Don’t be swayed by day’s headlines, Dr. JP counsels party leaders

Lok Satta Party President Dr. Jayaprakash Narayan today counseled party cadres not to set their agendas going by the day’s newspaper headlines or hourly news bulletins on 24-hour news channels.

 

Addressing a meeting of party candidates who contested the 2009 Assembly elections and party leaders from districts, Dr. JP said true leadership lies in leading people and not being swayed by momentary passions. A political party should behave like a compass and not as a weather-wane.

 

The Lok Satta Party, he made it clear, did not view the current agitations for and against Telangana as a fundamental issue. A threat to freedom or secularism could be a fundamental issue but the formation of Telangana or keeping the State united was just a political, administrative arrangement. It is true that people are swayed by sentiment on both sides. But a mature political party should not be swayed by agitations carried on by a vocal minority to whichever region it belonged to. It should reflect calmly on the repercussions of any stand it might take.

 

Dr. JP refuted criticism in certain quarters that he had undertaken the Delhi mission as part of a secret agenda. The Lok Satta does not have a private agenda that is different from its public agenda. All that he had suggested to Central leaders was that peace, order and sanity should be restored as a top priority. He had told Central leaders that Delhi, having taken a decision on Telangana, could not resile from its stand even as it could not ride roughshod over Andhra Pradesh by forcibly imposing its will. A just solution would emerge only when the interests and aspirations of people in all the regions were considered. Discussions would narrow down differences and open the way for a settlement acceptable to all.

 

The Lok Satta would endorse whatever settlement that emerges after such wide-ranging consultations, Dr. JP said.

 

Meanwhile, the party would send a team comprising representatives of the three regions and representing all districts would go round district headquarters and municipalities and municipal corporations in the State, organize discussion forums and try to ascertain what their problems were and how the division of the State or failure to divide it would help them. The team will also organize gram sabhas in select villages.

 

During the day-long meeting the participants divided themselves into groups and discussed the party’s stand on the current political crisis as well as the action program the party should undertake.

Lok Satta Party President Dr. Jayaprakash Narayan today appealed to common and middle class people to immediately call off their indefinite fasts or fast unto death all over the State as part of their agitation either for separation of Telangana or against States bifurcation. They should not risk their lives and future as also that of their near and dear by being carried away by momentary passions since none will bother about them after the frenzy dies down. The rich and the powerful might stand to gain in many ways by resorting to indefinite fasts but not the common and middle class people. Dont become scapegoats in the games being played by political parties for short-term political gains.

Dr. JP also appealed to people not to resort to bandhs and rasta and rail rokos which are playing havoc with the lives of daily wage earners, those in need of critical medical care and the studies of students. People could express their opinion through non-violent agitation without hurting others. They are welcome to turn their wrath against political parties which have played with their lives by rousing their primordial loyalties. He requested the media to help cool down tempers among people and the thinking people in all parties and organizations to shed their silence and work for restoring sanity in public life.

He was addressing the media after his return from Delhi where he met Prime Minister Dr. Manmohan Singh, UPA Chairperson Sonia Gandhi, Opposition leader L. K. Advani and Union Finance Minister Pranab Mukherjee as part of his mission to defuse the present political crisis in the State.

His dialogues with national Government and party leaders, he said, had convinced him that the Government of India would come up with a solution that takes into account the aspirations and concerns of people in all the regions of the State. The Government of India is fully cognizant of the gravity of the situation.

Dr. JP said that there is no magic formula that can simultaneously accommodate the demands for the States division as also for keeping it intact. Any solution will involve a give and take on the part of all the stakeholders. The Government of India cannot be expected to backtrack on a stand it has already announced in public but at the same time it is in no position to impose its will on a major State in a federal setup by riding roughshod over public opinion. There wont be any winners or losers in democracy. A win-win formula that takes into account the views of all stakeholders in all the regions has to be worked out.

Dr. JP repeated his contention that the formation of a separate State would neither be a calamity not a panacea to peoples problems.

In reply to a question, Dr. JP said he would term physical attacks on opponents as uncivilized and beastly. In reply to another, he said he had gone to Delhi on his own as a citizen concerned about the raging regional fires in Andhra Pradesh. Resignations by legislators were unwarranted since they are expected to utilize the forums available to them to resolve issues and not to abdicate their constitutional responsibilities.

To defuse AP crisis

The Lok Satta Party today refuted reports in a section of the media that its President Dr. Jayaprakash Narayan had called on BJP leader L. K. Advani at the suggestion of Congress President Mrs. Sonia Gandhi.

Talking to the media, party leaders Mr. Katari Srinivasa Rao, Mr. Beesetti A. Babji, Mrs.K. Geetamurti, clarified that Dr. JP had sought an appointment with Mr. Advani long before he met Mrs. Gandhi and called on him as scheduled.

The leaders pointed out that Dr. JP is on a mission to Delhi to help resolve the current political crisis in Andhra Pradesh.

In his meetings with national leaders, Dr. JP has been underlining the need for cooling down the inflamed passions in both the Telangana and Andhra regions of the State. The Government of India made a clear policy statement on December 9 based on its judgment of the prevailing situation and the clear impression given by political parties in Andhra Pradesh that they would support formation of a separate Telangana State.

Dr. JP is making the point that a solemn assurance of the Government of India should not be taken lightly, and cannot be violated at will. The credibility of the Government of India is critical to nation building and cannot be frittered away for political expediency. Equally, India is a federal, democratic republic and the Government of India cannot impose its will on a major State and ride roughshod over peoples concerns and aspirations. We have a complex situation in which a part of the State wants separation and the rest of the State wants integration. Both demands cannot be accommodated simultaneously. The Government of India has to act with great wisdom, credibility, and foresight. Nothing should be done unilaterally. The people should be given full opportunity to express their opinions on the future of the State. There should be give and take on both sides and a satisfactory settlement, which fulfils aspirations of all people and addresses the concerns of all regions, should be arrived at. There cannot be a knee-jerk and ad hoc approach to the problem. There cannot be winners and losers in a democracy. It has to be a win-win situation for all.

The Lok Satta leaders underlined that decisions in a democracy have to be taken through constitutional processes. Cynical exploitation of peoples emotions for short-term political gain would cause disaster to our republic. India is a mature democracy and behave like a mature democracy and not like Ruwanda in which ethnic conflicts claimed 800000 lives. Problems are challenging but not intractable. With goodwill we can find a way out.

Pending the finding of a permanent settlement, the Government of India should not sit idle. The Pranab Mukherjee committee on the Telangana issue produced precious little after six years of its constitution while the Rosaiah committee was a non-starter.

Both the Central and State Governments should turn the present the crisis into an opportunity to put an end to centralization of power. For instance, regional committees of legislators with full autonomy and powers to enforce existing arrangements like the six-point formula could be formed. The Government of India should come up with a package to address backwardness in different regions of the State.

People should realize that whether the State is divided or not all of us live in the same territory and speak the same language and have to coexist with mutual respect. The Lok Satta wont compromise on the interest of any region and will fight to ensure justice to everybody.

The Lok Satta leaders called upon the youth and students not to waste their time on emotional outbursts but work together to change the nature of politics in Andhra Pradesh. Thanks to the chicanery, unbridled corruption and cynicism of major political parties millions of people have been leading miserable lives for decades. The Telangana problem has exposed the cynical flip-flops of major political parties.

It is time that all likeminded persons who care deeply for the country, no matter in which party they happen to be, forged a new political force and transformed the State and the country.

As the economy is growing at a comfortable rate, the limiting factors clearly are poor infrastructure, productivity of labor and failure of rule of law. All these three are integrally linked to governance. Nothing demonstrates the failure of governance as the incapacity to bring the guilty to book, resolve disputes, and enhance legitimacy of the state.

