Those attending CTOC meeting yesterday at the 411 building , current offices of Valley Metro Rail, heard from Light Rail Director's  Rick Simonetta that contracts are upwards to $700 M. Some receiving contractors are Archer Engineers, Parsons Brinkerhoff, Keiwatt Mass Electric,etc..

Hines and A&L Investments to Develop Mixed-Use Project in Downtown Phoenix

The Phoenix office of Hines, the international real estate firm, and A&L Development Phoenix of McLean, VA, announced today plans to develop a mixed-use project named Central Park East. A portion of the project is a public-private partnership between the two firms along with the city of Phoenix on behalf of Arizona State University. The 1.4 million-square-foot development will be located in the heart of downtown Phoenix on the northeast corner of Central Avenue and Van Buren Street. The transaction was arranged by Jim Fijan with CB Richard Ellis. Land acquisition financing was provided by Guy Cools and Robert Riley with Artesia Mortgage Capital Corporation.

Designed by Smithgroup, Central Park East will contain the following interconnected components: a 10-story podium will contain 35,000 square feet of for-lease retail space on the first level; 205,000 square feet of classroom/office space that will serve the new downtown campus for Arizona State University; and a 510,000-square-foot parking structure will contain 1,230 above- and below-grade parking spaces. Rising from the podium will be 320,000 square feet of for-lease, Class A office space in a 12-story building; and 345,000 square feet of for-sale condominiums in a 30-story tower.

Phoenix Mayor Phil Gordon commented that "This is yet another example of the good things that can happen when the private and public sectors are able to partner for the benefit of everyone involved. It is also a good indication of the endless ways our new ASU campus will change downtown Phoenix for the next hundred years and beyond."

The project will begin construction in the fourth quarter of 2006 and is scheduled to be completed in the second quarter of 2008. Jim Fijan and Jerry Roberts with CB Richard Ellis in Phoenix will be marketing the Class A office space.

“Hines and our joint venture partner are proud to work with the city of Phoenix and Arizona State University to deliver a dynamic mixed-use project that will not only enhance the downtown skyline, but will also provide a true live-work-play environment,” said Hines Senior Vice President Clayton Elliott.

Hines has been active in the Arizona market since 1996. The firm developed 24th at Camelback in Phoenix; the America West Holdings Corporation Headquarters in Tempe; and the Vanguard Campus in Scottsdale. The firm currently owns/manages approximately one million square feet in the greater Phoenix area.

Gee, if everyone is going to ride to and fro on the streetcar to get to these exotic places, why do they need a 1,230 parking spaces. A couple of hundred ought to suffice!

Free Phoenix Workshop on Neighborhood Code Compliance

If you live in Phoenix, make plans to sign up for a free workshop that addresses neighborhood code enforcement and what it means to you from 9 a.m. to noon Saturday, Oct. 8, at the Washington Adult Center, 2240 W. Citrus Way.

The workshop, “Neighborhood Code Compliance,” will focus on how a reported violation such as junk, vegetation, non-permitted construction or graffiti on property is handled; how inspections are conducted and documented; and how the court process works for such violations.

It is one of a series of seminars sponsored by the city of Phoenix Neighborhood Services Department that addresses neighborhood improvement. Future topics to be discussed include how to create an effective neighborhood newsletter, understanding landlord/tenant rights and graffiti busters paint sprayer training.

Believe it is the 20 miles, the CPHXEV line or Central Phoenix East Valley Light Rail.
 
Bob, i don't see where Carter Burgess planned this 20 mile line to go into Sky Harbor so why did Tevlin have the City Council  authorize 1/2 million dollars in aviation funds?

As far as I'm concerned this is a federal RICO case.  I swear that if I
have to work with the New Times to break it and bring the developers
and politicians involved to justice in federal court, I will do it.

There are investment consortiums and developers using TOD and Maximum
Density Zoning on the taxpayer dime who will benefit.  Is the same
property tax revenue being collected on this property as any other
business or multi use facility has to pay?  Is this the leased public
land deal?

We'll see.

If so, it's the most egregious abuse, possibly criminal, of publicly
owned assets I have ever seen short of the light rail itself.  At least
that was voted on, however nefariously.

form is the subsidy? TIF? Tax breaks? Direct grants?

The way the city has been "partnering" on these projects is for the city to retain title to the parcel until the project is completed. That way the developer doesn't have to pay any property taxes while the project is under construction.

Just under construction?  Sure?

I heard of a project where the state (or ASU) will retain the property
and the developer just leases it at a below market rate and obviously
doens't pay prop tax because the land is still owned by the state (or
ASU).

I'd like to confirm.

The more I see "public-private" the more I'm beginning to think *RICO*.

In other words, a subterfuge to hide the free subsidy to developers who "play the game" and support the city's costly and useless ideas.

Phoenix Selected as a Model City by the National League of Cities

The National League of Cities (NLC) has selected Phoenix as a model city for its commitment to improving the lives of low- to moderate-income families by developing initiatives to foster asset building and financial literacy. As part of the honor, Phoenix will host representatives of the NLC and six cities on Oct. 13 and 14 to showcase the ways in which city leaders can support and/or initiate asset-building initiatives within their own communities.

As a highlight of the visit, the city of Phoenix Human Services Department will demonstrate its work on local asset-building initiatives including the Earned Income Tax Credit Campaign, Financial Education program and Family Self-Sufficiency program. Municipal leaders from the visiting cities will learn ways to succeed in their efforts to lift families out of poverty and to achieve a level of sustainable financial security.

