In light of recent events regarding "Flash Mobs", there have been a number of incidents involving our youth and violent assaults on the streets of Philadelphia.  The media is depicting African American youth as young as 11 years old as participating in random acts of violence on video.  The events are happening more often and becoming more violent.  Since these youth also have the highest drop out  rate and truancy rates as well as being categorized as "more likely to kill or be killed", this situation requires an urgent, strategic and organized response.

Most of the individuals who are on this email list  represent essential resource and that is why I am reaching to you for assistance.  It is only through a combined, collaborative and open process will we be able to address this situation.  

Please send me your ideas and methodology for a proactive approach to addressing this matter.

In your comments/responses please include your ideas on the causes of Flash mobbing and your constructive ideas for a positive solution.

While I know you are busy, please take the time to respond to this email.  We will be working to bring together the appropriate community leaders including youth to help address this "emergency situation.

SOCIAL SECURITY
 
Social Security Benefits Will Be Paid on Time
 
Michael J. Astrue, Commissioner of Social Security, announced today that Social Security payments for August 3rd will be made on time and as scheduled.  Payments for August 10th, 17th, and 24th also will be made as scheduled.
 
“I am happy to announce there will be no delay in the payment of August Social Security benefits,” Commissioner Astrue said, “which should be a relief to those people who were concerned about their benefits.  I’m pleased the President and Congress were able to come together in a bipartisan fashion to avoid an interruption in payments.”
 
People still receiving paper checks from Social Security should consider signing up for Direct Deposit, the secure and convenient way to receive Social Security payments.  All current beneficiaries must switch to electronic payments by March 1, 2013.

The Kindness of Strangers

Macaroni Summer Craft


Tie Dye

Every summer the kids and I get together with our friends and have a tie-dye playdate.  While the creations are always unique, the concept is always the same.  Here's how we do it.

What you will need:

  • pre-washed, and dried, clothing items to dye
  • gumbands (rubber bands)
  • clothespins (optional)
  • misting spray bottle
  • buckets for dye (one for each color plus at least one extra)
  • packets of fabric dye
  • very warm or hot water
  • garden hose

What to do:

Here is a yummy recipe for grilled pizza that my whole family LOVES! You can switch out the BBQ sauce and chicken with your favorite sauce and toppings! See below for a few photos of other variations we have made.

Ingredients:
  • 16oz  Pizza Dough (available in the deli section of your supermarket)
  • 18oz BBQ Sauce
  • 8oz Grilled Chicken Breast
  • 8oz Mushrooms, sliced

  • 6oz Shredded Cheddar Cheese

  • Olive Oil, as needed

A poetry contest will be held in remembrance of 9/11. One winning poem from each age category will be read at Abington Township’s 9/11 commemoration. Winning entrant does not need to be available to read his/her poem. Poetry will not be returned. Please return all entries to the Circulation Desk at the Abington Free Library or the Roslyn Library. Poems must be received by August 19, 2011. Any form of poetry will be acceptable. All submitted work must be original as well as the work of the entrant, not previously published.  Composition should be no more than 20 lines.
Where: Abington Free Library or the Roslyn Library

Who: All Abington Township/Rockledge Borough children and young adults.  Entries will be divided into three age categories: 9 and under, 10 to 13 and 14 to 18.

Friday, July 29 through Sunday, September 11 - Paddle Penn's Landing

“Paddle Penn’s Landing” is making a splash as it returns for the 2011 season. The Pennsylvania Environmental Council (PEC) and the Delaware River Waterfront Corporation (DRWC) have partnered to bring the program back for a third year. Rent kayaks and swan boats and enjoy the river in a safe and supervised environment. The Paddle Penn’s Landing program is open to the public on Fridays from 4:00-8:00 p.m. and Saturdays and Sundays from noon- 8:00 p.m.
Where: The kayaks and swan boats launch from the Penn’s Landing Marina, just south of the Independence Seaport Museum and Ferry Dock where the water is calm and where boaters will be far removed from boat traffic on the Delaware River.
When: Fridays from 4:00-8:00 p.m. and Saturdays and Sundays from noon- 8:00 p.m.
Who: Outdoor enthusiasts, families and kayakers of all levels
How: Eight solo kayaks and three tandem kayaks are available for rent. The 10 swan boats available for rent are easily powered by foot pedals and can seat two people and a child. All kayak or swan boat participants will be required to wear life jackets.
Cost: Kayak rental is $8 per person and includes a 10-minute overview introduction to the sport, with instruction on basic strokes, safety tips and supervision while on the water. The pedal swan boats cost $10 per boat and are ideal for families with children under the age of 12, or for boaters who would like to leisurely experience the Delaware River and enjoy the great views.

