AD delegate attends EFGP seminar in Warsaw

Mark Vella, a member of the Cassola for MEP campaign team, has
recently attended a post-election seminar in Warsaw, organised by the
European Federation of Green Parties (EFGP).  The aim of the meeting
was to evaluate the EU accession countries' performance in the 2004
European Parliament elections.

Vella said that this important seminar coincided with Alternattiva
Demokratika's 15th Anniversary and Annual General Meeting.

"This meeting has seen AD grow as the biggest Green Party in the new
European Union accession countries and one of the most promising
Green parties in the Mediterranenan and Southern European area.
Cassola's performance and AD's MEP campaign are being used as a
valuable example and case study of how to promote effectively the
Green vision as a feasible way of conducting modern politics.", Vella
said.

AD's emphasis on participating in events like these confirm its
commitment to be a modern party which continues to strive hard to
enter the political mainstream as a viable alternative.

The seminar was attended by Juan Behrend, Co-Chairman of the Green
Group in the European Parliament.

Alternattiva Demokratika - The Green Party has pledged to support any
Gozitan farmer or rural economic entity which decides to invest in
organic agriculture.

The Green Party also launched a political outreach campaign with the
theme: "Listening to the Gozitans". During the next months AD
officials will be visiting towns and villages in Gozo to listen to
relevant concerns and suggestions.

AD chairman Dr Harry Vassallo, told organic farmers in Xaghra last
Sunday: "This sector is one of the several 'green economic paths',
which the local business community could pursue in line with other EU
countries, to enhance the quality of life of the island's inhabitants
without sacrificing the rural charm and intrinsic beauty which only
Gozo can offer."

Dr Vassallo, accompanied by members of the AD executive committee and
of AD's Gozo regional committee held a walkabout in Ghasri one of the
four localities which will elect a new local council in March.

The political outreach campaign adopted by AD's Gozo committee aims
to reach out for local community members to understand the economic
and social realities of the people living in various localities as
well as to listen to their own concerns.

AD Gozo committee spokesman Victor Galea said: "Unlike the major
political parties, Alternattiva Demokratika aims to keep these
personalised contacts with the locals throughout the year and not
merely during electoral campaigns."

The viewpoints shared between the AD members and Gozitan visitors
will form the basis of the Gozo Plan which will be published in the
coming months, after an extensive consultation exercise with Gozitan
civil society and constituted bodies.

  ambassador of the Palestinian National Authority in Malta, on the
occasion
  of the death of the Palestinian President Yasser Arafat.

"Without any doubt Yasser Arafat personified the legitimate
Palestinian
  struggle for a contiguous state on the land occupied illegally by
Israel
  in 1967", said AD's international secretary Ralph Cassar.

"We augur that the death of Arafat will serve as an opportunity for

  revival of the Middle East peace process.  Malta an the European
Union
  should take a leading role to revive this peace process which is
vital for
  world peace. Other wise the leadership vacuum in Palestinian society,
  brought about by the death of Arafat  will be occupied by
fundamentalist
  and terrorist forces. AD augurs that the new Palestinian leadership
will
show a greater commitment to fight terrorism, enhance  democratic

jiżdidulu n-numru ta' deputati biex ikun jista' jiggverna waħdu.
Naturalment din il-parti ftit togħġobni għax tkun tfisser li
jinħolqu żewġ klassijiet ta' partiti: dawk l-antiki li kisbu
d-daqs
biż-żmien li jista' jkollhom tama li jiggvernaw u Alternattiva
Demokratika li tibqa' barra.



Din il-proposta hi oħra zoppa bħal kull emenda li saret lill-
kostituzzjoni minn żmien l-indipendenza. Jista' jkun għalhekk li
għandha ċans tajjeb li sseħħ. Il-partiti l-oħra
għandhom storja
twila ta' ħruxija ma' xulxin, ma jistgħux javdaw lil xulxin. Iridu
jimxu bl-għassa ma' xulxin u bil-mod ħafna.