India has a proud record as a robust democracy for nearly six decades. Competitive elections, political freedoms, peaceful and civilized transfer of power, and genuine authority vested in elected governments these are the essence of a functioning democracy. India deserves a pride of place on all these counts. Our political process did give us stability, promoted modest economic growth, and helped reconcile conflicting interests. However, there is also much that is wrong with our politics. Corruption, cronyism, criminalization, abuse of authority, failure of rule of law, sectarianism all these have impeded our progress, and we, as a nation, fall far short of our true potential. All of us are only too ready to blame our politicians for these failings. Such vilification and emotional outbursts may provide us temporary outlets for the pent up anger, but do not address the real problems. But we could not act: isolation, lack of direction, and utter helplessness hampered us. You know that Lok SattaParty is a response to this challenge and you are an importantpart of this movement. Lok Satta Party is privileged to have you on board as member for year 2009.

My dear fellow Lok Satta colleagues,
The message from LSP is clear that the solution is in forming an empowered local (City/District) govts for each of the district and also making them financially independent to large extent. Small states do not necessarily provide good governance as has been seen in the past except that one more Governor, CM and Cabinet etc. This article of JP clearly analysis the pros and cons of bifurcation. It is for people to see the impact of bifurcation rather reacting to emotions. Saying no to small states is not enough as it becomes sentimental, LSP suggests better alternative (Empowered local govt see www.votemumbai.org for urban local govt for example OR see sixth report of second administration commission (ARC) report on local govts - JP was a member) andalso explainswhy smaller states are not necessarily viable). Politics is for harmonising the conflicting interests and reasoned debate is the answer rather simply saying no to telangana OR yes to telangana. That is what Lok Satta is trying through public posturing as well as back door channels at appropriate levels.

Asking for consensus is all good and fine, but to make an impact as a political leader for the masses, JP has to take a stand one way or the other. People look for guidance from their leaders and when opportunity presents itself, an aspiring political leader like JP should use it to demonstrate his capabilities. Everyone knows he is a great intellectual and policy maker, but many are not yet convinced if he is a great political leader. JP won the minds of the people, but will he win the hearts of the people?

To understand the tumult in Andhra Pradesh now, one should imagine what would happen in Tamil Nadu if a new state of North Tamil Nadu, along with Chennai, is carved out; or the consternation in Karnataka if South Karnataka with Bengaluru is carved out as a separate State.

For the first time, a region with a large capital city wants to separate as a State. So far, every demand for a new State has been from far-flung areas away from the State capital. Hyderabad is not just another city. It is on par with Chennai and Bengaluru, and with 85 lakh people, accounts for over 25 per cent of the population of Telangana and 60 per cent of the economy of the region. Millions from all over the country and the various regions of AP have made it their home.

Every significant political, business or civil society leader has made Hyderabad home, and is emotionally attached to the city, even if the political base may be elsewhere. In such a situation, the all-too-casual approach to separate Statehood is calamitous.

Firm stand

The Indian nation is still in the making. Indira Gandhi was both powerful and, on occasion, autocratic. But even when her party had monopoly of power, she understood the fragility of the nation and worked hard to find a compromise on demands for Statehood.

Two major agitations for separate Statehood shook Andhra Pradesh in Telangana in 1969, and in the Andhra region in 1973. Indira Gandhi had complete political sway over the whole State without any challenge, and yet she recognised and stated that if each group of districts, or sub-region, wants separate Statehood, eventually every district would become a State and the nation would be ungovernable. At that time, the population of Hyderabad was 10 lakh.

Once the Congress government in Delhi amended the Constitution (32nd Amendment), inserted Article 371-D, and hammered out a six-point formula to protect the interests of Telangana, there was peace and quiet for over 30 years. Hyderabad grew very rapidly and became a major economic hub. And now, again, the casual and arbitrary approach of the union government, short-term vote bank politics of parties and shameless political duplicity have led to a wholly avoidable crisis, that has further undermined the eroding legitimacy of politics and parties.

Losing resources

There are serious economic issues to be examined on the issue of carving out a separate State in Andhra Pradesh. First, the capital city is a serious bone of contention, and once people and investors lose faith in the future, it will decline rapidly.

This will hurt both Andhra Pradesh and India, because large cities are now important clusters of growth, and if a Mumbai or Delhi faces economic hardship, the whole nation will be impacted by the fallout.

Second, parts of the coastal region are agriculturally well-developed and have resources and surpluses. For instance, the coastal region generates surplus revenues in the power sector, and is subsidising power for farmers in Telangana and Rayalaseema. A separate State will be burdened by an unviable power sector.

Costal regions are always engines of growth all over the world. Telangana is land-locked, and losing the costal region would retard growth and opportunities. Again, this is the first time a land-locked region is seeking to separate from the coastal belt. When passions subside, the pain and deprivation will be felt.

Water resources are always a bone of contention in a monsoon-fed country. Even in a relatively well-managed city of Mumbai, enjoying abundant rainfall on the West coast, water riots took a life recently. In a water-starved region, river water disputes will escalate, and sharing of Krishna and Godavari waters will be a nightmare.

In the K-G basin off the Andhra coast, abundant natural gas reserves have recently been found, and are being tapped. Already, there is the challenge of sharing natural resources between the home State and the rest of India, and now Telangana will be further depleted.

Large, unviable lift irrigation projects at a capital cost of Rs 3-4 lakh per acre and Rs 40,000 per year per acre maintenance cost have been unwisely proposed in Telangana. They will be a permanent drain on the economy of the region, undermining it without ensuring benefits.

Politics of inclusion

Poverty, backwardness, corruption, lack of opportunity and unemployment are endemic to many of the country's States and sub-regions. These are caused by failed policies, misgovernance and the politics of plunder, leading to kleptocracy.

Large parts of Telangana and Rayalaseema, most of north coastal Andhra Pradesh, upland areas of delta districts, and many families suffering discrimination by birth in every village all of them are victims of terrible misgovernance and political failure.

The perpetuation of poverty and under-development is largely the result of the plunder of local politicians and bureaucrats. A change of the State's name or boundaries or capital will not alter anything.

The need of the hour is to accelerate growth and promote equity and opportunities. What every sub-region of Andhra Pradesh, indeed every part of India, needs is empowerment of people, district governments and third-tier of federalism to help people fulfil their potential.

We cannot use 19th century notions of divisive politics in a 21th century world.

Large, unviable lift irrigation projects — at a capital cost of Rs 3-4 lakh per acre and Rs 40,000 per year per acre maintenance cost — have been unwisely proposed in Telangana. They will be a permanent drain on the economy of the region, undermining it without ensuring benefits.

Politics of inclusion

Poverty, backwardness, corruption, lack of opportunity and unemployment are endemic to many of the country's States and sub-regions. These are caused by failed policies, misgovernance and the politics of plunder, leading to kleptocracy.


Large parts of Telangana and Rayalaseema, most of north coastal Andhra Pradesh, upland areas of delta districts, and many families suffering discrimination by birth in every village — all of them are victims of terrible misgovernance and political failure.


The perpetuation of poverty and under-development is largely the result of the plunder of local politicians and bureaucrats. A change of the State's name or boundaries or capital will not alter anything.

The need of the hour is to accelerate growth and promote equity and opportunities. What every sub-region of Andhra Pradesh, indeed every part of India, needs is empowerment of people, district governments and third-tier of federalism to help people fulfil their potential.


We cannot use 19th century notions of divisive politics in a 21th century world

Lok Satta Party President Dr. Jayaprakash Narayan said the need of the hour in Andhra Pradesh today is the dousing of flames of passion and restoring sanity to people fighting for the formation of a separate Telangana State and those opposing it in favor of an integrated State.

 

Addressing the annual conference of the party’s General Council and the media later, Dr. JP recalled the present unrest was triggered by Union Home Minister Chidamabaram’s December 9 announcement that the Government of India had initiated the process for the formation of a Telangana State. To restore peace in the State, the Government of India should immediately announce that it would not impose any solution of its own on the people of Andhra Pradesh to the festering Telangana problem and any solution would be arrived at only after consultations with and consensus among all the stakeholders.

 

Dr. JP said that legislators who had tendered their resignations protesting the Delhi announcement or their party’s insincere stand should withdraw them forthwith. Resignations amounted to abdication of their Constitutional responsibility as elected members. “This is not the time to succumb to passion. Leadership lies in staying above the fray, and resolving the crisis collectively.”