Please join us at 12:30 on Saturday July 30th to witness the unveiling of our wall Mosaic at the Diskin-Gallagher Community Arts Center (DGCAC). The mural was made possible by a grant from the Leeway Foundation. the Mosaic was created by Mosaic artist Trish Metzner-Lynch, the art center students and friends of the art center. Tuesday, August 2 - National Night Out - 8th Police District

In 1994, the National Association of Town Watches created National Night Out.  The night is intended to promote crime prevention, community spirit and police-community partnerships."  The 8th Police District's will include free food & refreshments, children's games and family-friendly activities. DJs from 98.1 WOGL will be on hand as the District hosts bike ID etching, kid fingerprinting and mini burglary seminars (6:30 and 7:30 p.m.). Kids can make use of the moon bounce and bike rodeo, and the whole family can play portable bowling and take part in the hula hoop contest.  Bring a camera for kids' photo ops with the SWAT team!

Thursday, August 4 - Kids with Adult Cooking Class with Chef Poon

Chef Poon will have the students laughing and smiling while they learn to make dim sum (Cantonese for “heart’s delight”) and includes a variety of small, mouth-watering dishes which can be served any time of the day and are standard fare in teahouses. Each student will get the ingredients and different wrappers to make his/her own dim sum. Students will learn how to wrap three different types of wontons (American, Shanghai and Hong Kong ) and will practice making a variety of dumplings. After learning to make dim sum, the students can sit and savor their creations. Then, Chef Poon takes the group to the Asian grocery store or Fortune Cookie Factory for a look and taste!

Come visit Pennypack Environmental Center situated at the western end of 1600-acre Pennypack Park. Inside you will find exhibits on local wildlife and history of the site, including a display of Native American artifacts and a 300-gallon aquarium with fish native to the creek. A reference library is available for public use. Hike the trails in search of wooden sculptures, including “Thoreau’s Hut,” an artist’s interpretation of the hut as a dwelling place. Bird watch (indoors and out) at the bird feeding stations where you’ll see many of our resident birds including nuthatches and an occasional hawk. Our picnic areas are also available for families to enjoy!

Dear Wendell,
There are so many black men that have helped Art Sphere Inc and are "unsung heroes" over the years that I'm not sure where to start other than starting at the most recent 2011 summer and spring projects.  Several men who have recently assisted Art Sphere Inc in empowering communities within the city of Philadelphia that are incredibly inspiring to younger men and deserve recognition are listed below and copied above. I am quite fortunate to be witness to their generosity of spirit...it keeps me feeling good and fueled to continue doing what we all do. I also copy  Priscilla and Erica who have seen Lenard in action and Carol (of the AfriCenter)- all black activist women who I know can add to this list.

Lenard Raines has been cleaning abandoned lots and streets of Grays Ferry...a true community activist and positive force in neighborhoods. Last week he helped Art Sphere Inc clean out an abandoned lot and encouraged us volunteers on to continue up the street even in the heat. He brought his truck, weedwacker and other tools and saved the day! Maybe just as importantly, he taught two young neighborhood boys how to use saws, rakes and pruning clippers. I was so struck not only at his willingness to share his tools and work with us in the heat but also his patience, caring and time with youth. He spoke with powerful wisdom when he said to the young guys that learning how to use tools as young black men would make them better at being grown men then showed them how to take apart and put together a weedwacker. He will be helping us again this Saturday 8-11 am at 32nd and Latona just 1/2 block south 32nd and Grays Ferry.

