Emergency Medical Response in Disasters
April 26-27, 2012

Annual Emergency Medicine Conference (AEMC) is a platform for emergency medicine physicians, nurses, paramedical staff, policy-makers and public health professionals in Pakistan to interact and learn from local and international experts in emergency medicine. It also allows them to share their views with other participants.
AEMC 2012 is scheduled for April 26-27, 2012 at Aga Khan University, Karachi, Pakistan. This year the theme is Emergency Medical Response in Disasters. The conference will provide an opportunity to learn about basic terminology in disasters, core foundations of disaster response, critical issues in managing common man-made and natural disasters. The aim is to discuss best practices, issues related to search and rescue, first responders, emergency management, research perspectives, capacity development and health system management during disasters both in global and local contexts.

Notice for Admission in 5^th Cohort of the

Field Epidemiology & Laboratory Training Programme (FELTP)

Aimed at enhancing national disease surveillance and response capacity; FELTP Pakistan is a collaborative initiative of the Pakistan’s National Institute of Health (Cabinet Division), the US Centers for Diseases Control and Prevention (CDC) Atlanta and other institutional partners.

To induct the 5^th cohort of the prospective Field Epidemiologists; the Cabinet Division invites applications from medical doctors (both male and female) for admission in 2-years specialized “Field Epidemiology & Laboratory Training Programme”. Successful candidates shall undergo an extensive 4 weeks “Disease Surveillance & Outbreak Response Course” including a field exercise. Based on their performance in the said course, the fellows shall be selected for two-year training which includes six months contact session followed by on-the-job mentoring in the respective provincial Director General Health Offices.

On successful completion of the course, certificate will be awarded by the Centers for Disease Control and Prevention (CDC) Atlanta, USA. Moreover, the interested fellows would also have the option to complete additional requirements of the University of Health Sciences, Lahore for award of Masters Degree in Field Epidemiology.

Eligibility Criteria:

Applicants should be on the regular strength of the federal health institutions or provincial Health departments of Punjab, Sindh, Khyber Pakhtoonkhwa, Balochistan, Gilgit-Baltistan and AJK. The contract staff likely to serve the public sector for at least five years is also eligible for admission but project staff paid by non-governmental agencies like WHO, is not eligible.

MBBS or equivalent qualification duly recognized by PMDC with minimum 02 years experience in public health. Candidate having Postgraduate qualification in Public Health will be preferred.

Age below 45 years on the closing date of applications.

Computer skills: Ability to operate windows based system and experience with spreadsheet, data management and word processing

Physical ability and willingness to move rapidly as and when needed for field investigation and outbreak response

Complete terms and conditions are available at respective DG Health offices

Method of Application:

Candidates should apply directly to their provincial departments of health (Director General Health’s office) with a two page CV, NOC from their department and single page covering letter addressing all admission requirements. Candidates from the federal institutions need to send their applications through proper channel to the Executive Director National Institute of Health.

Applications (complete in all respects) should reach respective Director General’s office by 13th April 2012 with an advance copy to the FELTP Office, National Institute of Health, Islamabad. However, applications not received through proper channel will not be processed for final admission.

Selection Procedure:

Final decision regarding selection of the candidates rests with the selection committee and use of any undue influence will disqualify the candidate from applying to the program for next three years

Successful short-listed candidates will attend a four week course on Surveillance and Outbreak Response starting from 7^th May 2012

Final selection for two year certificate/ degree programme will be based on performance in four week course.

FELTP Pakistan will not pay any TA/DA but accommodation on shared basis and meals for out of station candidates will be provided.

FELTP will pay all related university fees and provide text books and study materials

City Tumor Board (CTB) is a forum for the oncologist, surgeon, physicians, radiologist and pathologist who are practicing oncology in Karachi Pakistan. It was started on March 28, 2010 by a combined effort of our senior colleagues in the field of oncology and surgery. This forum provides an opportunity for all our colleagues to bring their oncology related cases to be discussed in multimodality meeting. This activity is done fortnightly in Zainab Panjawani Hospital (Opposite to Mazar-e-Quaid) at 8:00-9:00 am. Anyone who is practicing oncology can participate in this meeting. It is a non-political and non-institutional forum and requires no membership.

