Subject: RESPITE SERVICES- FUNDING RUNS OUT JUNE 30TH

Please spread the word that respite service funding through the Department of Behavioral Health ends on June 30th. If family members wish to use their own respite provider, the necessary child abuse, criminal background checks and FBI check will have to be provided, but will be reimbursed by DBH. The reimbursement will come from the respite funds, but must be spent by June 30th.

Some families may already have someone in mind to provide respite who has all the required clearances (eg. teaccher or child care worker) in which case , they should let DBH know as soon as possible what date they plan to use respite services.

I have attached the respite forms -- Please circulate far and wide.

The Digital Inclusion group @ People’s Emergency Center (West Philadelphia) provides afterschool and summer computer classes for local Six graders and Teens from throughout city and surrounding areas.

Taller Puertorriqueño's Cultural Awareness Program (CAP) Summer Camp 2010

Taller Puertorriqueno is a center for arts and culture in the Heart of El Barrio of Latino Philadelphia that for 35 years has been dedicated to the preservation, development and promotion of Puerto Rican artistic and cultural traditions, as well as to promote a better understanding of other Latin American cultures and our common heritage.

 

Every year Taller Puertorriqueño offers a six-week summer camp for boys and girls between 7 and 15 years old. Starting on July 6th to August 13th, Monday through Friday, children participate in a variety of classes in dance, art, recreation, swimming, time to socialize and much more, in a safe and nurturing environment. Daily, we offer breakfast and in addition a home cooked Latino lunch, and on Fridays we take them on trips to fun and educational places. Kids greatly enjoy the variety of classes and the welcoming Latino and/or bilingual staff. At the end of the camp, a talent and art show is presented at the Roberto P. Hernandez Theater in our Education building where kids showcase what they have learned, and we also organize an art show of the works produced by the children and youth during the year and summer at our main exhibition space The Lorenzo Homar Gallery. The cost of the summer camp is very reasonable for families and payment plans are offered. We are accepting registrations until June 17th. "Dignity Transforms" shows how artists Pedro Ospina and Betsy Casañas transformed their life's work into a grassroots art's initiative and continued on with their work as individual artists. This exhibit will reconstructs their most recent project "Recuperando el Barrio". A cultural manifestation intended to revitalize a community that for too long had been neglected and deprived of the basic essential needs. By uniting and celebrating the diverse talents found in the community they began to create and rebuild what for a long time many have learned to live with. This multi-media installation will give viewers insight on how a society plays an impact on the work of an artist and how an artist can impact and transform a community.

Website seeks profiles of area nonprofits
More and more, people are doing everything online, including learning about issues and donating their time and money to their favorite charities.
Once fully launched later this year, Generocity will offer all nonprofits within the Greater Philadelphia access to a growing Internet-savvy audience with compelling stories to energize greater and deeper involvement in worthy efforts, and appeal to new groups of donors who seek innovative, easy-to-use online civic engagement and donation tools.
To make it easier for potential volunteers and donors to find out about nonprofits, Generocity has created a brief online form to gather basic information about organizations. Generocity’s writers will use the information to create organizational profiles and, eventually, stories for the public.
Individuals and organizations completing the form will be entered in a randomized monthly drawing to be one of 10 people who will receive a $50 deposit to start their Generocity giving account.

Small nonprofits can still file 990 forms
The Internal Revenue Service has announced that it will help small charities keep their tax-exempt status even if they missed the May 17 deadline for filing a new online form.
In a statement, IRS Commissioner Doug Shulman said that a new law requires nonprofits with annual revenues of $25,000 or less to file a Form 990-N, even though in the past they were exempted from the requirement. Those failing to file for three consecutive years lose their tax exemptions.
Shulman said that the IRS recognizes that many of the affected groups are just learning that the deadline for submitting the form was May 17th.
"I want to reassure these small organizations that the IRS will do what it can to help them avoid losing their tax-exempt status," he said.
The 990-N, also known as "e-postcards," requires basic information like the name of a principal officer and a mailing address.
Shulman said the IRS would provide guidance "in the near future" about how it will offer relief to the affected charities. "So I urge these organizations to go ahead and file - even though the May 17 deadline has passed."

