warm hello to all vascoites

We, the some of the like minded people, mainly ladies of Vasco ,have been
silently but steadily working to clean our city and create awareness
amongst the people of Vasco including the shop keepers and vendors.

We are about to complete our infant stage in this month.During last 11
months we carried out few of the activities, listed at the end of this
mail.Hope each one of you read the same and participate.


In this week we are releasing our documentary on civic sense 'MY CITY ,MY
HOME',which we will be screening for
public very soon.All those interested in buying the same for your
organizations,schools ,institutions pl. contact me. We
plan to sell the same at a nominal cost ,jut to recover the cost of
production.The  documentary is for 9 minutes, covering most of the
issues , which bother us in our daily life .This documentary ,I am sure
if shown to all the citizens, of all ages from 6 yrs onwards, will go a
long way in creating awareness and improve the quality of our city life.

Our next proposed activity is  to concentrate on our vegetable market area and
try and see what we all can do to keep it clean.Especially in rainy season it is
worse.Ofcourse as far as the the market street is concerned , we can only keep
requesting the authorities to take it up seriously. I am seeing this lane for
last 40 (since 1974) yrs and have
not changed at all. Unfortunately it is as bad as it is today for
ever.We the citizens will have to come together , if  we want the road
to improve. We are already in the process of giving hand outs to all the vendors
appealing them to keep their surroundings clean and join the
movement of clean city drive.Following are the activities which we did
during last 11 months.which of course have tought us a lot many things. 
Following are the activities which were undertaken by us.Jagrut Nagrik Manch is
purely a citizens moment.It is totally apolitical activity.But yes, any
city cleanliness drive can not be undertaken unless we have the
cooperation of the municipal authorities and above all the citizens.
I am glad to let you know that we have been getting unstinted support from MMC
for all our activities.What is lacking is perhaps the involvement of the
community.

We are not interested in  forming any NGO.In fact we will be very happy to join
hands with exisiting NGOs. for the betterment of our city.

Activities so far since July 2011 of Jjagrut Nagrik Manch: Peoples’ movement
 
Activities:
1             July 2011 : Cleaning the market area,distribution of
bio degradable bags,awareness
for reducing use of plastic,Poster and slogan competitions for schools.
2             August :
Cleaning of Airport road,awareness drive through poster display,Nirmalya
collection for converting in compost,there by giving it back to the mother
earth,what we got from nature.keeping our waterbodies clean.cleaning of Airport
Rd.
3             September : prize distribution for the competition
held in July and elocution
competition.
4             October:
on 2nd Oct. We cleaned the road from Chicalim slope to St.Andrews
church.Also distributed few garbage bins in the market area.
5             November: Installed 10 pole mounted bins from chicalim
bus stop to vasco market area.10 Additional
garbage bins were given to vegetable vendors. Pasted attractive stickers, to
motivate people to try and keep our town clean by shouldering the citizens
responsibility. Stickers are self explanatory appealing people to be a part of
the clean city project.
 
6             December :
feedback & introspection. planning of future activities. we had planned to
beautify the Vaddem lake surroundings. Accordingly
church permission was obtained .however , Mr.mauvin Godinho as well as
Mr.premanand Nanosakar who were contesting the assembly elections
promised to do it after the elections , we decided to wait and watch.I
am glad that as promised  the elected MLA Mr.Mauvin Godinho seems to be
at it.The lake at present is beling cleaned.Once that is complete he
assures us that the beautification work will be under taken.

 
 
7             January
2012: street plays are planned to create awareness against different type
of pollution. (yet to take up. The script is ready,Any one teaching in
school/colleges are requested to get in touch for staging the same.)
8                 Feb – April : busy with making of
documentary
& creating awareness by word of mouth.
9             May 2012.:
cleaning the swatantra path & FL gomes road.Also distributed another 20 garbage
bins .Picked up the plastc
from Dabolim junction on verna highway.
10          June 2012:  releasing the documentary & propose to
clean the market area.Also proposed to give the environment awareness
presentations to interested organizations.


pl. come forth, for the beautification of our city. United we can achieve a lot.
Let our actions speak. Let us all stop the blame game and do
something constructive for the society and for our city.

is ready for sale and all those who want to show it to their organizations,
areas to create awreness.For further details pl. get in touch with me.The DVD is
sold at nominal rates so as to recover the cost of the production.