Kevin McClendon, a college art student has been volunteering with Art Sphere Inc  teaching art and painting murals with us at St Pauls Baptist Church Lemon Street Playground and Northern Liberties Recreation Center and John Heinz Refuge. He has encouraged many youth to express themselves creatively including a young artist who told both of us that meeting him changed her life....that she is now more dedicated to going to college and being an artist.

Mr Miller,
Deacon Jackson, Deacon Brown, and Deacon Cook from St Pauls Baptist Church participated in our West Poplar Playground and Lemon Street Park mural/ cleanup projects. They are all leaders and have organized community members and Temple University College students to serve neighborhood with whose help made Art Sphere Inc successfully able to reach its mission removing all graffiti and trash in area and painting murals.
 
I hope this is helpful and encourage everyone to also contact phillyparents. Bob Shipman is a longtime community activist in Philadelphia. He is definitely a hero of our city, too! He’s involved with various  organizations around the city including the Institute for the Study of Civic Values, Phillyneighborhoods, Philadelphia Independent Media Center, and Philadelphia Parent Partner  (where he has posted our Art Sphere Inc events)

Minority Contractor Training Program
Expand Your Capacity to Build Your Business
Sponsored by the City of Philadelphia and Ernest Bock & Sons, Inc.
This free, six (6) month, (2 classes per month), course is designed to provide minority contractors with firsthand experience, market information, productive business relationships, and an opportunity to expand and enhance their business capacity. This program will enable minority contractors to work more independently on City-funded, public works projects. The program includes case studies from actual projects and offers insights to help business owners increase their competitive position.
The program has the capacity for sixty (60) companies, 120 participants. Each minority construction company may select two representatives to participate in the program. We encourage the owner to attend along with an employee.
Companies participating in this program will:
Increase their ability to profitably participate on public, non-profit and private sector contracts and
Be the first to receive invitations to participate in future capacity building programs. These programs could include bonding coverage, mentor/protg, teaming partners, financial services, and a small business initiative.
The City of Philadelphia will award a certificate of completion to individuals during the graduation ceremony. OEO will acknowledge companies with graduating participants on the OEO website.
These interactive classes will begin on September 1 and run through February 16, 2012. All classes will be held from 6 to 8 p.m. at The Enterprise Center located at 4548 Market Street, Philadelphia, PA 19139. Parking is available.
Applicants will be selected based on experience. The deadline for applications is August 12.

There is a great conference coming up next week. The group is in its 28th year.
Very successful.....

This conference is a fabulous opportunity for any kid from 12 and up to meet
real published authors and publishers to be encouraged and trained in the craft
of writing. Samples of student's work is encouraged. Some publishers are looking
for young people to write for them.

Writing is essential to ANY kid who goes to school really. They plan to make it
fun. They even have a Pizza Party...

The TEEN conference runs from 10am - 6pm on Auguest 11th. If you have a group

Greetings Friends and Members of The Coalition, Inc.,

On Saturday, September 10th, The Coalition, Inc.--an umbrella group of
approximately 90 local, regional and national community groups and
organizations committed to working together in peace and cooperating
with each other when opportunities arise--will hold a Special Summit
Meeting to share organizational policy statements related to the
issues that we all address in our communities. The purpose of this
gathering is to compile policy statements from each of our
organizations so that The Coalition can adopt and be prepared to
support the efforts of individual groups around those policy issues
that affect their work with communities. Because we work across a
broad spectrum from HIV prevention, treatment and related healthcare
work, education and youth-focused work, to work with immigrants,
community revitalization and beyond, it is our plan to develop a
"Policy Bank" that reflects the issues and concerns of front-line
organizations, and that can be used in support of the progressive
social change agendas of each group.

If your organization--whether community-based, faith-based, or
otherwise--is working on issues that are aimed at making positive
social change in our communities at whatever level, it and you should
be represented at our Special Summit Meeting.

Registration for the Summit Meeting is quick and easy. Just e-mail me

with 1) the name of your organization; and 2) the names of the persons
who will be representing your organization at the Summit. It is urgent
that we hear from you by not later than August 15th so that we can
adequately prepare for the number of persons planning to

1.  Here is the press release on the City's response to Flash Mobs.  Please review and share with community residents.  While there won't be serious enforcement in the neighborhoods, city youth need to  aware of the hot spots where the curfew will be lowered and strictly enforced.