Prize recognizes nonprofit collaborators
The Collaboration Prize is a national award presented to nonprofit organizations that collaborate effectively to gain greater impact. The prize was created and is funded by the Lodestar Foundation.
The prize is designed to identify and showcase models of collaboration among nonprofit organizations. Recognizing the impact that can be achieved from working together, the prize identifies and showcases collaborations among two or more nonprofit organizations that cooperate to demonstrate innovative and effective responses to challenges or opportunities.
In 2011, the Collaboration Prize will award a total of $250,000 to the collaborations that best exemplify the impact that can result from working together. Each of the eight finalists will receive $12,500 and the winner will receive an additional $150,000.
Applications may be submitted by any individual familiar with the collaboration, including an employee of any entity involved in the collaboration.

Seminar on nonprofit intellectual property issues set
Philadelphia VIP/LawWorks, Pfizer and DLA Piper LLP are co-sponsoring a free seminar on intellectual property issues for nonprofits Wednesday, June 2nd from 10:30am to 3:15pm.
The LawWorks project of Philadelphia VIP refers eligible nonprofits, small businesses and homeowners to lawyers who provide free legal services.
This seminar will discuss basic concepts of trademark and copyright law, common places where intellectual property laws intersect with a nonprofit’s activities, and legal issues raised by the use of the Internet. In addition, the course will provide practical advice about how to apply these legal principles to your day-to-day operations.
The course is designed for board members, executive directors and other nonprofit staff and volunteers responsible for marketing, communications and fundraising.

Obama proposes new poverty measure
The current way the federal government measures what constitutes poverty in the US is based on standards of living in the 1960s. Using that standard, a family of four is not considered as living below the “poverty line” unless it makes less than $22,000 per year.
In its FY 2011 budget proposal, the Obama administration is requesting $7.5 million for development of a supplemental poverty measure that will better enable tracking the nation’s progress in reducing poverty. This measure would provide a more accurate account of the constraints American families face today and how well federal programs are working in providing pathways out of poverty.
Advocates are also asking for funding to develop and release an additional measure of what it takes to "make ends meet" so that it is possible to measure how many families are able to get a foot on the bottom rungs of the middle-class.

Coalition calls for new revenue for PA
Pennsylvania faces a budget shortfall of $1.5 billion for the current year and next year looks even worse. Community service organizations across the Commonwealth are encouraging outreach to members of the General Assembly to ask that they not balance the budget on more service cuts in necessary to assure the health, education and well-being of Pennsylvania’s children and families.

The advocates say that they believe there is support for new ways to bring revenue into the state coffers, although they do not propose specific increases in tax, fees or other government levies.
Public Citizens for Children and Youth, however, is calling for elimination of what it calls “special interest tax breaks.” For more information, click here.

Advvocates support Promise Neighborhoods funding
Promise Neighborhoods is an Obama Administration program to replicate the successful Harlem Children's Zone model in at least 20 communities throughout the nation. This model, which combines high quality education with community and family-based supports, provides continuous services from cradle through college to career.
Research demonstrates that young people are more likely to succeed in school when their
comprehensive needs are met. Promise Neighborhoods does not focus on a few isolated issues or attempt to rescue just a few children in low-income communities. Instead, it focuses on the whole child and whole community, lifting up and transforming them in a process that emphasizes what works.

PEC, schools estimate number of homeless students
People’s Emergency Center and the
School District of Philadelphia have estimated the number of homeless teenagers by adding housing questions to the bi-annual Youth Risk Behavior Survey, a national survey that informs public health and education policy.
The survey showed that there were at least 2,400 homeless teenagers in the City in 2009. Since during the same period the School District served only 600 homeless teens and the City of Philadelphia’s housing providers served only 500 teens, policy leaders are now questioning why all homeless teens are not being served as well as identifying strategies to reach the teens.

Steep decline in donations continues
A study conducted by researchers at the Center on Wealth and Philanthropy at Boston College says that Americans donated $217 billion in 2009, a decrease of $11.2-billion or 4.9 percent compared to 2008.

The researchers said that the 2009 drop comes after an estimated 6 percent decrease in 2008.
The estimates -- which exclude grants made by foundations and corporations and bequests from estates -- are based on a model that uses changes in economic data to forecast charitable giving. The model is designed to be modified every three months based on new data, such as price and market indices as well as information about income and net worth.
The researchers were more optimistic about giving in 2010, projecting giving by individuals to range between $222 billion and $227 billion, an increase of 3 to 4.5 percent.