 

Dr. JP said that pending a final settlement to the Telangana issue, interim institutional arrangements should be made to address the aspirations of the Telangana region and the grievances of people in all backward regions in the State in a time-bound manner. Regional imbalances had raised their ugly head because local governments had been deprived of powers and resources.

 

The Lok Satta Party President recalled that the party is committed to transcending caste and religion, region and language and protecting the interests of all. “There is no place in the party for those who are swept off by momentary and petty considerations”, he said and asked the party’s Disciplinary Committee to deal firmly with those who stray from the party’s fundamental principless.

 

In response to a question, he said that Lok Satta Party members would not join any Joint Committees of Action formed or being formed in different regions of the State. The parties forming the committees were not committed to following or practicing any principles, and are merely acting as weather-wanes.

 

He made it clear that the Lok Satta is not opposed to the formation of Telangana if it is accomplished through constitutional means and in accordance with a consensus built among all the regions of the State. Similarly, the party is not opposed to keeping the State intact if the genuine aspirations of people in Telangana are addressed satisfactorily. He underlined the need once again for arriving at a consensus on the status of Hyderabad since the feelings of people in the entire State are intertwined with the capital for the last five decades.

 

“Above all people of all regions of the State should be disabused of the notion that creation of a separate State is a disaster or that a separate State is a panacea that will solve all problems.”

 

Dr. JP pointed out that that it is the innocent youth and poor who are falling prey to police baton charges and not the sons or daughters of politicians or bureaucrats. He wanted the youth all over the State to abjure violence and vandalism. Without being swayed by momentary passions, they should express their views peacefully. The recent political developments had caught all traditional parties pants down since their private views differed violently with their public protestations. The traditional parties had exploited the Telangana issue for vote bank politics without addressing their basic problems like empowerment, justice, quality healthcare and education and skill enhancement and livelihood opportunities.

 

He repeatedly appealed to people to realize that the formation of a Telangana State is going to be neither a cataclysmic event for Andhra Pradesh nor a panacea for Telangana problems. “When you are carried away by primordial loyalties and emotional frenzy, everything appears to be a life and death issue.”

 

Calling upon people of different regions to shed their hatred against people of other regions, Dr. JP said that in the end people had to live together. “After all, you may change your friends but cannot change geography.”

 

The party’s General Council decided to form a student wing called Vidyarthi Satta and adopted amendments to the Constitution providing for executive and other types of members and cooption of women, SCs, STs and BCs and youth if they could not be elected in sufficient numbers reserved for them.

Lok Satta Party President Dr. Jayaprakash Narayan said today that Andhra Pradesh legislators have now to decide whether they would act like slaves of their parties or as per the dictates of their conscience in the interests of the people of the State and the country.

Commenting on the spate of resignations by legislators cutting across parties, regions and castes protesting against the Delhi decision to initiate the Telangana State formation process, Dr. JP said the resignations highlighted that the parties had been gambling with the lives of people by saying one thing in public and believing in another.

Talking to media persons who called on him, Dr. JP ridiculed Chief Minister K. Rosaiah and Opposition leader N. Chandrababu Naidu for attempting to wriggle out of the positions they had taken less than 24 hours ago. The Chief Minister would now say that after all a resolution had to be passed in the Assembly while the Opposition leader maintained that he was under the impression that a resolution would not come up for debate without widespread consultations.

Dr. JP said that all parties had been plunged into a serious crisis because all of them had been indulging in a game of bluff by feigning support to the Telanagana cause in public and opposing it in their heart of hearts. Delhi had called their bluff by pinning them down to their protestations while legislators called the bluff of their party leadership by resigning from seats which they had won after spending a fortune hardly six months ago.

Now that the ball is in the court of the legislature, the legislators will have to decide whether they should remain chained to their parties or unshackle themselves and vote according to their conscience on the proposed resolution on Telangana.

Dr. JP said that the Government of India had set a very dangerous precedent by succumbing to violence and arson on the Telanagana issue. The Constitution provided for peaceful and democratic resolution of problems. Instead of sticking to the constitutional path, the Government of India acted like the monarchs of the past by issuing a fiat around midnight when the entire country was asleep. It had not bothered to take the opinion of elected MPs, MLAs and people into confidence. The specter of the decision on Telanagana would haunt Governments both at the Center and in States for a long time to come.

Dr. JP appealed to the people to realize that political parties had taken them for a ride all along. The people viewed the elections as a spectator sport without appreciating the parties were fiercely fighting with each other on who should have the right to gobble up the humble lamb, the voter, first. The voters should understand that they do not exist for parties but that parties exist for them. Traditional parties have so far succeeded in rousing their primordial loyalties to religion, caste, language and region to serve their narrow goal of coming to power and using them as pawns in their game.

Dr. JP appealed to people of all regions, especially the youth and students, to be restrained and to promote a peaceful and healthy debate. We should reject politics of hate. We should all together find an amicable and honest solution to fulfill the needs and aspirations of all people. Giving power to people in each district, city, town and village has to be a central feature of re-creating our republic. Malice towards none and charity to all should be our motto, and we should strive to give every child an opportunity to fulfill its potential irrespective of the accident of birth.

The political crisis should be utilized by people to bring about a transformation in the nature of politics. Politics should be a means to provide them quality education, healthcare and skill enhancement and livelihood opportunities and not a means for parties to ride roughshod over them.

Dr. JP said the crisis had bared the opportunistic and bankrupt policies of all traditional parties. The people should draw a lesson and join hands to transform the very nature of politics.

Dear Mr. Ramesh, Mrs. Singh Mr. Sandhu and others,

Dumping of mud and debris has resumed at the 500 acre plot opposite Millat Nagat. Just to give a brief background, the concerned plot of land is situated in Andheri (W), opposite Millat Nagar.

What is land now was 500 acres of lush mangroves till the end of 1998. Between 1999-2002 almost 500 trucks of debris were dumped on top of the mangroveseverydayand the whole forest was flattened out to make land for a golf course and villa scheme.

There is enough record to show that the government officials and even some civil society groups were sufficiently seized of the matter but no action was taken. Between Jan 2002 - Sep 2002 some local activists worked at getting various pieces of information together which showed a long trail of illegal practices and mis-representation followed to get the permission.

On 30th Sept 2002 the evidence was presented to MOEF, which immediately revoked the permission and dumping stopped.

After a year the parties concerned managed to get an order from Bombay HC to resume dumping which was finally challenged by a SLP in SC by BEAG in Jan-Feb 2004. Since then there has been no activity at the plot even as the sea has started moving in at places.

Now since a month there has been an increased incidence of dumping of debris and the modus operandi this time is t dump between 2 - 6 am. We have received calls from atleast 3 neighbours expressing concern and inquiring as to whether there have been some changes in the legal status.

We are attaching the blog link below to show all relevant information, pictures, Sep 2002 order suspending the permission etc.



Requesting MCZMA and Mr. Jairam Ramesh to take cognizance of the matter, call for an immediate halt to the dumping of debris and presenting the MOEF position on what action should be taken towards reversing the damage and punishing the violators all of whom are well identified.

Requesting Mr. Debi Goenka of BEAG to kindly update with reference to the conditions of the SLP and the efforts of BEAG/Debi since 2004 in this regard. A copy of the 2004order will be much appreciated.

Requesting all those marked on this list to show their involvement in this important violation. The learning from 26/7 should not be forgotten and it is important that when this kind of a violation happens then those concerned for the state of governance of the city as a whole rather than just particular neighborhoods show responsible action by intervening.

Lok Sabha 2009 Election Expenses Analysis – based on expenses filed by candidates

 

Here are the highlights-

  • 19% candidates who contested elections didn’t even file expenses
  • 2 MPs and several contestants including that of major parties have not filed expenses till now
  • Average election expense of candidates of all parties is between 50-55% (or less) of the prescribed limit of 25 Lakhs
  • Former CEC Lyngdoh, Former Super Cop Julio Rebeiro, General (retd) Shankar Roychowdhury and former DGP I C Dwevedi of National Election Watch ask for deeper scrutiny of expenses and accountability of political parties

Other main points of the analysis -

  • Only 4 candidates have shown expenses more than the expense limit.
  • When analyzed party wise, most candidates of the major parties reached nowhere close to the maximum expense limit prescribed.
  • When analysed state wise, in none of the states the average spending reached even 50% of the expense limit.
  • Other than the four candidates whose election expenses were more than the maximum expense limit, only 30 candidates spent money during election between 90% of the expense limit, (i.e. 22.5 Lakhs) and the maximum limit (i.e. 25 Lakhs). The list of all these candidates is attached with report.
  • When analyzed party wise, most candidates of the major parties reached nowhere close to the maximum expense limit prescribed. The average election expenses of the candidates party wise show that average spending of BSP candidates was Rs 6.2 lakhs, for INC was Rs 13.7 lakhs, for BJP was Rs 12.5 lakhs and for SP was Rs 8.9 lakhs.