"We are honored to have been recognized by the NLC for our success in launching innovative asset-building initiatives and are pleased to have the opportunity to assist other U.S. cities, both large and small, by furthering their efforts to reduce poverty and bring benefit to their local economies," said Phoenix Mayor Phil Gordon. "As we work closely with low-income families to secure personal credit, attain achievable goals of budgeting and savings, and realize long-term dreams of home ownership, it is easy to see that everyone wins...families become financially stable, the entire community becomes stronger and the quality of life for all Phoenix residents is improved."

The visits are part of the NLC's 16-month technical assistance project, Cities Helping Families Build Assets, where Phoenix, along with Baltimore, Indianapolis and Miami, were selected as models for their contributions to help their citizens secure financial stability. The cities visiting Phoenix include Durham, N.C.; Grayson, Okla.; Itta Bena, Miss.; Louisville, Ky.; Orlando, Fla.; and Savannah, Ga.

Each host city will focus on one of the following important asset-building strategies: financial literacy; homeownership counseling and incentives; asset accumulation strategies, such as savings campaigns; and Individual Development Account programs or asset protection to help families avoid predatory lending practices and other wealth-stripping traps. Phoenix will focus on financial literacy and asset accumulation.

NLCs Institute for Youth, Education and Families has partnered with the Annie E. Casey Foundation to support participating cities efforts by providing training, technical assistance and other tools and materials.

Study to Identify Historic Hispanic Properties

The City Council today approved funding for a study that will identify and document historic properties associated with the city’s Hispanic heritage.

The study, funded by up to $40,000 in bond funds and a $10,000 grant received from the Arizona State Historic Preservation Office, will develop an overview of Hispanic history in Phoenix and identify significant properties through archival research, community outreach, oral histories, field reviews and photography. Eligible properties will be nominated to the Phoenix Historic Property Register and National Register of Historic Places.

“The survey is an important tool in identifying the city’s rich cultural history,” said Historic Preservation Officer Barbara Stocklin. “Once we have determined sites to be historically and architecturally significant, we then can work with property owners to preserve these pieces of history.”

The Hispanic survey is the second in a series of four ethnic heritage property surveys. The first, which focused on African-American heritage, was completed in October 2004. The two upcoming surveys will focus on Asian-American and Native-American heritage.

The Hispanic historic property survey will be completed by Athenaeum Public History Group, a consultant selected through a request for qualifications process. Athenaeum also prepared the African-American historic property survey.

The contract with Athenaeum was recommended for approval by the city’s Historic Preservation Commission and City Council Housing, Neighborhoods and Historic Preservation Subcommittee.

The REAL desire to preserve Hispanic history has already been amply demonstrated by our local Hispanic County Supervisor Queen Bee, Mary Rose Wilcox, who destroyed an historic house because she "didn't know" it was an illegal act.

 Linda, on the note of  parking violations on dusty lots, have you seen all the digging downtown for light rail on downtown streets now. The light rail activity is  creating a greater particulates problem and  MAG is so tightly regulated to not have ONE more violation. Think they will fudge on the pollution reporting ? Michael Walters, represented by Attorney Grant Woods,  has recently  won such a  whistleblower case  for finding Maricopa County provided false environmental figures to the bonds underwriters.

I did see some of the digging downtown and have been trying to avoid downtown like the plague. I'm sure they fudged the reports to say there would be ever so marginally less pollution as the result of light rail and the real pollution numbers will probably be more like double when they realize the rail line doesn't go where most people who drive need to go.

Maricopa County has a "DUST REPORT" line ... 602-506-6616.
 
We should be reporting all occurrences of dust being generated by the streetcar construction. If a contractor is not properly watering down the area under construction, it is a violation.
 
Be sure to ask them to report back to you about the results of the Inspector's observations, and who the contractor was. That will make them record the information in the report, a public record.

I have the phone number in my cell phone ... I call as soon as I see it ... otherwise, they will send out an inspector the next day, and (surprise!) they find nothing.
 
The bureaucracy has more than  one way to "skin the pollution cat", so that the numbers don't get too bad for Uncle Fed to swallow.

Because he could get away with it.

I was just reading thru the transit package I got.  They are
short of money.  Not one mention of rebuilding buses.
Oshkosh is offering to rebuild and update the army trucks
that they build for about 70 percent the cost of a new truck.
When I talked to MCI, they indicated that they would rebuild
transit buses for about the same percentage.  Not sure if that
is 70 percent of cost when new, or of replacement cost.
Still, 30 percent savings is pretty good, unless it is someone
else's money and you get your kicks out of spending someone
else's money.

Not one mention of Hybird buses.  GM has some out on test.
Last week in Denver, I rode the free Hybird buses, but couldn't
find out who made them.  They are Free to ride, have 4 doors
on each side, have rather long overhang front and rear.
AND THEY ACCELERATE AT A RAPID RATE.  Not like these
new articulated buses.  I think the inspiration for their design was
a WORM.
In Yosemite, they have Hybird Buses made by Gillig.  I didn't get
to ride one, but they looked to have good acceleration.  Not
much chance of seeing one of those on Phoenix streets,
THEY ARE MADE IN THE USA. I think their factory is in the Bay
Area, so it is not too far to get maintenance and parts.

By the way, I rode all the LRT (trolley and commuter) lines in
Denver.  It cost about $5 for the wife and me to ride round trip
on the system. I probably could have cut it in half if I had known
how the system worked.  I didn't see anybody else buy a
ticket.  It is an honor system so everybody must have had a pass? ? ?

Believe it is the 20 miles, the CPHXEV line or Central Phoenix East
Valley Light Rail.

Bob, i don't see where Carter Burgess planned this 20 mile line to go
into Sky Harbor so why did Tevlin have the City Council authorize 1/2
million dollars in aviation funds?