Nonprofit innovation stymied by lack of funds: study

A new study from the Center for Civil Society Studies at Johns Hopkins University shows an eagerness to innovate, experiment and evaluate throughout the nation’s nonprofit sector – but a lack of money to bring to scale innovative ideas that succeed.
The study, part of the Johns Hopkins University’s Listening Post Project, was based on a survey of more than 400 social-service, economic-development, and arts charities.
Over 80 percent of organizations in the survey said they had adopted at least one innovative program in the past five years. But more than two-thirds said that, while they had identified an innovative program in the past two years, they were unable to adopt it, generally because they lacked the money.
Innovation was more common at large nonprofit groups than small ones, according to the study. Ninety-one percent of survey respondents with budgets greater than $3-million said they had adopted at least one innovative program or service in the past five years, compared with 75 percent of groups with budgets under $500,000.
“Recent discussions of innovation have really focused on new start-ups, the social entrepreneurs, the social ventures,” said Lester M. Salamon, director of the Center and one of the report’s authors. “The tendency is to think that as organizations grow in size, they lose their innovative spirit, but that doesn’t seem to find support in the data.”
The survey also said that 85 percent of the nonprofits said they measured the effectiveness of at least a portion of their programs and services at least once a year.
The most common approach was to focus on ways to quantify a charity’s work, such as the number of performances an orchestra holds or the number of meals a soup kitchen serves.
But many charities also looked beyond the numbers to figure out what results they had produced, such as whether they were making a dent in curbing hunger or homelessness in their communities, with nearly 70 percent of groups that evaluate their work reporting that they used such so-called outcome measurements.
Very few nonprofit leaders reported downsides to measurement and evaluation. Only 7 percent said they were less able to take risks because of their focus on measurement, and just 8 percent said they had struggled to keep costs low because of evaluation requirements.
While nonprofit leaders recognized the benefits of evaluating whether their efforts made a difference, they wished there were better tools for doing so. Eighty-two percent of respondents said they needed improved tools to measure the qualitative impact of their work, and 81 percent called for measurement tools that took less time to use.
“The message that evaluation is important is heard loud and clear,” one respondent told researchers. “The message that we need help developing the methodology to do so and the assistance in implementing it and paying for it is not being heard at all.”

Youth panel discusses 'State of Black Philadelphia'' report
The Urban League of Philadelphia will present Youth Provocation: Enacting the Vision & Impacting the Future for Our Schools, its annual urban leadership forum, on Tuesday, June 1st at 1pm at the Pennsylvania Convention Center, 1110 Arch Street – Room 105 AB, in Philadelphia.
The event features a panel with a diverse group of highly-motivated high school students from the Greater Philadelphia region that will address issues and challenges facing young people today along with solutions to create an education system that will adequately prepare them for college, career and life.

Early Childhood Action Day on June 8th
This year’s Early Childhood Action Day will take place in Harrisburg on Tuesday, June 8th.
The annual event brings constituents to meet with state legislators to tell them about the importance of investing in quality early childhood education.
The event is held during budget season because that is when critical funding decisions are made that will affect early childhood education programs throughout the Commonwealth.

Nutter to kick off AIDS Education Month
Kicking off AIDS Education Month with hors d’oeuvres, wine, and the presentation of the annual Kiyoshi Kuromiya awards, Philadelphia FIGHT will host an opening reception on Wednesday, June 2nd at the Independence Visitors Center, 6th and Market Streets in Philadelphia, from 5:30-7pm.
Philadelphia Mayor Michael Nutter and other local leaders will speak at the reception.
This year’s awards will honor three individuals who stood alongside Kuromiya while he was alive and fought for people living with HIV: David Acosta of AACO; Julie Davids, founder of CHAMP; Asia Russell, one of the founders of Health GAP; and Roy Hayes of ACT UP.
Now in its 16thyear, AIDS Education Month activities include three key conferences or “summits” for youth, prison workers and ex-offenders, and the general public. Volunteer presentations in various communities throughout the city, special events for target populations, and major outreach to encourage all Philadelphians to get tested for HIV also take place during AIDS Education Month.

