In the spring we contacted all of the theater chains- both
multiplexes and
arthouses. We discovered that only approx. 10% of all theaters have
closed
captioning capabilities and they are brand new cineplexes which play
Summer
Hollywood fare and are not playing our documentary. Unfortunately the
arthouse theaters, where the movie is primarily playing, are not
currently
equipped with the technology for closed captioning and audio
description.
The DVD will have this technology.

The way movies are distributed, a movie company can't say "Show it at
the
accessible theater that's on the transit buses route, They'd love to,
but
the individual chain makes those decisions. However, they certainly
can
change a theater if it's inaccessible (it happened in NYC, which is
where
thinkfilm is located and they got it changed.

Group checks disabled access

Struggling to keep her balance, Carol Jones used her foot to prop open a
bathroom door at the Alley Sports Bar as she took a quick photograph Thursday.

With a heavy door and a tall lip at the entrance, it would be difficult for a
wheelchair-bound customer to use the establishment’s restrooms, said Jones, an
advocacy specialist at the Shepherd Center in Atlanta.

“There’s plenty of room to have some drinks (in a wheelchair),” she said. “But
you better not drink so much you need to go to the bathroom.”

Armed with tape measures and disposable cameras, two teams of “Barrier Busters”
made surprise visits to a dozen Broad Street businesses Thursday to evaluate
whether they were accessible to the disabled as required by the Americans with
Disabilities Act.

The law, which turns 15 this year, promotes the rights of the disabled by
prohibiting employment discrimination and requiring communication companies to
provide relay services as well as requiring access private and publiKaren Downs

“We are a bit behind the times in Rome,” said Christina Holtzclaw, independent
living coordinator with Disability Link. “We need some more education here.
People with disabilities have lives and they want to be able to contribute and
be a part of the community.”

Doug Pedrick, the owner of Alley Sports Bar, said he wasn’t aware there was a
problem, but he said he was glad it was brought to his attention.

“I’ll do whatever it takes to make it more convenient for handicapped
customers,” he said. “Whatever the ADA suggests to make our bathrooms more
user-friendly, we’ll gladly do it for them, whatever the cost. I’m sure it’s
something we can fix.”

Two teams composed of volunteers and employees of Disability Link and the
Shepherd Center spent half the day on Broad Street, measuring doorways and
aisles and checking for sufficient disabled parking spots and curb cuts.

Several front and bathroom entrances didn’t meet the width requirement of 38
inches, which could make it difficult for people in larger, powered wheelchairs
to navigate.

Many of the businesses on Broad Street are housed in older buildings that are
grandfathered in by the ADA, but they would have to follow ADA guidelines when
performing any renovations.

Jones also noted that there didn’t seem to be enough handicapped parking spaces,
as ADA requires one for every 25 regular spots. The spaces also need to be wide
enough to accommodate lifts and rams used by disabled drivers, she said.

The groups handed out flyers explaining their purpose to the business owners and
employees but didn’t set out to confront them, Jones said. The businesses can
contact her to find out how they did when she finishes her reports later this
month.

Rome Area History Museum Director Kate Anderson said she’ll be contacting Jones
after the group visited the museum.

“I really think what they’re doing is a good idea,” she said. “I think it can
help accessibility for lots of people, not just those with disabilities.”

Ginger’s owner Suzanne Gay said she “felt a little funny” when the Barrier
Busters arrived unannounced but added she understood what they were doing.

“I don’t have a problem with it,” she said. “I have wheelchair customers, and if
there’s ever a problem we just move stuff out of their way.”

Most of the businesses were attentive to the group’s suggestions, and one
establishment took down notes for its renovation plans, said Donna Baxley,
Disability Link center director.

“We weren’t doing this to harass anyone or wag our fingers at them,” she said.
“I think most of these folks want everyone in the community to be able to be
patrons.”

And the disabled represent a large chunk of the community, more than 20 percent
Baxley said.

“We hope this raises some awareness that every place is accessible for every
one,” she said.

As Frank and Louise Osborne talked to their granddaughter Matilda,
storm clouds darkened the sky and a torrent of rain pattered roughly
against the roof of their Cave Spring home.

But on their television, the Osbornes could see sunlight seeping
through the windows of Matilda's home in Sante Fe, N.M., as the 1-
year-old crawled across her father's lap and said hello in sign
language.

Long-distance communication has long been limited for people with
hearing impairments such as the Osbornes, but a new Internet service
that allows the deaf to see each other and communicate in real time
via video phone is breaking down many of those barriers.

"We use this almost every night, and we feel like we're close to
them. It's like they're in the house with us, but they're not," said
Louise Osborne.

With a D-Link router device and a Web camera, anyone can get the
service for free through their cable or DSL connection, Frank Osborne
said.

South Dakota-based Communication Services for the Deaf Inc. also
provides a video-relay service that lets the Osbornes speak with
friends using a telephone through an operator who also appears on
their television.

