Since someone asked recently...I got a phone call today.
My hearing was this morning. The board accepted my appraisal amount and my
taxes will go down by $2900 assuming that the tax rates would stay the same.
$600 cost to me. Michael Lee handled the whole thing. I have a real appraisal
so I sadly know what my house is worth, really. I didn't have to do any work
and he represented me at the hearing. His number is 847-625-1900.

I have the Purchase Order, Breakdown per school, Payable Journal, Invoice, Serial Numbers of each Smart Board, and Copies of the checks for each order of the Smart Boards. All of this information was obtained by filing out a Freedom Of Information Request (by me) and is required by law, to be given upon request. On 9-20-2009, District 46 PAID (from the technology fund: taxpayer money make up the technology fund and bond $ - which is also taxpayer dollars) a total of $244,842.00. ; On 6-25-2008, D46 paid $33,041 (Tech. Fund), On 11-25-2008, D46 paid $77,349 (SEED Program - taxpayer funded). There have been additional Smart Boards Purchased since my request in Sept. Some Smart boards (not listed in the prior total) were purchased through grants and PTO money. The bulk - obviously - we (yes, WE-THE TAXPAYER) have paid for.
This is great! Thank you Jess for your passion and information sharing. Now that we all know where to go read more about D46 can we please keep further posts on that list now and stop flooding this list with issues that don't necessarily impact the subdivision?

I want to clear up any confusion that may have been made by my original post:
1) The D46 parent group is a tool I encourage you to use to become informed about issues in our district that are being discussed. THIS IS NOT THE GROUP I AM ASKING YOU TO JOIN TO TAKE ACTION! This yahoo! group is something I read, comment on, and find to be a valuable resource for all things regarding our district's choices. Yes, there is a moderator with a pen name (eeeek) and many people on this board are like you and me and have views that oppose or agree with the BOE. I'm simply trying to point you in a direction to help you gain more knowledge on our BOE and district 46 issues and discussions.
2) As a concerned citizen/parent of district 46...I am unhappy emptying my pockets over and over to see the students end up suffering with possible larger class sizes, less teachers and fewer programs. I am inviting anyone else who feels the same way to join me and many other community members/parents/taxpayers of the district to fight the District for transparency--something they SHOULD be doing, but are NOT. We deserve to see how our tax money is being used! If you feel as strongly as I do about paying outrageous taxes and seeing our schools suffer despite of paying more, I invite you to be heard. This is where I am asking the community to take action and ask you to contact me if you'd like to be a part of this!

But when our kids are at risk of increased class sizes or missing important programs in their education, then the salary increases need to wait 'til this district has their finances back on track. Many of you reading this today have faced salary freezes, lay offs or salary cuts because your company had to use that money for other reasons to stay afloat! Why would we pay teachers MORE to give our children LESS?
I'm not against funding our schools---when it is FOR our children! I am against funding a school district who provides 4% raises to staff and administration on a yearly basis, increased percentages in pensions, purchasing electronics (like smart boards/macs) for the classrooms and spending $10,000.00 for 10 people from the staff/administration to attend Disney World this past week in December for a Blue Ribbon conference. Not when there is a 2.5 million dollar deficit at stake and pink slips are going out in March to teachers who will ultimately lose their jobs because of this deficit. How can a district in such dire straits afford such luxuries? Keep your smart boards, macs and trips....We want our teachers and our enrichment programs!
I'd like to also note that District 46 refuses to show transparency (where we, the citizens of this district, can visbily watch how our money is spent). This is a free program available for D46, and other Lake County schools are doing this already! It simply requires D46 to post their online ledger so we can see where our taxes are being used to help fund our schools. Why won't they allow us to see where OUR HARD EARNED MONEY is being spent? Makes your wonder, doesn't it?
Please take a moment to sign up for the D46 yahoo! group that discusses all of these issues at great length. It's an open forum to voice your opinion freely without scrutiny, and to gather FACTS about our school district!
If you have passion around what is happening, and want to make a difference, I am looking for people to help support the need for transparency in this district. It wouldn't require much of your time, but the more voices we have, the better! Your participation would begin in February 2010 and last about 3-4 months, no more than a couple hours per month. This is one of those times where I wish Yahoo had one of those smiley eating
popcorn emoticons....so appropriate at this point since I (for once) am not one
of the combatants.
At any rate, I don't know anything about that group effort. I went with an
individual appeal effort with a seasoned professional who had completed and won
many previous appeals. Mine is still in process. All required documents have
been filed, just awaiting a date. There were, not surprisingly, a record number
of appeals this year. I, for one, will likely not hear anything until near the
payment due date is what I am told.
I suspect, however, that there are alterior motives for asking the question.
Grabbing more popcorn and munching now.
Just wondering...what was the outcome of this tax appeal?

Again you failed to read - why is this group not telling us who they really are? Just because I don't join this faceless group doesn't mean I am taking no action. You really should get educated on the issues more before posting. If you haven't noticed the country is in a recession and schools are losing funding everywhere.

Why would anyone what to join a Group where the moderator HIDES behind a pen name? If this group is so open and honest about what they THINK is happening in D46 why hide? Also most of the Smart Board technology added to class rooms was from Grant Funding not OUR taxes. PLEASE investigate your claims before try to fan the flames. I understand standing up for what you think is right but I don't think all the inflammatory postings have done anything to benefit our children.