MEE Productions and United Way of Southeastern Pennsylvania will hold a Census 2010 community outreach information session on Tuesday, June 1st at MEE, 340 N. 12th Street in Philadelphia.

The School District of Philadelphia will sponsor its First Regional Education Summit on Saturday, June 12th at G.W. Carver High School of Engineering and Science,16th and Norris Street from 8:30am to 1pm.

Generation Philadelphia is sponsoring a Junto, which is a monthly meet-up hosted by p’unk avenue to discuss hot-topic and local issues, to discuss issues faced by society as a significant portion of the population enters their golden years.
GenPhilly believes that as a community, the better and more accessible we can make our environment for seniors, the better it will be for people of all ages. Out of the 10 largest cities in the US, Philadelphia has the largest proportion of people age 60+, most of whom want to remain in their homes and communities for as long as possible. In order for this to happen, the physical and social environment must support seniors who want to live independently and it must complement the existing programs and services offered by the agencies that serve them.

PhillyHealthInfo.org offers free internet health literacy trainings for health professionals and organizations focused on learning time-effective ways to access health information and local resources.
The training focuses on increasing internet skills to quickly find health information for clients, introduce participants to the National Library of Medicine’s consumer health databases, explore PhillyHealthInfo.org to find local health information and services, and enhance awareness of easy reading and non-English resources for clients.
Trainings are computer-based, two hours long, and held at The College of Physicians of Philadelphia at 19 S. 22nd Street in Philadelphia.

The City of Philadelphia wants to ensure that every child and teen in Philadelphia has the opportunity to enroll in a program this summer that will help them to learn and grow.
The new Youth Programs website includes information about programs happening throughout the city to share with students and their families to help them the best programs to fit their needs.
The City wants to be sure to include information on the website about any and all programs for youths, whether run by nonprofits, churches, local community organizations, or others - that is providing a safe and enriching environment for the city's young people.

The PhillyGoes2College office is the first one-stop college access referral service of its kind to be located directly in City Hall.
Online or at the new office, Philadelphians of any age can receive information on issues ranging from college preparation and selection to scholarship availability to navigating the financial aid process.
Referrals are available to current college students, high school students, adults with some college credits who wish to go back and complete college, and adults with no college credits who want to obtain a degree.
The office is open from 9am to 5pm daily in Room 115.

ACLAMO sets graduation for preschoolers, parents
At this time of heated immigration debates, ACLAMO Family Centers is providing a positive example of how new arrivals can succeed through education.
Sporting their caps and gowns, 20 preschoolers and their mothers will march in their first graduation ceremony on Thursday, June 3rd at ACLAMO's West Norristown center.
Those attending will include the proud parents of each of the 4 and 5-year olds who participated in the agency’s “ESL Family Literacy Program” during the past year.
The graduation will take place on Thursday, June 3rd, from 9:15-10:30am at 512 W. Marshall Street in Norristown. The public is invited.

Award recognizes students with disabilities. teachers
The Philadelphia Right to Education Task Force is seeking nominations of students with disabilities (who have Individual Education Plans) who have made extraordinary accomplishments this school year, have overcome obstacles and achieved the unexpected due to their own drive, determination or other factors.
Beacon of Light Awards will be awarded to a student in grades K-3, 4-8, and 9 and above.
The group is also seeking nominations for awards for teachers and paraprofessionals who go above and beyond the expectations of their job, who have improved the outcome and understanding of children with disabilities, who have received praise from parents and/or students, and/or have implemented the least restrictive environment successfully.
Any type of teacher will be considered, but judging is based on their interactions and effects on children with disabilities.

Senior America Pageant seeking contestants
The Senior America National Pageant is an annual event designed to honor women over age 60.
The pageant is looking for seniors to represent Pennsylvania in this year’s event, to be held in Atlantic City, NJ. Contestants will be expected to speak, share their philosophy of life, appear in an evening gown and present a special talent for the audience.