2. The EPIC Community groups will be discussing flash mobs as a part of their agenda.  They are seeking to get input from youth as to how to best address this issue.

MAYOR NUTTER ANNOUNCES “FLASH MOB” RESPONSE,
CHANGES WEEKEND CURFEW TO 9PM IN TARGETED ENFORCEMENT AREAS

Philadelphia, August 8, 2011 – Mayor Michael A. Nutter announced that the Administration in cooperation with the District Attorney’s Office, the Philadelphia Municipal Court, Philadelphia Police Department (PPD) community groups, business owners and other stakeholders will launch a coordinated response to “flash mobs” and teen violence, including more enforcement and sustainable, positive opportunities for young people.

“Today, we are issuing an enforcement response and a community response to these terrible acts by a small number of reckless teenagers who have damaged our city and our citizens,” said Mayor Nutter. “Through the coordinated efforts of City officials, the Philadelphia Police Department, the District Attorney’s Office, the Courts and concerned citizens, we will put a stop to this violence in the heart of our city.”

Mayor Nutter signed an executive order to temporarily reduce the curfew to 9:00 pm on Fridays and Saturdays for all minors under the age of 18 in targeted enforcement districts in Center City and University City. Throughout the remainder of the City, the curfew will remain 10:00 pm for minors under the age of 13 and 12:00 am for minors under the age of 18.

Mayor Nutter added, “In September, I am looking forward to working with City Council to amend our city’s curfew laws to better anticipate our enforcement needs.”

Minors who are caught breaking curfew will be sent home, brought home or transported to a police station where their parents will be contacted. Minors may be issued a citation with a $100 to $300 fine for a first offense.

District Attorney Seth Williams added, "We will be prosecuting these young criminals to the fullest extent of the law.  There is no excuse for what they did, and they have brought great shame upon themselves and their families.  Let this be a message to any others who think that participating in flash mobs is acceptable or fun -- don't do it.  We will apprehend you, prosecute you, and send you away.  You will not damage the reputation of our great City.  And I will be working with our State Legislature and City Council to enact laws to hold those parents who permit their children to engage in this type of criminal conduct criminally accountable."

Mayor Nutter also outlined consequences for parents and legal guardians of children who break curfew. Parents, after receiving a first violation notice, will be fined up to $500 for successive violations. These notices and citations will be issued when the parent comes to collect their child from the police station.

If parents do not get their child within a reasonable time, the PPD will contact the Department of Human Services (DHS) to initiate an investigation. Additionally, parents whose child under the age of 18 is found liable or guilty by a court for injury, theft or other criminal acts, parents will be liable to the person who suffered the injury or loss of property. Parents and legal guardians are subject to imprisonment for up to 90 days for repeat curfew violation offenses.

Until the beginning of the school year, the PPD will have a greater presence in the targeted enforcement areas. The enforcement will include the Mounted Unit, Bike Patrol and other officers throughout Center City. To support these enforcement efforts, community leaders will volunteer as part of the Safe Corridors campaign. This campaign will encourage adults and responsible youth from across the region to patrol the targeted enforcement areas and to contact the PPD if violent or suspicious behavior is observed.

In the long term, the PPD will continue to work with SEPTA to enhance communication and coordination during “flash mob” attacks. Additionally, the PPD’s SafeCam initiative encourages businesses and residents to register their surveillance cameras with the PPD to assist with the apprehension and prosecution of individuals participating in criminal acts. The City will expand recreation center hours to 10:00 pm on Friday and Saturday nights at approximately twenty centers throughout the City. The selected recreation centers include:

There are so many black men that have helped Art Sphere Inc and are "unsung heroes" over the years that I'm not sure where to start other than starting at the most recent 2011 summer and spring projects. Several men who have recently assisted Art Sphere Inc in empowering communities within the city of Philadelphia that are incredibly inspiring to younger men and deserve recognition are listed below and copied above. I am quite fortunate to be witness to their generosity of spirit...it keeps me feeling good and fueled to continue doing what we all do. I also copy Priscilla and Erica who have seen Lenard in action and Carol (of the AfriCenter)- all black activist women who I know can add to this list.