This is from the D46 Parent Message Board, and moderator, "mothergoose".....
A reminder that the BOE is holding a special meeting this coming Tuesday night. This meeting is primarily to review the budget shortfall numbers, and then vote on an increasing the property tax levy.
**Note: The forcast shows that D46 will need to make $2.5 million in cuts for the 2010-2011 school year. That number will be $3.5 million if the board votes against a Levy. Knowing this ahead of time, it is not much of a guess as to how the majority of the board will vote and the arguement they will use to increase your property tax. Also, they will undoubtedly voice their opinion on the lack of community participation at the D127 meeting to increase the Levy.
There is a lot of emotion going into Tuesday night. Do we continue to fight the Levy knowing it will impact our kids? Our kids are going to be impacted because of the shortfall anyway, should we "go for broke" and encourage the Board to vote against the Levy and figure out a way to alleviate the shortfall without impacting our household expenditures (including property tax increases, increased registration fees, etc.)? Do we focus on encouraging the Board to put together a finance committee (like Woodland District #50 - who utilized 65 community volunteers to help cut $3.5 million worth of shortfall in revenue' Note: Woodland formed this committee back in Sept. in anticiipation of the shortage. They are presenting their cost cutting proposal on Jan. 19th; They are far ahead of the game than D46). We will have to provide "pink slips" to any staff who will be eliminated by Mid-March (90 days prior to the last day of school - by law).
Please attend this meeting and encourage every neighbor and friend to encourage this meeting; Voice your opinion; it is needed now more than ever!

Michael Carbone, a concerned Madrona Village resident, and member of the District 46 Board of Education (BOE) is unable to post to this group but wants to make sure all of us are aware of a sneaky tax increase that we, the residents within District 46, were only notified by a small newspaper article under public hearings! I'm just as concerned, but my neighbor, Michael has been nice enough to keep me informed and ask that I reach out to all of you about this!
This tax increase SHOULD HAVE been made aware to us in the most recent BOE meeting! Now, a vote is going to take place on Monday....and all of us have had NO time to digest this, write letters to the BOE, or get more information on why this is needed.
I'm also attaching a letter below the newspaper article that I encourage all of you to copy and forward to each BOE member to tell them your concerns (this is all conveniently provided for you to copy/paste, even the BOE email addresses). This was written by the creator/moderator of the d46 yahoo! group I notified you of yesterday. The author is well spoken, very involved/educated on D46 issues and the letter sums up how many of us feel perfectly. I hope you'll take the short amount of time to either attend the meeting or copy/paste the letter of concern to fight this!

Good Morning Board Members,
I am writing to you to let you know that I am strongly opposed to any property tax increases for residents living within the boundaries of
District 46.
While you may be asking for a minimal increase, I urge to you really understand the burden you continue to put on the backs of the taxpayers.
As I drive through my neighborhood, I see: "For Sale" signs at a rate of every 4th house. Some of those houses are currently unoccupied because the families were forced out due to foreclosures. We can't sell our homes here. The taxes we pay are so high, no one is encouraged to buy here. How do you convince someone to buy a home where close to 40% of their property tax goes to a school district that has recentely made budget cuts and may be in a similar situation coming up? Ironically, the education kids are receiving in a District where property taxes are much lower, is
equal to or great than ours! This should be a "Flashing" example of: More money does not equal a better schoool/education.
This economy is not getting stronger. The unemployment rate continues to rise. The outlook for 2010 is bleak. Certainly my household is not the only one in the District where the amount coming in is not going up (it has gone down by 15%!); yet the output seems to keep rising. Many of us are being taxed right out of our homes!
We all want a good education for our children. This district used to be known for that. Now, it is known as the district with homes for sale that no one can afford to purchase because of the taxes. We need to find ways to continue to cut costs (with as little effect on the children) as much as possible.
Please, when you place your vote on Monday, Dec. 7th, understand that you will be affecting every family in this district. Do not take your responsiblity lightly. Do not vote to increase the Levy as requested.

I guess you are right it could be worst but it is STILL ugly!! But decorating it will make it look more tacky so lets just leave our sum looking fence the way it is! LOL! :) We will see if our fellow neighbors keep up with of clearing the snow off the sidewalk in front their house! That will be the next challenge in our Neighborhood! It is all good just had a gripe! :)

First I would like to say yes it looks like something from out west or like any other state route in Illinois that takes precautions to help from drifting along open roads. We all have driven past the park during the snow season and have seen the heavy drifting that occurs during the snow season. The bigger picture other then Jennifer's front window, is what the villages responsibility it is to insure the safety of the motorist. By putting up this snow fence it will help with the drifting. It does work! Could you use green or orange plastic fence? Yes you could, But that would require the village to go out and spend a lot of money on seasonal snow fence that is going to sit in a pile for 8 months. Seems to me the village is being responsible by using what they have. This fence will cut down on call back (overtime) for snow build up in the street. In September we were complaining about the taxes. Maybe someone out there has some extra garland we
could throw on it. I will see if I have extra after I'm done with my house. Maybe a fence decorating event! We may have started a new tradition! I'm kidding!
