Having baked my share of pies in this lifetime, it looks like some kind
of sculpting material (Sculpey?) that's been rolled out flat, then
likely propped on something for it to cure in the desired position,
possibly textured before curing (some sand pressed into it perhaps) to
make finishing it easier.
