Thanks Rick. The thought was a waterproof glue (Titebond II) would seal it when bonding it to the plywood and then the ties on top. So you would not recommend

Jim, Foam core has paper laminates on both sides. You'll get some wrinkling if it gets wet and it can pull up. In extreme wet conditions, like gluing down
