Bethany,
It probably depends most on the type of effect you're after. You can do cool
effects with clear resin, or even modeling cement used creatively. Add ink
washes and even some very subtle glitter effects... whatever looks good to you.

Start by deciding on the effect you want and work backwards from there would be
my best advice.
