Notice for the inhabitants of the Sunrise Lake Village District, Town
of Middleton, and County of Strafford New Hampshire, who are
qualified and registered to vote on Sunrise Lake Village District
affairs.

You are hereby notified to meet at the Old Town Hall in Middleton, NH
on Thursday, March 27, 2008 immediately following the 6:30 p.m.
Budget and Warrant Public Hearing.

The Sunrise Lake Village District Commission will conduct this Public
Bond Hearing to receive public comment on the proposed bond issues,
which would finance the reconstruction of the right and left banks of
the Sunrise Lake Dam.

If any Warrant Articles containing bond issue requirements are passed
at the Annual Meeting on April 22, 2008 then the owners of property
in the Sunrise Lake Village District will finance said bond issues
through the annual "District Tax".

The amount of the proposed bond issues is as follows:
$476,500 for the embankment repair and filter installation
or
$565,500 for the extension of the existing concrete walls and filter
installation.

$255,000 for the option of using a water control system (Portadam)
throughout the construction project, which would help minimize the
need for a complete lake draindown.

meet again March 29

MIDDLETON — Town Elections and Town Meeting is now over; however, the
town did vote to reconvene on Saturday, March 29, at 10 a.m. for the
following purpose:

Article 4 — reconsideration of the $500,000 bond issue for the
construction of a highway garage and salt shed.

Article 13 — vote to raise and appropriate $15,000 for a building
addition for the fire department.

Article 14 — vote to discontinue the Highway Garage Capital Reserve.

Article 18 — vote to raise and appropriate $125,000 for shimming and
paving New Portsmouth Road and Governors Road.

The meeting will be held at the old town hall.

Registered voters in the Sunrise Lake Village District are notified
to meet at the old town hall on Thursday, March 27, at 6:30 p.m. to
discuss proposed warrant articles, which will be voted on at the
annual meeting to be held on April 22. A Public Bond Hearing will be
conducted at the conclusion of the Warrant and Budget Hearing.

ATV Class will be held at Valley View Community School in Farmington
in the multipurpose room on Saturday, March 29. Registration is at
8:30 a.m. to 4 p.m. Venture Crew 188 will be hosting the class with
NH Fish and Game for ages 12 years and up. The cost is free.

Road Agent, Rick Washburn has posted town roads beginning Monday,
March 17, until further notice.

Middleton crash victim listed in serious condition

MIDDLETON — The Rochester man who was airlifted to Maine Medical
Center following a two-vehicle head-on collision here on Route 153
Tuesday morning was listed in serious condition Wednesday afternoon.

The female driver of the second vehicle involved was listed in good
condition at Frisbie Memorial Hospital Wednesday night.

Roland Colbath, 74, was taken by Wakefield ambulance to Route 16,
where he was then airlifted to Maine Medical with serious injuries.
As of 4:30 p.m. Wednesday, he was being treated in the Portland
facility's intensive care unit.

Pamela Ricker, 46, also of Rochester was transported to Frisbie
following the collision, and was reported in good condition as of 8
p.m. Wednesday night.

Ricker's daughter, Kristen, 19, of Rochester, and Colbath's daughter,
Paula, 47, of Farmington were also transported to Frisbie.

Neither Kristen Ricker nor Paula Colbath were listed as patients at
Frisbie as of 8 p.m. Wednesday.

A child, the baby daughter of Kristen Ricker, was uninjured in the
crash.

According to Middleton EMT Karen Poisson, the Rickers both
suffered "substantial injuries," but Kristen's baby, who was properly
fastened in the backseat was OK. Paula Colbath's injuries were
considered minor.

Colbath's red Toyota Camry was heading north when it collided with
Ricker's blue GMC Envoy, heading south.

Neither the Colbaths nor the adult Rickers were properly belted, Sgt.
Dave Hall said.

No charges have been filed, and the Strafford County Technical
Accident Reconstruction Team continues to assess the incident.

Tuesday,April 22, 2008 at 6:30pm at the Old Town Hall:

Article 1: To nominate and elect officers as follows: One Commissioner for a term of (3) years and one clerk for a term of (3) years.

Article 2: To see if the Village Distrisct will vote to raise and apropriate the sum of $565,500 for the rehabilitation of the Sunrise Lake Dam.  This will include: reapir of left and right embankments, addition of a filter system to each embankment, extension of concrete walls the length of each upstream embankment and rebuilding of the downstream wall on right embankment.  And, to authorize the issuance of not more than $565,500 of honds or notes in accordance with the provisions of eh Municipal Finance Act (RSA 33) and to authorize the Village District officials to issu and negotiatioe such bonds or notes and to determine the rate of interest thereon.  (2/3 Ballot Vote required) The estimated tax impact through a 20-year bond would be $69/$100,000.  Recommended by the Commissioners 3-0.

Articel 3: To see if the Village District will vote to raise and appropriate the sum of $476,500 for the rehabilitation of the Sunrise Lake Dam.  This will include: repair of the left and right embankments, addition of a filter system to each embankment, reapir and addition of riprap to each embankment, and rebuilding of the downstream wall on right embankment.  And to authorize the Village District officials to issue and negotiate such bonds or notes and to determine the rate of interest thereon.  This article is contingent on the failure of Article 2.  (2/3 Ballot Vote required) The estimated tax impact through a 20-year bond wouuld be $59/$100,000.  Recommended by the Commissioners 3-0.

