The interest in the FairTax is growing across America! 
 
With the increased exposure of the FairTax, we have received many requests for materials, booth fees, etc. that we are not able to fulfil. We need to have adequate funding to move the FairTax grassroots forward especially in areas that are only beginning to develop local groups.
 
For example funds are needed in several areas:
*Cover costs of grassroots events such as Operation FairTax Victory/Storm the Hill
*Booths at national and local events such as the Congressional Black Caucus event in DC or State Fairs. 
*Materials, supplies for groups large and small.
*Improving communications within our grassroots network
 
In an effort to solve two problems -- 1) getting FairTax t-shirts to our volunteers and 2) raising the necessary funds to continue our FairTax efforts...anyone donating $30.00 or more ...   we will send you a free "Get on board the FairTax Train" t-shirt as a thank you!

Stealth IRS changes mean millions of new tax forms

NEW YORK (CNNMoney.com) -- The massive expansion of requirements for businesses to file 1099 tax forms that was hidden in the 2,409-page health reform bill took many by surprise when it came to light last month. But it's just one piece of a years-long legislative stealth campaign to create ways for the federal government to track down unreported income.

The result: A blizzard of new tax forms that the Internal Revenue Service will begin rolling out next year.

"It was actually something that we were following back under the Bush administration under the 2008 budget -- we started to see these kinds of rumblings about the 'tax gap' and whether or not businesses were paying their fair share," says Tom Henschke, president of the Pennsylvania-based SMC Business Councils, which was one of the first organizations to call attention to the health care amendment when it was introduced last fall. "So two administrations can claim credit for this."

The first tax-reporting expansion was buried in a different bill, the Housing Assistance Tax Act introduced by House Speaker Nancy Pelosi and signed into law by President George W. Bush in July 2008. Best known for its first-time homebuyers' credit, the bill also created a new addition to the family of 1099 tax forms: the 1099-K.

The 1099 is a catch-all series of IRS documents used to report non-wage income from a variety of sources like contract work, dividends, earned interest and pension distributions. The new 1099-K aims to shine a light on a currently hard-to-track payment stream: credit cards. Starting in 2011, financial firms that process credit or debit card payments will be required to send their clients, and the IRS, an annual form documenting the year's transactions.

The rule comes with a floor to weed out the most casual retailers: The 1099-K is only required when a merchant has at least 200 payment transactions a year totaling more than $20,000. But it applies to all payment processors, including Paypal, Amazon.com, and others that service very small businesses.

The goal of the new regulations is to catch income that is going unreported to the IRS. The federal government loses an estimated $300 billion each year from the "tax gap" between what individuals and businesses owe and what they actually pay.

"Better information reporting helps the tax system work better by ensuring that everyone pays what they owe," IRS Commissioner Doug Shulman explained last year as his agency unveiled the 1099-K. "The new law gives us an important new tool for closing the tax gap and also provides business taxpayers better documentation to compute and report their income and expenses."

For companies that currently report all their credit card and Paypal sales to the IRS, the 1099-K requirement will have little impact. All the paperwork will be done by the bank or payment processing service, and business owners will simply receive a form at the end of the year listing their total receipts.

The 1099 changes attached to the health care reform bill are another kettle of fish. These massively expand the requirements for filing the "1099-Misc" form, which companies use for recording payments to freelance workers and other individual service providers. Until now, payments to corporations have been exempt from 1099 rules, as have payments for the purchase of goods.

Starting in 2012, that changes. All business payments or purchases that exceed $600 in a calendar year will need to be accompanied by a 1099 filing. That means obtaining the taxpayer ID number of the individual or corporation you're making the payment to -- even if it's a giant retailer like Staples or Best Buy -- at the time of the transaction, or else facing IRS penalties.

In essence, the 1099-Misc is having its role changed from a form for tracking off-payroll employment to one that must accompany virtually any sizeable business transaction.

"Just with business travel it would include hotels, rental cars," Henschke says. "Phone service: 1099. Computer service: 1099. Whoever does your postage meter: 1099. You do a little advertising, Yellow Pages: 1099. Your landlord: 1099. You might as well just keep them in your pocket and hand them out as you go around every day."