Lenard Raines has been cleaning abandoned lots and streets of Grays Ferry...a true community activist and positive force in neighborhoods. Last week he helped Art Sphere Inc clean out an abandoned lot and encouraged us volunteers on to continue up the street even in the heat. He brought his truck, weedwacker and other tools and saved the day! Maybe just as importantly, he taught two young neighborhood boys how to use saws, rakes and pruning clippers. I was so struck not only at his willingness to share his tools and work with us in the heat but also his patience, caring and time with youth. He spoke with powerful wisdom when he said to the young guys that learning how to use tools as young black men would make them better at being grown men then showed them how to take apart and put together a weedwacker. He will be helping us again this Saturday 8-11 am at 32nd and Latona just 1/2 block south 32nd and Grays Ferry.

Kevin McClendon, a college art student has been volunteering with Art Sphere Inc teaching art and painting murals with us at St Pauls Baptist Church Lemon Street Playground and Northern Liberties Recreation Center and John Heinz Refuge. He has encouraged many youth to express themselves creatively including a young artist who told both of us that meeting him changed her life....that she is now more dedicated to going to college and being an artist.

Mr Miller,
Deacon Jackson, Deacon Brown, and Deacon Cook from St Pauls Baptist Church participated in our West Poplar Playground and Lemon Street Park mural/ cleanup projects. They are all leaders and have organized community members and Temple University College students to serve neighborhood with whose help made Art Sphere Inc successfully able to reach its mission removing all graffiti and trash in area and painting murals.

I hope this is helpful and encourage everyone to also contact phillyparents. Bob Shipman is a longtime community activist in Philadelphia. He is definitely a hero of our city, too! Hes involved with various organizations around the city including the Institute for the Study of Civic Values, Phillyneighborhoods, Philadelphia Independent Media Center, and Philadelphia Parent Partner (where he has posted our Art Sphere Inc events)

Need a new, fun way for kids to stay cool in the summer? Love water balloons but hate picking up small pieces of plastic all over the yard? Give sponge balls a try. They are softer than a snow ball and inexpensive to make!

Blueberries, blueberries….it is finally blueberry season!  I am sure everyone has noticed that in last couple of years, blueberries have become very popular.  Now, they are known as power food and full of antioxidants.  I loved blueberries before they became one of the “it” food.  I loved them in my smoothies, yogurt, cereal, muffins, salads, etc.

There is nothing better than picking and eating fresh blueberries.  I have settled for frozen ones from the stores during winter.  But, if I have a choice, I will never do ...

Art in the Park

This was a fun and easy art project that my kids and our friends did at the park one day.  Both the younger and older kids had fun with this activity.    Supplies:
  • Marbles
  • Tempura Paint
  • egg carton
  • spoon
  • shallow box 

We first set up all the paint colors into the egg carton then placed a marble in each color.   A Facebook fan of our suggested using acorns, rocks, whatever nature is around you.  Such a great suggestion!  I think next time we'll try it with rocks that the kids ...

The exhibition devoted to Rembrandt's representations of Jusus debuted at the Musée du Louvre in Paris in April.  Rembrandt van Rjin (1606-1669) is considered the greatest painter, draftsman and printmaker of the Dutch Golden Age. The portrayal of biblical themes was a central occupation for him and one to which he introduced challenging innovations.

Friday, August 5 - The Secret Garden- Upper Darby Summer Stage: Children's Theatre

This new 70-minute version of the beloved musical is as beautiful and spirited as the original Broadway show. Based on the book by Frances Hodgson Burnett, it tells the story of Mary Lennox, orphaned in India, who returns to Yorkshire to live with an embittered, reclusive uncle and his invalid son. On the estate, she discovers a locked garden filled with magic, a boy who talks to birds, and a cousin she brings back to health by putting him to work in the garden. Lucy Simon’s music, some of the most beautiful ever written for Broadway, has made this tale a favorite for almost 20 years.

Friday, August 5 - First Friday Party "After" Dark at Race Street Pier at the Race Street Pier Park

After visitors explore the galleries in Old City, they can take a stroll down Race Street to the new park where the First Friday celebration will continue with food, live painting demonstrations from the Hussian School of Art Students, and music by Trinidelphia and DJ Jack Tripper.  The new Race Street Pier park, a beautiful waterfront park in Philadelphia, is hosting a “First Friday Party After Dark.” The Race Street Peers are coming together and putting this event together so that people will come and enjoy the park.  Bring your friends and introduce them to Philadelphia’s newest waterfront park!