May 28 - June 22, 2012

Dear Colleagues & Friends,

The Department of Continuing Professional Education (DCPE) in collaboration with the Department of Community Health Sciences (CHS), Aga Khan University (AKU), Karachi, Pakistan is pleased to announce a short course on Statistics, Data Management and Analysis and Computer Skills scheduled from May 28 to June 22, 2012. This course is part of CHS’s Continuing Education Programme. The course information is given below for your reference, and course registration form is attached.

About the Course:

The course has been offered regularly since 1999 for researchers in health care and social sciences. To-date 21 courses have been offered for 431 local and international participants. Off campus specially designed version of this course has also been offered on request within and outside Pakistan.

Goal:

The course is designed to provide basic knowledge of computer skills, sound understanding of fundamental statistical concepts, using hands-on approach, and essential data management techniques.

Educational Strategies:

The four weeks course is comprised of interactive class room sessions, coupled with individual tutorial exercises, under the supervision of facilitators. Moreover, take home exercises are given for practice on statistical methods to evaluate participants learning. The participants are required to attend all sessions and submit assignments of statistics and one written examination.

The class room sessions and tutorials are scheduled for Monday through Friday from 9:00 AM to 1:00 PM. Computer lab facility is available for practice on same days from 2:00 PM to 4:00 PM.

Course Outline:

I. Statistics:

· Descriptive: Organising, summarising and displaying data

· Inferential: Estimation and hypothesis testing; Sample size calculation for estimating and testing a population mean

· Hands-on practice of the concepts learned in statistics using SPSS

II. Data Management & Analysis, and Computer Skills:

Introduction to SPSS including Data Management and Analysis
Introduction to Epi-Data including Data Management and Analysis
Introduction to MS Windows and MS Office including Word, Excel and Power Point

Who Should Attend:

Junior and mid-management level personal of public and private organisations and individuals.

Medium of Instruction:

As English is the exclusive language of instruction, participants must be comfortable to read, write and speak in English language.

Course Fee:

The tuition fee is Rs 25,500/= (US$ 350/= applicable for international participants) which covers classroom instructions, course material, and simple refreshment during working hours.

By the grace of Allah, �2^nd Indus Hospital Hand Surgery Course was successfully held on 23^rd and 24^th March 2012, at The Indus Hospital Karachi. Delegates from all over Pakistan including Orthopaedic, Plastic and General Surgery consultants and trainees attended the course. The registration was limited to fifty participants. Twenty prominent National and International faculty members facilitated the course.

Twenty five lectures were delivered by the faculty. Prof. Tahseen A. Cheema from the University of New Mexico, Albuquerque, USA� spoke on �Anatomy of the Hand�, �Brachial Plexus Injury � evaluation and� early management�,� Brachial Plexus- Recent advances and paediatric injuries� and �Nerve transfers for Peripheral nerve injuries�.� He also delivered a Visiting Professor Lecture on �Flexor Tendon Injuries� on the second day.

Three interactive video conference lectures were also conducted on second day of the course. Prof. Josephine Wing Yuk� Ip, from Hong Kong University� talked about �the 1^st Local design Artificial Finger Joint�. The other two lectures were by Dr. Sudhir Warrier from Mumbai, India on �Wrist examination and kinematics� and �External Fixation in Hand Surgery�.

Three surgery sessions� took place on the second day. The morning began with a Surgical Video on �Release of syndactyly�, prepared by Dr. Syed Kamran Ahmed� and then a live surgery was performed by Prof. Tahseen A. Cheema on �Repair of Ulnar Nerve and associated ulnar nerve tendon transfers�. Dr. Syed Kamran Ahmed also demonstrated surgery on �Corrective osteotomy� and use of Locking Compression Plate� for malunited distal radius fracture.

