Presidential assent to Goa Lokayukta expected in 2 wks: state

PTI | 07:04 PM,Apr 05,2012

Panaji, Apr 5 (PTI) Goa government today said the Presidential assent to the state's Lokayukta bill is expected within a fortnight. Chief Minister Manohar Parrikar said Chief Secretary Sanjay Srivastava was following up the Goa Lokayukta Bill's progress. "We will get the assent in the next 15 days as we are addressing all the queries raised by Centre," Parrikar said here. BJP had promised in its election manifesto to set up Lokayukta within 100 days of coming to power. Parrikar said a department of union government had raised a question about the Goa bill, pointing out that the Centre itself was in the process of passing Lokpal Bill. The Chief Minister said while Lokpal Bill may take time to get passed, the office of Lokayukta, once created in the state, can continue even after Lokpal Bill becomes an Act. "Even if you have Lokpal, Lokayukta will continue, except that wherever there is a clash between both the bodies, the central Act will prevail," Parrikar said. The Goa Lokayukta Bill was passed by the Assembly during the tenure of Digambar Kamat government and was sent to the President in January.

Subject: Insight - In Bangalore, a remake to avoid being "Bangalored"

By Raju Gopalakrishnan

BANGALORE (Reuters) - Rajesh Rao is among a handful of Indian entrepreneurs who may prevent the country's software industry from getting "Bangalored".

The 41-year-old self-confessed geek runs Dhruva, a firm that sells content and services to global online game companies from a bungalow in a crowded suburb of a city that has come to embody outsourcing and the transfer of jobs from the West.

But plain vanilla outsourcing - help desks and back office operations - is finding cheaper locations abroad. India's software industry has discovered it needs to move up the value chain or enter niche areas like gaming to continue growing.

Rao, a dapper man with a soul patch beard, was drawn to multimedia computing while at university and set up his own firm. He progressed to video gaming and says he lucked into a sector that is now realising its potential. It is less than a $500 million (314.5 million pounds) business in India - and $50 billion worldwide and growing.

"Whenever something transcends from a geek activity to an everyday activity, that's when you can say that this is now going to become mainstream," Rao said at his unpretentious headquarters set amid shops, a temple, a women's college and cheek-by-jowl homes.

As gaming scales up, the advantages of outsourcing are becoming apparent to the firms on the U.S. West Coast that dominate the sector. Jobs that can cost up to $12,000-$15,000 per man-month there can be outsourced to companies in India like Dhruva for about $4,000-$5,000.

"The gaming industry began to discover the benefits of outsourcing, and we were already there, and so we started seeing a huge upswing in business," Rao said, speaking in a new office, set up as he expands staff. Many of the desks are unoccupied and cabling has yet to be completed.

"We are now beginning to see that big wave. Pretty much the floodgates are opening."

San Francisco-based Zynga, which started off games like FarmVille and Mafia Wars on Facebook, has also bet on Bangalore, setting up an office and a creative studio, the first outside the United States, with over 200 employees. Thomson Reuters itself has more than 6,000 staff in technology, sales, editorial and customer support in Bangalore.

Zynga Chief Technology Officer Cadir Lee said the city was attractive because it combined experience and talent.

"I see Bangalore going through a pyramid, where you started with lower-value functions like call centre work, then it moved up to BPO (business process outsourcing) and more strategic IT projects, but still very directed work," he said in a telephone interview. "At the top of that is product development. That is just getting critical mass in Bangalore."

THE UPGRADE

India's IT industry, with Bangalore firms forming the largest component, is now worth an annual $100 billion and growing 14 percent per year, one of the few bright spots in an economy blighted by policy stagnation and political instability.

But growth has tapered off from 20 plus percent a few years ago. Rising wages, uneven infrastructure and a talent pool that doesn't fully meet requirements are other worrying factors.

Technology and special skill-sets are the answer, analysts say. Indian companies are now into engineering services, alternative business models and bio-technology as well as animation and gaming. Many will offer increased revenue in addition to cost savings.

"Gaming, product development, the D of R&D (research and development), applied research, engineering and design - you can see all forms of these emerging in India," said Noshir Kaka, managing director of McKinsey and Co's India operations.