If you organize a projector and screen ,I too can come and present the same with
interaction with the audience.

GOACAN will observe a Green Consumer Awareness Fortnight

from 5th June World Environment Day to 18th June Goa Revolution

Day to highlight the rights & responsibilities of the Consumer

towards protection of the environment and to promote a green

economy for Goa.

Coinciding with the World Environment Day theme and the completion

of 25 years of the Consumer Protection Act which was enacted in 1986

GOACAN will pursue a campaign to reach information to consumers so

that they can influence Govt. policy in an effective manner.

Some of the areas that GOACAN will focus on is Green Buildings,

Waste Management, Energy consumption, Judicious use of Water,

Organic farming & sustainable agriculture, Transport, Fisheries and

Tourism.

GOACAN will encourage Village Panchayat members and Municipal

Councillors to consider various green options by discussing the same

at the Gram Sabha and Council meetings so that an effective

implementation will be possible over the next five years.

During the academic year, GOACAN will engage with the educational

institutions through the Consumer Welfare Clubs to consider green

options on the campus.

GOACAN will also engage with various Departments and Corporations

of the Goa Government to consider a Green Agenda in the context of

environmental protection and sustainable consumption.

hello friends


I hope you don't mind ,me getting you roped in my cleanliness drive activity.


the other day during our activity we found most of our gutters on FL gomes road
and it's by lanes were full of all sorts of garbage.I had reported this to our
MLA & CO . MLA Mr.Karluz Almeida has requested me to give him the list of these
locations. I agree that ,perhaps this is the job of our counselors or MMC staff
but we citizens too can take some initiative in keeping our town clean. Once we
report and they fail to do, at least then we can certainly hold them
responsible.But let us try to do our bit first.

Will it be possible for you and your team to go round the main areas of Vasco
and list these places/gutters/nalas which require clearing before monsoon. I too
when I visit vasco will try to short list the places.

I am also requesting the same to my other friends as well.

  do let me know about the locations by Monday. you can email me giving the
details.So that i can send it to the Chief Officer Mr.Elvis Gomes & the MLA .
looking forward for your co operation. United we stand,divided we fall.Only if
we all take interest ,then Vasco will be a city of our dreams.

The Mayor of Panaji, Vaidehi
Vivek Naik, inaugurated the Konkan Fruit Fest 2012 in the presence of the
Deputy Mayor, Tony Rodrigues, immediate past mayor, Yatein Parekh, ward
Councillor, Kabir Pinto Makhija, Commissioner of CCP, Sanjit Rodrigues,
President of Botanical Society of Goa, Dr. H.Y. Karapurkar and Chairman of the
Organizing Committee, Dr. Ajit Shirodkar, Secreatry KFF 2012, Dr. Nitin Sawant,
Director of Agriculture, Satish Tendulkar 
and others at a short and simple function this morning. 

 

Speaking on the occasion, Vaidehi
Naik recalled that the Konkan Fruit Fest was started in 2003, when Ashok Mogu
Naik was the Chairperson of the then newly formed CCP. Dr. Ajit Shirodkar
explained why the festival went beyond just mangoes and the geographical limit
of Goa to make the state of Goa the hub for
fruit processing and marketing in the entire Konkan region.


Earlier, the seventh Konkan Fruit Fest got
underway at the Promenade along D.B. Bandodkar Marg, with the judging of the
fresh fruit entries by Dr. A. R. Desai,
Horticulture Scientist of ICAR-Goa; Mr.
Sanjeev Kadkade, Head of Department at the Institute
of Hotel Management-Goa; and Ms. Nina Figueiredo, Nutritionist &
Diet Consultant, Manipal
  Hospital, Dona Paula. The
judging was coordinated by Ms. Ana Dias
e Camara of Goa State Horticulture Corporation Ltd., Panaji and member of
the BSG Executive Committee 2011-14. On day two, the processed fruit products
were judged by Mr. Sanjeev Kadkade, Mr.
Moses Fernandes , Pastry Chef 
teaching at the Institute
  of Hotel Management-Goa
and Ms. Ana Dias e Camara.  Three prizes
of Rs. 1000, Rs.600/- and Rs.400/-  and a
certificate will be awarded on Sunday 13 May, 2012, to the best three entries
for each category of fruits.

