"HELMET MOCHE"
by the late Minguel Rod !

We all know that it’s impolite to teach someone to do his/her job because each one knows his/her job best.  However, we sometimes forget this simple rule and try to interfere in others’ business - the result:  An insult!  The fisher folks, especially fisherwomen, are very friendly people and they know their job better than anybody else.  It is very common in Goa when a “nistekarn” (fisherwoman) brings fish at home or while you buy fish in a market to say: “ek bopxem subeij uddoi ghe” (give me an extra fish) to which they usually oblige.  But, some people are so greedy that they are never satisfied; they want more.  So, they take the liberty and put their hand directly in the “panttli” (basket) and take another extra fish.  The fisherwoman exercises patience and keeps quiet, but when the person places his/her hand again in the panttli to collect yet another fish, she does not like it at all; she immediately catches his/her hand wrist and makes him/her drop the fish in the basket just as one catches the neck of a cat or a dog and makes it leave something held in its mouth.  Fisherwomen’s hands are always full of fish stink; so, the stink gets transferred to customer’s hand and obviously he/she does not like it, but then whose fault is it?  That’s the treatment one gets for acting too smart!  Therefore, if you care for your reputation never put your hand in a nistekarn’s basket, especially in the open market, and don’t you dare provoke a nistekarn; for, she will make you run away just with her vocabulary of bad words!

Minguel Rod was not only a genius and one of the legends of the Konkani stage but he was also one of the tiatrists who fought against the “Bhattkar Shaii” (Landlord Rule) in Goa during the Portuguese regime.  He humiliated the bhattkars through his songs and tiatros.  Here are the lyrics of one of his oldest songs in which he humiliates a bhattkar through ordinary “nustekaram” (fisherwomen).  The lyrics are in Salcete dialect; I did my best to present them in their original form:

MC's FINAL reply to the Organizer - Re : REMO

Dear Cassandra ! I loved your article just the way I loved your accent, believe me. But unfortunately to say both are superficial.

First of all to all the  fans of Remo who read my article, I never intended to mislead anybody against Remo or tarnish his image, as Cassandra writes. And if I've hurt your feelings then please forgive me.For God's sake what would I benefit from that. And please I did not write the article to increase my publicity I surely do not need it NOW. In the last 12 years I've come across a lot of controversies which I could write about if I needed publicity. But in this case as Remo RIGHTLY puts it, ofcourse my Ego was hurt and why wouldnt it be. Am I not another human being ? But besides that, what I've written is purely the opinion of mine and that of some of the people (who were present there for the concert) of the facts which we witnessed on stage. At that point of time nobody knew (or needed to know) of about the contract obligations that the organizer had with Remo. I appreciated his performance, all I've said of his actions. And if my article was biased or LIES then help me God. There were plenty of people there who saw what happened and who will second me on that. And yes Cassandra ! You too have a right to your opinion no doubt !! but what amused me most that although in my article I never wrote about your organization or for that matter even mentioned your name, I wonder why this backlash from you. I can understand you writing this article to please certain people but you could have still done it without calling me a liar. Tell me please in which part of my article did I LIE ?

Remo is a star no doubt. He surely touched hearts of the people with his performance on the 12th of Jan in Kuwait . But sorry to say when you talk about his simplicity (atleast on that day). Wow ! If his actions on stage (no matter what) portrayed humility than I wonder what it is to be proud and to have attitude.

Anyway, since I needed to reply to your article, let’s start with you saying that I wrote that Remo showed up a good 3 hours late...... (read between the lines lady!!)  what I wrote was only that his performance was to start at 7.30 (as per your information to the audience) and it was not until almost 10.30 that he took center stage. Now whether it was the organizers idea or Remo's nobody knew then but the people who suffered and had to wait long enough for his performance and that’s exactly what I wrote. As the host of the show it was me who had to answer the audience every time I was told by the organizers every time that Remo was to show up  in 5 mins and he didn’t. This happened atleast 5 times. So tell me which part of my paragraph portrayed a lie ?. Now from Remo’s article I understand it was your (organizer's) splendid idea to keep people (who paid Kd 6/- and Kd 10/-) waiting for almost 3 hours even without a glass of water. Now that is something which talks volumes of your organizing skills and your self aclaimed HIT show.

About his cold shouldering towards me was concerned : You say that I claimed it and it does not hold water. Was that the reason you apologized to me during the snack/dinner break ? Cassandra ! Let me quote your exact words “I’m sorry Merwyn, he even insulted me! What did I do wrong?” OR now is that a lie as well ? Anyway before the show I did ask Remo what would he like me to say about him. He even told me to go ahead and say whatever I wished and that’s exactly what I planned to do. As a host and a compere for a musical concert to vent off the frustration of the crowd who waited more than 3 hours, the least I could do was to have an interactive session with Remo. And I didn't disturb him during his performance. I came on stage only after he completely finished his 5th or his 6th song.  And my starting statement (if you remember) was “ So ladies and gentlemen, wasn’t the wait worth it ? The next thing I started by saying that Remo you’ve got such a God blessed talent. But to my shock he cut me off saying that he was  a professional and music was music ! I agree with him from that  point of view. But knowing that I was the official compere he could have told me that earlier on when we met not to come on stage during his performance. If he forgot that, then he could have still told me OFF the mike not to please come again on stage until his entire performance was over. I would have digested that. But he didn’t, did he? So what if  i'm just a compere ? If this doesnt show his attitude, then what does ? And after that you say I should have kept quiet and taken the matter with you or Remo later on? Would that have changed anything ? And after all this you expected me to fire on all cylinders !!!  WOW.

Secondly, neither me or the audience knew about your stipulated contract with Remo as far as the videographer and photographer were concerned. They had come to listen to his music. All I said was what he did with the lens men on stage was shocking. Did I lie anything about it ?? If it was in the contract about recording certain songs…then it was obviously your (organizer's) duty to control the happening on stage. But the audience didn't know anything the contract did they ? But what they saw was his approach to the lens men. Maybe he could have done it in a much better way.

Saying that I wanted to camouflage my incompetent performance and hence I wrote the article,  shows how much you know about concerts. Anyway that’s your opinion and it doesn’t make any difference to me. For heaven's sake grow up lady ! don’t  tell me that you expected me have some children’s games there or did you hope that I would organize a beauty pageant at the venue due to the delay of the concert ??

As far as your mentioning that the crowd jeered me off on several occasions !! Did you hear it from your room or from the car ??. Lady, even in my earlier compering days if something like that had to happen I would have straight away walked out, so don’t talk about the present time. What point you’re trying to make here I don’t understand.

But as an organizer your incompetence clearly shows in the way you managed the concert. For one ! asking me to do the show just at about 12.00 noon on the same day. Since you approached me through a friend I took it up. I guess that was a big mistake. Even Remo in his article mentions your errant organizing.

And what fuss are you making about me asking the people from the back tiers to come up to the front rows. Lady if you remember there were hardly any people on both sides. Since the front rows were empty I asked people to come as close as possible. And if I hadn’t to do what I did that then even Remo would have to perform to empty front chairs. Consider yourself a favor I did that. And for that matter there was hardly anybody from the organizers side to tell people which were the front or the back rows later on.

And yes ! Maybe you are a very strong lady and  I'm glad you don’t need my sympathies. Its just that I’m not used to seeing organizers in tears and hence I sympathized with you. I'm also sure you'll come up with an international concert soon specially since without much recognition you still managed to bring Remo. Its no wonder that your article is so heartwarming.

Finally, I only hope that my article didn’t take anything away from Remo's performance on the 12th. To me it was brilliant and electric all the way.  I only wish that he had to handle the other matters on stage in a gracious and a different manner, then none of this would have taken place. My sincere and genuine apologies to all the readers who had to witness this fiasco and hurt in the bargain.

A nostalgic trip for Konkanis...