Prominent among the local faculty were Prof Muhammad Umar, Prof. Mamoon ur Rashid, Prof. Moazzam N.Tarrar, Dr. Mazhar Nizam, Dr. Shehab Ghani, Dr. Shehab Afzal Beg, Dr. Fazal ur Rehman, Dr. Haroon ur Rashid, Dr.S. Yawar Mehdi, Dr. M. Imran Ahmed�and Dr. Syed Amir Jalil.� Dr Syed Kamran Ahmed was the Course Director, whereas Dr. Sadaf Saeed was the Course Coordinator. Prof. Muhammad Amin Chinoy and Dr. Mansoor Ali Khan were the Chairman and Co Chairman of the organizing committee respectively.

A best choice question test was conducted and the winner of the test awarded a cash prize.

Admission for PART-TIME POST- RN DIPLOMA IN ONCOLOGY/CANCER NURSING, SESSION 2012 – 2014

The DION 2012 will commence on Monday, July 2, 2012. All nurses who fulfill the criteria are encouraged to apply. The course provides an excellent opportunity for nurses to develop their skills and knowledge in cancer nursing.

The course is approved by Pakistan Nursing Council, Islamabad and affiliated with the Postgraduate College of Nursing of the Punjab, Lahore.

Free places on the course are offered to all government sector nurses. For private sector nurses, a small course fee will be charged. Low cost single residential accommodation will be available for the duration of the course for those not living in Lahore.

Fellowship in Medical Oncology

The Fellowship in Medical Oncology is a part of an established Medical Oncology training programme recognised by the College of Physicians and Surgeons, Pakistan. The duration of the fellowship training period is 3 years, eventually leading to the FCPS in Medical Oncology upon successful completion of training and passing the college examination.

Close to 5,000 new cancer patients are seen annually. There is special emphasis on a multi-disciplinary approach to the management of cancer with site specialist teams comprising of medical, radiation, and surgical oncologists, specialty physicians, radiologists and pathologists. This offers a unique training experience for the trainees to learn and understand all aspects of management of solid tumours and haematological malignancies, which will prepare them to become well-trained, highly-qualified oncologists according to international standards. In addition, there is a strong emphasis on research, with a number of cancer treatment trials in progress at any time.

Fellows who successfully complete the required training, succeed in obtaining the FCPS in Medical Oncology and have the requisite overseas experience, will be eligible for an appointment at a consultant level at SKMCH&RC.

Fellows who perform extremely well during their training may be offered an additional year of training at an affiliated institution in the US or UK, which will be arranged by SKMCH&RC.

Job Description:

· The training post(s) is for a period of 3 years

· The selected candidate(s) will rotate through various site specialist oncology teams over 3 years to allow exposure to the whole range of oncology. They will be supervised by consultant oncologists during each attachment with regular appraisals to ensure adequate progress in training

Essential requirements in selected candidates will include the following:

Fellowship in Body Imaging

Applications are invited for a one-year Fellowship in Body Imaging, commencing from April 2012. The selected individual will be exposed to complex and challenging general and oncology cases at two sites. The Radiology Department and its satellite centre are equipped with 1.5T and open MRI systems (DTI and spectroscopy), multi-detector CT’s including two 64-channel units fully-cardiac capable, an interventional suite, high-end ultrasound, gamma cameras and CR system including mammography. Our PET-CT scanning system is also now functional. The Hospital Information System and Radiology Information System (RIS) rely on PACS in this filmless department. The fellow may also participate in breast imaging including MR and intervention. Research is encouraged and the fellow will be provided with protected research time; involvement in multidisciplinary meetings is mandatory.

· Minimum 4 years of approved Radiology training experience.