Gregory School sets student music recital
The Georgia E. Gregory Interdenominational School of Music will holds its Student Recital on Saturday, June 5th at 2pm at the Nazarene Baptist Church, 3975 Germantown Avenue in North Philadelphia.
GEGISOM is also recruiting students for its 2010 Summer Music & Performing Arts Camp, held at 1628-30 W. Allegheny Avenue in Philadelphia.
The camp is held from June 21st through July 30th from 8am until 5:30pm. The cost is $110 per week with a $5 registration fee, although discounts and scholarships are available for those in financial need.
Participants will learn to play, keyboard, African drumming, dance, and recorders and will take part in trips, swimming, chess & scrabble tournaments. The camp services children ages 6-13 years.

KITCHEN INVITES PUBLIC TO UPCOMING CONFERENCE ON DISABILITIES

 

PHILADELPHIA, MAY 27, 2010--State Sen. Shirley M. Kitchen invites the community to join her in the upcoming Society for Disability Studies Annual Conference.

 

The opening gala, which is free and open to the public, will take place on Wednesday, June 2 at 5:30 p.m. at Baptist Temple on Temple University’s main campus.

 

The theme of the conference is “Disability in the Geo-Political Imagination,†and will address the needs of disabled populations, especially those who are low-income and people of color.

 

“People with disabilities deserve equal treatment in society but, unfortunately, that’s often not the case,†Kitchen said. “Temple University’s Institute on Disabilities is an important resource for this population, and their conference will help produce new ideas and solutions for making equality, a reality. I urge people to attend this opening gala to learn more about being part of the solution.† 

 

The conference will include Philadelphia International Records founder Kenny Gamble, Temple University staff, performances by Enon Tabernacle Baptist Choir and songstress Melba Moore and a special tribute to legendary R&B artist and Philadelphia native Teddy Pendergrass, who passed away last January. The late singer will be recognized for his devotion, commitment and contributions to the well-being of people with disabilities.

 

“Teddy Pendergrass was a tremendous voice for people with disabilities and he will be missed greatly,†Kitchen said. “He will always be remembered, not only for his gifted musical talent and his soulful voice but also for his lasting contributions to helping people with spinal chord injuries achieve independence and a positive quality of life.â€

 

Kitchen's Senate resolution marking June 2 as "Teddy Pendergrass Day" in Pennsylvania recently passed the Pennsylvania Senate unanimously.

PHILADELPHIA SCHOOL DISTRICT STUDENTS ADVANCE
 TO 2010 NATIONAL HISTORY DAY CONTEST IN WASHINGTON, D.C.


Philadelphia, June 1, 2010- Mayor Michael A. Nutter announced today that Philadelphia School District students will compete in the 2010 Kenneth E. Behring National Day History Contest, the final stage of local and state level historical research and project competitions. They will join other grade 6-12 students from 50 states and American schools across the world in presenting competing projects from a variety of historical research areas.

Students from CCA Baldi Middle School, Masterman and Constitution High Schools partnered with teachers for a year-long program during which they analyzed historical topics and presented projects that won top prizes at the 2010 National History Day Contest in Pennsylvania. Many of the Philadelphia students’ projects reflect African American history and other historical topics with local ties to Philadelphia. They will join other students in representing a Pennsylvania delegation at the 2010 Kenneth E. Behring National Day History Contest that will take place from June 13- June 17 at the University of Maryland.  

“I’d like to congratulate the students and teachers from the Philadelphia School District for their hard work and collaboration in creating projects that share important stories of both Philadelphia’s history and that of our nation,” said Mayor Nutter. “I’m really proud of their accomplishments and wish them the best of luck as they represent the City and Commonwealth on a national stage.”

After a 20 year absence, support from the Commonwealth, community partners, and over 40 Philadelphia history institutions helped bring the National History Day program back to Philadelphia in 2004. The City went on to develop an innovative learning model that was recognized by the History Channel in 2008. Students will compete at the Kenneth E. Behring National Day History Contest for a variety of prizes, including a $10,000 prize from the History Channel and four-year college scholarships. Constitution High School teacher Marc Brascof will be one of 50 teachers from across the country to compete for a $10,000 national teaching prize created by philanthropist Kenneth E. Behring. The following students and teachers from Philadelphia won the 2010 National History Day Contest in Pennsylvania and will compete in Washington, D.C.:

Support Special Education Funding Reform
Contact state representatives to pass HB704 without amendments
 
HB 704, the bill on special education funding and accountability reforms, was scheduled for a vote in the whole State House of Representatives on Wednesday, May 26.  The vote has been rescheduled for Tuesday or Wednesday, June 8 or 9. 
 