MUSIC-LOVERS are being offered a trip down memory lane, with a Konkani cultural show.
It is being organised by the Young Goans Club, in association with Karavali Konkans Association and will be held on February 23, at the Sacred Heart Church, Manama.
The show, entitled Dabazo 2006, will feature performances by Gulf-based Konkani singers and musicians.
"The event is being organised to bring back memories of nostalgic traditional folk songs and dances that were the cherished glory and splendour of yesteryear, in the Konkani heartland of the Konkan belt," said a club spokesman.
"The show will feature performances by veteran artistes, who will take us down memory lane with their songs."
The main artistes are Kuwait-based singers Rony D'Cunha, Gratian D'Souza, Rita Rodrigues, Lolita Rodrigues and Lancy Rodrigues.
Rony is known as the King of Melody among the Konkani community in Kuwait.
He is from Mangalore, with more than 1,000 Konkani songs in his repertoire, and has performed in India, Kuwait and other Gulf countries.
Gratian, from Bejai, has composed more than 200 songs.
His two most popular albums are Konkani Sangeeth Laran, released in 1993, and Gratian's Konkani Melodies, released in 2004.
Rita began her singing career in 1981 and has recorded six audio cassette albums.
Lolita was born and brought up in Kuwait.
This budding singer made her debut in Konkani singing when she was just nine years old.
She has sung for various stage shows in Konkani and Hindi and has five audio cassette albums to her credit.
Lancy is a writer, lyricist, actor and director and singer. His album, Lancy's Konkani Hits, sold very well in Kuwait.
Compere Eddie Sequeira, who is based in Qatar, will be flying in for the show.
The show, at the church's Bishop Trinanzi Auditorium, will be held from 8pm.
Tickets are now on sale at BD3, BD2 and BD1 at the Manglore Store, Vrindavan Restaurant, La Ferns Restaurant, Central Café, World Greetings, Chef Corner, Mysore Restaurant and Anand Bhavan.

Subject: MISUSE OF GOVERNMENT FUNDS FOR kONKANI (ONLY devanagari) PARISHAD?
gonsalvesgod...
Send Email Send Email

The votaries of ONLY Konkani in devanagari script feel
threatened by the groundswell support for the demand
for recognition of Konkani in Roman script besides
Devanagari since June 1987 spearheaded by TSK Porvorim
and others besides the exposure of their clandestine
covert designs on 21st November 1981 by the pro ONLY
Konkani in devanagari script members in the Advisory
Committee of the Sahitya Academy New Delhi.

The propects of an amendment bill being tabled in the
coming Goa Legislative Assembly session from 13th
February, 2006 to 17th February, 2006 to the Goa
Daman & Diu official language act 1987 definition of
Konkani to now read as in Devanagari "and also Roman"
by an MLA has also unnerved them.

The latest developments to reinforce their grip over
devanagari script only is that with the support of
the Government

a_ succeeded in getting the Mr Pundalik Naik being
re-appointed as the President of the Goa Konkani
Academy

b) holding of the Seventh Konkani Sahitya Sammelan at
Rosary Hall Navelim

c) Konkani Yuva Utsav at Pilar Tiswadi

d) Sahitya Akademi award to a literary writer Mr
Shivdas N (Naik) under dubious circumstances (
however this is not to deny the fact that Mr Shivdas
is indeed an excellent Konkani writer

To make it appear that devanagari script votaries are
not only essentially Hindu Saraswats they have made
use of some catholic priests who are for only
devanagari, use bahujan samaj Hindus who otherwise
speak Konkani as their mothertongue but write in
Marathi to be in the organising committees of such pro
only devanagari activities, and also used Catholic
MLA's like Mr Luisinho Faleiro who is now prepared to
compromise on Roman script for only devanagari script.
Most of these functions too are held in Christian run
institutions.

These people seldom realise that they are being used
as pawns or even if they realise that they do not mind
because this perhaps gives them social status.

The latest however is a shocking attempt of the
Government to grant Rs 12 lakhs to the organisors of
the 25TH session of the ALL INDIA KONKANI PARISHAD to
be held from 10th February, 2006 to 12th February,
2006 at the Kala Academy Complex at Campal Panaji Goa.
The extravaganza to be headed by Mr Shantaram L Naik
(Dessai) MP Lok Sabha with nearly two thousand
delegates expected from Karnataka Maharashtra and
Kerala will be only to "consolidate the prospects of
the ONLY KONKANI IN DEVANAGARI SCRIPT " although the
pro Roman votaries will be given a second place status
in the scheme of things.

But an interesting facet has been revealed. According
to an ex judge there is no society registered under
the name of

Akhil Bharatiya Konkani Parishad
All India Konkani Parishad
Konkani Sahitya Parishad

and at least one Society "All India Konkani Sahitya
Parishad " is was registered under No: 6/78 but its
registration HAS NOT BEEN RENEWED since 11.6.2000
till date"

If this be so, this writer enquired on telephone on
31st January, 2006 of Mr Gopalkrishna D Padgaonkar
Director, Official Language telephone number +01 0832
2420071 how the amount of Rs 12 lacs could be granted
to a body AIKSP which has not renewed its
registration? Normally a running organisation has to
have audited accounts Annual general body meetings etc
and file the returns before Registrar of Societies.
This has not been done by AIKSP since 2000. While Mr
Padgaonkar feigned ignorance of the fact of
registration etc he stated that it is for the cause of
propogating the cause of Konkani -- when asked further
whether this is justified -- he put the blame on the
Government to mean the Chief Minister Mr Pratpsing
Raoji Rane who holds the portfolio for Official
Languages.

This writer therefore told Mr Padgaonkar that no sums
should be released or else the same will figure during
the Assembly session and also enquiry instituted into
this fraudulent act.

At the time of writing it is confirmed that the amount
has not been released and investigations are underway
to ascertain how the amount can be given to conduct
the 25th AIKP.

It is also incumbent upon the Governor of Goa to order
and investigations into this matter as the same is a
serious case of misappropriation of government funds.

Hello,

I would appreciate if you could kindly advise me about the requirement of a PAN number in India (i.e. with reference to booking a flat in Mumbai). My friend has been given to understand that it is a mandatory requirement to have a PAN for booking of a flat in Mumbai; however with reference to one Income Tax Site in Mumbai (i.e. http://www.incometaxmumbai.nic.in/index2.htm) it states that there are certain exceptions (i.e. under Persons to whom provisions of section 139A shall not apply) where they state NRI's do not need to have the same based on point (b) 'Non-residents referred to in clause (30) of section 2 of Income tax Act, 1961' and point (c) 'A non resident, who enters into any transaction referred to in clauses (a) to (h) of rule 114B, shall have to furnish a copy of his passport.'

I just wanted some confirmation and if possible some details of the same so as to assist my friend in this dilemma.

Thanking you all in advance.

Best Regards,

[Michael D’Souza]

The issue of Anjediv Island celebration of the Feast
has now been referred to the Chairperson Ms Sonia
Gandhi MP, Mrs Margaret Alva looking after Goa desk,
Dr John Dayal All India Catholic Union, the Union
Minister for Defence.

In the meanwhile the Naval authorities are believed to
have taken all security measures and also alerted the
District Police to avert any untoward incident at the
Karwar end. When the office of the District Police
contacted this writer 1940 hrs today he was told
clearly that as per the order dated 8/12/1987
26/07/1989 of the Government of Goa while transferring
the island and the letter dated 24/4/2000 from then
Chief of Naval staff NAVY SHOULD PERMIT THE CUSTOMARY
CELEBRATIONS OF THE two feasts on 2nd Feb and 4th
october that of Nossa Senhora were to be permitted,
with due security considerations.

Therefore the reference to prohibition of the Feast
and "any other religous activity" is apparently
taking consideration of the demand of the moffusil
collective from Karwar demanding their right to hold
similar festival there of their deity (which never
existed since the Portuguese came to the Island in
1498)

Hence the Navy officials were asked to clarify on this
aspect and permit the feast.

No communication has been received so far on the
points raised by this writer in reply to their fax
message of 28th January, 2006 to the undersigned and
therefore the visit to the Island for the Feast stands
until the time of this posting.

Upon their requests they were faxed the same
clarifications thrice since 23 hrs to 24 hrs on
31.1.2006 and today also at 1830 hours since they
claimed that the fax was not legible.

Incidentally the Rear Admiral Western Command was
posted of the developments vide fax for a
clarifications and his office too did not reply till
now 2300 hrs IST

The Chief Minister of Goa has the entire file examined
by the Secretray Revenue and will take up the matter
with the Sea Bird tough it may be late, even the
Governors office has been posted of the developments
but he is away and will return only on 3rd February,
2006.