Dr. Priya Savoikar of Chicalim-Dabolim will pick the first prize of
Rs. 5,000/- for the Home
  Garden competition, while
Mr. Cedric D’Souza of Altinho-Mapusa
will claim the second prize of Rs.3,000/- and Mr. Xavier Vas of Ambirna-Socorro
will share the third prize of
Rs.2,000/- with Ms. Meena Prabhu of
Gogol-Margao. Ms. Shailaja Sharma of
Silvanagar-Ponda has bagged the prize for the best ornamental terrace garden.

 

 
There will be a demonstration
in making of Kokum wine at 4.00 P.M.
on Saturday 12 May, while there will simultaneously be a Fruit Carving
competition at 4.00 P.M. followed by a Fruit Eating competition [Papaya] at
5.00 P.M. Participants have to bring the papaya [less than 2 Kg weight] which
will be weighed before and after eating in 3 minutes. The papaya may only be
cut into halves, not into slices.
There are stalls selling fruits, fruit plants, fruit products and ready to eat
and drink frugurt, juices, jams, wines, etc. If you want any good mangoes,
Saturday morning may be your last opportunity ...they are selling faster than
hot cakes.

Come and support the NoMoZo [Non-Motorized Zone] opening up roads for
pedestrians skaters and cyclists for specified periods of time. It is time we
thought of health over convenience all the time. What is going to happen on
Sunday between the Dr. Francisco Luis Gomes Garden and the Mandovi Riverside

Africa, India, trade and a Goan author

Frederick Noronha

Robert S Newman, the anthropologist from Marblehead, MA. who has
written quite a bit on Goa, calls our region "a land of migration and
exile". It has been so for centuries. In some of his other writings,
he has suggested that Goa has among the highest out-migration levels
in the world.

In view of this, it is surprising how little attention is given to
Goa's links with the outside world. Or, even the doings of the
diaspora in different pockets all over.

Small niche publications, like the online Goan Voice UK
[http://www.goanvoice.org.uk] run by retired UCL London engineering
librarian Eddie Fernandes do a good job of this though.

Former Xavier Centre of Historical Research librarian Maria Lilia
'Bunota' D'Souza shared with me the other day a book authored by
someone she knows. 'Harnessing the Trade Winds' is a Goan-authored
book, though its focus is not just tiny Goa, but rather the wider
canvas of understanding the millennia-old trade links between India
and East Africa.

Blanche Rocha D'Souza subtitles her book "the story of the
centuries-old Indian trade with East Africa using the monsoon winds".

D'Souza grew up as a child in Kenya, where her father was district
cashier. She studied in Karachi and Mumbai, trained as a teacher,
learnt library science in Kenya, was senior cataloguer at the US
Library of Congress and later graduated in social psychology. Quite a
global migrant even in the Goan scheme of things!

Her 204-page Kenya-published book (ISBN 9966712321) , coming from Zand
Graphics at Nairobi, is unfortunately not easily available in Goa.
Mine is a borrowed copy. Which is a pity, because it is both
interesting and informative.

D'Souza joins the small but dedicated rank of people who have cut
against the silence, and taken on the task of chronicling the history
of Goan migration globally. There have been others like Stella
Mascarenhas-Keyes (wish her work was published in Goa), J.B.Pinto of
Saligao who wrote in the 1960s, Teresa Albuquerque (who earlier
focussed on the Goans of Kenya and, indirectly, of Bombay) among
others.

If you're wondering what the 'trading wings' are all about, read this
quote from the National Geographic, August 1999, which features at the
start of Chapter 15: "Around 120 BC, members of the Egyptian Coast
Guard found an Indian sailor shipwrecked on the Red Sea.