PLEASE CONTACT YOUR STATE REPRESENTATIVE ASAP.  We need your help to get calls, e-mails, or letters to every state representative. Please tell them the following:
  • When the Costing Out Report reforms were passed two years ago, they applied only to basic education. Special education was left out. Promises were made to revisit special education. That time is now.
  • A lot of time, effort, and compromises have been put into HB704.
  • HB 704 has 66 bipartisan cosponsors.  It passed 22-3 in the House Education Committee.
  • The current funding system is broken, is unfair, and does not provide enough resources for special education in the right places. It sets the number of students eligible for state funding for special education at 16% regardless of whether the district has fewer or more students receiving special education. It also does not focus the funding on strategies that have a track record for improving student performance.
  • The school districts you represent need resources and support from the state.
  • Please vote for House Bill 704 when it comes to the House floor on Tuesday or Wednesday, June 8 or 9. HB 704 deserves a "yes" vote WITHOUT amendments.

Major Events Last Week
 
FY 2010 Appropriations/Education

The House action on the supplemental spending bill was stalled last week by disagreements about including fiscal relief for states to prevent massive layoffs of teachers.
  The scheduled May 27th House Appropriations Committee mark-up of the supplemental spending bill was cancelled.  It will likely occur soon after the House returns from the Memorial Day recess.   House Appropriations Committee Chair David Obey (D-WI) included $23 billion to prevent layoffs of as many as 300,000 teachers due to strained state and local budgets.  Fiscally conservative Democrats and Republicans objected to adding the additional funding to the bill particularly since there were not corresponding cuts to offset the costs.  The supplemental includes funding for the wars in Iraq and Afghanistan, veterans, victims of natural disasters and the oil spill.  On May 27 the Senate passed its version of the bill which did not include the school money.   

Medicaid/Medicare/Housing

On Friday, May 28 the House passed H. R. 4213, the American Workers, State, and Business Relief Act of 2010, by a vote of 215-204.
  The $113 billion measure extends unemployment insurance compensation, blocks cuts in doctors' Medicare payments, increases infrastructure funding, and retroactively extends tax code provisions that expired at the end of 2009.  Conservative "Blue Dog" Democrats withheld support until at least some parts of the bill wouldn't add to the deficit.  In the final compromise, Democratic leaders dropped two costly provisions---an extension of the increase in Medicaid federal medical assistance percentage (FMAP) to states and the COBRA health insurance subsidy.  Fortunately, an important provision for the disability community remained in the House-passed bill: $1 billion for the National Affordable Housing Trust Fund to build and preserve 1.5 million units of affordable rental housing for individuals with extremely low incomes.  The Senate vote on H.R. 4213 has not yet been scheduled. With floor time quickly running out this Congress, disability advocates are working to ensure that the Medicaid FMAP provision is included in other "must pass" bills.  The Arc and UCP extend a sincere thank you to all advocates who called their representatives last week in support of the Medicaid FMAP provision.

Civil Rights/ ADA/Olmstead

The Justice Department announced it has filed briefs in three separate cases in Florida, Illinois and New Jersey as part of its continuing effort to enforce civil rights laws that require states to end discrimination against and unnecessary segregation of persons with disabilities
. The Department's filings support two private lawsuits seeking relief in Florida and New Jersey, as well as a proposed statewide class action settlement in Illinois.  The briefs allege that the three states are failing to comply with the Americans with Disabilities Act (ADA) and the Supreme Court's decision Olmstead decision. Last year, President Obama issued a proclamation launching the "Year of Community Living," and has directed the Administration to redouble enforcement efforts.