Meanwhile the Archbishop of Goa and Daman has yet to
decide on the contents of the reply not to permit the
feast as recieved by the Archbishop last evening on
his return from Canacona as conveyed to this writer by
Fr Loyola Pereira telephonically. They too have taken
not of the addition of "any other religious activity"
and have assured to puruse this issue at the highest
forum.

Meanwhile Dr Dayal mooted the idea of filing a public
interest litigation against the Defence Authorities in
the Supreme Court though he agreed to take up the
matter with both Mr Oscar Fernandes and Madam Sonia
Gandhi

Ms Alva could not be contacted despite frantic calls
to her office in New Delhi by this writer .

For Goans this is a historical site and hence all
efforts must be made to reiterate our rights on the
customary feast. The Catholics have been taken as
gullible citizens and the highandedness of the Navy
needs to be checked. The Navy should realise that
unless they have the co-operation of the citizens they
will never achieve their agenda.

February 2, 2006,

Message from Mr. John Menezes of Bombay.

February 1, 2006
It is just today, as I write this clarification, that the Fr. Chico Monteiro Memorial Trust nobly commemorates the 88th. birth anniversary of this illustrious son of Goa. I clarify  that for purely humanitarian reasons I tried to do my best for Fr. Monteiro while he was being incarcerated in prison.

In the first place, Fr. Monteiro never held a Portuguese passport. When the Goa, Daman, and Diu Citizenship Order 1962 was issued by the Government of India in March 1962 Fr. Chico Monteiro deposited a declaration with the Goa Police of his intention to retain Portuguese citizenship in terms of the said Order. Nothing happened for two years.

Early in June 1964 some bombs exploded in Goa and the Goa Police expelled a Portuguese European priest, Fr. Joaquim Luis dos Santos, Rector of the Pastoral Institute of St. Pius X in Old Goa, around end June. Fr. Monteiro accompanied Fr. Santos to Bombay. I had already heard Holy Mass in the Holy Name Cathedral when I saw Fr. Monteiro and Fr. Santos walk from Taj Mahal Hotel to the Cathedral to celebrate Mass. All the three gates of the Cathedral were being watched by plain-clothes persons. As soon as Fr. Monteiro returned to Goa he was served with an expulsion notice only on the basis of his declaration made in March 1962. He then underwent, right from 1964,  the cycles of trial, judgement and appeal at successive judicial in Goa.

When I happened to pass through Lisbon in November 1969 (Dr. Salazar was no longer in power then as he had already suffered a crippling stroke) I learnt that the Ministry of Foreign Affairs was deeply interested in alleviating Fr. Monteiro of his suffering by repatriating him to Lisbon. They were not interested in making a show at the Supreme Court in Delhi, but Fr. Monteiro upheld his stand in terms of the Geneva Convention, 1949.

I was able to keep a tab on Fr. Monteiro's condition in Patiala early in 1970 through the kindness of Bishop Alfred Fernandes of Simla and Rev. Fr. Paul Lewis, Parish Priest of Our Lady of Fatima Church, Patiala,  who used to visit him in prison. In was in that period that the case came up in the Supreme Court of India and Fr. Monteiro was defended, in terms of the Geneva Convention,  by Advocate Antonio A. Bruto da Costa aided by Advocate J.B. Dadachanji of Delhi and Queens Counsel Edward Gardner who had been sent by the Government of Portugal..

Fr. Monteiro was released through the intervention on Amnestry International, to whom the papers had been sent by Dr. Bruto da Costa, and not through the Holy See. The swap involved the releases of Dr. Telo Mascarenhas and Mr. Ranade, who had shot a local policeman in Betim in April 1956,  by Portugal and the simultaenous release of Fr. Monteiro as well as the grant of a visa to Fr. Vincent Miranda (brother of Dr. Bonifacio de Miranda), who was being denied a visa to see his mother in Goa as long as Mr. Ranade was not released from Portuguese custody. On return to Goa Fr. Monteiro was served with an order restricting his movements to Goa and till his death he used to be visited by the Goa Police once a year. I  know that he did make a journey to Poona before his death.

When I met Fr. Monteiro in Goa after his release he revealed to me that while in the Patiala prison he had received a letter from the Brazilian Embassy in Delhi, looking after Portuguese interests,  enclosing a set of forms for a Portuguese passport but he destroyed and discarded the forms. He would say nothing about his incarceration in Patiala as he had decided to offer it to God.

Fr. Chico Monteiro: A Seed in Oblivion . . .

by Dom Martin
http://www.colaco.net/1/chico.htm

[ TGF Foreword: Those who remember the affable but firm Goan director of the Lar dos Estudantes, will be glad to see his warm smile, but saddened by what the Indian Government aided and abetted by the anti-Catholic Bandodkar Goa Government did to this delightful Son of the Soil.  In fact, the very same people who "socialized"  with . and greased the Portuguese dictator Salazar, assisted in this unnecessary act of hypocrisy and mental torture ]

Incarcerated and Tortured by his "Liberators" The quintessential scope of existence is often times camouflaged by the complex nature of our purpose in it. Therefore heroes and villains among us, as also saints and pagans, idealists and charlatans. Even infidels! One effects the other or becomes affected by the other. And once in every while, someone comes into being, culls through humanity's pile of discarded hopes and aspirations, and departs living us with a renewed sense of what existence is all about. Fr. Chico Monteiro was one such sentient being, whose contribution in this regard was slighted by the fact that he was a priest, not an activist. Had he been the latter, his name, unquestionably, would have been paralleled with greatness.

It was the mid 1960's when the State -- following Goa's liberation -- issued an edict to Goans holding Portuguese passports to surrender them, or in the alternative, emigrate to Portugal. Fr. Chico, who was a conservative in the material and theological sense, opted for defiance. He declined to surrender his Portuguese passport and challenged the State's order of deportation. His defiant stand startled the Goan community and practically overnight, found himself entrapped in the arena of political contempt, social ridicule and alienation.

At this point, it is necessary to recount that Catholicism was not indigenous to the land; it was brought in by the Portuguese. With Catholicism, as with any other religion, cultural prejudice and political affiliation became bred. And it was not Fr. Chico's elaborate scheme to come born into a Catholic fold. It was a fact of fate. The consequences, however, were unpredictable and inevitable. Almost tantamount to being asked to alter the color of one's skin upon being subjected to a whole new political climate.

Arrested and placed in judicial custody, Fr. Chico summed up his defense with a single line:
"I was born in Goa, and lived all my life peacefully in Goa." Unbeknownst to Fr. Chico, his layman's version of defense resonated the very essence of the Geneva convention: One's place of birth conclusively determines one's nationality, and it is against all statutory and constitutional law and principles to denationalize one's nationality.

The trial gained notoriety, and it was the Indian Government which suddenly found itself coming under judicial scrutiny and going on the defensive. The trial also aroused Salazar's interest. The result? Portugal appointed Queen Elizabeth's personal counsel to represent Fr. Chico. Such notoriety, however, was not without its price. Fr. Chico was transferred from the Aguada jail in Goa to a maximum security jail in Patiala, where he remained incarcerated in solitary confinement for about a year, and subjected to psychological abuse. The attempt by authorities to fragment his spirit only led to the realization that they were dealing with one whose spiritual temperament was impervious to human tampering.

When the matter wended its way to the Supreme Court, the Justices muffled a brief admonishment. It was to be the last gavel, directing Fr. Chico back to jail in Patiala, not to freedom. It wasn't the end of hope. Whether by coincidence or divine prompting, the Holy See decided to intervene, successfully negotiating the release of Fr. Chico for that of Dr. Telo de Mascarenhas, a freedom fighter who was serving a life term in Portugal. Fr. Chico's release, however, was to be conditional. Upon his return to Goa, he was placed under house arrest in his ancestral home in Candolim and barred from holding any official position. A decade later, the terms of the house-arrest were relaxed to where he was able to walk within the confines of his village. Subsequently, he was allowed to once again travel freely within the territory of Goa.

It is unclear if the judicial curfew was ever lifted, or if Fr. Chico ever set foot outside Goa. An avid traveler in his prior days, he appeared to graciously resign himself to a life of judicial exile. As a priest, his allegiance to the Divine was of an uncommon grain and stature. As a man, he was genuinely attracted to all people as human beings. Despite been consecrated a Monsignor, he continued to don the cassock of a habitual priest. It was his way of affirming his disinclination for any position in the patriarchal hierarchy of the Church. In general, he had an unbiased enthusiasm for life and an untiring work ethic. As for his smiles, they were a trademark of his effulgent demeanor. They were vibrant with sincerity, and ungrudgingly impartial.