Friday, August 5 - The Mummy - FREE outdoor movie screening at The Franklin Institute

The Franklin Institute will be hosting its first-ever free outdoor movie screening! Bring the kids to the Race Street side of the museum on for a screening of The Mummy, starring Brendan Fraser -- in celebration of TFI’s current exhibition, “Mummies of the World.” Gates open at 8 pm, and guests are encouraged to bring lawn chairs or blankets to sit on. Saturday, August 6 - Pennypack Environmental Center

Come visit Pennypack Environmental Center situated at the western end of 1600-acre Pennypack Park. Inside you will find exhibits on local wildlife and history of the site, including a display of Native American artifacts and a 300-gallon aquarium with fish native to the creek. A reference library is available for public use. Hike the trails in search of wooden sculptures, including “Thoreau’s Hut,” an artist’s interpretation of the hut as a dwelling place. Bird watch (indoors and out) at the bird feeding stations where you’ll see many of our resident birds including nuthatches and an occasional hawk. Our picnic areas are also available for families to enjoy!

The word’s only museum of Three Stooges memorabilia, doesn’t have regular operating hours but has an open house about once a month, to give you a chance to see the museum’s almost 100,000 pieces.  The building will  be open on the following upcoming dates: Sat. The Cheltenham Concerts in the Park are held on Sundays beginning at 5:00 p.m. The first four are held at the beautiful, 45-acre Curtis Arboretum, located at Church Rd. & Greenwood Ave. in Wyncote. “Paddle Penn’s Landing” is making a splash as it returns for the 2011 season. The Pennsylvania Environmental Council (PEC) and the Delaware River Waterfront Corporation (DRWC) have partnered to bring the program back for a third year. Rent kayaks and swan boats and enjoy the river in a safe and supervised environment. The Paddle Penn’s Landing program is open to the public on Fridays from 4:00-8:00 p.m. and Saturdays and Sundays from noon- 8:00 p.m.
Where: The kayaks and swan boats launch from the Penn’s Landing Marina, just south of the Independence Seaport Museum and Ferry Dock where the water is calm and where boaters will be far removed from boat traffic on the Delaware River.
When: Fridays from 4:00-8:00 p.m. and Saturdays and Sundays from noon- 8:00 p.m.
Who: Outdoor enthusiasts, families and kayakers of all levels
How: Eight solo kayaks and three tandem kayaks are available for rent. The 10 swan boats available for rent are easily powered by foot pedals and can seat two people and a child. All kayak or swan boat participants will be required to wear life jackets.
Cost: Kayak rental is $8 per person and includes a 10-minute overview introduction to the sport, with instruction on basic strokes, safety tips and supervision while on the water. The pedal swan boats cost $10 per boat and are ideal for families with children under the age of 12, or for boaters who would like to leisurely experience the Delaware River and enjoy the great views.

Second Friday North Wales on July 8th will feature a number of activities centered around Celebrating America.  The NPC Network has partnered with the North Wales BBA to host a Pie Baking Contest to determine the "Best Pie" in North Wales.  We will also be honoring several Veterans, Fireman, and Police Officers at the Main Stage throughout the night.  We will be highlighting Kabudi Project, which plays a host of Reggae music, at the Main Stage and will feature several different acts around town.  There will be several retailers and vendors that will have interactive games and fun crafts available for the children.

Sunday, August 14 - Kids with Adult Cooking Class with Chef Poon

Chef Poon will have the students laughing and smiling while they learn to make dim sum (Cantonese for “heart’s delight”) and includes a variety of small, mouth-watering dishes which can be served any time of the day and are standard fare in teahouses. Each student will get the ingredients and different wrappers to make his/her own dim sum. Students will learn how to wrap three different types of wontons (American, Shanghai and Hong Kong ) and will practice making a variety of dumplings. After learning to make dim sum, the students can sit and savor their creations. Then, Chef Poon takes the group to the Asian grocery store or Fortune Cookie Factory for a look and taste!

and writing is will be held in Philly for its first chapter.  The theme of
Philly Market Street Book Expo (PMBSE) is "Empowering a New Generation Through
Pages". The expo mission is to create a market-place for the exhibition and
promotion of books, periodicals, publishing, and new knowledge initiatives with
a special focus on the African American genre. It is the PSMBE sponsor Good
L.U.C.K. Foundation hopes that this expo will encourage reading and assist in
reducing illiteracy through families reading together.