I completely agree with Kiran Kumar and I echo his appeal. We need to stay clear of all the confusions created by sporadic articles and comments about the party and JP. There will be all sorts of random verbalattacks, rumour spreading, character assassination etc., but my humble appeal is to be consistent, persistent and patient throughout this journey. It is like "penance"(thavam)- which needs long-lasting will power and continued dedication.We cannot achieve expected results without going through pain and suffering, least of all we should not expect miracles to happen overnight.
We are gearing up in Tamil Nadu to launch the party in January and our road map is laid out as below:
-we contest for state assembly in TN for 2011(in quite a few constituencies, minimum of one per district),
-build on any victory that we might achieve between 2011 and 2016.
-contest in all the constituencies of TN in 2016.
-attain absolute majority in 2021 and form the government in TN.
Believe me friends, it is possible- if another political party run by the same human species with 6 senses, 1 brain and 2 hands can accomplish such a fete, we can do it as well.
-BJP was formed in 1980, won only 2 out of 543seats in 1984, won 88 seats in1989 at the national, parliamentary level;and they came tocoalition power in 1996, when they were in power ONLY for 15 days. It took them UNTIL1998, when they were able to form a stable government, which again lasted only for 1 year, toppled by our own Madam JJ of TN, then BJP eventually got to rule India for 5 full years atlast from 1999-2004.
- DMK in Tamil Nadu came into being in 1949, but contested first elections only in 1957(after 8 years of formation), and could come to power only in 1967(18 years after formation).
whereas,WE havewon 1 seat in just 3 years of formation of the Lok Satta Political party( I have not forgotten the initial 10 years of movement period, but the 2 parties I have used as examples above, had prior movement build up too, which I have not accounted above).

The Tamil Nadu team is gearing upfor our January 2010 launch,and we are preparing our website content relevant to TN. Thanks Dr. Baxi for setting out the agenda. I think it is quite comprehensive. From my side a single point agenda of having a good tree bank on a 10 acre plot somewhere in Karjat is a good enough solution to the endless discussion.

And this tree bank need not be used by BMC alone. There are enough municipalities in a 100 km radius from Karjat, which can consume the trees.

Mr. Rokde and SG should tell us why AP is more feasible than that? If they can show that it is one of the most difficult missions on earth then we go for AP.

If Karjat is possible (or any where close by) then we discuss the details of that.

About half an hour ago DMC (Gardens) - Mr C B Rokde had called to say that the newsitem in newspapers on the proposed expenditure of Rs. 1.5 Cr by BMC for tree plantation is erroneous.
He said he is willing to clarify the matter and answer our queries. So I have taken appointment with himon 9.12.2009 (Wed) at 11:00 am at his office at Rani Baug (Jijamata Udyan).
So please make it a point to attend this meeting to get your doubts clarified and know what exactly is their plan to afforest Mumbai.

As told to rishi and a few others there was a factual error in the stry published it HT on November 28 the headline and the copy said that the cost for the first 100 trees is Rs 1.5 crore which actually is the cost of the entire 'Big tree ' plantataion project and that the 100 trees are just the first consignment.
A correction was issued the very next day ,novemnber 29 on Page number 6.

There is no official document/s as this topic was not even expected. Even Rajeev mentioned that this was his first & last meeting as charman of TA. How can a temporary chairman discuss a new subject and talk about 1.5 crore budget which was never proposed, talked or deliberated upon?

In my opinion the chaos has been caused because Mr. Rajeev summarily and pre-maturely decided to call for a press conference to announce the project. The journalists then maybe understood as a project already passed and carried the story likewise.
If a subject is not on the agenda, nor officially discussed, nor in any of the previous minutes, never budgeted, in a democratic set up, how can one release a press statement and mind you it was at a press conference and not mere release of press statement.

Mr. Wani has agreed Wednesday for meeting and will check with DMC Rokde also for his appropriate time. Will get to know final time on Monday.
What time is the meeting? Let me know so that I can fix up DMC C B Rokde's time right away.

I think we can now only have further discussion after Dr. Baxi and other TA members throw light on the new revelations which are quite contrary to what we have been discussing and also after meeting on Wednesday. Of course the fundamental idea of local tree banks remains. I have been told out of this 1.5 crores only 10 lakhs are are meant for buying 100 trees from AP, what will happen with remaining 1.4 crores, GOK(God Only Knows). This comes out to be Rs 10000 per tree!!!!!!!!!!!!! We bought 77 trees 7 to 10 feet tall for Marine Drive Promenade for app Rs 2000 per tree(includes transportation cost) from near Khapoli, Maharashtra. There are number of growers and suppliers in Maharashtra. Why bypass locals and go to AP?
They have been lax about establishing Tree Banks in Mumbai, put one up at Rani Baug on our persistence, forgot to put up one in every ward(almost 18 months old proposal). They have the required staff and horticulturists. They do not have to employ a single additional person. This a clear case of huge funds which can be easily misappropiated!!!!!!!!! Kisanbhai is right and rightfully aggrieved that this is blatant corruption and we are merely witnessing it...........Dr Baxi

Mr Rajeev may have his reasons for planting thousands of 10-15 feet high saplings (and it may be justified too), but then why spend on bringing them from Andhra ?

Yesterday, Mr Kisanbhai Mehta had called to express strong protest against this proposal and convey his dismay at citizens' weak protest againstthis absurdity.

I believe speaking to DMC Gardens - Mr Rokde or S G would be a needless exercise. Rather than that we meet Mr Rajeev and seek clarifications on thisissue straight from the horse's mouth. I am sure Mr Kisanbhai and many others would be interested in this meeting.

I request others too (including Kisanbhai ) to express their views on whom to meet so that we have some consensus and then move ahead.

He insists on his view that around the country it is now becoming a practice to plant 10-15 feet high trees and he gave example of area around Delhi airport and Metro where too the trees have been procured from the same nursery in Andhra. According to him the economics of taking care of a younger sapling in terms of regular watering, saving from cars running over, pollution etc. turns out to be the same ultimately. We are a suitable research starved city otherwise this was a good thesis study project. Anyways I am sure Dr. Baxi and Mr. Singh will be able to provide accurate response.

According to him the grown up sapling cost is 400-500 and it is worth it. There are a lot of inconsistencies in the figures and we need to sit with the files.

I think meeting Mr. Rajeev would be best only after we have understood the details well and spoken to the core people involved. Mr. Rajeev was holding additional charge and is now not holding the same. He may even refuse discussion on a technicality.

So my view is that we first meet at RB on the date and time which Mr. Vora will let us know and then go to the MC?AMC welll read and aware.

Gaurang please do the needful. RTI is a must + Meeting MC.
Also, I have been told that they are going to spend Rs 10 lakhs for 100 trees which comes to Rs 10000/-per tree. We recently put up 77 trees of 7 to 9 feet at Marine Drive Promenade at less than 2500 per tree!
I do not know whathappens with the remaining 1.4 crores and where did he get these funds sanctioned from? Why was he in such tearing hurry when he was presiding over this meeting on temporary basis? Isn't there more to it then meets the eye?