"Bloom where you have been planted!", urged the late music maestro, Fr. Lourdino Barreto, to his students. A stalwart in his own controversial right, he was also a close friend and admirer of Fr. Chico. And bloom they did, without being uprooted from their deep convictions. On October 30, 1990, Fr. Chico was laid to rest in the soil he was planted in seven decades before. The following year, he was posthumously conferred the Vincent Xavier Verodiano Award. It was to be the only civic recognition ascribed to his name.

If life is an intended conflict between the material and the spiritual, Fr. Chico proffered no treatise or comment. At least, he left no known written account of his crusade, and his grave mentions nothing beyond his name and the statistics of his life-span. Yet through it all, he held his head in a dignified rather than arrogant manner, exhibiting no scars of bitterness or intonations of having privately argued with God. Had his act of defiance occurred a decade later, he would in all likelihood have been hailed a ‘conscientious objector', and spared from being hauled away and treated as a traitor. Instead, he became a prisoner of his conscience, and remained one to the end of his tenancy.

In summary, there's no mathematical distinction between what's justly right and what's unjustly right. It's all simply a matter of subjective rationale, reinforced by prevailing laws. Hopefully someday, time will reorient itself and manifest the extent to which Fr. Chico's fight for human rights in a remote part of the world, in the mid-sixties, might have influenced other human rights activists elsewhere. Like a seed that was sowed and drifted into oblivion, and found its prodigious sprout some place else . . . !

For the second year this 2nd February,2006 the
authorities of the Sea Bird at Arga Karwar now
christened INS Kadamba did not permit the customary
Feast of Nossa Senhora de Brotas at Anjediva Islands
off Canacona taluka.

This morning there was tight police and naval police
security personnel posted at the various sites
beginning from the Polem checkpost 60 kms from Margao
(border of Goa)an at Baitkol the Administrative
office the Project Sea Bird Office enroute Binaga and
the Karwar city.

However many people who came and called at the Sea
Bird office were made to return. For locals the daily
Karavali had carried a press release cautioning the
locals that they would not be permitted on the Island
for the feast.

This writer who was camping in the city of Karwar was
in constant touch with Ms Margaret Alva AICC General
Secretary, at New Delhi for directions to the Sea Bird
authorities to allow entry into the Island but she was
either not available and at one instance her office
claimed "she was either busy attending a meetin or
indisposed. Apparently a common alibi with her looking
after the Goa desk.

Since the 1000 a.m. Mass could not be held there were
several people from Goa who made enquiries at the Paco
Patriacal Bishops House at Panaji in Goa many
contacted this writer on 9822158584 (Helpline) for
updates.

The Chief Ministers office in Goa was also being
contacted for any efforts on his part to get the
authorities to move but the CM was reported to be
attending a Cabinet Meet slated for the morning.

Last night the office of the Deputy Commissioner of
Uttar Kanara made sever telephonic calls with this
writer to ascertain the number of buses coming from
Goa to attend the feast.

His office was told by this writer that it was
impossible to gauge the numbers who would attend and
at the same time told that the fact that the Navy
should allow the customary feast to be celebrated in
terms of the conditions of transfer dated 8/12/1987
26/7/1989 with due security considerations was a clear
sign that the Navy could not refuse allowing the
devoutees to celebrate the same.

When they stated that Navy had directed them to take
preventive measures he was told that it was not of our
concern -- because the Navy was clearly violating the
terms agreed upon and they would be held responsible
for any law and order problem. Left with no other
alternative the Navy was asked to clarify in wrtiting
on their insistence that permission was not to be
granted for the feast and also "any other religious
activity" This they omitted and sent a fax late night
at 2310 hrs stating only that the customary feast
could not be permitted due to "operational and
security reasons"

This again was a lapse on the part of the INS Kadamba
officials.. Finally the writer demanded to see
Commodore K P Ramachandran Naval Office-in-Charge but
he claimed to be busy in a meeting "with officials
from Mumbai" > As the writer promised to wait until
the end of the meet even though called at around 1630
hrs, they finally relented and Vinit Venugopa
Commander Senior Staff officer (Operations) met the
undersigned at Administrative office Arga for a
detailed one and half hour discussion and made
available all the fascimile copies of the documents
which clearly proved that the Navy was linking
unneccesarily the demands of a moffusil local group
who claimed that temples existed on the island and
were removed to mainland and hence the two feasts
should similarly not be permitted.

To an extent the Navy agreed in principle to the need
to restore the festivities and promised to build up
the relations and dialogue to ensure holding of the
Feast.

Later this writer met the Managing editor of the local
Kannada daily Mr Gangadhar Hiregutti 9845071267 and
also clarified that the Anjediva Island was still a
part of Goa and except for the two feasts celebrated
on 2nd Febraury and 4th October no other feasts of any
"other religious function" was ever held on the Island
ever since the Portugues took over the Island in 1948.

Mr Hiregutti was fully in support that the Feast
should continue as before and he promised to place the
entire issue in the proper perspective based on this
documents which the writer handed over
He was also asked to visit www.colaco.net for other
details on Goa its Liberation and Anjediv Island.

The writer could not meet Mr Mutalik alleged to be
spearheading the movement against the Feast being
conducted, if "worship of a deity on the Island was
not permitted" When the Managing editor was told that
there was never such demand from the people of Goa how
could a person from Karnataka make such a claim he
merely stated that is "political moves"

Meanwhile following the fax message to the Defence
Minister the Chairperson UPA and Congress President Ms
Sonia Gandhi the Prime Minister of India and the
President of India it is confirmed from sources in the
INS Kadamba (Sea Bird Project) that the officials of
the Integreted Headquarters Ministry of Defence
(Navy) had asked for a detailed report on the
developments leading to todays
law and order situation at the base.

This writer spoke to several armed police personnel
incognito -- and they were full praise for the "people
of Goa" who they said are peaceloving people but "we
had to only avoid bad elements from creating a
religious frenzy" they stated.

One of them confessed that he and his family used to
visit the Island since 1983 when he was posted in
Karwar division and it is only in 2004 that they faced
a near riot situation when Commodore S S Karnik
refused to allow the Hindu devoutees of Karwar to
visit the Island. This they allege caused the
bitterness against the Naval authorities. He also
mentioned that labour unrest with employment of
Northerners instead of locals had caused the illwill
against the Navy and they too retaliated by refusing
permission to the locals. It was owing to this in
revenge they demanded that people of Goa too be
refused permission and that caused the final closure
of the island to the public which is now sought to be
re-opened as a healing touch.

Meanwhile this writer while in the Sea Bird office
learnt that nearly 100 landloser of Karwar were
provided employment in menial cadres. But many people
from Karwar loathe the Naval personnel as they have
usurped large tracts of land along the coast line the
beach and now the navy is constructing a 18 hole golf
course.

Is this the security considerations or is it enjoying
the good side of life one wonders. One karwar evacuee
told this writer in a local hotel during meal time
that the Navy took away the beach at Binaga and left
the badly maintained Karawalli beach for the locals.
The wall build is not for security but to "hide the
luxuries afforded to these officers " said another who
works as a driver at Sea Bird operating his car for Rs
545/ per day with a minimum 100 kms assured trip per
day.

Meanwhile the 1.3 km road leading to the Anjediv
Church is still not asphalted and hence it would be
difficult for one to move thereon. A sepoy stationed
outside the wall on security duty after much coaxing
confessed that the same was not asphalted apparently
to avoid visitors on the Island. Frankly speaking he
admitted that the area has not been assesible even to
locals but family friends of officials have visited
the same.

Now the battle moves to New Delhi and the local State
Government to see that justice is done by October 2006

Gift for Maharashtra

Jerry Fernandes,  Saligao
(Herald)

Some politicians out there are currently trying to divide the people of north and soulh-Goa on communal lines by politicizing the Mopa issue. Communal political parties like the BJP and habitual anti-Goan politicians like Ramakant Khalap, Manohar Parrikar, Babu Azgaonkar etc have already started taking advantage of the situation by instigating and confusing the people of Pernem by harping on development and promising them with a lot of job opportunities in the near future.