THE COST OF WAR ON WOMEN AND CHILDREN

It will take place on SUNDAY, AUGUST 21, 2011- 2 to 4 PM at the FREE LIBRARY OF PHILADELPHIA, 1901 VINE STREET, SKYLINE ROOM, 4th FLOOR.

Speakers will address the topic. One speaker from Darfur and her daughter will share their war experiences. Natalie Cordona, Director of Programs for Womens Global Leadership, co-sponsored by Rutgers University and the UN, will give a global view. Mary Borden will discuss nuclear issues. Barbara Senere will talk about child soldiers. Discussion will follow.

A recent report from Brown University Cost of War Project says the total cost of the wars in Iraq, Afghanistan and Pakistan total $3.2 to $4 trillion including care for injured veterans until 2050 and interest on loans to finance the wars.

The cost in human lives is 19,629 in Afghanistan ( US and Afghanis) and 48,000 injured. Nearly 1 million Iraqi civilians have been killed, the majority women and children, and 4,414 US troops killed. More than 3 million Iraqis lost their homes and are refugees.

Do US citizen want their taxes used for war? What about the future of American children? What is the Peace Dividend? How could it be used? What can we do as US citizens? Participants will explore the answers to these questions.

Other speakers are sought as you read this announcement.

We are now in contact with the Philadelphia National Writers Union, Philadelphia Regional Anti-War Network, Brandywine Peace Community, Philadelphia Women's International League for Peace & Freedom, Pittsburgh Area Black Radical Congress, National Alliance of Women Veterans, Main Line Peace Action, Pennsylvania Progressive Democrats of America, Alliance of Women Veterans, Crossroadswomen, Philadelphia Student Union,
Youth United for Change, Teachers Action Group, GI Rights Hotline, Eastern Service Workers, the NAACP Legal and Social Justice Center, Philadelphia Black Clergy, Education Not Incarceration, and a city workers labor union local.

Other organizations are considering our ideas on changes needed in the Philadelphia school system around the wars and recruitment of youth into the armed services.We are pressing for the need to change the military academies and Junior Reserve Officer Training Corps programs in each high school into Peace Academies and peace training programs in the high schools.

Richmond Gardner has been tirelessly
working with Elisabeth Leonard and Rosita Johnson on additions and revisions to the leaflet and press release and we will have copies for everyone to see of the new presentations for the August 21st forum.

Bob Kay was instrumental in obtaining a number of electronic mail addresses which we are using to contact organizations.

Violetta
Kidd continues to research theteaching standards for the military academies and has asked the question if the JROTCs are recruiting people from prisons, which is not a good idea.

Susan O'Connell has begun to structure an article from the research we have made and Jessica Dixon is further researching the JROTC programs for "misbehaviors," as they are listed on the internet.

The Philadelphia Public High School directories list two military academies as Elverson and Leeds and anumber of JROTC programs as: Bartrum; Germantown; Gratz; Lincoln; Swenson; West Philadelphia; Frankford; Martin Luther King; Overbrook; Roxborough; South Philadelphia; Strawberry Mansion; and Ben Franklin.

While budgets for education and human resources are being slashed left and right, Pennsylvania is spending $685 million in new funds for prison expansion.

Two of these prisons are being built on the grounds of SCI Graterford in Montgomery County. The expansion will double the current size of Graterford prison at a projected cost of $400 million, and includes the construction of a 100 bed death row and a womens unit. From now until August 30th, the state is accepting bids for who will actually build these projects, but multinational corporation Hill International has already been selected to manage the construction. They will receive $14 million from the state of Pennsylvania to assist in the building of these new prisons.