Fellowship Programme in Radiology (CT/PET)

A one-year CT/PET fellowship programme for individuals who have completed their training in Radiology. The programme is designed to immerse the fellow in clinical imaging activities with a focus on CT/PET, and involvement in CT/PET-related research.

Job Description:

· The selected candidate(s) will also participate in structured rotations within diagnostic radiology with a focus on body imaging and oncology

· They will be expected to become familiar with all aspects of CT/PET including performance & interpretation of CT/PET & supervision of departmental protocols and safety.

Fellowship in Paediatric Oncology

Applications are invited for a three-year Fellowship in Paediatric Oncology. The Hospital receives approximately 300 new paediatric cancer patients annually, and has a multi-disciplinary approach to cancer treatment. All paediatric patients are treated by teams of medical, radiation and surgical oncologists. The Hospital is, therefore, ideally suited for a postgraduate training programme in Paediatric Oncology.

We offer a unique learning experience that will prepare the selected candidate(s) to become well-trained, highly-qualified paediatric oncologists of an international standard. In addition, there is a strong emphasis on research, with a number of cancer treatment trials in progress at any time. Fellows will be trained in various aspects of Paediatric Oncology including inpatient and outpatient management of complex cancer cases, management of oncologic emergencies, radiation oncology, cancer radiology, supportive care and research methodology. Dear Colleagues

Over the past 1-2 decades there has been a paradigm shift in the conduct of surgical training. It is due to several different reasons. This has significantly impacted on the course and conduct of residency program. To what extent we have been able to adopt the newer ways of training and assessing our residents has not objectively assessed. We are aiming to conduct a survey addressed to both the trainee and trainers in order to identify not only the shortcomings of current training system but also the solution to improve it. We would also like to know your views about the current assessment system for urology residents and your suggestions to improve it. The findings of this survey will be discussed in the forthcoming PAUS annual meeting in Lahore. This will be in a special session on postgraduate training, where we also would like your active participation.

Consumption Conundrum in Pakistan by Sakib Sherani, Dawn

"Instead of statistics and charts, let me try to put a few facts in layman's language.

Out of a total population of 190 million, the rural population of Pakistan is about 64%. They have never had it so good than the amount of money they have made in the last few years due to high increase in food prices locally & internationally. Pakistan is the fifth largest producer of milk in the world. Nestle took the lead & now big Pakistani tycoons are coming into this business in a big way which would improve the quality substantially to world standards on a huge scale. Nestle is looking at exporting milk internationally in the next 5 years from Pakistan.

Because of corruption, there is a huge invisible black market & people have more money than can be imagined. Due to the high rate of population growth, the cities are expanding & so are towns. The price of land has increased many-fold and the people who owned acres & squares of cheap & mostly useless land, around the periphery of cities & towns have all of a sudden become very rich.

Private schools giving high quality education have mushroomed all over the country. Both, the poor & the middle class, at least a generation back, who were not educated or had little education, would even starve, but give their children good education. So, now if you go to a shopkeeper's house, you will find his sons & daughters to be doctors; engineers; educationists.

Our maid who cooks & is totally uneducated has daughters & sons, all educated & working in KFCs; McDonalds; Burger Kings; Hardees. International chains which have sprung up in every neighborhood, and are making very good money & enjoying perks as well. French & German international shopping malls like Carrefour & Metro are increasing their outlets every year, and providing good opportunities in excellent environments to these young boys & girls. All these young folks now have televisions; washing machines; fridge; air conditioners in their homes. They have motorbikes. One see less bicycles now. This increase in their standard of living requiring more money, makes them still feel poor.

The banking sector which has been doing well, has installments schemes, so lots of people who could only afford a motorbike have cars & houses now. The expansion of roads flyovers; under-passes & ring roads that are being built cannot keep pace with the increase in traffic in the major cities.

One is surprised that every evening one would find difficulty in getting a table in a restaurant; even the expensive ones. Without a booking, one would have to probably wait for half an hour minimum.