First of all I have nothing against the people of Pernem and infact all my close friends are from Pernem but one thing I have been observing about these people is that most of them always tend to behave like anti-Goans. Whether its  the language issue, Statehood, Konkan Railway agitation or the latest Mopa issue, their stand have always been the same, anti-Goan stand In short we always see them behaving like the Maharashtrians and not Goans by always supporting the anti-Goan moves of our politicians which are solely meant to destroy Goa in the long run.
In my opinion, the proposed Mopa Airport at Pernem will surely bring doom for the tourism industry in Goa, it will be like a curse on the people of Bardez and South Goa. All our local people from the beach belt who are solely dependent on the tourism industry will have to close down all their water-sports activities, taxi-business, guest’s houses, shacks etc if Mopa becomes a reality.

I don’t think the foreign tourist are fools to spend thousands on taxis and to come all the way from Pernem to Bardez and South Goa once they start discovering the cool and calm unexploited virgin beaches of Morjim, Arambol, Ashvem and all the small hotels which are definitely going to come up at the border in the near future. Our politicians might give us a lot of assurances about the Dabolim Airport but one thing is for sure and that is under some pretext or the other this airport will be closed down once the Mopa Airport is commissioned at Pernem and that will be like a final nail in the coffin for the people of Bardez and South-Goa. These are not imaginary apprehensions but definite predictions about the future of the Dabolim Airport.

Its Indian Central School (ICS) once again….. proving their mettle, this time reaping laurels in the Don Bosco Inter School Basketball Tournament held at Salmiya.  After four days of encounter, the fifth day witnessed some heart rending game when the ICS team qualified for the finals.
In the final match they showed their mark once again in the form of some match deciding baskets vying with the opponent team to claim their title. In the nail biting final match against the United Indian School (UIS) team who were eyeing for the title, the score after the full time was 31 each. In the last three minutes thrilling encounter when everyone awaited to write off the champions, the ICS team stealed the show, enticing the spectators leaving them spell bound by playing some defensive strategies.
With heads bowed in humility and heart overflowing with gratitude we take this opportunity to thank our beloved Principal Mrs. Asha Sharma (who was recently nominated as the Chairperson of CBSE Gulf Council) for her undaunted support and guidance which was the true energizer to arouse our sportsman spirit and team work.

Lyrics of the Konkani song " KONKNNICHE MARTIR "
by Querobina Carvalho

Nineteen years ago, on this day, February 4, 1987, our mother tongue Konkani became the sole official language of the State after the enactment of the Goa, Daman and Diu Official Language Act 1987.  The decision to grant the status was hastened after seven martyrs laid down their lives for the Konkani language in the agitation in December 1986.
Here are the lyrics of a Konkani song titled “Konknniche Martir” by one of the finest actresses of the Konkani stage, Ms Querobina Carvalho.  The lyrics present a graphic account of the gory killings:

Subject: 19TH ANIVERSARY OFFICIAL LANGUAGE ACT - 1987
gonsalvesgod...
Send Email Send Email

Exactly nineteen years ago on Wednesday 4th February,
1987 Konkani the mothertongue of every blue blooded
Goan became the sole official language of the State
after the enactment of The Goa Daman and Diu Official
Language Act 1987. But that day the news turned out
to be a damp squib. The oft heard comment was "ami
Konknni maglem ani amcam Marathi mellam" this was a
snide remark to the Konkani recognised only in
Devanagari script.

Little did the Goans especially from the coastal
talukas or "Velhas Conquistas" under 451 years of
Portuguese rule (25.11.1510 to 19.12.1961) ----the
other talukas "Novas Conquistas" were under Portuguese
rule beginning from 1763-1961----realise that Konkani
in Devanagari script --- was accepted as the "natural
script" ---by the Advisory Committee of the Sahitya
Akademi New Delhi consisting of mainly Hindu Saraswat
Brahmins on 21.11.1981. Yet the "Konkani Porjecho
Avaz " KPA heading the language agitation with Covenor
Mr Pundalik Naik, a Hindu Bahujan (non Brahmin)
guided by Uday L Bhembre a Hindu Saraswat Brahmin and
one of the signatory to the 1981 decision made the
Catholics to compromise on Konkani in the Roman script
and accept Konkani in Devanagari script so that the
Hindu Bahujan Samaj, " would slowly but surely accept
Konkani in Devanagari script". It was also stated that
it would act as a deterrent to the influx of those
from outside the State. That never happened even in
this 19th year after recognition of Konkani and will
never ever happen but what eventually happened was
that children of "Cristaos" conversant with the
Konkani in Roman script since the 16th century were
made guinea pigs in laboratories (schools) where
teachers in the English medium primary schools were
made to overnight since 1989-90 teach children in 125
primary Diocesan run schools Konkani in Devanagari
scriptat the same time themselves learning the script.
Moreover there is a mushrooming of English medium
primary schools where admissions are open for all and
sundry.

This resulted in the standard of education in diocesan
schools coming down, the quality of students produced
was below standard; but ironically, in the last 18
years the protoganists of KONKANI in only Devanagari
script which constitute 3% of the population of Goa
13,87,807 (2001 census) succeded in having the first
Doctorate being awarded to a student of Konkani
literature in Devanagari script, by the Goa University
last winter 2005, while Konkani in Roman script is
dying a cancerous death.

The seriousness of the issue is such that in all
matters of employment where advertisements for
placement in the Goa Government and its allied bodies
appear there is a mention of language " Knowledge of
Konkani compulsory Marathi desirable " but sadly that
Konkani is in Devanagari script as per section 2 of
the Official Language Act, 1987 which does not
recognise the Roman script.

And while "Cristaos" have realised this late now mourn
this day or for that matter 20th August 1992 when
Konkani was included in the VIII Schedule of the
Constitution --- ( VIII Schedule --refers to all
languages which are recognised by the Union of India)
ironically the Hindu Saraswat Brahmins are celebrating
today at the 3rd "Saraswat Festival" at BPS Club
grounds Margao Goa.

The Archdiocese of Goa & Daman is primarily
responsible for this grave injustice done to the
Catholic community who are mainly conversant with
Konkani in Roman script, for relying heavily on the
"wisdom" "buddhi" of Mr Uday Laximikant Bhembre
(Advocate) and ex Independent MLA Margao, little
realising the undercover clandestine long term
machinations and designs intended to relegate the
Catholic community to second class status after the
Portuguese left in December 1961. As a matter of fact
it was one Mr Manjunath who at the first All India
Konkani Parishad held at Karwar mooted the idea of
universalisation of Konkani and recommended devanagari
script as the "natural script" for Konkani.

Can the harm be undone. Yes certainly. Fourteen
Catholic MLA's in the Goa Legislative Assembly all
conversant with Konkani in Roman script irrespective
of party affiliation (please note the Constitution of
India does not recognize any political party it only
recognises the majority elected members of the House
-Assembly/Parliament- who can cobble a majority and
come forward to occupy the treasury benches in the
House.) who can do justice --- for its now or never.

Amend the Goa Daman & Diu official language Act 1987
section 2 ---- Konkani means "in Devanagari script"
to this just add " AND in Roman script"

This amendment will not only do justice to "Konkani
mai" but it will also bring forth UNITY IN LANGUAGE
--- DIVERSITY in scripts --- let Konkani scripts be
Devanagari and Roman in Goa, Kannada in Karnataka and
Malayalam in Kerala etc.

The Archbishop of Goa & Daman should also petition to
the President of India, (this is besides the
voluminous signatures that have been sent to his
office by a local group) the Government of Goa should
also place the several emails recieved by the Chief
Minister Mr Pratapsing Raoji Rane and the Minister for
Education Mr Luizinho Faleiro and MLA of Navelim
Salcete Goa the largest Parish in Asia, for the
perusal and directions of the High Command,Ms Sonia
Gandhi MP and President of the Indian National
Congress and Chairperson of the United Progressive
Alliance (UPA) to obtain the Party clearance for
moving the amendment in the current session which is
of 5 days. Likewise the coalition partner Nationalist
Congress Party (NCP) should follow suit.

The attempt to introduce English as one subject in the
primary schools with Konkani as the medium of
instructions is welcome but a sly ploy not to acede to
the demand for recognition of konkani in Roman script.
It is also intended to neutralise the furore that has
been witnessed worldwide since June 2005 for the
movement of recognition of Konkani in Roman script.
The call by all lovers of diversity in script for
Konkani for boycott of the All India Konkani Parishad
from 13th February, 2006 in Goa is a litmus test to
this genuine demand for recognition to Konkani in
Roman and other scripts as well.

