o       Jerry Fowler is Staff Director of the Committee on Conscience at the United States Holocaust Memorial Museum. Mr. Fowler previously was Legislative Counsel for the Lawyers Committee for Human Rights, where he worked on a broad array of human rights issues, including international justice and refugee and asylum policy.

o       Mohamed Yahya is Founder and Chirman of the (RMCE) Representatives of the Massaleit Community in Exile, in Egypt 1995 and was brought to Charlottesville Virginia in 2000. This group is the first group who addressed the issue of Darfur to the International community, through UN,HRW and others.

  1. Understanding the conflict: Humanitarian Aid and Displaced Persons

What is the biggest challenge that humanitarian organizations face?

The biggest challenge CARE faces is insecurity, due to continued fighting limited access to populations in need.

While access and issuance of travel permits to areas are improving, national policies are not always communicated and are inconsistently applied. This greatly hinders agencies’ abilities to plan and support provision of urgently needed humanitarian assistance.

CARE, in partnership with other non-governmental organizations (NGOs), is calling on the Sudanese government to ensure that humanitarian agencies have rapid, unimpeded and sustained access to populations in need and to ensure the protection of civilians, humanitarian workers and supplies. http://www.careusa.org/newsroom/featurestories/2004/aug/08172004_sudanqa.asp