This is the most outragious decision of Tree Authority in last 30 months! with an attitude of "I care two hoots, do whatever you want to do."
This was not even proposed. In the last Tree Authority meeting, this was informally discussed for 4 minutes. This was not even on agenda. No sooner Rajeev suggested it, we(myself, Niranjan Shetty & U N Sing-renouned horticulturist) opposed it tooth & nail. I told him that you are not even aware that for almost 2 years we have been after TA to establish Tree Banks in all the wards of the city(atleast in 1 BMC nursery/ward)
After a special meeting in the garden dept. (on 10th July 2008) with me & U N Singh, they decided to accept Tree Banking. InJan 2009 they started a Tree Bank at Rani Baug nursery. They have been delaying this project or else by now it would have started in 24 nurseries. Interestingly, no budget was sanctioned even then and now. What 1.5 crores is he talking about? It is absolutely extra constitutional!!!
U N Singh pointed out that these trees will face a problem of acclamatisation and will bring pests and diseases along with them We also pointed out that the party from whom heis planning to buy doesn't enjoy a good reputation. Rajeev was very vehement on that the supplier is the cheapest. When I pointed out that U N Singh is the largest Tree Banker in Maharashtra, he said that if he can supply at a lesser rate than AP supplier we'll buy from him(?lollipop). U N Singh said he was not interested in doing business with BMC!
Rajeev suggested to form a 3 member committee where one of the member could be a horticulturist. U N Singh again refused to be on this committee if BMC was going to buy from that AP supplier. No committee was appointed on that day and now we find 4 member committee!
MR Rajeev went on giving example of trees planted by this AP party at CSInternational airport. How can one rely on one example? Why he wants to do business with a tainted party? Where dis he get 1.5 croes sanctioned from? Why he not interested in developing BMC's Tree Banks? High handedness.
"To"days generation is restless and wants quick results. For almost 3 to 4 years, Barringtonia saplings were not growing beyond 2 to 3 feet at Marine Drive Promenade. We approached him in Jan 2009 to give us permission to plant 6 to 9 feet tall trees instead of these saplings as we told him this a prime tourist spot and trees must grow fast. He took 4 and 1/2 months to give permission! We eventually planted 77, 6 to 9 feet tall Barringtonia at Marine Drive Promenade under what we call PPP, public-public project. We have spent for the trees. He did not remember this as an example!
SUMMARY:
  • How can one rely on one example?
  • Why he wants to do business with a tainted party?
  • Where did he get 1.5 croes sanctioned from?
  • Why he is not interested in developing BMC's Tree Banks?
  • What is the record of survival of BMC's transplanted trees?(here again he went on giving example of Napean sea road transplantation. Everyone knows this is happening only in D Ward. What about other 23 wards? Are their horticulturists not capable? Again when I pointed out that Christmas trees are not transplantable, he went of giving example of one tree transplanted by C B Rokde. In science we talk about in large number of trees and not one example!)
  • Why is he in such a tearing hurry?
  • He was on the chair only for 1 meeting, how can he take such a decision? The 4 member committee was not formed in the meeting. He has treated tree authority as his fiefdom!
  • This was not on the agenda. This decision is extra-constitutional.
  • If newspapers are to be believed, it is 1.5 crore for 100 trees, i.e. Rs 1.5 lakh per tree, my my my my.................

Mumbai, December 4: Babudoms favourite ruse to frustate those using the Right to Information (RTI) Act -- simply replying that the file is missing-- will not work any longer. In a significant victory for RTI activists, state information commissioner Suresh Joshi recently ruled that missing files cannot be taken lightly and that they attract the provisions of the Maharashtra Public Records Act, 2005. This means that officials will have to recover or restore files that go missing from their custody. Missing files can be regenerated from their mirror images in files in other departments.

The order came in an RTI appeal filed by Bandra civic activist Aftab Siddique. After being repeatedly denied information by the building proposals department of the BMC on the pretext that the file was lost, she had asked for the number of files that the department had lost. The department is in charge of all construction projects in the city.

When the official from the building proposals department told the information commissioner during the hearing that 2,000 files had been lost, Joshi wrote to then chief secretary Johnny Joseph about the gravity of the issue. The history of the city is in those files. How can they vanish just like that Siddique , a school teacher, remembered having told Joshi during the hearing. Joseph, in turn, directed the then municipal commissioner Jairaj Phatak to appear in person before the information commissioner to explain how BMC would tackle the problem of missing files though computerisation of records.

All the existing files in the building proposals department are proposed to be scanned and preserved. This work will take six months time if done with multiple agencies and under regular monitoring, Phatak wrote to Joshi after their meeting in May this year.

Phatak also gave a solemn assurance that all the missing files would be listed and regenerated in a phased manner over the next one year.

Following these commitments , Joshi said in his order that the steps initiated by the BMC would reduce the incidence of missing files. However , the information commissioner admitted that the rot had to be stopped. The BMC commissioner has been asked to implement provisions of the Maharashtra Public Records Act, 2005, in respect of missing files, he said in the order which was passed in June this year but which went unreported so far.

RTI activist Gaurang Vora said officials who say that files are missing ought to be dealt with sternly by information commissioners . He cited an order by Pune division information commissioner Vijay Kuvlekar who had ordered an FIR to be registered against the official concerned in one such case. The official came back with the file the next day, he said.

Another RTI activist, Krishnaraj Rao, said information commissioners had the powers of a civil court; they can examine witnesses and statements on affidavit, ask for evidence to substantiate any statement, such as files lost ; and that they must exercise these powers in favour of the people.

He also said that information commissioners need to be more sceptical of statements by public information officers (PIO) since section 19 (5) and 20 of the RTI Act put the onus to justify any denial of information and to prove that they have acted diligently on the PIO.

Maharashtra Public Records Act

An officer shall in the event of any unauthorised removal, destruction, defacement or alteration of any public records under his charge, forthwith take appropriate action for their recovery or restoration.

The officer shall immediately submit a written report on any info about any unauthorised removal, destruction, defacement or alteration of any public records under his charge and about the action initiated by him.

The officer may seek assistance from any government officer or any other person for the purpose of recovery or restoration of the public records and such officer or person shall render all assistance to him.

Media conference of South Asian Free Media Association (India chapter) was held in Mumbai on Saturday. The meet was attended by a number of eminent journalists from various parts of the country and also representatives from Pakistan and Bangladesh.
Media Industry's COMMERCIALISATION OF media, degradation of media ethics and practices in the country and the subsequent eroding public trust and support to the entire media community were some of the relevant issues those were discussed in a media conference held in Mumbai on Saturday (December 5).
The speakers in the annual general meeting of South Asian Free Media Association (India chapter) were also unanimous that the media in the entire region must come forward for paving way for an atmosphere for better understating among the people from different countries.
Though admitted about the limitation and also the nature of recent challenges facing by the media in the region in particular and then globe in general, the speakers claimed that the media must remain or stand a lone voice for the benefit of the common people in the coming days.
Addressing the audience, eminent journalist P Sainath elaborated the challenges for the media persons in India, where many of them are being forced to engage in some activities, which are not ethically acceptable to them. He claimed that the corporatisation of the media world has simply threatened the existence of free media.
Now the newspaper owners are greatly influenced by the political clouts. And to entertain their growing demands, many media groups have even go for arranging extra space in the advantageous period, Sainath said adding that if the newspapers (also TV news channel) start receiving huge amount of money as advertisement, but in an improper way, the journalist-editors have hardly anything to do.
I believe if a journalist wants to be corrupt, that is his choice. What I express concern that in many occasions, the reporter-journalist-editors are asked (or compelled) to do some activities, which they really dont like to obey. But only because of the job, they do so and that way contributes in biased journalism, Sainath stated.
He observes that the contract system of appointment of journalists by the media managements has affected the independence of media persons to a great extent. Sainath concluded his remark saying, Lets finish the culture of paid news in the media, otherwise it will finish us in the coming days.
Inaugurated by the Maharashtra Chief Minister Ashok Chavan, the meet was attended by a number of eminent journalists from various parts of the country and also representatives from Pakistan and Bangladesh.
In his inaugural speech, the Chief Minister Chavan urged the media persons from the region to play a greater role in paving way for an atmosphere of better friendship among various nations for sustainable partnership, growth and development.
Eminent Pakistani journalist Imtiaz Alam, while expressing his views, observed that the media in both India and Pakistan have to play responsible role while reporting bilateral issues.
I observe that there are growing numbers of Indian experts on Pakistan and also Pakistani experts on India. Please do not believe them as they lack credibility, said Alam.
The secretary general of SAFMA concluded his version saying, Please dont term Pakistan as an enemy nation. I say the same for the Pakistani journalists towards India as well. Our country is under tremendous threat from the terrorists. We expect some solidarity from the largest democracy in the world. Being a journalist, I feel we have to do more for the people of both the countries.
The Bangladeshi journalist Yazuddin Ahmed made it a point that an inherent suspicion remained always intact with the people in general and the journalists in particular of South Asia. He emphasised more journalists to travel their neighbouring countries to understand relevant issues and report accordingly. He also appealed to the governments of the region to make relaxation to visa rules for the benefit of the travelling journalists.
The meet was also addressed by eminent Indian journalist-editors K K Katyal (president of SAFMA), Kumar Ketkar (editor of Loksatta), Vinod Sharma (political editor of Hindustan Times), Om Thanvi (editor of Jansatta), Sreekant Khandekar with the former Union IB minister Ravi Shankar Prasad, film maker Madhur Bhandarkar and technocrat Sanjay Gaikowad, where they explained about the challenging days ahead of the media and also many survival strategies that might be adopted by the working journalists.