In addition to translating the other caller's words into sign
language, the operator uses body language and facial expressions to
add more subtlety to the conversation.

"I like this much better than the telephone relay because I can see
the mood of the interpreter and the emotions on her face," Frank
Osborne said.

The technology has been available a little less than year, Frank
Osborne said, and about 50 people in Cave Spring and 500 statewide
have signed up for the service.

On an online video phone directory, the Osbornes look up the Internet
protocol addresses of other deaf people with the service, and hearing
callers dial a 1-800 number and provide the IP address of the deaf
consumer they wish to speak to.

For the Osbornes, the service is a godsend.

Louise called her mother in Trion using an interpreter to let her
know they would be taking a vacation. Then they called Matilda in New
Mexico and spoke to their son-in-law Cliff Geffen about Northwest
Georgia's recent spate of rainy weather.

In addition to the Geffens in New Mexico, they also keep in touch
with another daughter in Maryland, they said.

Because of high gas prices, the Geffens couldn't afford to visit the
Osbornes in Cave Spring this year, but the video phone is helping to
mitigate that.

"What benefits me most is I get to see (Matilda) sign my name `Papa'
every day," Frank Osborne said. "It used to be we had to wait to see
them, but now we can just turn on the TV."

CSDVRS Opens 14th Video Relay Center


SIOUX FALLS, S.D. (18 July 2005)  CSD, Inc. announced the opening of
its newest video relay service (VRS) center in Lees Summit, Mo. The
contract with Sign Language Specialists, Inc. (SLS) will provide
additional interpreting support to the greater Kansas City area as
the 14th CSDVRS facility. The center is necessitated by the growing
demand for sign language interpreters to facilitate telephone
conversations involving deaf and hard of hearing consumers.


When using VRS to place telephone calls to hearing individuals, deaf
consumers use a D-Link videophone or web cam to connect with a video
interpreter via the Internet. The video interpreter then places the
call to the hearing person, voicing to the hearing person and signing
the telephone conversation to the deaf consumer.

To utilize CSDVRS, hearing callers dial (800) 538-9881 toll free. D-
Link users connect via www.csdvrs.tv, while web cam customers use
www.csdvrs.com. There is no charge to use this service, which is
funded through the National Exchange Carriers Association (NECA).


CSD and Sprint have been partners in telecommunications relay
services since 1994 and are pioneers in the video relay service field.

CSD has made and will continue to make a concerted effort to
minimize significant drain on the interpreting resources in any one
city, said Benjamin Soukup, CSD chief executive officer. CSDVRS
utilizes local sign language interpreting agencies throughout the
country to staff its VRS centers. This practice allows for a balance
between VRS and community interpreting needs. We are pleased to have
SLS join our network of VRS centers and look forward to working with
such a high caliber agency.


The Lees Summit facility joins other CSDVRS centers in Austin,
Houston and San Antonio, Texas; Chicago, Ill.; Denver, Colo.; Omaha,
Neb.; Portland, Ore.; Richmond, Va.; Rochester, N.Y.; Seattle, Wash.;
Sioux Falls, S.D.; St. Paul, Minn.; and Washington, D.C.

Dear People First / Murderball Supporters:

First, let me thank all of you for your interest and support. The
response so far has been phenomenal. We are rapidly approaching our
goal of 100 tickets, and there are still three days to go! We can
still use any extra help though, whether through ticket purchases,
outright contributions/donations, or just assisting to spread the
word about not just the People First fund-raiser, but the movie
itself. A large part of our efforts are to raise awareness
surrounding the disability civil rights movement, and the more people
talk about the film or the mission of People First, the more we
succeed.

To those of you who have purchased tickets â€" we cannot wait to see
you on Friday night. To those of you who have expressed interest but
are still uncertain â€" we very much want to see you on Friday night.
Let me add an extra thank you to those of you who have already paid
for your tickets in advance (by mailing, hand-delivering, or paypal)
and an extra reminder for those who have not.

A couple of quick announcements â€" the show-time has been confirmed
for 7:30 p.m., this Friday night, July 29, the Landmark Midtown Arts
Theatre 931 Monroe Drive, Atlanta, Georgia 30308 (678-495-1424),

  In anticipation of expected public response, Landmark has scheduled
Murderball to open in its largest theatre. As the People First fund-

C-SPAN will cover tonight's National Council on Disability/Federal
Partners ADA observance at the Kennedy Center. This invitation-only
event will carry the full program beginning at 8:00 p.m. with former
President George H. W. Bush. Please check C-Span.org to find out if
the event will be live. At this time, C-SPAN cannot predict if the
event will be live or taped.

This waiting list affects the Deaf community because there are Deaf
people on the list, and some --after 40 years of being insitituionalized
(warehoused)
--have gotten out to live their lives in the community. The Deaf people
who have gotten out LOVE being free from the institution and they want
to stay out. How did they get out? Because of ADVOCACY ! Thank you for
all you prayers, action, and advocacy. At least 5 Deaf people are out
now.