Fiscal Commission

The National Commission on Fiscal Responsibility and Reform met in Washington, DC last week.
  The Commission is designed to work in a bipartisan way to propose steps to address the nation's long-term debt, bring down the deficit, and ensure that the federal government returns to fiscal discipline.  Advocates are monitoring the Commission's work closely and participating where possible since Social Security, Medicare, and Medicaid programs will be part of the commission's focus.  Last week Commission members heard from economists from the University of Maryland and from the International Monetary Fund.  The Commission also heard reports from its three working groups addressing discretionary spending, mandatory spending, and tax reform.  The next meeting is scheduled for June 30 and will include an afternoon for individuals and organizations to make recommendations to the Commission.  The Commission has not begun to publicly consider specific recommendations yet.  In addition, the Commission is soliciting public comments on its website:

FATHERS.  We don't much respect (can't get a seat in a restaurant on Mother's Day, on FATHER's Day you could throw boulders inside a restaurant and not hit anyone!!!!).  I want to help change that and I have an idea that my church, Noville Memorial Church Of God In Christ (COGIC) has embraced and put a plan into operation.  We want to get FATHERS or FATHER figures (males only please) out in the open where folks can see them as good men and working on the grill in competition on June 19, 2010 in a BBQ Cook Off.  And, we want to honor every FATHER or FATHER figure who is nominated by a youth or community member, family or not, by presenting the FATHER of the YEAR awards during the Male Cook Off.  I need your help in spreading the word about these two events in one.
 
I have attached a flyer for both and would greatly appreciate it if you would forward them both to your email lists and hang them around your office.  We want to lift FATHERS and show our church community and neighborhood to be friendly and fun.  Will you help me?  I hope you will.

Hello Community,
The Community Education Center/CEC is offering, for the third year, our four
week dance camp called Making Dances! for youth ages 13- 15.  The camp will
meet Monday through Friday starting July 5 -July 30 from 1pm-4pm, with a
final presentation of the participants work on July 30th.  The camp is for
movers of any style, i.e., modern, ballet, hip hop, ethnic, drill team,
steppers, etc.; no formal training required, but helpful.  The camp will
expose youth to different styles of dance i.e., modern, African, hip hop,
and more, as well as the basics of choreography and performance.  There is a
small fee of $125 for the four weeks; there are also scholarships available
based on need and merit.  If you know of any young person who you think
would enjoy this experience please pass the information to them.  Thank you!

As June begins and the General Assembly returns to session next week, legislators will face difficult decisions as they try to pass the 2010-2011 state budget by June 30. They must deal with a deficit of more than $1 billion this year - but they will need to use a balanced approach - assuring sufficient revenues along with making cuts and instituting efficiencies - to keep Pennsylvania moving forward.

Three School District of Philadelphia schools and a District teacher take home prizes at Pennsylvania National History Day competition

Pennsylvania National History Day, held May 12 and 13 at Millersville University, proved to be a great day for The School District of Philadelphia. At the competition, students in grades 6 through 12 from across the state gave presentations on this year’s theme, "Innovation in History: Impact and Change." Masterman took home the title of "Best School, Senior Division," while Constitution High School teacher Marc Brasof was the winner of the title "Senior Division Pennsylvania Teacher."

Other prizes included: First Place, Group Exhibit - Brethren in Bonds: The Philadelphia Female Anti-Slavery Society, by Masterman students Numrah Bashir, Nellie Hunter, Deblyn Lawrence and Amy Louie; First Place, Historical Paper - Mount Airy: Integration as Innovation, by Masterman student Melanie Millwood; First Place, Group Documentary - WDAS: Broadcasting a Frequency of Change, by Masterman students Katie Breiner, Laura Garcia and Sam Kopansky; and Third Place, Group Performance - Tapping into History, by Masterman students Isabel Ramos and B. J. Tindal. Teacher Amy Cohen guided all of these prize-winning Masterman projects.

Constitution High School garnered Second Place, Group Performance for The Gradual Abolition Act - Freedom by Degrees, by students Charmira Nelson and Brian Cornel, guided by teachers Marc Brasof and Francine Gold; and Baldi Middle School’s Thomas Davidenko was the winner of the PA National History Day Scavenger Hunt. His teacher is Matthew Scanlan.

Now, it’s onward and upward at the National History Day National Competition on June 13 through 17 at the University of Maryland. Mr. Brasof will be one of 50 teachers from across the country competing for a $10,000 national teaching prize created by philanthropist Kenneth E. Behring. Our students from Masterman and Constitution High Schools will be competing with students from the 50 states, American territories, and American schools in Europe for an array of extraordinary prizes, including a $10,000 prize from the History Channel and four-year college scholarships.

We are so proud of these students and teachers! They have demonstrated through their high-quality, prize-winning efforts that our city provides endless inspiration for thought-provoking historical investigation.