"They took him to Ptolemy VII. The sailor spoke a language that no one
in Alexandria knew, so Ptolemy ordered that the sailor be taught
Greek.

"Thus educated, the sailor taught his captors something amazing; the
Monsoons over the Indian Ocean blow in a regular pattern -- from
northeast to southwest in winter, an dthe opposite direction in
summer."

The Trade Winds are the most consistent wind system on earth, we're
told. Evidence suggests Indians made voyages across the open sea to
East Africa "from antiquity" while Malays used the ocean currents to
reach Madagascar.

This small band has been focussing on the many tens of thousands who
have migrated out of Goa over the centuries. Obviously, such a small
number of researchers is not sufficient. With India finally waking up
to the potential of its expats -- tiny Goa should have been at this
point decades ago -- one hopes much such studies come to light.

Of course, we know that there are others working on this topic right
now. But more on that when it actually happens.

In eighteen (mostly short) chapters, D'Souza goes into quite some
depth to trace links you'd never suspect even existed. Her background
in librarian science obviously gives her an edge in collating such a
wide range of facts.

It covers themes like the early Indian Ocean trade, Indians in East
Africa, Indian equations with various foreign powers (British, Arabs,
Portuguese), the Indian trader, the "indentured Indian", the Uganda
railway, and the trading winds.

Surely, one of the contentious chapters would be the one dealing with
Indians and the slave trade. D'Souza refers to tracks such as African
slaves here, the fact that the Muslim king of Gaur in Bengal
(1459-1474) had some eight thousand slaves, and the influx of
Abyssinian (Ethiopian) and other East Africans into western India in
the fifth century.

India, she says, could have not been unaware of the slave trade, since
they "exercised such a predominant influence over East African trade".
D'Souza goes on to say that Indians were indirectly implicated in the
slave trade "inasmuch as Indian merchant capital was financing both
movements, in and out of the interior of Africa, where manufactured
goods found their way into the interior to be exchanged for slaves and
ivory."

But, she suggests, British explorers (like Dr Livingstone) tried to
"implicate" Indians in the slave trade -- perhaps more than
responsible for it. D'Souza argues that there is no slavery in the
Hindu concept of slavery. "There was no need for slaves, since the
Hindu caste system with its distinct divisions of labour took care of
all aspects of the job market," she writes.

Goans, who have an East Africa link, and this is not a small number,
would find specially interesting D'Souza focus on the Indians and the
Portuguese, the Uganda Railway, and the sprinkling of references
throughout the book.

References to the Dr. Ribeiro Goan School, and Pio Gama Pinto come up
early in the preface to this book itself. There are (at least) eight
references to Goa in the index, and another five to Goans. Not
surprising, considering the author's interest and her interests. All
in all, an interesting title for reasons more than just the origins of
the author.

Towards the end of the book, D'Souza focuses on the plants that Asia
took across to Africa, amidst many other topics. Besides the onion
(which, she says specifically, came from Goa), there are also a number
of trees (coconut palm, jackfruit, guava, mango, tamarind, cashew),
grains (millet, rice, wheat, sorghum, simsim and sesame).

Fruits from India that reached Africa include sweet and bitter
oranges, limes, lemons, grapefruit, papaya, Indian figs, bananas,
pomegranates and pineapples. There are also a number of vegetables,
legumes, root plants, medicinal plants (camphor, neem and tulsi) and
cash crops (sugarcane, cotton, rice).

In the blurb, her book is described interestingly: "Blanche D'Souza's
book is a most direct statement on 'brown man's' transcripts over
thousands of years of trade, labour and migration for settlements
against a deep backdrop of Arab, British and Portuguese rivalries in
the Indian Ocean."

We could certainly do with more of these.

GOACAN to highlight the need for Consumer Literacy
during its Awareness Fortnight

GOACAN is observing a Consumer Rights Awareness Fortnight
  from 25th June on the occasion of State Consumers Rights Day.
The awareness activity during the fortnight seeks to address the
lack of awareness on consumer rights, the complaint
procedures and redressal mechanisms.

During the fortnight GOACAN will highlight the need for "consumer
literacy" so that consumers could make an effort to Read their rights
and Write their complaints.