"We are going to see a whole range of alternative business models that are going to emerge. You are going to see companies that are going to put together a proprietary platform with some processing capability, added to that software development and data and analytics and give it as a combined offering. You start changing the business value proposition to a client."

Around the turn of the century, the confluence of better communications and fibre-optic networks, a pool of software talent and government incentives for the IT industry made Bangalore the global hub of outsourcing.

It started mostly as a low-cost way of dealing with issues like the Y2K bug, but it then fundamentally began to alter international business. Companies in the West began to relocate hundreds of thousands of jobs to India.

In 2008 alone, companies in the United States and Europe saved over $20 billion by outsourcing services to India, according to a McKinsey report.

Once called a pensioners' paradise, a favoured retirement spot for army and government officers, Bangalore became one of only two cities in the world to have a verb derived from its name (the other is Shanghai). Getting Bangalored came to mean losing a job to outsourcing.

Hyderabad, a rival outsourcing-focused city 550 km to the north, began to be called "Cyberabad".

But as incomes rose, low-value jobs like call centres and help desks began to make the transition to even cheaper locations like the Philippines and Eastern Europe.

Part of the answer, says B.V.R. Mohan Reddy, the founder of Hyderabad-based engineering services firm Infotech, is a "leap-frog" in technology.

"So far this business has been very linear. As more technology, maturity and confidence come into this industry, you will certainly find people ... moving to the next plateau."

Infotech, with estimated revenue this year seen up 22 percent at $250 million, is among the most technically advanced firms India, providing services like computer-aided design for aircraft engines and digitalisation of drawings and maps.

"We do participate with our customers at this point of time," said Reddy in a phone interview. "Though we are a services company, our engineers' names have started appearing in the list of patents."

Firms like Infosys, India's $6 billion outsourcing giant, are moving up the value chain in their own way and switching from traditional markets in the United States and Europe.

"We are looking at new areas like embedded systems, we have accelerated our consulting growth, we have focused on emerging markets much more," said founder N.R. Narayana Murthy, a legend in the industry.

"We have enhanced involvement in the digital economy; health care is a big area of opportunity," he said in an interview at the sprawling Infosys headquarters in Bangalore.

THE TALENT POOL

The limiting factor is a shortage of job-ready engineers, with companies willing to pay a premium for workers who have proved themselves in other IT firms. But that adds to costs and risks making companies uncompetitive, or doing to them what they have done to companies in the West.

Infosys solves the problem by trawling universities for graduates and then training them for up to eight months. Talent shops, where industry-ready skills are taught, have emerged elsewhere.

"From so-called body shopping in the software industry in the 80s and 90s, now we have come to a stage where complete R&D outsourcing is happening," said J.A. Chowdary, who runs Talent Sprint, a company that provides training to IT professionals.

"This calls for a huge jump in quality manpower. Many engineering colleges are able to produce students, but Nasscom (National Association of Software and Services Companies) says only 20 percent are employable. So there's a big shortfall."

Other estimates say only about a quarter of the 770,000 engineering graduates each year are ready to join the workforce. Another quarter needs training and the rest will take on non-software jobs or remain unemployed.

Because the numbers are so huge, India's IT sector will continue to grow, albeit at a slower pace. But Srini Raju, who runs the Peepul venture capital fund aimed at the IT sector, said Indians by and large lacked the innovation and entrepreneurship skills to bolt on to talent and technology to make cutting-edge products themselves.

"There's no hunger," he said. "I am not saying they are not hard-working. The sacrifice and hunger are not there.

"In the West, they would have slept in their office for a week together. Here at 5 o'clock in the evening they start getting phone calls. I am not saying this is right or wrong. That is the way this society is. India is not a country for innovation any time soon."

Raju said he had about $700 million invested in Indian companies, but mostly in service providers.

"I will not invest in innovation," he said. "I will invest in do-ers. You can build businesses around do-ers. Around innovation, no. It's a lack of people who will do it."

Narayana Murthy at Infosys dismissed talk of a perennial lack of innovative talent and said India would one day produce an entrepreneur like Steve Jobs.