There is no point in for these fourteen Cristao MLAs
and one MP acting against the dictates of their
conscience for "fear of being branded as communal" it
is obvious that they ought to bell the cat or the
electorate will deal a heavy blow to them at the next
hustings.

This writer has the assurance of the Leader of the
Opposition Mr Manohar Parrikar, the President of the
BJP in Goa that they will NOT OPPOSE SUCH AMENDMENT
BILL if placed before the House. The UGDP MLA Mr
Mathany Saldanha too is in favour of the amendment.
The ex MLA and ex Union Minister for Law Mr Ramakant
Khalap is already on record that at the height of the
language agitation since September 1985 he was
vehemently advising that the Catholics should demand
Konkani in Roman script at the time the Official
language act was passed.

Yet again Goans today do not have an IDENTITY ---
while the world recognises Goa as a land blessed by
nature and its people having an unique tradition of
communal "tolerance" (not harmony) irrespective of
religion; the seeds of this tolerance is owing to the
fusion of the East meets West culture of Goa that was
evolved following 451 years of the Portuguse rule ---
which means a fusion that is inclusive of "the pre
1510 Indian culture and post 1510 - 1961 culture "---
whatever be the grim historical circumstances viz
prosyletisation -- inquisition (religion of the King
of Portugal to be that of its subjects etc ). The
"mandos" "dulpods" etc were an outpouring of this
fusion culture and this needs to be embodied as the
CULTURAL POLICY OF THE STATE not as is being
clandestinely done today viz; promoting on pre 1510
culture as that of Goa.

Therefore GOANS WORLDWIDE need to vow today to have
this agenda listed at every fora of their lives DEMAND
OF THE FOURTEEN Catholic MLA'S AND ONE MP

a) to bring an amendment to the Official language Act
1987 to recognise Konkani in Roman script
b) to define the "cultural policy of the State" to
include both the "pre 1510 and the post 1510-1961 east
west fusion " as THE CULTURE OF GOA AND GOANS.

Let this be a beginning for every Goan on the high
seas, in the Gulf countries in West and in all the
continents of the world to usher in a new era in Goa,
as we move into the second half of the new millenium
twenty first century beginning financial year 2006
-2007 before Goa turns into a mini India changing
the demographic composition of the State or ending up
as a globalised village by the end of this decade.

His Holiness Pope Benedict XVI appointed Fr. Peter Machado, a priest of the diocese of Karwar, as the new Bishop of Belgaum. The official announcement was made simultaneously at the Vatican, at Belgaum and
at Karwar at 4.30 p.m. of the 2nd of February, 2006.

The Bishop-Designate is not a stranger to Belgaum. He was born in Honavar in 1954, at a time when Honavar was part of the diocese of Belgaum. He joined the seminary for the diocese of Belgaum and I had the pleasure of meeting him as a young seminarian in the early
seventies, when I was doing my college studies in that city. In a few years' time, I met him again, now as a colleague, studying at the Papal Seminary, Pune. Two years before Peter could be ordained a priest, Pope Paul VI created the Diocese of Karwar and Peter
automatically came to belong to the new diocese. In 1978, therefore, he was ordained for the diocese of Karwar.

Father Peter was sent to Rome, where he completed his doctoral studies in Canon Law. But he never, never lost the simplicity, the accessibility and the 'down-to-earth'-ness that always characterized him. At least I don't remember him signing as Dr. Peter Machado. A
great soul in a small body, indeed!

His election to the episcopate brings joy to the parish of Honavar, to the diocese of Karwar and, obviously, to the diocese of Belgaum, which was vacant since its former Shepherd, Bishop Bernard Moras, was
transferred to the Archiepiscopal See of Bangalore. It also brings joy to the whole of the Konkan, as Bishop-Designate Peter Machado is the latest 'KonkaniCatholic' priest to be appointed bishop. He is immediately preceded by Bishop Alwyn Barreto, who was ordained Bishop of the newly created diocese of Sindhudurg (to the North of Goa) on 5th October, 2005.

Fr. Peter's appointment to the Episcopal College brings special joy to a particular group of priests from Karwar, Goa and Sindhudurg who, from the time they parted company as they left the portals of Papal
Seminary, Pune, continued to meet every year, now in Karwar, now in Goa, now in Sindhudurg, for the "Papalite Meet." This group of friends, of which I am proud to be part, had a bishop member for the
last 12 years: Archbishop Filipe Neri Ferrao, of Goa. He never missed the Papalite Meet, even after becoming a bishop and we would fix our date according to his convenience. But now that the 'episcopals' have
become three (add Alwyn and Peter), we can clearly see difficult times ahead. Will it be easy to find a date convenient to all three??

Fr. J. Loiola Pereira (Goa).

---

Thank so much Fr. Loiola!

I would just like to added from the VIS news item from PONTIFICAL ACTS of The Holy Father 2nd February, 2006.

- Appointed Fr. Peter Machado of the clergy of Karwar, India, pastor at Kone, as bishop of Belgaum (area 44,215, population 11,939,363, Catholics 29,525, priests 120, religious 426), India. The bishop-elect was born in Honavar, India in 1954 and ordained a priest in 1978.

Martins gives Dempo first victory

February 03, 2006 18:26 IST

Defending champions Dempo Sports Club of Goa signalled a return to form as they cruised past Mohammedan Sporting 2-0 to register their first victory in the ONGC Cup 10th National Football League, in Kolkata on Friday.
Their lethal Brazilian striker Ranty Martins scored a first-half brace at the Salt Lake stadium to boost their points tally to six from as many matches.
Sporting suffered their second defeat. The Kolkata outfit, who surprised aficionados with a spirited display thus far, remain on ten points from six outings.
The Goans, languishing in second last place before the match, opened their account in the 24th minute following a defensive lapse.
Jules Alberto essayed a centre from the right into the box, and Mohammedan's Zimbabwean defender David Mkandawire chest-trapped the ball, but got entangled in a misunderstanding with Wajid Ali.
As the two rearguards looked at each other, Martins seized the opportunity and in a flash put the ball home with a snap volley, giving no chance to goalkeeper Gopal Das.
As Sporting looked desperately for the equaliser, Dempo consolidated their position in the 44th minute following a fast counter attack.
With almost the entire Sporting team in the Dempo half, Martins latched on to a long through from the midfield and from outside the box drove the ball home between two defenders even as Sporting custodian Das charged out to narrow the angle.

                    REFLECTION - HUMILITY & FAITH
--------------------------------------------------------------------

Mat.9:18-26  tells  us about the Synagogue Official and  the woman
with the hemorrhage problem. Both were two different people, poles
apart. The official was a respected and wealthy member of society,
while the woman's disease made  her ritually unclean, someone whom
the devout would avoid.  Nevertheless, their urgent  need  brought
them both to their knees before Jesus.

Both the official and the woman displayed great humility and faith
when  they approached Jesus.  The official, who could  have sent a
servant to  make  his request, did not try to use his position; he
came in person and knelt before Jesus. The more we think about it,
the more remarkable we recognize his faith to be.  We might not be
amazed that  someone  thought Jesus  could heal a sick person, but
this man believed that Jesus could even raise his daughter from the
dead.  He clearly  saw  such power and  authority in the wandering
Teacher that he could believe for the impossible.  Knowing she was
unclean, the sick woman did not consider herself worthy to apporach
Jesus directly. Yet she had the faith to believe that just touching
the hem of  His garment  would heal her. In both cases their faith
was rewarded.

Humility and faith are the two characteristics we need if we are to
allow  the  Lord to  work powerfully in us.  If we lack humility we
will not approach Him in the first place. We need to admit our need,
and to have faith that Jesus is the One who can give us forgiveness,
healing and new life. He will never reject those who humbly come to
Him and ask for His help. We may be spiritually lifeless, and asleep
to everything but worldly concerns; Jesus  wants to speak to us all
by name, take us by the hand and raise us up, if  we will only open
the door to Him.  There is  no sin or weakness too great for Him to
overcome.  We can  rejoice  that  we  have  a Savior who is able to
deliver  us  from our sins in  this life and raise us up to eternal
life when we die.