Pawars optimism on cane price Misplaced: Lok Satta

Had State and Central Governments ensued a remunerative price for sugarcane, the country could have avoided import of costly sugar now, pointed out the Lok Satta Party here today.

Commenting on Union Agriculture Minister Sharad Pawars claim that sugarcane farmers would get up to Rs.2200 per ton this year, party leaders V. Laxman Balaji, E. Chennayya and P. Jagannadha Naidu said Mr. Pawars optimism is not borne out by ground realities. A number of factories in Andhra Pradesh even to this day are not ready to pay even Rs.2000 a ton of sugarcane.

The Lok Satta leaders recalled that the factories paid only up to Rs.1500 last year and only Rs.1000 a year earlier per ton. The cost of cultivation has gone up to Rs.2200 per acre owing to higher input costs and labor charges.

The Lok Satta leaders faulted both the Central and State Governments for making farmers lives miserable and driving them to end their lives since 1996.

In Andhra Pradesh, 82 percent of farmers continue to be steeped in debt, despite loan waiver amounting to Rs.13,000 crore. Agriculture has recorded a measly 0.10 percent growth despite free power supply to the agriculture sector and enormous expenditure under jalayagnam to bring huge tracts under irrigation.

The Lok Satta Party demanded the creation of 10,000 agri clinics to supply inputs and extend technical assistance, provision of credit to farmers and tenants, establishment of industries that add value to agricultural produce and better marketing facilities to make agriculture remunerative.

1. Proposed the bill to amend anti corruption bill to include elected members under civil servants.
2. Advanced all party resolution to elect deputy speaker from opposition.
3. Opposed amendment to Andhra Pradesh societies act claiming it is against right to form the unions in the constitution. Won case in High court, and it is ongoing in Supreme Court.
4. Opposed the bill to allocating special quota for Christians in Dalit reservations and proposed to allocate under BC quota.
5. Opposed populist schemes in 2009 Budget.

Bills in Early Planning:

1. Alternative proposal to women reservations bill to give better and fair representation to women.
2. Voting rights to non resident Indians.


Accomplished in Kukatpally:

1. The construction of the under rail bridge in Safdarnagar, which has been neglected for several months has been completed.
2. Organized free medical clinics in the constituency to diagnose eye and thyroid problems among people to provide better medical facilities. Organized a free medical camp in Balanagar colony with the help of expert doctors and distributed free medicines.
3. Installed 20 bore wells in the water deprived areas of the Constituency.
4. 95% of the pipeline construction from Vasantnagar to Bhagat Singh nagar, to regulate drainage problems in the rainy season, has been completed.
5. Booster pumps in Satyanarayana Swamy colony, Parvatnagar, Motinagar divisions to complement the irregular drinking water-supply that has been there for several years.
6. Street lighting between Vasanth Nagar/Satyanarayana Colony and highway.
7. Tour the Constituency every Saturday to get a first hand look at peoples problems in constituency. Meets the people face-to-face at IMAX Gardens, Road No. 4 to listen to people problems. So far, met people more than 40 times.
8. Took 99 samples of drinking water and showed to the water-board authorities, that the chlorine levels are not appropriate and directed them to take actions.

Projects under progress related to kukatpally:

1. Underground drainage system: Works worth Rs. 4.4 crore have been started in 11 colonies/bastis. This helps nearly 2 lakh people, and prevents the mixing of sewage and water supply. Will be completed by Dec 31, 2009.
2. 300 mm pipeline construction in Moosapet division for Manjeera water supply. Another 400 mm pipeline construction to make use of the neglected overhead tank.
3. New roads in phase 9 of Kukatpally Housing Board.
4. Resume the swimming pool and indoor stadium works on Kukatpally phase 6.
5. Road expansion works in Kukatpally phase 1.
6. Establishment of Citizen Help Centers to help Citizens in Government and Municipality works.
7. Kukatpally circle receives only 9 mgd water (5% of the city) even though it has 56000 water connections (10% of the city). Arrangements have been proposed to supply atleast 16 mgd water.


Proposed projects and pending approval:

1. To construct four foot-over bridges for pedestrians at JNTU, Balanagar, Kukatpally, Moosapet areas.
2. To move HUDA truck park from Kukatpally to Miapur and construct an auditorium for cultural and entertainment programs and a commercial center in its place.
3. Sulabh complexes in densely populated places.
4. The messy drinking water-supply situation in Kukatpally has been reformed to a certain extent. Proposals have been sent for full-fledged reformation.
5. To construct 6 sewerage treatment plants near ponds/lakes and to fence the ponds/lakes to prevent illegal occupation.
6. Fence the existing tanks and wells to avoid land grabbing.
7. To build service roads from Moosapet Y-Junction to Miyapur to reduce traffic on NH 9.

While it is commendable about Loksatta`s performance,I feel,within this group,there are/could be many educated/enlightened persons with good communication skills?
Why not make a Think-Tank[in case it is not there,already] out of them to deliberate & pursue topical issues.
Increasing visibilty is also important for winning elections esp reaching the common person psyche.

Therefore Lok Satta will be building our future strategy for Bangalore, Warangal and Vijaywada elections accordingly while keep growing wide spread vote share in Hyderabad and AP.

The three-year-old Lok Satta Party is now deeply immersed in finding out how people should be involved in transformational politics.

 

The Lok Satta Party came into existence three years ago with a view to cleansing the political system which has failed to eliminate poverty, destitution and ill health and make people stand on their own legs.  Over the years, politics has been turned into a lucrative business by certain dynastic families or individuals.  They succeed in wooing voters with money and liquor or other inducements, come into power only to abuse it for personal gain.

 

Although large sections of people are aware that the present-day politics are rotten, they do not come forward to transform the system, going by Lok Satta experience.  Viewing the elections as a fight among certain parties or politicians, the voters by and large remain indifferent or play only a peripheral role of casting their vote on the polling day. 

 

What is tragic is that people do not realize that they are the main players in the democratic process and not parties and politicians.  Instead of playing the central role since they are the prime agents of change, they become pawns in the hands of traditional parties either wittingly or unwittingly. 

 

Pointing out that unless people take matters into their hand and choose to act, the status quo can never be changed, the Lok Satta leaders Mr.YD Rama Rao, V.Laxman Balaji, Panduranga Rao, Mrs. Saroja Devi told media today. They recalled what Abraham Lincoln said more than a century ago, “Public opinion or sentiment is everything. With public sentiment, nothing can fail. Without it, nothing can succeed.”

 

The Lok Satta leaders point out that perhaps people by and large are vulnerable to manipulation because of their innocence and gullibility since times immemorial. Otherwise, would Jesus Christ have been crucified? When Jesus was arrested and threatened with execution for blasphemy, his captors led by Pontius Pilate, the Roman Governor, offered to spare him if enough people called for his release.  On that day, Jesus and another prisoner, Barrabas, were due to be killed. Pilate’s wife asked him to spare Jesus, who was innocent.  But the religious elders and priests, who hated Jesus because he undermined their authority, persuaded the mass of people to call for Barrabas to be spared instead.  When the crowd was asked what should be done with Jesus, they shouted, “Crucify him.” Pilate believed the execution of Jesus was wrong.  Since it was the will of the people, he publicly washed his hands to show that he took no responsibility.

