan is still seen by many US officials as double-dealing and unreliable.

The transit route issue was a distraction and an embarrassment for the United States at the summit, and Mr Obama's cool arm's length treatment of Mr Zardari made it look even worse for the Pakistani president.

"Pakistan has to be part of the solution in Afghanistan, and it is in our national interests to see a Pakistan that is democratic, that is prosperous and that is stable," Mr Obama said.

The quarrel over supply routes is intertwined with several other disputes, including Pakistan's opposition to US drone strikes against terrorist targets inside its borders.

In addition to closing the border crossings in response to the November attack, Pakistan ordered the US to vacate Shamsi air base, which the US was using to launch drone strikes at Al Qaeda and Taliban militants.

The top allied commander in Afghanistan, Marine General John Allen, has tried to cast the supply route problem in the best possible light, while acknowledging that he'd like to see the border crossings reopened as soon as possible. General Allen said Sunday that by some measure, war stocks are higher now than when the crossings were closed.

That is thanks to an increased - and much more costly - use of alternative routes, including a network of northern routes that connect Baltic and Caspian Sea ports with Afghanistan through Russia and Central Asia and the Caucasus. And they combine sea, rail and truck transport and are more costly than crossing Pakistan by land.

US officials have offered a range of estimates on how much the closing of the Pakistani land routes have added to the overall supply costs, but it apparently is at least two or three times more expensive to move supplies by air and via the northern route.

To underline the value of those alternative supply routes from the north, Defense Secretary Leon Panetta met on Monday in Chicago with his counterparts from the central Asian nations of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. He expressed his "deep appreciation for their support" of the northern supply route, Pentagon press secretary George Little said.

At least as troublesome as being forced to use alternative supply routes into Afghanistan is the issue of how to get war materiel out of the country as General Allen begins the withdrawal of thousands of US troops this summer. That's because the withdrawal includes shipment of vehicles and other equipment that would be costly and time consuming to remove by air.

The NATO alliance needs Pakistan's cooperation to ensure Afghanistan' s long-term stability and security, NATO's top officer told reporters. That was a mild way of saying that Pakistan can play the spoiler at will and holds cards the fighting force does not. Pakistan shares history, culture and language with Afghanistan' s restive southern swath, and maintains support for Taliban-led insurgents who cross the border to kill US and NATO forces.

Even as disposal and treatment of waste in Gujarat continues to pose a threat to residents in urban and rural areas, the Gujarat Pollution Control Board (GPCB) has washed its hand of any responsibility of buffering residential and commercial estates from waste treatment facilities under its jurisdiction. It has told the Union environment ministry that there are practical issues related to creating buffer zones around such facilities.

In a letter to the ministry on May 5, GPCB blamed the state urban development department for not creating buffer zones around treatment, storage and disposal facilities (TSDF). It referred to a meeting held on September 5, 2011, where the department stated that at present there is no legal urban framework under urban development regulations to keep the buffer zones around these sites.

Environmental activists say the letter is misleading because the Central Pollution Control Board guidelines state that no construction activity can take place within 500 metres of a TSDF.

The matter came to light after some non-profits complained to the ministry in January 2012 that the state government was overlooking norms while allotting land for residential and commercial complexes.  In April, the ministry wrote to GPCB asking how they allowed houses next to TSDFs.

The reply by GPCB has irked the environmental activists who say that the government is succumbing to real-estate and industry owners.  It is a terrible reply by GPCB for not being able to practically implement these guidelines, says Vadodara-based environmental activist, Rohit Prajapati. He adds this shows that the board does not want to implement the guidelines.
 
The problem of groundwater contamination due to improper waste disposal is not new to Gujarat. Luna and two other villages, about 15 km from Vadodara, have been facing massive shortages of groundwater for over two decades now. Around 45 bore wells are contaminated by the effluents discharged from nearby dyeing as well as pharmaceutical industries.

Worse, GPCB, in March 2012, revoked the closure notice of a multinational textile manufacturing unit owned by Huntsman Chemicals near Vadodara. This was despite a study by Institute for Seismological Research (ISR) showing extensive contamination of groundwater of the three villages situated in Padra tehsil in Vadodara district by the company owned TSDF.

GPCB regional officer, R B Trivedi told Down To Earth that a deposit of Rs 40 lakh has been secured from Huntsman Chemicals, and that the company has been asked to operate on a trial run for three months.

Industry also submitted undertaking on stamp paper to carry out studies, to undertake remedial measures from its own funds and to monitor the groundwater condition extensively, says Trivedi. He adds, Permanent closure would not solve the issue as it causes economic losses to the company as well as people employed there.

We have allowed a trial run, while the remediation measures would be in place.

Gujarats poor track record
 
The stretch from Ahmedabad through Vadodara in central Gujarat till  Surat in south Gujarat is referred to as the Golden Corridor. However, areas near this stretch are increasingly becoming dumping ground for hazardous effluents and solid wastes.

Gujarat happens to be the third highest producer of hazardous waste in the country after Rajasthan and Maharashtra. With the state government looking for more investments and employment opportunities for people, lessons on implementation of rules related to hazardous waste are yet to be learnt.