"It's impossible for me to predict what the Indian Steve Jobs will do," he said. "But I am sure there will be one. Let's remember our story is still pretty young. Innovation will come."

Pope reaffirms ban on women priests, assails disobedience

Photo

By Philip Pullella

VATICAN CITY (Reuters) - Pope Benedict on Thursday restated the Roman Catholic Church's ban on women priests and warned that he would not tolerate disobedience by clerics on fundamental teachings.

Benedict, who for decades before his 2005 election was the Vatican's chief doctrinal enforcer, delivered an unusually direct denunciation of disobedient priests in a sermon at a morning Mass on Holy Thursday, when the Church commemorates the day Christ instituted the priesthood.

The pope responded specifically to a call to disobedience by a group of Austrian priests and laity, who last year boldly and openly challenged Church teaching on taboo topics such as priestly celibacy and women's ordination.

"Is disobedience a path of renewal for the Church?," he asked rhetorically in the sermon of a solemn Mass in St. Peter's Basilica on the day Catholic priests around the world renew their vows.

In his response to the Austrian group, his first in public, Benedict noted that, in its "call to disobedience", it had challenged "definitive decisions of the Church's magisterium (teaching authority) such as the question of women's ordination ..."

He then restated the position by citing a major 1994 document by his predecessor John Paul II that stated that the ban on women priests was part of the Church's "divine constitution."

A year later in 1995, the Vatican's doctrinal department, which the current pope then headed when he was Cardinal Joseph Ratzinger, ruled that the teaching on an exclusively male priesthood had been "set forth infallibly," meaning it could not be changed.

The Catholic Church teaches that it has no authority to allow women to become priests because Jesus Christ willingly chose only men as his apostles when he instituted the priesthood at the Last Supper.

Proponents of a female priesthood say Jesus Christ was only acting according to the customs of his times.

DANGEROUS DISOBEDIENCE

The pope, who turns 85 this month, looked tired during services on Thursday. He returned a week ago from a gruelling trip to Mexico and Cuba.

In an interview with the German Catholic news agency KNA, the pope's brother, Reverend Georg Ratzinger, said he thought the pontiff would cut back his foreign voyages because travel increasingly tired him.

"I think he won't travel that much anymore, because it's more and more of an effort," he said on Wednesday.

In Benedict's sermon during the morning Mass, his first event in the three days leading to Easter, he said that while discussion could be healthy for the Church, disobedience was dangerous.

He acknowledged that there could be concern about the slow pace of change in the Church, but "drastic measures" were not the way to achieve authentic, divinely willed renewal.

"But is disobedience really a way to do this? Do we sense here anything of that configuration to Christ which is the precondition for true renewal, or do we merely sense a desperate push to do something to change the Church in accordance with one's own preferences and ideas?" he said.

The Austrian group that has demanded sweeping changes is led by the Reverend Helmut Schueller, a former deputy to Vienna archbishop Cardinal Christoph Schoenborn.

The group, which says it represents about 10 percent of the Austrian clergy, has broad public backing in opinion polls and has said it will break Church rules by giving communion to Protestants and divorced Catholics who remarry.

Schueller told Reuters on Thursday he remained hopeful for reform despite the pope's views.

"We believe Church teaching can change. It has changed time and again over the centuries. It is our hope that that can happen again in future," he said.

Reformist Austrian Catholics have for decades challenged the conservative policies of Benedict and his predecessor, creating protest movements and advocating changes the Vatican refuses to make.

Catholic reform groups in Germany, Ireland and the United States have made similar demands.

A record 87,000 Austrians left the Church in 2010, many in reaction to sexual abuse scandals.

Later on Thursday, the pope washed and dried the feet of 12 priests in a ceremony commemorating Christ's gesture of humility toward his apostles on the night before he died.

On Good Friday, he will hold two services marking Christ's crucifixion, including a Via Crucis (Way of the Cross) procession around the ruins of Rome's Colosseum.

He says an Easter Eve mass on Saturday night and on Sunday will deliver an "Urbi et Orbi" (to the city and the world) blessing and message.