The Global village concept has made people exposed to international travel. The airlines from Arab countries who are the most advanced airlines in the World, are rapidly increasing their flights in & out of Pakistan in the cities of Karachi, Lahore, Islamabad, Multan; Peshawar; Sialkot who offer convenient international connections from their hubs to all parts of the world. Despite this rapid increase, it is not easy to get seats, two to three weeks in advance on international routes.

Despite the plundering of the countries resources by the generals, politicians & civil servants, the country is still surviving due to the resilience of the people. The free media points out every day, everything that is not working right, making it difficult for the Government functionaries to get away with wrong or misdeeds. The Army Generals are now criticized though in a bit subdued tone; but sometime in a very direct language. The judicial system may still be corrupt, but it has improved from what it was 3 years ago. The television, internet & cell phones has made people more knowledgeable and they would not vote for the corrupt rulers. This change would not be so visible next year. But over ten years, there would be a big change.

If the railways & PIA run by the Government has almost gone bankrupt, the private airlines & modern bus systems have taken its place all over the country, originally introduced by Daewoo of Korea. The Pakistani private airlines are now international, better & cheaper than PIA. If the Government cannot give consistent electricity, people have switched over to UPS systems & generators running on furnace oil; gas & coal for the industry; and commercial & domestic use.

The high standards set by these international companies, has made their Pakistani counterparts also increase their standards to compete, just to survive, if nothing else.

The madarassas which imparted only Islamic education to the students free of cost, have now included science & arts subjects in their curriculum, teaching students how to apply their Islamic fundamentals in living their normal lives as Muslims. Pakistani Islamic scholars of international repute have their own television channels or partially taken hours on networks & have millions of followers, providing the foundations to make people better human beings in all aspects; which will reduce corruption in the society in the next ten years or so; to by about half of what it is now.

Maybe, in ten years time, the political, judicial & the administrative system would improve substantially, if it gets this time. It's a big "IF"

Majority of Muslims in Pakistan are now confident and are sure that this country can stand on its own two feet. There is a hatred growing in Pakistan against these politicians, handful of generals & civil servants who become subservient to outside powers for their personal interests & not because the country needs such atrocious verbal agreements. Nobody believes here that they need the Americans to survive & live honorable lives as a nation. It is common knowledge amongst the people & the young army officers & the jawans that a Brigadier upwards cannot be promoted without the nod from Langley, Virginia & those officers who have full faith in Allah and as such their thought process, words & actions confirm such faith, are not promoted, thus not only making this great army into a mercenary army by a handful of generals; but the generals, politicians & the civil servants have made the country & thereby the people, hostage to foreign powers. There have been a couple of failed coups in the recent past & the Silala killings made these cowardly Corp Commanders shaking with fear of a revolt by the young officers which made them take a somewhat stern stand with the Americans, otherwise the people of Pakistan & the jawans & officers of the army are cannon fodder for these politicians & generals whose lives are dispensable, at the whims of their American Masters. At the end of the day, the Americans have given USD1.8 billion (including military aid) per annum max. The overseas Pakistanis send more than USD12 billion / annum remittances. The textile industry contributes just as much earnings every year & can do much more if the infra-structure facilities are improved at a reasonable price & not by beefing it up by kick-backs by these generals & politicians. No wonder, Mian Mansha announced that if the Government gives up American aid, he will generate USD1 billion every year additional for Pakistan.

It is a matter of time before the status quo is eliminated & Pakistan become a sovereign country in the real sense; followed by 5 to 7 years of difficult times when the international enemies & their henchmen inside Pakistan, will try to bring back the status quo through intrigues, covert operations, economic sanctions & threats of direct interventions.

This just gives an idea of what Pakistan really is these days. Not what the international media portrays. The local media gives all the bad news pointing out the wrongs & injustice. That's good. That's really good for the nation.

Let's hope for the best, as the entire nation is now confident and ready to face the world on mutually acceptable terms.