Lord, grant us the humility to  recognize our need of You, and  the
faith  to believe  that You have the power to heal us, whatever our
problems.

a) deployment of security personnel both from your
Naval authorities and the Deputy Commissioner of
North Canara at your establishments and the Polem
checkpost b) and your press release on the local
dailies i) Karavali Munj (Coastal Morninger) Kannada
edition dated 1/2/2006 2/2/2006 and Vijay Times
Kannada edition stating that devotees would not be
permitted for the Feast or "ANY OTHER RELIGIOUS
ACTIVITY" ;
we register our formal protest --- to what we consider
as an insult -- to
a) our Constitutional right to freedom of religion
(albeit honouring the security considerations and
national interests )
b) to your acts which is contrary to documentary
evidence between the Sea Bird with the Govt of Goa and
the letter of Admiral Sushil Kumar ex Chief of Naval
Staff New Delhi ) to the Archbishop of Goa and Daman

At the meeting on 2/2/2006 the undersigned had with
your representative he was shown documents and
allowed to take photocopies of
a ) 3 Nos of Form I & XIV to show that the Island is
still under the revenue district of South Goa
Canacona Taluka Survey Nos 1, 2 & 3 admeasuring
34.0075 Hectares Occupant Govt of India Ministry of
Defence Indian Navy
b) Minutes of the meeting dated 8th July, 1987 held by
the Jt Secretary (Navy) with the Chief Secretary of
Goa Mr K K Srivastava on 6/6/1987
c) Order from the Collector of South Goa dated 8th
December, 1987 and 26/7/1989 transferring the Island
to the govt of India Ministry of Defence
wherein it is clearly stated among other things
------ the compensation as regards the market value of
the land gneral produce, structurem etc; standing
therein shall be paid by the Ministry of Defence as
and when the same is worked out and intimated to the
Ministry of Defence. -----
----- the Navy SHOULD allow on the Island the
celebrations of customary feast of St Francis de
Assisi & Nossa Senhora de Brotas subject to security
considerations.
d) letter from then Chief of Naval Staff CNS/SB/2005
dated 24/04/2000 where the Navy will maintain the
precious and historical shrines in pristine shape (yet
the St Francis de Assisi Chapel is in ruins as per
photographs with this writer -- and also posted on the
website www.colaco.net )
e) letter from then Minister of Defence Mr George
Fernandes dated 24th April 2003 to the then Leader of
Opposition and present UPA Chief and President of the
Indian National Congress wherein the then Station
Commander had misled the Defence Minister to believe
that --- over a DOZEN temples -- (it was only ghumties
on the main land of Karwar and one Somnath temple
which was razed to the ground and deity relocated and
placed at entrance gate of Sea Bird Project at
Killebag near Binaga which was perhaps agreed to by
the State Government of Karnataka ) but this had
nothing to do with our agreed terms and ought not to
have been linked --- which has now resulted in the
misplaced animosity between the two religious
communities) and therefore the Defence Minister felt
-- that " we need to follow an uniform policy towards
people of all religions..

He was also explained and simultaneously requested to
make notes on
the historical religious significance of the Island
and the religious structures thereon viz:
a) Portuguese began their adventure from this Island
in September 1498 and left the Island on 22nd December
1961
b) A martyrs memorial depicting the names of 7 Indian
Army soldiers is erected atop the Island. The soldiers
were fired upon as they approached the Island as
Portuguese were unaware that Goa was Liberated on
19/12/1961
c) the Church was the first built in 1500 by the
Portuguese (second is the St Catherine Church at Old
Goa) much before the now demolished Babri Masjid
(1505) the Birth of St Francis Xavier (1506) and the
Taj Mahal
d) it was accorded in the 16th century the insignia on
the Altar of the Mother Church by the then Pope (the
other is at Reis Magos at Betim Bardez Goa)
e) the church was re-built in 1682 and present edifice
is of 1729. The first mass was said on 22 August 1500.

It was also clarified that the "security
considerations" is not a new development as it was
envisaged in 1987 itself, and no one would grudge
being subjected to even stringent checks if need be.
Incidentally it was pointed out that unless the Naval
authorites develop fine public relations with the
civilians both in Goa and Karwar --- as they recently
did permitting the civilians to visit the INS Kadamba
on Navy Day and for the first time participated in the
Karavalli - Beach festival -- karwar the threat
perception could well be from within then from outside
at wartime.

Apparently satisfied with the detailed elaboration of
facts and clarigying misapprehensions the Commander
Venugopal agreed to place this for the perusal of the
higher authorities viz; Officials of the Integreted
HeadQuarters Ministry of Defence (Navy) at New Delhi.

This writer also gave an interview to the Managing
Editor of the local Karwar daily Karavali Munj and
documentary evidence to place on record the facts and
amend the inaccuracies.

Some residents from Karwar who met this writer also
mentioned that the Navy did not permit the Mass at the
graves on Souls Day 2nd November, 2005 at Baithkul
(which is now acquired by the Sea Bird). Though this
writer sympathised with them it was made clear to
them that it is for the Government of Karnataka to
take up this matter through their Karwar MLA Mr G Bhat
((with whom incidentally this writer interacted last
31/12/2004 at his residence in Karwar)

It was clear from the meeting that the entire
population of Karwar were in favour of continuance of
the Feast and that a few miniscule persons could not
hold an entire community at ransom.

In conclusion it was made clear that the mishandling
of the situation by then Commdore B R Rao Station
Commander Sea Bird was the reason for the Feast not
being held for the second year in succession.

It is expected that before the 4th October 2006 Feast
of St Francis de Assisi the authorities will restore
the dilapidated Chapel and also ensure celebration of
the Feast and that the INS Kadamaba should not mix up
the Karnataka Government decisions with that of the
Government of Goa.

Thanking you in anticipation

GODFREY J I GONSALVES

I just want to thank Mr. Godfrey Gonsalves gonsalvesgodfreyji@...>
for all his efforts & hard work he put in this matter.

I personally, appreciate his work.

It seems our Goa Govt doing nothing about this. Perhaps, busy with
quick money making because nothing is certain that the Govt will
survive till the end of its present term. So make hey while the sun
shines.
And what about our Goa church authority ? Are they too busy too?
I remember the church involvement in 'Konkan Railways Movement' in
early 90s, then again Meta Strips etc but what they achieved so far ??

I know the whole 'Anjediva Island' is now taken over by Navy and
also know it will not allow any one there due to security reasons
but access to the island/church one or two times a year is not too
much to ask. Any way, Navy should abide by the conditions put at the
time of said transfer (of island to Navy) which include access to
the island/church twice a year.

We used to go there for the feast regularly. Last time we went there
around 1991 we used to reach the island by motorised canoe/boad from
the nearest Binaga beach (near Karwar). But two years ago, when I
went there with family and friends with a specially hired busses
from Goa, we all had to come back dissappointed as Navy did not
handled it very well. Last year too, we went to Goa to be there just
in time but once again disapointed as no one was allowed in.

Godfreyji, you have all our backing.
Keep up the good work.

I intend to send you a small donation as a token of my appreciation
and to help you to continue with this movement etc