How did this sweeping provision end up hidden in the health reform bill? No one is willing to take credit for introducing the new legislation, which appeared in the Senate Finance Committee's version of the health bill last fall. Committee chairs Don Baucus, D-Mont., and Chuck Grassley, R-Iowa, both referred calls to committee staffers, who wouldn't comment on the record.

But the provision appears to be a long-in-the-works change that was just waiting for the right moment to be attached to legislation.

Back in 2007, the Senate Finance Committee asked the government's General Accountability Office to conduct a tax-gap study. The resulting report estimated that establishing additional 1099 paper trails for income could provide up to $345 billion annually in new federal tax revenues.

Enter the health reform bill. Last fall, as the debate raged over its projected cost, Congressional supporters of the bill began a desperate search for "revenue enhancers" to bring the net cost down -- and eliminating the 1099 exceptions for corporations and goods was seen as an easy way to bring in more cash without raising tax rates.

House and Senate staffers "essentially have a cupboard full of convenient revenue raisers that they can put into bills when they need it," notes Chris Edwards, director of tax policy studies for the libertarian Cato Institute. In the case of the 1099 changes, he says, "this was sitting around, the IRS wanted it and had testified in favor of it, and they needed a revenue raiser. This was just a convenient thing."

Still, the form the new law took was surprising -- especially the requirement that businesses file 1099s when they purchase goods, which hardly anyone saw coming.

Henschke's group had previously surveyed its members and learned that they average 10 filings a year of 1099 forms, each of which takes about half an hour to prepare. That's in line with the GAO report, which found that a typical small business spent between three and five hours per year filing 1099s.

But SMC's survey found that extending 1099s just to services purchased from corporations would push that number to at least 200 filings per year for a typical small business -- adding an estimated $6,000 to the cost of preparing the average tax return. And that's without even accounting for the requirement that 1099s be filed for purchases of goods, a provision that Henschke's group didn't see coming when it conducted its survey last year.

"These folks are doing their paperwork in the evenings and on the weekends already," he says. "This certainly adds to the burden substantially."

The IRS has a draft version of the 1099-K form available now for public feedback, and will begin requiring the form's use next year. The additional 1099 requirements take effect in 2012. The  2010 Grass Roots Freedom Ride for FairTax, founded by Mike and Carol McLean has begun! On June 2nd, from Horse Shoe, NC, the FairTax Bike will begin travel through all of the lower 48 States until late September. By then, the FairTax Bike will have logged approximately 17,000 miles for FairTax. FairTax Advocates,

In March of 2005, I left active duty Navy to begin my civilian career.  This
sector shift opened my eyes to the rampant issue of tax oppression in our
country.  During active duty, I was shielded from the major tax detriments I now
incur on the civilian front. My personal experience and the shared experience of
many Americans converted me into a firm supporter of the FairTax.

My passion for the FairTax began when I realized that our government places an
annual limitation on our 401K, currently capped at $16,500 and an additional
$5,500 if you’re 50 or over.  My annual federal income tax liability exceeds
this cap, putting me in a “negative equity” or “upside down” scenario as
I’m trying to save for retirement. In other words, I am required to pay our
government more than our government allows me to save tax free.  For me and
numerous citizens, our current tax system creates an American nightmare, not an
American dream.

Due to this present frustration and also realizing that the tenets of the
FairTax will pave a better, brighter tomorrow for our country, I am compelled to
take action. I recently created the website

The FairTax bill is under attack in many regions of the nation -- and it may get worse.
 
False ads are popping up all over with messages such as "Candidate X wants to raise your taxes by 23%". The ads never mention replacing the income tax or abolishing the IRS -- not to mention all the other great benefits of the FairTax. There is even a false ad running on the home page of the DCCC.
 
In order to get the truth out about the FairTax we have listed bullet points explaining the FairTax at: www.FairTaxNation.com There you can also watch the video by Herman Cain responding to the false attack ads.
 