Among the consumer issues that GOACAN will focus on are the
Electricity & Telephone complaints during the monsoons and
Home Delivery, computerised billing & Mechanical Safety Check
for LPG connections.

GOACAN will also promote consumer participation in the effective
use of Primary Health Centres for Food & Medicine Safety, Disaster
Management and prevention of Vector borne Diseases.

GOACAN will organise "phone in's" with the Commercial Tax, Legal
Metrology, Food & Drug Administration, Civil Supplies, Transport and
other consumer related Departments as well as promote the benefits
of the Consumer Protection Act 1986.

Need for consumers to be vigilant about Doubtful Gift schemes &
Investment offers, violations of Packaged Commodities Rules and
the ISI mark, sale of fake, spurious & adulterated goods will be
highligted.

A first-hand account of the rescue of Indians from Uganda that, at
times, reads like a gripping novel

Culture of the Sepulchre by Madanjeet Singh contains a personal
account of the last two years of Idi Amin as the President of Uganda,
who ruled during 1971-79 and its aftermath. It is written by an
unconventional diplomat who had a ringside view as India's high
commissioner at the time. This is not Amin's biography, though it is
largely about the despot whom an American diplomat described as
Hitler in Africa.' It also reveals a lot about Africa, both its
beauty and the downside. Besides, the book has another focal point 
the author himself.

Written three decades later, the book emerged in response to the
request of an Indian woman whose parents were rescued, together with
many others, from the bloody clutches' of Amin by the Indian high
commissioner and his team. Today when India is engaged in revitalising
its multi-dimensional engagement with Africa, exploring how to
leverage the presence of Indian Diaspora on the continent, this
poignant story has special relevance.

EXPULSION

Amin rose from an assistant cook in the British colonial army to be
Uganda's army chief. He overthrew Milton Oboe to become President. His
coup was welcomed initially, but the saga of decline and destruction
began soon, with the infamous expulsion of Asians in 1972. He
aggravated ethnic and religious tensions. His methods were violent and
brutal. Estimates of the number of people killed on his watch range
between 80,000 and half a million.

Singh presents a first-hand account of extra-judicial killings,
persecution and tortures masterminded by state agencies, including the
Public Safety Unit. Once unknowingly he ends up playing golf with its
director, the much-dreaded Ali Towelli and Amin's killer-in-chief.'
The moment he learns of his partner's real identity, Singh's drives
and putts collapse completely, forcing him to look for a quick exit.
One cannot but be reminded of Nazi Germany where Hitler's henchmen
could strike terror without lifting a finger.

BURIAL CHAMBER

Amin's sins have been analysed in some detail, including reports
regarding his weakness for human flesh, decision to keep the severed
head of his wife's former lover in his refrigerator, and his security
agents' gruesome practice of breaking opponents' heads with a heavy
hammer. How his vendetta-driven goons turned Uganda, the Pearl of
Africa' according to Winston Churchill, into a burial chamber, has
been graphically presented in the chapter Culture of the Sepulchre'
and elsewhere.

Singh narrates a tale of tragic bestiality without missing the funny
and absurd facets. Amin was unpredictable, working on his whims. He
often compelled the diplomatic corps to wait for him for hours in the
African sun. He once climbed into the belly of a Boeing 707 to
personally push out Friesian cows imported from England, squarely
putting his protruding paunch behind each cow and twisting its tail' 
in full view of ambassadors and television cameras. Among numerous
titles he gave to himself, one was Life President', and the other was
CBE'  Conqueror of the British Empire!

With a photographer's flair, Singh presents Africa in its multiple
hues. His prose goes poetic in describing the African landscape and
animal kingdom. But he also pans on poverty and deprivation,
gullibility of people manipulated by their leaders in the name of
religion and tribalism, and the ever-present danger of violence.

Analysis of Uganda's relations with neighbours is succinct. The
terrible role played by Gaddafi's Libya in fomenting regional strife
gets a clinical mention. This was Africa's nadir, symbolised by Amin's
election as chairman of the Organisation of African Unity. Who would
have imagined then that, two decades later, the world would not get
tired talking about African Resurgence?