A short reckoner of cases in which hazardous waste dumping went on under the nose of the authorities till people resisted:

2004: Hema Chemicals Case, Vadodara: In 2004, the Supreme Court Monitoring Committee (SCMC), acting on a complaint by Vadodara-based non-profit, Paryavaran Suraksha Samiti (PSS), found that 77,000 tonnes of hazardous hexavalent chromium was dumped in the Gorwa locality.

While the remediation measures are still on, several workers complained of illnesses. The company was closed down by GPCB but punitive measures against the owner are yet to be initiated.

2008: Bharuch Enviro Infrastructure Limited (BEIL), Ankleshwar, Bharuch district: On April 3, 2008, the toxic waste treatment plant catering to about 130-odd chemical industries caught a fire. GPCB found that instead of 60 tonnes of waste for treatment, the facility stored 6,000 tonnes of waste.

The Jabalpur High Court had also floated a proposal to transport Bhopal's carcinogenic waste from the Union Carbide plant site to Gujarat. The state government dropped the plan after environmental activists objected to it.

Union Sports Ministry should make it clear if it was India as a nation which won the glorious World Cricket Cup in 1983 under captaincy of Kapil Dev with Kirti Azad also a member of the winning team, or it was a team hosted by a private cricket club namely Board for Control of Cricket in India (BCCI) which won the said World Cricket Cup.

 

Issue gains importance with BCCI having adopted biased attitude in denying cash honorarium out of BCCI affiliated IPL earnings to World Cricket Cup heroes like Kapil Dev and Kirti Azad only because these great cricketers have refused to dance to tunes of some individuals at BCCI taking it as their private property. BCCI should not be allowed to call its sponsored cricket team as Indian Cricket Team till it accepts to be a public-authrity for transparency and accountability under RTI Act.

 

Prime Minister and Union Cabinet Secretariat should make it clear how and why Union ministers like Sharad Pawar and Rajiv Shukla could attend cabinet-meetings rejecting Union Sports Ministrys drafted Sports Bill when these ministers had a definite conflict of interest with themselves being actively involved in BCCI, IPL and cricket-politics. Significantly the said Sports Bill would have clipped wings of BCCI in its dictatorial and biased attitude in managing cricket-affairs for the country.

I think, Vapi and Ankaleshwar are just on the mouth of a volcano! We should be really surprised that irrespective of having such a high industrial development, why are we in Gujarat State are quiet on the occupational hazards that the community residing in the vicinity and the workers face everyday?  Nitrogen dioxide, lead, nickel and arsenic are the most difficult and killer enemies of human beings. Do the PH people have some say in GPCB/ CPCB? We need a full fledged active health infra structure and representation from the community [in all high risk areas at least] that is responsible to government directly and have some say at the government level. I think, our measures are limited to Silicosis and Pneumoconiosis. We have to think beyond these fibres now. I wish that we convey this to the concerned.

Recent readings by the Central Pollution Control Board (CPCB) show that toxicity levels of effluents from both Vapi and Ankleshwar industrial clusters are way above permitted norms, sometimes many times the permitted levels.

The readings are significant because it shows there has been little improvement after the CPCBs latest Comprehensive Environmental Pollution Index (CEPI) assessment in 2011, which shows pollution in Vapi has worsened so much over the last two years that it is now the most polluted industrial cluster in India.

The effluent readings suggest this may be due to water pollution, which is consistent with the CEPI readings that show water pollution has increased most there, more than air or land pollution.

The CPCBs latest readings, reported in February this year, show the effluent discharged by the Common Effluent Treatment Plant (CETP) at Vapi had a Chemical Oxygen Demand (COD) of 467 mg/litre, almost twice the permissible limit of 250 mg/litre. The Total Dissolved Solids (TDS) was 8078 mg/litre, more than two-and-a-half-times the permitted levels of 2,100 mg/litre.

Significantly, the Union Ministry of Environment and Forests had, in September last, lifted a moratorium on new industries and expansion of exiting ones at Vapi. Environmentalists had criticised the move saying it was based on promises and not on action.

The readings for the CETP and the Final Effluent Treatment Plant (FETP) at Ankleshwar, currently the seventh most polluted cluster in India, was even worse.

Taken on March 29, the readings show the CETP had COD levels of 1246 mg/litre, more than four times the permitted amount. TDS readings showed 13,424 mg/litre, more than five times that permitted.

Similarly, the FETP readings, taken on April 28, showed COD as 552 mg/litre, more than twice the permitted level, and TDS of 7034 mg/litre, more than thrice the norm. The CETPs were set up with the central and the state governments footing 50 per cent of the capital costs. In case of the FETP, the central and state governments and the Gujarat Industrial Development Corporation together footed 83 per cent of capital costs.

Since government is the biggest user of petroleum products, Union Finance Minister should start its austerity drive by announcing stiff measures for a drastic cut in consumption of petrol and diesel in the government also to overcome deficit resulting out of steep hike in petrol prices.