The big powers after purchasing the top civil & military leadership of Pakistan are making their own plans; and Allah makes His own plans. And Allah is the best of Planners."

The Journal of Health and Education (JHE) ISSN 2227-2798 invites the practitioners, scholars, teachers, educators and researchers to submit their quality research papers, book reviews and articles for Volume 1, Issue 1 of JHE. The topic has no limitations; however, it must link to education or health, someway or the other way. The first issue is expected to get publish in June/July 2012. All papers submitted to the JHE are subject to peer review by highly recognized professionals and members of a carefully appointed editorial board. All manuscripts are reviewed initially by the Editor and only those papers that meet the editorial standards of the journal will be sent for outside review.

Each author will receive a decision letter within 6 weeks. Valuable comments/recommendations will be communicated to the authors, transparently. If the article is selected, we will send you a letter to sign and may request for the hard copy of your research paper/ book review/ article. Each author will get 1 hard copy of the Journal; however, extra copies will be sent against payment.

Authors are requested to suggest the names, affiliations and contact information of two individuals who may be suitable to serve as referees, but the Editors are under no obligation to use all or any of these individuals as reviewers.

The details of the Journal are as follows:

AIM: The Journal of Health and Education is a leading peer reviewed quarterly published journal which covers, but not limited to, Medicine, Education, Psychology, Sociology, Management Sciences, Economics, Action Research, Environmental Studies, Home Science, Public Health, Global Issues. Raising issues across disciplinary boundaries and facilitating exchange of views, this journal intends to serve as a forum of social scientists, medical doctors, educationists especially those who share common interests in the understanding of various problems related to health and education.

JHE publishes articles of the highest quality based on original, cutting-edge, well-documented innovative research of significance to the field of health and education. The journal also publishes original information papers and detailed innovative case studies of international significance. In-depth consideration of significant books is published in a ‘Review' section. All papers undergo JHE's rigorous, highly selective double-blind refereeing procedures.

DISCIPLINES COVERED: JHE publishes original papers, review papers, conceptual framework, analytical and simulation models, case studies, empirical research, technical notes, and book reviews. The journal seeks scholarly manuscripts that address one or the other aspects of the discipline of health or education. The journal publishes original papers on current researches, book reviews and reports. The journal is committed to prompt review, and priority publication is given to manuscripts with quality work. The researchers are invited to submit original papers in English (papers published elsewhere or under consideration elsewhere shall not be considered).

GUIDELINES

Each manuscript should contain:

(1) Title page with full title and subtitle (if any). For the purposes of blind refereeing, full name of each author with current affiliation and full address/phone/fax/email details plus short biographical note should be supplied on a separate sheet.

(2) A concise and factual abstract is required (maximum length 150 words). The abstract should state briefly the purpose of the research, methodology, results and major conclusions. Immediately after the abstract, provide keywords.

(3) Main text and character count, not exceeding 8000 words. Text to be clearly organized, with a logical hierarchy of headings and subheadings. All the figures, tables should follow APA style.

(4) References should follow APA style whereby they are cited in the text by author and year with a full alphabetical listing (examples below) at the end of the article:

FREQUENCY: There shall be three issues, one volume per year (February, June, October).

COPY RIGHT: Manuscripts must not have been copyrighted, classified, or submitted for publication elsewhere. All original journal articles are copyrighted in the name of the publisher.

City Tumor Board (CTB) is a forum for the oncologist, surgeon, physicians, radiologist and pathologist who are practicing oncology in Karachi Pakistan. It was started on March 28, 2010 by a combined effort of our senior colleagues in the field of oncology and surgery. This forum provides an opportunity for all our colleagues to bring their oncology related cases to be discussed in multimodality meeting. This activity is done fortnightly in Zainab Panjawani Hospital (Opposite to Mazar-e-Quaid) at 8:00-9:00 am. Anyone who is practicing oncology can participate in this meeting.