CAG and High Court seek to hammer some green sense into Forests Dept and Collectors

2012-04-06

The State government will not issue conversion sanads to plots that have natural vegetation with tree cover density in excess of 0.1 and in area above one hectare. Next years CAG report should be rosier than the year ended March 31 2011. The last report castigated the Forests Department for not pursuing the replanting and re-forestation rules already in place. Goa Foundation had filed an application before the High Court seeking interim relief in the writ petition filed in public interest, to protect the forests of Goa in accordance with directions of Supreme Court and provisions of Forest Conservation Act, 1980.

INTO THE VALLEY OF DEATH, Goa's ravaged forestsPic courtesy savegoa.com

Goa Foundation asked the Court to issue an order restraining the collectors of North and South Goa, from handing out conversion sanads to plots with tree cover and an area of one hectare and above. The Goa Foundation petition also asked the Court to restrain the Forests Department from granting any NOC for conversion of any plot that has tree cover density in excess of 0.1 and area above one hectare. In order to facilitate this the Court was asked to direct North and South Goa District Forest Committees to identify those lands with 75 per cent forest species, 10-40 per cent canopy density and an area above one hectare in a separate category, while identifying the balance areas of forest in the two districts. Goa Foundation also asked the Court to restrain the forest department from granting NOC for conversion of plots that are below one hectare but which are part of a larger forest area, extending above one hectare.

Goa Foundations public interest litigation could not have come sooner. The CAG report of March 31 2011 showed that instead of 2.03 lakh trees that had to be replanted after mature trees were axed, only 0.09 lakh trees were replanted. There is also a rule that when forest land is acquired, degraded forests must be afforested rigorously. Surprise, surprise, this has not been done.

Government Hospitals in Goa

To the concerned Authorities,

Since the desired party BJP has taken the reins and Goans are looking forward to improvement and drastic changes as all admired the bridges and
roads built and good deeds of the past era, let me bring to your immediate attention that improvements should be done in Government hospitals first.

The leader in Mapusa should check the District Hospital and provisions for new weighing scales, proper beds, bed pans, disposables, XRay, CTScan MRI and such areas which need proper equipment, proper labs, proper toilets, proper reception area(specially where the attendant gives out token numbers to consult the doctors is very disgusting as the male attendant reaches desparation by 11am due to patients hovering over him for quick service)...
there should be a system whereby a patient should first be checked by the nursing staff - for fever, BP, type of illness and accordingly a file should
be opened fo the patient and there should be coloured dots indicating URGENT, 2nd, 3rd priority and 4th normal thereby the tokens are carefully
given to the patients and made to sit number-wise and sent to the doctors.

Most of all the canteen should be re-located in a closed area where the food aroma does not spread in the reception area.  The Canteen should be
qualified in order to provide food not only for visitors but patients in the category of diet food, diabetician food, and the storage/display should be hygienic.

Perhaps tenders should be sent out for  good quality food specially in hospitals. It is imperative that the nursing and cleaning staff
or helpers should be replaced with dedicated, polite, caring staff. The same and prior attention should be given to Bambolim hospital where
major emergency cases are treated whereby the Xray, CT Scan or other important areas are functioning well - there are slabs showing the names of donators - perhaps they should also ensure that the operational functions
are there on day to day basis or the slabs should be removed along with the expiry of the equipment. Special arrangemens for a larger area to attend to
Casualties as sometimes people on stretchers are let in corridors bleeding, etc which is a nauseating feeling for others around. It is not also hygienic and sadly the Doctors have to attend to patients amidst chaos of relatives pleading attention for their loved ones - a sad plight for the doctors bringing mental stress.

Perhaps a round of all these hospitals with a notebook starting from the entrance, tiles, lighting, water dispensers, waiting area, wards,
dispensaries, laboratories, adequate XRAY units with dedeicated helpers, proper uniforms for the staff and clothes for patients, proper inhouse
laundering system, etc will definitely be a help and once all these minute details are rectified, people will not mind if BJP name-plates are placed in the hospitals in honour for their splendid improvement. There are chances for jobless to be employed keeping in mind priority to be given to GOANS.

With great concern and hopeful of positive action.

Biogas generated at TISS is now used for cooking. An estimated 15 kg
of LPG equivalent would be produced daily to be used for cooking
purposes on campus. About 40 kg manure produced daily would be used in
TISS gardens. We also plan to market the manure outside,  said
Jayanth.