Il-biċċa l-kbira tal-partitarji tagħhom ma jibdewx biex jifhmu l-
ideja ta' gvern ta' koalizzjoni, magħmul minn iżjed minn partit
wieħed. Lanqas ma jifhmu l-ideja ta' gvern ta' minoranza
appoġġjat
minn partit ieħor li ma jieħux sehem fil-gvern. Għadna 'l
bogħod
ħafna minn dawn l-affarijiet li huma ħaġa ta' kuljum
f'pajjiżi
madwar l-Ewropa. Il-Maltin jifhmu biss is-saltna ta' partit wieħed
immexxi minn figura waħda :Prim Ministru li jsaltan fuqna bla

ta' irresponsabbli u xorta jitilfu l-appoġġ. Spiss ġara li

F'pajjiżna għandna l-eżempju ta' l-elezzjoni ta' l-1998 li saret
minħabba l-oppozizzjoni ta' Dom Mintoff għal politika tal-partit
tiegħu. Minn figura maħbuba u rrispettata sab ruħu f'minoranza
żgħira fil-partit li kien bena għax tgħabba bit-tort
għat-telfien
tal-gvern għall-Partit Laburista. L-ebda partit li jħaddan tama li
jikber ma jrid jgħaddi minn l-istess triq u jidher ikrah għax qala'
l-inkwiet.. Fl-elezzjoni ta' wara jkunu irid iżjed u mhux anqas
appoġġ.



Il-proposta li smajt, fil-waqt li tneħħi kull saħħa lil
Alternattiva
Demokratika, tneħħi ukoll kull biża li tista' tikseb xi
saħħa
eżaġerata. Tneħħi ukoll il-perkilu kbir li xi partit jista'
jkollu
interess li jirrikattaha kif għedt qabel.



Għalkemm il-proposta hi demokratikament difettuża nasal biex
ngħid
li tirrifletti l-livell ta' żvilupp politiku li lħaqna s'issa.
Għadna ma nafdawx lil xulxin biżżejjed biex nemmnu li
nistgħu nimxu
ta' rġiel u nisa ma xulxin u għadna neħtieġu garanziji fuq
garanziji.



Fil-prattika l-ebda gvern ma jkun jippreferi li jiggverna waħdu
mingħajr ma jkollu maġġoranza assoluta tal-vot.. B'din is-sistema
aktarx li l-ebda partit ma jkun jista' jiksibha. Dan ikun ifisser li
l-partit il-oħra fl-oppozizzjoni flimkien jkollhom iżjed voti mill-
gvern Waqt li l-appoġġ ta' Alternattiva Demokratika ma jkunx
assolutament meħtieġ skond il-liġi, jkun għodda importanti
biex
gvern isaħħaħ il-leġittimitá politkka tiegħu. Ikun
biżżejjed għalina
li nkunu nistgħu naqdu lil pajjiżna, nieħdu sehem fit-taħdit
u
nikkonvinċu lil sħabna u li nsemmgħu il-leħen tan-nies
tagħna fil-
parlament għall-ewwel darba f'għoxrin sena.

AD warns that Urban Conservation Areas "risk erosion"



Alternattiva Demokratika has criticised the Malta Environment and
Planning Authority (MEPA) over its decision to set a short deadline
of until the 28th December for "duly qualified persons or groups" to
identify streetscapes in Urban Conservation Areas (UCAs) with the
aim of applying a "more flexible approach". Alternattiva feels that
it is unacceptable that the Authority which was set up to supposedly
plan and protect the environment, including both urban and rural
features, has been known to claim free rein when it informs the
public at a late stage during the Christmas season that since no
objections from third parties were filed it can choose to simply go
ahead.



Mr Mark Causon, AD's Spokesperson for the Environment said,



"Permitting more development which is not in harmony with Urban
Conservation Areas (UCAs) will overtake towns and villages which
will lose their unique character. AD urges local councils to speak
out strongly in favour of the protection of their urban heritage
which will certainly diminish if the prescribed erosion of UCAs by
MEPA is allowed to pass largely unchallenged.



AD also challenges the specification by MEPA that input on the
establishment of a "street hierarchy" should be restricted to
persons or groups who are "duly qualified". Have residents no longer
any say in the preservation of urban heritage in their home towns
and villages when so much is being lost?"



"The first thing which must be addressed is closing the loophole
which has allowed Grade Three scheduled historical buildings,
whether inside or outside UCAs, to be developed. The public has been
taken for a ride by MEPA when told that such buildings have been
torn down "to blend in with the surroundings" when the original
surroundings have been redeveloped beyond recognition. This is a
serious abuse of planning regulations which were originally designed
to protect what precious little is left of our urban heritage,"
concluded Mr Causon.