EVACUATION

Contribution of Indians to Uganda's economic development and their
travails through 1970s are noteworthy. Evacuating them from remote
parts during the war time, the author wonders what kept Indians in
Africa. Indian communities in eastern and southern Africa have come a
long way since then, demonstrating their amazing resilience. However,
as I myself discovered in my time as India's high commissioner in
Kenya and South Africa, their innate sense of insecurity has not
disappeared altogether.

Singh spent two decades in the Indian diplomatic service and later had
a long stint at UNESCO. He presently serves as UNESCO's Goodwill
Ambassador. Referring to his time as a diplomat, he talks about a
life full of moral conflict and torment, especially for a person of
any sensibility.'

His recounting of personal relations, under trying circumstances, with
his near and dear ones  wife Kiki, son Milki, poodle Puchi as well as
the sister and the niece  presents a fascinating autobiographical
stream.

His professional side reveals a delicious paradox: he was told by a
mandarin in Ministry of External Affairs: The success of your mission
(in Kampala) will depend on how you manage to do absolutely nothing.
Yet, he achieved much representing India, defending its interests, and
helping Indians and others to a remarkable degree. His battles with
foreign secretary Jagat Mehta make an interesting reading, but it is a
one-sided account. His portrayal of MEA colleagues as vultures is
unfair.

At times, this work reads like a gripping novel; at other places, it
becomes a rather dull military history. Nevertheless, it reflects his
profound sympathy for Africa and his intense patriotism.

I wish the book had a photographic section which would have enhanced its appeal.

Dr Madhavi Sardessai of the Goa University's Konkani Department releases
her book *Manthan*, a collection of her selected writings, in Devanagari
Konkani. This is an audio recording of the entire programme (in Konkani).
The book is published by Zaag Publications, Goa, India.

The book contains 13 essays. Many are talks delivered at various
conferences or events, or responses to certain developments. The first six
or so focus on various personalities and related issues. For instance,
Kakasaheb Kalelkar and the Konkani-Marathi language dispute. (Kalelkar is
considered to have made a major contribution to the post-1961 Konkani cause
through his stands taken.) On Shantaram Amonkar, as an "architect of modern
Goa". The involvement of Ravindra Kelekar in the Konkani movement. An essay
on Satre, Tristao Braganca Cunha (the 'denationalisation of Goans' debate)
and Varde Valaulikar. There's also a comment on the Pundalik Naik-written
play 'Shaboi Shaboi Bahujan Samaj' and another essay on the voice of women
in novels and stories in Konkani. One essay is on the work of Tagore, with
others on Gandhi, Eduardo Bruno de Souza, Shenoi Goembab (Varde
Valaulikar), and former socialist leader Ram Manohar Lohia, among others.

In this recording, we hear, among others, Prof Parienkar (of the Goa
University's Konkani Department), Madhavi Sardessai, Fr Mousinho Athaide
(former Professor at Rachol Seminary), Gurunath Kalekar.

Satish Shetye appointed as new VC of Goa University

Shetye has been asked to take charge "with immediate effect" as his tenure
at NIO ends in October.

Satish Shetye, the director of National Institute of Oceanography (NIO), has
been appointed as the new vice-chancellor of Goa University (GU).  The
chancellor and Goa governor BV Wanchoo has issued orders in this regard.
According to order, Shetye has been asked to take charge "with immediate
effect" as his tenure at NIO ends in October.

Shetye, who replaces Dileep Deobagkar, is one of the two selected for the
distinguished alumnus award of Indian Institute of Technology (IIT) Bombay
for 2006. He took over as NIO director in 2004. The search committee headed
by scientist of Goan origin Anil Kakodkar has in his report listed three
persons for the post of the Goa University vice-chancellor.
Apart from Shetye, director of Shimla-based Indian Institute of Advanced
Studies Peter Ronald de Souza and professor Jayaram of the Jawaharlal Nehru
University of New Delhi have found mention in the committee's list. The Goa
governor, who is the chancellor of the Goa University, has finally picked
one name for the post of new vice-chancellor.