Sing Hallelujah

April 7, 2012 - 02:09

By Cedric Silveira

Lending ones voice for the Lord is the best thing that one can think off. And that is exactly what some six top girl singers of Goa and many others are going to do on Easter Sunday for the "Sing Hallelujah" musical at Don Bosco grounds, Panaji, at 6 p.m.

An initiative of the Goa Catholic Charismatic Renewal Trust, the programme will comprise of Praise and Worship by the Music Apostolate of GCCRT, followed by a few words by the Archbishop of Goa, Rev Fr Filipe Neri Ferrao, followed by a performance by the singers, two parables and songs from the Godspell team and finally a performance by the Band Lynx.

The singers better known as Music Mission met initially at Tivim where they had gone to sing for the HIV infected children and out that the idea of doing something much more for the Lord came about.

Says Nezz, the brand ambassador of Kingfisher, and one of the singers, "Our entire family loves Gospel music and when I heard of this programme I accepted the invitation wholeheartedly. I always wanted to do something in Gospel music and this programme came as a God's gift to me."

Having studied music in Poona, Nezz and her sister Neka perform all over the county as brand ambassadors of Kingfisher. Earlier, however, she had sung in a gospel CD for Fr Nickson, but had never performed in a Gospel music concert. Her sister Neka, who will also be performing says, "The music is melodious and harmonious. It is fulfilling, meaningful, is for a cause and gives meaning to life."

On the other hand there are also others, who sing for bands, who will be performing on the occasion.

Madonna who sings for the Big City Band says it will be for the first time that she will be singing Gospel music. "The group of us have gelled well and we are excitedly awaiting our Sunday's performance," she says.

Taffy from the band Silver Strings too is confident of putting up a good show. Having studied solfege and piano she is the one behind the voices in the songs/hymns. "I would sing in Gospel bands earlier and the experience is totally different from that of singing in a conventional band," she explains. "Come for the show and experience the difference," she adds.

Anika is another member of the group who will perform on Sunday. Says Anika, "I have come down to Goa recently and have been doing solo shows. However, in Mumbai, where I was based earlier, I sang for bands such as the Sixth Sense and Magic Rain. Yes, this will be the first time that I will be singing for a gospel band and I get a sense of peace and happiness as I am doing something for God."

When asked as to how they get along as band members she replies, "There is a little madness in all of us which has brought us closer. We also vibe very well, which makes our practice sessions entertaining."

And finally there is Alacoque who sings in choirs as well as bands, and is also eagerly waiting to perform on Easter Sunday.

Some of the common hymns which they will be singing include 'Shine Jesus Shine', 'Better than a Hallelujah', and 'You Raised Me Up'.

The programme will also inaugurate the 40th year celebrations of the National Charismatic Convention which is to be held in Goa. [NavhindTimes.in]

Julian Vaz Felicitated :

The Bahrain Goans felicitated Julian Vaz for his contribution to football in Bahrain. Julian, who arrived in Bahrain in the late 1980’s played his first football match for Basma in the Delsey Goes 11-A-Side Football tournament held at the Bahrain School ground in Juffair under the patronage of Young Goans Club. Many teams on the island, wanted to rope in this player then, but he chose to remain with Basma and played in the Hampels Expatriate football league for the season 1988/89. The following year he moved to Konkan Singers Club to continue playing in the expatriate league.

Julian, who loves football from his childhood, shows good fitness till today and is presently playing for Riffa Goans in the Sky Star Indian Expatriate Football league organised by Bahrain Goans. Back home in Goa, Julian played for his village club, Cuncolim Union and then moved on to play for first division club Rising Stars of Cuncolim, before arriving into Bahrain. He was prsesented a memento by Vincent D’Costa (seen in picture) on behalf of the Bahrain Goans.

CHURCH ANNOUNCEMENTS FOR THIS WEEK :

LITURGICAL CELEBRATIONS DURING THIS WEEK :

APR 08, 2012 - EASTER SUNDAY
APR 11, 2012 - St. Stanislaus, Bishop & Martyr
APR 14, 2012 - St. Martin I, Pope & Martyr

REFLECTION :
ALLELUIA, HE IS RISEN!