Thanks once again,
Joe

The wine and dine culture

As an indicator of Indians moving on to the international scene, the culture of wine drinking in India is on the rise. This is indeed a recent trend especially in much of India since wine was not considered a drink strong enough for the Indian male.
For most Indians, drinking is taboo and was associated with loose living. But with time the social taboo over liquor waned and it became an acceptable to drink on social occasions and celebrations such as weddings or on auspicious days such as ‘holi’.   For the traditional Indian, especially in the north, liquor meant whiskey or rum or vodka. For liquor was required to be strong enough to give one a ‘kick’, if it was drunk at all. Then again liquor had to be consumed until the bottle was over or until one acted tipsy. This perception was fortified by the Indian cinema where only villains or the ‘baddies’ were seen tottering with a bottle. Drinking was therefore portrayed in a bad light despite the fact that most of the film fraternity both actors and actresses consume alcohol. With Indians getting into the foreign loop and having tasted the good things of life, wine drinking has slowly crept into Indian culture. Wine at first was considered only for ladies while the macho male still clung to his ‘stronger stuff’. However over the years, wine has come to be accepted both by men and women especially those who have lived or traveled abroad.
The culture of wine in India began somewhere around the early ‘90’s, when the first Indian brands such as Sula hit the market. Wines however in India are limited both in the areas grown and the variety. The oldest of the areas is the Pune-Narayangoan areas where Sula varieties of wines come from. More recently Grover’s have located their vineyard near Bangalore. India with its diverse climatic conditions would be in a position to have vineyards in the upper Kullu and Manali regions as also in several parts of the Northeast. But since there is no tradition of wine in these areas, the scientific cultivation of vineyards has not progressed beyond some homemade local varieties of wines. Now with the growth of the Indian market for wine, there is a significant increase both in the acreage of vineyard cultivation as also better species being cultivated.
Wine however is still not fully accepted as compared with the figures of consumption. For the Indian market consumes only 5 million cases as compared to 50 million cases in China.   For many of these who came to Goa, the mindset was usually that the state was cheap in liquor and girls. Ask many of those who work in hotels and they would tell you that this is one of the first requests that these people will make: open a bottle of liquor or where to find girls. Of course this class of tourists are certainly not wine drinkers but bibbers who come to Goa only to get drunk!
With the Indian moving up in wealth, culture and travel, a significant number have now taken to wine drinking. Goa with its Latin background had always maintained a tradition of wine drinking especially at dinner. It was tradition for Goan families to serve port wine after dinner. But of late, wine drinking has grown in many of the metropolitan centers of the country. The biggest wine market in India is Delhi, Mumbai followed by Bangalore and then interestingly enough Goa. Goa even during the Portuguese era retained a tradition of wine drinking. Today however, it is the tourists who are the largest consumers of wine in Goa.. This is since they would normally drink wine with their meals at home. Thus even small beachside restaurants stock wines.
Goa with its Portuguese tradition of wine has a few distilleries that have now got into the act of making wine. The Tonia Distilleries owned by the Sequeira Brothers in Raia have experimented in white wines. Goan wines however have still to perfect the finer art of distillation that prevents the residue from reaming in the wine. Further the corking and the labeling – the finer aspects of wine have yet to be mastered. Port wine derived from the Portuguese continued to be made in Goa much after the Portuguese left. Over the years there has been little improvement in the quality of this wine. Still the tradition remains and for those who prefer the sweeter variety of wine, Goan port is a good choice.
With liberalization, the government now allows the importation of wine. Many of the local goan producers have found it profitable now to import Portuguese wine rather than to manufacture a local variety. Thus Portuguese wine is imported in barrels and then bottled in India. There are even certain outlets dealing exclusively in wine.  ‘O Nau’ in Panjim vends Portuguese wines while Venite also at the Panjim market sells a variety of both local and imported wines. In India, for the purposes importation duties and sales tax, wine is still clubbed with alcohol with significant high duties. Placing wine within a concessional tariff would make it affordable and bring many more people into drinking wine rather than consuming alcohol.
With the increasing in the custom of wine drinking, many of the fashionable eating-places in Goa now instruct clients on the right combination of wine and food. Restaurants usually advice clients to try a ‘merlot’ when ordering spicy foods such as masala chicken or a biryani. The white wines are generally recommended with fish dishes. For celebrations the gourmets would suggest bubbly Champagne like ‘ Madame Pompadour’. Wine with dining has become a regular feature in Goa.
Of course the culture of wine drinking in India has a long way to go. With only 3 million bottles drunk a year, it compares to a half a teaspoon per head as against 60 litres per head by a Frenchman. But with the awareness of wine being good for the heart created in India, several social drinkers have now taken to wines. With India moving on to the global scene with the inflow of tourism and economic growth, the culture of wine drinking will continue to grow in the country.

Qatar Indian mission to ‘blacklist’ company

The embassy of India here has initiated blacklisting procedures against an aluminium fabrication unit managed by an Indian from Kerala for allegedly harassing and not paying salaries to at least 10 fellow Indian workers.

The workers are Keralites and, according to embassy sources, they arrived here nearly six months ago. They complained to the mission about non-payment of salaries a few days ago. "They told us they were not been paid salaries for the past four to five months," said an embassy source.

According to him, after the firm came to know that the workers approached the mission, they were threatened of "dire consequences".

They returned to the mission the next day refusing to stay on at the company quarters. The flashpoint was when one of their colleagues, Praveen, despite being ill, was handed by the company over to the law-enforcing agencies on a false complaint, said the embassy source.

The mission has provided the workers shelter at its premises and asked the company to bring their passports and air tickets along with their salary arrears so they could be flown back home. The workers paid huge sums to a manpower agent to get jobs here. The agent will be forced to refund their money, said the source.

"We have written to the Protector General of Emigrants in India to blacklist the company and forwarded a copy of our recommendation to the external affairs ministry," said the embassy source.

He said that if the company manager did not listen and failed to bring the passports of the workers and air tickets along with their salary arrears, his passport would be impounded.

"Many people are not aware of the powers an Indian mission abroad has. We can impound the passport of this manager if he refuses to pay the arrears to the workers and let them return home," said the official.

Parents slam teacher over punishment of students

Arab Times: Some 5th standard students, studying at an Indian school in Abbassiya, were allegedly meted have punishment by a teacher, says a parent. The punishment is said to have left them 'bedridden' for 2-3 days and they had to be bodily lifted and carried as their legs were rendered incapable of movement due to 'excruciating muscular pain'. According to one parent, 12 boys were a to do 45 sit-ups each as punishment, which she said was too much for these 10-year olds, who are not accustomed to any such grueling physical activities.

Subject: [KonkaniCatholics] February 4: Remembering a Portuguese Martyr in India

ST. JOHN DE BRITTO
Martyr (1647-1693)

Don Pedro II of Portugal, when a child, had among his little pages a modest boy of rich and princely parents. Much had John de Britto - for so was he called - to bear from his carelessly-living companions, to whom his holy life was a constant reproach. It is stated that when John de Britto as a child fell grievously ill, his mother, a lady of noble family connected with the court of Lisbon, invoked the aid of St. Francis Xavier and dedicated her son to him. In answer to her prayer, he recovered, and his mother vested him for a year in the dress worn in those days by the Jesuit Fathers.

From that time John's heart burned to follow the example of the Apostle of the Indies. He aspired only to wear the habit of the great missionary and to devote his life to the conversion of the infidel. At the age of fifteen, he made application to be received into the Society of Jesus. He gained his wish. His success in studies was so remarkable that great efforts were made after his ordination to keep him in Portugal, but grace triumphed, and in 1673 he set sail for Goa with sixteen of his fellow-Jesuits. The rest of his life except for a brief interval, was spent amid incredible hardships and hindrances of all kinds in evangelising Southern India. When John's mother knew that her son was going to the Indies, she used all influence to prevent him from leaving his own country, and persuaded the Papal Nuncio to interfere. "God, who called me from the world into the religious life, now calls me from Portugal to India", was the reply of the future martyr.

He was soon made Superior of the Madura mission and travelled most painfully on foot through all that vast region, only ten degrees North of the equator. Those who worked with him, in their letters to Europe speak in glowing terms of his courage and devotion, of the extra-ordinary austerity of his life, and of the rich harvest of conversions - as many as 10,000 - which were the fruit of his labours.

For fourteen years he toiled, preaching, converting, baptising multitudes, at the cost of the privations, hardships, and persecutions. At last, after being seized, tortured, and nearly massacred by the heathens, he was banished from the country. Forced to return to Portugal, John once more broke through every obstacle, and went back again to his labour of love. Like St. John the Baptist, he died a victim of the anger of a guilty woman, the niece and one of the four wives of Teriadeven, a convert Maravese prince, whom the prince had put aside. She had him tortured in prison and when he refused to leave the country, the rajah ordered John executed. "I await death", he had written to the Father Superior, "and I await it with much patience. It has always been the object of my prayers. It forms today the most precious reward of my labours and my sufferings." De Britto and others were taken and carried to the capital, Ramnad, the Brahmins clammering for his death. Thence he was led to Oreiour, some thirty miles northward along the coast, where his head was struck off on 11 February, 1693. At the execution site, he knelt in prayer, and the rajah's order was read. The executioner hesitated; John told him, "My friend, I have prayed to God. On my part, I have done what I should do. Now do your part." He did.

When the news of his execution reached Lisbon, King Pedro ordered a solemn service of thanksgiving; and the martyr's mother was there, dressed not in mourning but in a festal gown. St. John was canonised in 1947.

"Not to answer the vocation as you ought, would be to provoke the justice of God" (St. John de Britto)