  1. Bigger and smaller sized cars for fixation of excise-duty should be done according to ex-factory value rather than length of the car, and any new car at cost of public-exchequer should then be a small car even for heads of nation, legislature, judiciary and bureaucracy.
  2. Government-loans to its employees including from public-sector should only towards small cars. Even public-sector banks should give car-loans only for small cars
  3. Purchase of cars especially big ones should be discouraged by increasing excise-duty on small cars at 20-percent, and 40 or 50 percent for big cars. Such increased excise-earnings should be utilised for reducing tax on petroleum products like was done in Goa.
  4. Meeting of finance-ministers from all states should be convened for uniform tax-structure (local and central) to have uniform net consumer-prices of petroleum products throughout the country. Huge price-difference to tune of 10-20 percent in different states is unfair.
  5. Price so calculated should be rounded to next complete rupee in case of petrol, diesel, kerosene and CNG, while in case of cooking-gas, it should be in multiples of rupees fifty. This rounding-off can result in increased earnings for oil-companies.
  6. Large overheads and publicity-budget should be curtailed by merger of all public-sector oil-companies in one unified company.
  7. Discounts on petrol purchased by affluent class through credit-cards should be abolished. A recent RTI response reveals that HPCL encourages more purchase of petrol because credit-card users usually get their tanks full by swap of credit-cards.
  8. Only branded petrol and diesel should be sold initially in urban areas, and then throughout the country on all retail-outlets.

9.      New-look translucent LPG cylinders made of fibre-glass ensuring tamperproof full-load supply of LPG gas per cylinders should replace old iron-cylinders with one time replacement-cost rather than charging rupees 300 extra for every re-fill.

Pristina, 24 April (AKI) - Around 5,000 NATO troops (KFOR) stationed in Kosovo will be reinforced by seven hundred more soldiers ahead of controversial Serbian elections in slated for May, KFOR spokesman Uve Novicki said on Tuesday.

General elections in Serbia are scheduled for 6 May, but Kosovos minority Serbs are set to hold municipal elections the same day, despite warning of Pristina authorities, Belgrade and the international community.

Kosovo majority Albanians declared independence in 2008, which Belgrade opposes and still operates parallel institutions in the Serb-populated north. Under international pressure, Belgrade has refrained from organizing local elections in Kosovo, but the call has been ignored by local Serbs, who accuse Belgrade of treason.

Germany and Austria have said they were asked to send 550 and 150 new troops respectively to Kosovo, which should be deployed this week. Our demands have been met, Novicki said.

The reinforcements were a part of our careful planning and positioning to make sure that we have enough troops for our task, Novicki said. KFOR has kept peace in Kosovo for the past ten years and intends to do so in the future, he added.

Kosovo authorities have threatened to prevent the holding of Serbian elections if necessary even by force. Kovicki said new troops would be stationed in mixed communities in predominantly Serb-populated north to prevent ethnic conflicts.

Serbias pro-European president Boris Tadic has made a number of concessions on normalizing relations with Kosovo at the request of the European Union. The EU has tied Serbias bid for membership to normalizing relations with Pristina and forced Belgrade to renounce elections there as a first step towards abolishing parallel institutions in the north.

(ANSAmed) - BRUSSELS, JULY 8 - The European Commission is ''awaiting'' clear explanations on the final decision by the Elections Court on Albania's local elections, with the win by Lulzim Basha, right-wing majority candidate under PM Sali Berisha, against Edi Rama, leader of the socialist opposition and outgoing mayor. This was said in Brussels today by Maja Maja Kocijancic, on behalf of European Enlargement Commissioner Stefan Fule in response to journalists' questions. ''We have been watching the developments in the May 8 elections,'' noted the EU Commission spokesperson, ''carefully and with much concern. We are waiting to see the what the reasons are behind it to gain a clearer perspective.'' Before making any comments, ''we first need to see details of the decision,'' Kocijancic reiterated. The spokesperson then noted Brussels' position on the possibility of Albania as part of the EU: ''We want to see mature political dialogue and progress in the field of reforms.''

New York, 15 May (AKI) Kosovo backs the struggle of Syrian rebels but is not training them in former Kosovo Liberation Army camps, foreign minister Enver Hoxhaj has stated.

Quizzed by Russian ambassador to the United Nations Vitaly Churkin during a United Nations Security Council debate on Kosovo late Monday, Hoxhaj denied reoprts that Syrian rebel troops were being trained in former KLA camps.

"This is not at all true," he stated, adding that Pristina maintained good diplomatic relations with the Syrian rebels.

Churkin said he was concerned by reports that Kosovo might be becoming a training ground for Syrian rebels and called on the UN to prevent such activities,.

"They could be a serious destabilizing factor in the Balkans and beyond," Churkin stated.

According to media reports, a Syrian opposition delegation visited Kosovo last month to discuss plans for training rebels and learn from the experiences of the KLA in its struggle against Serbian rule.

Kosovo majority Albanians declared independence in 2008, which Serbia opposes, but it has been recognized by more than eighty countries, including the United States and 22 out of 27 European Union members.

The Security Council discussed Secretary-general Ban Ki-moons quarterly report on the situation in Kosovo, which said interethnic tensions have been on the increase and threatened to undermine stability in the region.