 

Again, there are people of talent, integrity and competence in all walks of life who thirst for dramatic changes in the political system.  But they remain dreamers on the sidelines, since they are not inclined to take any responsibility to change the system by devoting a portion of their time, energy and resources.

 

The Lok Satta leaders say they are not disheartened by the poor performance in the GHMC elections since victory in an election is merely a means to transform politics and not en end in itself.

 

The Lok Satta even to this day subscribes to the philosophy that the country can be rid of poverty, destitution and ill health only if new politics are ushered in and people are empowered.  The Lok Satta has never nurtured the illusion that it alone can transform politics.  It, therefore, is now debating how best it can associate common people and the elite on the sidelines with its mission.

HYDERABAD: While the difference in the percentage of votes secured in the GHMC elections between the Congress and the TDP was marginal, the presence of parties like the PRP and Lok Satta appears to have played spoilsport in the chances of the major opposition party in winning at least dozen more seats.

The Congress secured 28.17 per cent of the votes and the TDP 27.79 per cent. The MIM got 13.55 per cent of the total votes while the BJP secured 9.8 per cent. But both Lok Satta (5.54 per cent) and PRP (3.72 per cent) which cut into the votebank of the opposition to deprive TDP of a victory.

For instance, in Somajiguda division Congress nominee A Mahesh Yadav won the seat by just 62 votes over TDP candidate B Narsimha Reddy. While the Congress got 4295 votes, the TDP nominee secured 4233 votes. Lok Satta candidate D Ramchandra Rao got 1211 votes and spoiled the chances of the TDP.

In Gachibowli division, Congress candidate A Satyanarayana won the seat by a margin of 572 votes over the TDP candidate. The Lok Satta candidate lost his deposit by securing only 1,769 votes, but ensured the victory of the Congress.

In Defence colony, where repoll was conducted, Congress candidate Iype Mariamma won by 341 votes over TDP candidate Babitha Madhav Yadav. Here again, it was Lok Satta candidate Surya Chowdary who ruined TDPs chances by polling 2198 votes.

In Kukatpally, which is represented by Lok Satta founder Jayaprakash Narayan, the fledgling party got only 1,683 votes but it was enough to ensure the victory of Congress candidate G Vengal Rao (7241 votes) over TDP nominee S Satyanarayana who secured 5838 votes. Here, the PRP candidate also chipped in with 1759 votes.

The TDP lost out in the Secunderabad area also due to the presence of Lok Satta and PRP. In Chilkalguda, the TDPs B Madhavi lost by a margin of 139 votes to Congress candidate P Meera (5196 votes) by securing 5,057 votes. The Lok Satta candidate got 669 votes and the PRP nominee 1551 votes. PRP president Chiranjeevi had campaigned in this division.

Similarly in Mettuguda, the Congress won the seat by 623 votes. Here again, the presence of Lok Satta candidate Venkatesh (1,492 votes) helped Congress candidate M R Srinivas to secure the seat. Likewise, in Punjagutta division, Congress candidate B Raju Yadav secured the seat with a majority of 636 votes over TDP candidate A Narsimha Rao, thanks to the presence of the Lok Satta candidate (1,174 votes) and PRP (799 votes).

As expected and feared, both Lok Satta and PRP played spoilsport for the TDP. Because of the experience in the recent general and assembly elections, we told the electorate not to vote for these parties as it would only help the Congress. While it worked in some divisions, it did not in others, TDPs former mayor Teegala Krishna Reddy said. In the elections held in April this year, TDP suffered huge losses due to the presence of Lok Satta and PRP in several assembly constituencies.

Then the viceroy graciously laughed at it. Abuse, including misrepresentation, has been the order of the day. The provincial governors and the anti-non-cooperation press have heaped as much abuse upon the movement as they have been able to. Now comes repression, at present yet in its fairly mild form. Every movement that survives repression, mild or severe, invariably commands respect which is another name for success. This repression, if we are true, may be treated as a sure sign of the approaching victory. But, if we are true, we shall neither be cowed down nor angrily retaliate and be violent. Violence is suicide. Let us recognise that power dies hard, and that it is but natural for the government to make a final effort for life even though it be through repression. Complete self-restraint at the present critical moment is the speediest way to success.

Telecom licenses

The Lok Satta Party today welcomed the Delhi High Court judgment declaring the allocation of 2G licenses as illegal arbitrary and said the Government of India should seize the opportunity to cancel all the licenses already issued and issue fresh licenses on the basis of international competitive bidding.

The Telecom Department had initially invited applications for allocation of licenses and spectrum up to October 1, 2007. But on January 10, 2008 it declared that applications received up to September 25 would be eligible for licenses. The advancement of the date benefited eight companies. Of them, two companies Unitech Wireless and Swan Telecom who were awarded licenses sold them at huge valuations.

The arbitrary advancement of date left the applications of 16 companies, including that of AT&T of the U. S. in limbo. One of the aggrieved companies approached the Delhi High Court. A Division Bench of the Delhi High Court has now upheld the judgment delivered by a single judge earlier.

Talking to the media, party spokespersons Mr.YD Rama Rao, V.Laxman Balaji, Panduranga Rao, Mrs. Saroja Devi recalled that the Government of India had already instituted a CBI inquiry into the allocation of 2 G licenses following charges that the Government been defrauded of huge revenue because of arbitrary allocation.

Whether it is grant of the telecom spectrum or leases for natural resources like iron ore, bauxite and coal, only international competitive bidding will eliminate scope for favoritism and corruption and ensure that the exchequer does not suffer avoidable revenue loss. The first-come-first-served policy lends itself to be grossly abused.

The Lok Satta President, Dr. Jayaprakash Narayan, will be shortly writing to the Prime Minister, the Leader of the Opposition, and floor leaders of all parties in both Houses of Parliament seeking the formulation of a comprehensive policy on grant of licenses for telecom spectrum or mining of natural resources so that the scope of private gain and windfall profits is eliminated and the Governments both at the Center and in States do not suffer any revenue losses.

The three-year-old Lok Satta Party is now deeply immersed in finding out how people should be involved in transformational politics.

The Lok Satta Party came into existence three years ago with a view to cleansing the political system which has failed to eliminate poverty, destitution and ill health and make people stand on their own legs. Over the years, politics has been turned into a lucrative business by certain dynastic families or individuals. They succeed in wooing voters with money and liquor or other inducements, come into power only to abuse it for personal gain.

Although large sections of people are aware that the present-day politics are rotten, they do not come forward to transform the system, going by Lok Satta experience. Viewing the elections as a fight among certain parties or politicians, the voters by and large remain indifferent or play only a peripheral role of casting their vote on the polling day.

What is tragic is that people do not realize that they are the main players in the democratic process and not parties and politicians. Instead of playing the central role since they are the prime agents of change, they become pawns in the hands of traditional parties either wittingly or unwittingly.

Pointing out that unless people take matters into their hand and choose to act, the status quo can never be changed, the Lok Satta leaders Mr.YD Rama Rao, V.Laxman Balaji, Panduranga Rao, Mrs. Saroja Devi told media today. They recalled what Abraham Lincoln said more than a century ago, Public opinion or sentiment is everything. With public sentiment, nothing can fail. Without it, nothing can succeed.

The Lok Satta leaders point out that perhaps people by and large are vulnerable to manipulation because of their innocence and gullibility since times immemorial. Otherwise, would Jesus Christ have been crucified? When Jesus was arrested and threatened with execution for blasphemy, his captors led by Pontius Pilate, the Roman Governor, offered to spare him if enough people called for his release. On that day, Jesus and another prisoner, Barrabas, were due to be killed. Pilates wife asked him to spare Jesus, who was innocent. But the religious elders and priests, who hated Jesus because he undermined their authority, persuaded the mass of people to call for Barrabas to be spared instead. When the crowd was asked what should be done with Jesus, they shouted, Crucify him. Pilate believed the execution of Jesus was wrong. Since it was the will of the people, he publicly washed his hands to show that he took no responsibility.