Article 4: To see if the Village District will vote to raise and appropriate  the sum of $255,000 for the installation of a temporary water retention coffer dam (Portadam) to be used during the dam reapir outlined in the above Article 2 or 3 whichever is approved.  And to authorize the issuance of no more than $255,000 of bonds or notes in accordance with the provisions of th Municipal Finance Act (RSA 33) and to authorize the Village District officials to issue and negotiate such bonds or notes and to determine the rate of interest thereon. This article is contingent on the approval of either Article 2 or 3 above. (2/3 Ballot Vote required) The estimated tax impact through a 20-year bond would be $33/$100,000.  Not recommended by the Commissioners 3-0.

Article 5: To see if the Village District will vote to raise and appropriate the sum of $100,000 to mitigate any impact to wildlife as a result of the above discussed dam rehabilitation.  And to authorize the issuance of not more than $100,000 of bonds or notes in accordance with the provisions of the Municipal Finance Act (RSA 33) and to authorize the Village District officials to issue and negotiate such bonds and to determine the rate of interest thereon. This article is contingent on the failure ofArticel 4 above. (2/3 ballot vote required) The estimated tax impact through a 20-year bond would be $12/$100,000.  Recommended by the Commissioners 3-0.

Article 6: Vote to raise and appropriate $2,500 for insuranec expenses.

Article 7: Vote to raise and appropriate $1,500 for the 2009 dam registration fee due OCtober 2008.

Article 8: Vote to raise and appropriate $4,000 for the dam maintenance.

Article 9: Vote to raise and appropriate $500 for operating expenses.

Articel 10:Vote to accept any private of government gift, grant or donation given to the Sunrise Lake Village District and exend it on any legitimate prupose for the benefit of the Sunrise Lake Village District.

Article 11: To transact any other business that may come before this meeting.

TAKE YOUR BIRDFEEDERS DOWN -- OR RISK LETTING BEARS DO IT FOR YOU

CONCORD, N.H. - New Hampshire bears are waking up and heading out in
  search of food to replenish fat reserves depleted during the long
winter
  denning period. Natural foods are somewhat scarce this year, so it's
  especially important for homeowners to take action now to reduce the
  chances of a bear visiting their home. Reports are coming in from
nearly
  every county in the state indicating recent bear activity. "The first
  thing you need to do is take down your bird feeders," says New
  Hampshire Fish and Game Bear Project Leader Andrew Timmins,
explaining that
  bears are attracted to this nutrient-rich, easily accessible food
source.

"By late March, many New Hampshire residents had emailed pictures of
  bears and bear tracks in the snow around their bird feeders," Timmins
  said. "Bears remember areas with important feed from year to year.
It is
  how they adapt to periods of low food abundance. Given that sunflower
  seed is more nutritious than most foods a bear will find in the
woods,
  it is easy to understand why some residences get visited by bears
  every spring. Don't be fooled by the fact that several inches of snow
  still cover the ground across much of the state; snow depth has
little
  influence on when bears decide to emerge from winter dens."

During the denning period, bears typically lose 25% of their body
  weight, and a lactating female with newborn cubs may lose as much as
  40%. The greatest nutritional stress on a bear comes one to two
months after
  they come out of their dens. The statewide black bear population is
  considered relatively stable -- thanks to careful management by Fish
and
  Game -- and is currently approximately 4,600 bears.

"This spring will likely be more difficult on bears compared to spring
  conditions during the past couple of years. Nut production by
American
  beech trees was very poor last fall, and acorn production from oaks
  was spotty at best. These represent important spring foods for bears
  throughout the state. Additionally, the deep snow that remains across
  much of the state likely will delay spring green-up, therefore
creating a
  shortage of natural foods. Leftover hard mast and herbaceous
  vegetation are the primary foods used by bears during spring. The
fact that
  these food sources are absent will increase the chances of having a
  foraging bear visit your yard, unless homeowners take precautions,"
Timmins
  said.

Homeowners should take action to reduce the chances of a bear visiting
  their home. Avoid encounters with bears by taking a few simple
  precautions:

    * Stop all bird feeding by April 1 or as soon as snow melts.
    * Clean up any spilled birdseed and dispose of it in the trash.
    * Secure all garbage in airtight containers inside a garage or
  adequate storage area, and put garbage out on the morning of pickup,
not the
  night before.
    * Avoid putting meat or other food scraps in your compost pile.
    * Don't leave pet food dishes outside overnight.
    * Clean and store outdoor grills after each use.
    * Finally, never intentionally feed bears!

These steps will help to ensure that your backyard does not become
  attractive to bears and other wildlife, which is important because it

Thinking about putting together a Community Clean-Up Day to do a spring
clean up of our municpal grounds at Kings Highway.  A Saturday in May,
I think would be best-after the snow melts.

This involve some raking and debris removal.  We could then have hot
dogs & hamburgers or maybe dishes to pass after were done.

This would be purely voluntary.  We would have to have some means of
collection and disposale of the debris.

It would be a good time for us to get out, spruce up the Town grounds
and meet our neighbors.

What do you think?

I think that is a great idea.  We will have to see how many we have for the clean up day.  If we don’t have enough to get to Kings Hwy we can schedule a day to cover the road.  I will be working with Waste Management next week to see how they can help us disposing of our pick-up and raking.