Today in the liturgy we renew our baptismal promises. We make these solemn vows along with millions upon millions of our brothers and sisters throughout the world. In one sense, Lent has been a journey to precisely this moment of re-dedication and renewal. We have been on retreat and have sought to turn away from sin, seek God's forgiveness and grow closer to him, so that the renewal of our baptismal promises may be more efficacious, meaningful and powerful.

The renewal of our baptismal promises is a public declaration of our intention to continue in the way of the Lord and live the life in the power of the Holy Spirit. Contemplate the following words of St. Cyril of Jerusalem who reminds us that renewing our baptismal promises is an expression of resurrection life, revealing the direction and focus of our lives:

'What did you say then, each of you, as you stood there? "I renounce you, Satan, wicked and cruel tyrant!" And you asserted: "Henceforth, I am no longer in your power. For Christ destroyed that power by sharing with me a nature of flesh and blood. He destroyed death by dying; never again shall I be enslaved by you. I renounce you, crafty serpent full of deceit! I renounce you who lurk in ambush, who pretend friendship but have been the cause of every iniquity, who instigated the sin of our first parents! I renounce you, Satan, author and abettor of every evil." Do you understand, then, how Christ has united his bride to himself and what food he gives us all to eat? By one and the same food we are both brought into being and nourished. As a woman nourishes her child with her own blood and milk, so does Christ unceasingly nourish with his own blood those to whom he himself has given life.'

'God our Father, Creator of all, today is the day of Easter joy. This is the morning on which the Lord appeared to men who had begun to lose hope and opened their eyes to what the Scriptures foretold: that first he must die, and then he would rise and ascend into his Father's glorious presence. May the risen Lord breathe on our minds and open our eyes that we know him in the breaking of bread and follow him in his risen life. Grant this through Jesus Christ our Lord to the glory of the Father.'

Expo to revive East Indian era

Shreya Bhandary TNN

Mumbai: If you enjoy revisiting old traditions of the city, then the annual MGP East Indian exhibition is the place to be.
In an attempt to revive the remarkable culture of gaothans in the city, the Mobai Gaothan Panchayat (MGP) is organizing an exhibition next week.
We endeavour to bring the entire community together and inform coming generations about our culture and roots, which date
back to the 1800s, said MGP member Corina Misquitta.
East Indian artefacts like
utensils, equipment and coins will feature in the expo. We have collected coins that were in use over a century ago. Some families will display crockery which has been passed on from one generation to another, added Misquitta.
One of the contributors to the exhibition, the Misquittas of Vile Parle have been at the forefront of the community since the early 1800s. Francis Juran Misquitta owned a brick factory in the western suburbs and has donated bricks for sever
al churches and schools in the city.
Last year, MGP proposed to set up an East Indian museum in Manori. While work is in progress, the organizers are requesting community members to showcase their artefacts at the expo or donate it to the museum. It feels great to bring the entire community together, it gets quite nostalgic, said MGP member Prem Moraes.
The exhibition will be held at the Irla Church veneration hall between 1.30pm and 8pm on April 14.

Coins and utensils that will be featured at the exhibition

EASTER FOR SABHAITES

We are Easter people. Each day we are faced with multifarious choices of 'living the truth' or 'leaving the truth'. More often than not we choose the latter for 'leaving the truth' is more easy and comfortable.

Sabhaites are committed to Live the Truth and work ' To Create a Just Society through involvement in Socio, Civic and Political Affairs.'

Sabhaites embrace the stark truth around them and work to create a better society where no one is oppressed, where we have a clean environment and better roads for a comfortable living. They work for the rights of the poor and marginalized. They organize inter-religious prayer meets so that there is peace and communal harmony. They work so that our youth are better placed and have good jobs and careers.

Sabhaites interact with government officials and elected representatives for good governance. They are engaged in a front-line ministry to build a better world where there is comfort, justice and peace and their work is often called practical spirituality.

Sabhaites are Easter people  as hope always wells in their hearts and the resurrection of Jesus is the biggest inspiration for their work.

HAPPY EASTER!
Gordon DSouza