We need your help to get correct information out into your community 
 
Please:
 
1) Write, call, email, and/or fax any candidate/organization creating false FairTax ads and politely explain a few of the benefits of the FairTax.
 
2) Visit candidates local offices and bring some FairTax information. If you need a FairTax flyer, email me and I will be happy to send you one as an attachment.
 
3) Write letters to the editor explaining the FairTax. Once most people learn of the benefits of the FairTax, they support it.

With Congressman Linder's retirement he will pass the responsibility of FairTax sponsor to his former chief of staff now Congressman-Elect Rob Woodall who will be replacing Congressman Linder in the House.
 
To mark this passing of the FairTax torch, Congressman Linder and Congressman-Elect Rob Woodall along with Congressman Price with be holding a live news conference on Thursday, Dec. 9 between 8-9 am in Washington, DC.
 
The details are still being worked out so we do not know what space limitations, if any,there may be but we would like to have a good number of FairTax grassroots leadership and volunteers at this event.

I would like to, BUT have medical appointment that day,  PLUS getting from Baltimore to Capitol Hill by 9 am would probably required departure close to 6 am, and then there is NO easy parking in the area.

I would like to see you become a CO-Sponsor of H.R. 25, so PLEASE, do not tell me it goes to House Ways and Means and you will keep my comments in mind when the bill comes to a vote.  YOU CAN ACT TODAY!

H.B. 25 have significant effect moving the country out of the economic problems it faces and make us MUCH MORE competitive in the world market.  It will also simplify life for over burdened individual and corporate tax payers, while still bringing the same revenue to the federal government.

H.R. 25 abolishes income and most payroll taxes and substitutes a NON-REGRESSIVE consumption tax.  I was previously the Regional Director for FairTax, from Md. to Maine, a volunteer position, but one that put me in touch with thousands of people, and there was universal support for the proposal.  I WOULD BE HAPPY TO MEET WITH YOU AND REVIEW WHAT THE BILL DOES AND DOESN'T DO!

Please use your direct intelligence to evaluate the proposal, and do NOT be bound by Nancy Pelosie's erronious attitude. 

The income tax system is a mess and the logic of taxing what someone produces and puts into society, rather than what they consume and take out of society is overpowering.  Ask ANY of your staffers if they would like to have their GROSS paycheck be their take home pay!  And remember, the bill is NON-regressive, because of a simple PREBATE to all citizens, based on their family size and the poverty level.  Only the underground economy, illegal aliens and tax lobbyists LOOSE under FairTax.  Are ANY of those your constituents?

Thanks Ed, but you might be interested to know that about 6 years ago, when I took about 8 people to meet with Cummings, who had just ended his position as head of the Black Caucus, he was not only more gracious than ANY of the other Md. Congressman we met with, HE SHOWED A REAL INTEREST, once he heard some of the facts.  Specifically, he had the idea that the proposal was regressive, BUT when he learned FICA and Medicare deductions would also end, AND the prebate would help low income people, he developed a great interest.  With Pelosi now OUT, and people like congressman West from Florida now in, Cummings MIGHT come on board.  In fact, if I had to bet, I would estimate his chance of signing on might be 30%, while mind numbed Sarbanes is probably closer to 15%!

I agree his voting record is not good, BUT he is a sharp individual, AND most attuned to 'his constituency'.  Pushing the elimination of payroll taxes, while maintaining Medicare/social security funding AT THE SAME LEVEL is a big key.  I think he is also willing to see the 'underground economy' [drug dealers] taxed, and would like the idea of the average citizen no longer required to file an income tax statement -- which they have to pay someone to do, AND are often 'tricked' into taking a direct payment of the over withholding, allowing the tax preparer to make a windfall

The issue of tax reform is gaining momentum in the Congress.
House Majority Whip Kevin McCarthy (R-CA) talked about the economy this morning on Fox News program American's News room. McCarthy said -- First thing we should do is reform the tax code.
According to Woodall, Congress will soon hold a series of Ways and Means Committee hearings on tax reform. Woodall said he will advocate for the FairTax, but said Congress will talk about all other proposals as well.
We need to make sure that the FairTax is the tax reform plan that becomes law.