CAN'T MISS EVENT OF THE WEEK -- Philadelphia 2035: Comprehensive Plan Meeting, Northeast Philadelphia

TUESDAY, June 8: Public meetings are being scheduled concerning the “Philadelphia 2035” comprehensive plan. The next and final meeting is Tue., June 8, at the Knowlton Mansion from 6:30 p.m. to 8:30 p.m. Not since 1960 has the city undertaken an effort to create a master plan for all of Philadelphia. Join the Planning Commission for an engaging evening at one of our four public meetings, each held at a landmark location. The meetings will be hands-on with participants working with their neighbors to envision the Philadelphia of 2035. Stephen Stafford II is no typical 13-year old - he's a college student. The triple-major child prodigy is becoming a sensation at Morehouse College .

"I've never taught a student as young as Stephen, and it's been amazing," said computer science professor Sonya Dennis.. "He's motivating other students to do better and makes them want to step up their game."

"When I saw how much knowledge Stephen has at such a young age, I wondered what I had been doing with my life," laughed third-year student, Eric Crawford. A psychology major and computer science minor, Crawford wanted to step up his game so much that he got Stephen to tutor him. "Even though I'm older, Stephen is like a mentor and my elder in computer science," said Crawford.

Even at age 11 when Stafford started at Morehouse, he got the highest score in his pre-calculus class. "He breezes through whatever I throw at him. If it's an hour lab, he can do it in 20 or 30 minutes," said Dennis.

Stafford said he isn't nervous about studying with students much older than himself. "I just do what I always did. I show up, I do the work, and I go home," he said.

Stafford's mother, Michelle Brown-Stafford, home-schooled both her children (Stephen has an older sister also in college) and believes that parental involvement is essential for students to excel. But when she realized her son was starting to teach her instead of being taught, she knew he needed to be in a college environment.

"It was surreal because on one hand he's talking about technical things I didn't even understand, and on the other hand he was asking me to come watch Sponge Bob with him. So it was bittersweet to let him go."

Brown-Stafford wondered if there were other parents who shared her experiences with a gifted child, so she helped found a support group:
www.gifted-spirit.com.

And the Morehouse family has become a support group for Stafford , personifying the African proverb about it taking a village to raise a child. Stafford is too young to stay on campus, so his mother picks him up and drops him off each day. The students protect him and make a point not to curse or discuss certain mature issues around him, according to his mother and Stafford . Even the staff of Jazzman's Café, where Stafford tutors Crawford, helps nurture Stephen into becoming a "Morehouse Renaissance Man"-well-spoken, well-dressed, well-read, well-traveled, and well-balanced.


The cafe's general Manager, Darren Page, added an unofficial principle: well-fed. "A Morehouse Man cannot study on an empty stomach," said Page. So whenever Stafford comes to Jazzman's, Page gives up his own employee meal for the 13-year-old
.

It seems that everyone wants to be a part of helping Stafford graduate in 2012, and go on to Morehouse School of Medicine. And because of a Georgia law that requires a student to be 16 to graduate high school, he'll be getting his high school diploma the same year he receives his college degrees in math, computer science and pre-med
.

"Kids will live up to your expectations. But I ultimately want Stephen to be happy," said Stephen Stafford Sr. Brown-Stafford added, "I want him to be well-rounded and still connect with kids his own age, so we put him in DeKalb County's 4-H Club and other programs." She added that she's thankful to the Morehouse family for embracing her son
.

"I want to see what Stephen becomes 10 years from now," said Crawford. Page added, "I want to be at his graduation. And then I want to walk by and touch the [campus] statue of Dr. Martin Luther King and recognize I had a role in [Stephen] walking in Martin Luther King's footsteps." And how fitting, since Dr. King entered Morehouse at age 15
.

So to put a spin on Dr. King's "I Have a Dream" speech, Stephen is being judged by the content of his character, not by his age.

From The Education Policy and Leadership Center:  Pennsylvania will begin conducting school safety and climate reviews in buildings designated as “persistently dangerous schools†and other schools that have significant safety needs.  The state has contracted with Safe Havens International, Inc. to conduct reviews in schools in the Philadelphia and Harrisburg City School Districts.  Safe Havens then will make building-level recommendations to ensure a safe and orderly educational environment.  Click here for more information.