Again, there are people of talent, integrity and competence in all walks of life who thirst for dramatic changes in the political system. But they remain dreamers on the sidelines, since they are not inclined to take any responsibility to change the system by devoting a portion of their time, energy and resources.

The Lok Satta leaders say they are not disheartened by the poor performance in the GHMC elections since victory in an election is merely a means to transform politics and not en end in itself.

The Lok Satta even to this day subscribes to the philosophy that the country can be rid of poverty, destitution and ill health only if new politics are ushered in and people are empowered. The Lok Satta has never nurtured the illusion that it alone can transform politics. It, therefore, is now debating how best it can associate common people and the elite on the sidelines with its mission.

Lok Satta Party President Dr. Jayaprakash Narayan expressed disappointment over the partys dismal performance in the Greater Hyderabad Municipal Corporation elections. Defeat, however, is not a matter for despair. It is not the end of the road. For us, victory is a means to accomplish a larger goal and not an end by itself.

Talking to media persons who called on him, Dr. JP said: If the goals we subscribe to are necessary and good for the country and our means are pure and without malice, we will surely overcome all obstacles.

Dr, JP said that the Lok Satta made two fundamental assumptions. One is that the nature of politics needs to be totally transformed. Politics as it is practiced is plagued by criminalization, centralization, corruption. As a result, we have dismally failed in building up human capacity and eliminating poverty. The other Lok Satta assumption is that the people are willing and ready for transforming the nature of politics. The election results reveal that a majority of people are not yet ready to embrace new politics.

Dr. JP said the people had voted for the status quo without utilizing the platform built by the Lok Satta for ushering in alternative politics. They viewed the elections as a spectator sport and enjoyed the two traditional parties fighting like wolves. Unfortunately, they did not realize that the fight was over who should gobble up the lamb (the voter) first.

A majority of people continued to believe in hero worship without appreciating each one is a hero in his own life. Thats why the Lok Sattas call to people to grab the opportunity for self-rule as detailed in its manifesto did not click. Voting based on political parties policies and programs is yet to take root.

The Lok Satta Party, Dr. JP pointed out, fielded competent and educated candidates with no criminal antecedents. It released a credible and practicable agenda for the city and for different divisions and took its message to people. It stuck to its policy decision of not luring voters with money, liquor and other inducements. It carried on an honest and abole election campaign. Yet the people did not utilize the Lok Satta platform. Apparently, the Lok Satta had failed in convincing the people that it is the only party which is fighting for the people.

We may have to undertake course correction after deep introspection, added Dr. J.P.

Dr. JP thanked the tens of thousands of people who had voted for the Lok Satta spurning inducements and in the face of adversity. He also congratulated the thousands of party workers who invested their time, effort and money in working for the Lok Satta without anticipating anything in return except the good of the country.

Setbacks are only to be expected when we are on a mission to change history. We believe in fight and not flight.

However, the reality is that our present system of government is highly reluctant to empower people. The first step is to give people a voice - and that will not happen by merely electing representatives to get swallowed up into exactly the same morass. 

A political party that seriously looks to empower people must /first/ move to allow people their own voice. It may not be the voice that you and I and our next door neighbour want to hear, but it must be an empowered and authentic voice.   

Media today (and one can't help but note that the original post, with Dr JP's reported speech, was a 'press release', aimed at the mainstream media) is either directly an organ of the government, or representative of pure commercial interests. Many a time, this interest is not even truly Indian, being a multinational corporation, or one heavily indebted to financial institutions, who themselves are not wholly Indian owned (and some, not even partly). Gandhiji understood this situation very well, which is why it was Gandhians who operated India's first independent radio station (prior to independence).

I have been requesting Lok Satta volunteers to take up the freeing of accessible media (radio and terrestrial television) for local community, non-commercial, and non-political, broadcasting. Some followers, based abroad, understand the importance of this approach, as media in other countries has had a very different history than what we have seen. I hope that Dr JP will appreciate this view point and make it a priority.

In GHMC elections, Dr. JP explains

Why are the Congress and the TDP candidates spending up to Rs. two crore each to get elected as a corporator in the Greater Hyderabad Municipal Corporation?

Posing this question, Lok Satta Party President Dr. Jayaprakash Narayan today pointed out that a corporator who gets a monthly salary of Rs.3000 will have to toil for 600 years merely to recoup the investment in elections, without taking the cost of interest into account.

Addressing election meetings in Malakpet area, Dr. JP said that the traditional party contestants are not fools to throw away precious money down the Musi merely to get elected as corporators. They are looking forward to making many times their investment in the business of politics through umpteen ways ranging from collecting commissions from contractors and land grabbers to facilitating land dispute settlements and postings and transfers of officials.

The two political wolves are fighting for the right to eat the humble lamb, the voter.

Make no mistake; the two parties would not even think of transferring resources and powers to local governments as envisaged by Article 243 of the Constitution. In pursuance of the Constitutional provision, the Government of India inserted a conditionality for making available funds under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The condition is that the State Governments should empower local Governments by transferring resources and responsibilities to be eligible for funds under the JNNURM. Although the State Government adopted a law as early as in 2008 to empower local governments, it had not implemented it since it would deprive the rulers of the advantages of centralized power. Which politician in the State would like to forgo the opportunity of making money by empowering local governments? It would be tantamount to committing hara-kiri.

The Lok Satta President said there are two kinds of politics in vogue today. The traditional parties believe in luring voters with money, liquor and biryani or by offering short-term inducements like television sets and cash transfers or make political mileage by dividing them on the basis of religion and caste, language and region. They dont believe in empowering people with provision of quality healthcare and education and opportunities for livelihood.

In contrast to them, the Lok Satta believes in the innate wisdom of the voters who are self-respecting and love their children and families. The party believes if power is given to them they will transform society.

Dr. JP said, There is no magic wand which can transform society and improve peoples lives. Even if Mahatma Gandhi were to be reborn, he too would fail unless people are empowered as envisaged by him decades ago.

Are Lok Satta policies not practicable?

By repeatedly saying that Lok Satta policies and programs are not practicable, TDP President N. Chandrababu Naidu is making it plain that he is interested in continuing the politics of loot and plunder, charged the Lok Satta Party here today.

Apparently, he believes that change in peoples lives is neither warranted nor feasible, said Lok Satta leaders Y. D. Rama Ro, Bhisetty Babji, V. Laxman Balaji and Eeda Chennayya at a media conference.

The Lok Satta posed a string of ten stinging questions to Mr. Chandrababu Naidu:

  1. The Lok Satta Party has not fielded any candidate with criminal background. Does Babu believe that politics has place only for criminals?
  2. The Lok Satta does not lure voters with money and liquor or other inducements. Does Babu believe he cannot win votes without offering them?
  3. The Lok Satta has proposed ward governments to devolve powers and resources on them. Does Babu believe that it is impossible?
  4. The Lok Satta does not polarize society on the basis of caste and religion, language and region and believes that every Indian is entitled to live and work here. Does Babu continue to work for the States breakup on the one hand and talk of protection to settlers on the other?
  5. The Lok Satta accounts for every rupee it receives and spends. Does Babu think it is impossible to fight elections without tapping black money?
  6. The Lok Satta holds its meetings without hiring people at huge expense in terms of money, liquor, food and transport. Does Babu believe that millions of rupees have to be spent to conduct meetings?
  7. The Lok Satta explains its policies without resorting to character assassination. Does Babu believe that there cannot be a discourse without slinging mud at others?
  8. The Lok Satta has come up with a Bill to curb corruption by creating autonomous mechanisms and special courts to punish the guilty. Does Babu believe that corruption cannot be eradicated since it hurts politicians?
  9. The Lok Satta does not believe in dynastic politics. Does Babu believe that politics should be the preserve of certain families?
  10. The Lok Satta believes in provision of quality education, healthcare and job-oriented skills to everybody. Does Babu believe in keeping people as perpetual beggars by doling them out TVs and cash transfers?

The Lok Satta leaders maintained that a vote to either the TDP or the Congress would be a wasted vote since both of them are committed to perpetuating politics of loot. They appealed to voters to exercise their franchise and elect good candidates since their future is at stake.