We believe that this is an outrage, and that public money is better spent on education, job training and placement, drug and alcohol treatment, economic assistance, affordable childcare and non-punitive programs that address the root causes of violence in our communities.

IMPORTANT INFORMATION FOR PARENTS OF CHILDREN WITH IEPS:

WHAT TO WATCH OUT FOR THIS SCHOOL YEAR IN PHILADELPHIA

WAITING LISTS AND GAPS IN SERVICE DELIVERY ARE ILLEGAL UNDER SPECIAL EDUCATION LAW.

Children with IEPs cannot and should not be made to wait for special education services or programs which are part of their IEPs. A childs entire special education program must start within 10 school days of when the childs parent approves the childs IEP by signing a Notice of Recommended Educational Placement (NOREP). Children with IEPs have the right to receive ALL the services listed on their IEPs even if staff have been laid off or transferred.

There also should be no gaps in the delivery of services. For example, if a childs IEP says she will get 45 minutes of speech therapy per week, then she must get that therapy every week. Her speech therapist could quit or be fired, but her school must still find her a new therapist for her right away. If a child is not getting the services listed on his or her IEP, and the parent has tried to work out the problem with the school and nothing has changed, then a complaint can be filed with the states Bureau of Special Education. CHILDREN CANNOT BE MADE TO WAIT FOR EVALUATIONS OR REEVALUATIONS.

The school must complete a childs special education evaluation within 60 calendar days (minus the summer months) of when the parent gives his or her written permission for the evaluation to begin by signing a Permission to Evaluate- Consent Form (called a PTE). The school should give the PTE form to the parent to sign within 10 days of when the parent asks for the evaluation. If the parent doesnt receive the PTE form, or an evaluation is not done within 60 calendar days of when the parent gives his or consent, then a complaint can be filed with the states Bureau of Special Education (see above). The same timelines apply to reevaluations as well.

PARENTS MUST RECEIVE WRITTEN NOTICE BEFORE THEIR CHILDS SPECIAL EDUCATION PROGRAM AND/OR PLACEMENT IS CHANGED.

Where a child receives special education services and how much service a child receives should not change without written notice to the parent before the change is made and the parent must agree to or disagree with the change on a form called a Notice of Recommended Educational Placement/Prior Written Notice (NOREP/PWN). A school must give a parent a NOREP to sign not only when the school wants to change the childs placement, but also when the school wants to make changes to the childs special education program (like cutting speech therapy).

REASONS THAT SCHOOL DISTRICT STAFF CANNOT GIVE FOR NOT PROVIDING SPECIAL EDUCATION SERVICES:

We dont have the money to do that.

We dont have the staff to do that.

Well evaluate your child as soon as we can.

We will have to take those services away from another child to give them to your child.

THE COALITION ANNOUNCES POLICY SUMMIT ON SEPTEMBER 10TH

Gary R. Adams, president of The Coalition, Inc. announced today that the approximately 90 local, regional and national community groups and organizations committed to working together in peace and cooperating with each other when opportunities arise--will hold a Special Summit Meeting on Saturday, September 10th to share organizational policy statements related to the issues that the organizations all address in their communities. ‘The purpose of this gathering is to compile policy statements from each of our organizations so that The Coalition can adopt and be prepared to support the efforts of individual groups around those policy issues that affect their work with communities,” Adams said.
Adams went on to explain that the organizations involved in The Coalition work across a broad spectrum from HIV prevention, treatment and related healthcare work, education and youth-focused work, to work with immigrants, community revitalization and beyond. “It is our plan to develop a "Policy Bank" that reflects the issues and concerns of front-line organizations, and that can be used in support of the progressive social change agendas of each group,” said Adams.
The Coalition’s September 10th Summit meeting will be held from 10:00 a.m. to 1:00 p.m. in the main auditorium of the Philadelphia School District’s Administration Building, 440 North Broad Street. Adams said that the Summit is open to all organizations working on issues that are aimed at making positive social change in our communities at whatever level.
Registrations for the Summit Meeting will be taken until Monday, August 15th, at close of business. People may register by contacting John Churchville (jchurchville8@...) or Gary R. Adams (The.PACoalition@...) with the name of their organization and the names of the persons who will be representing their organization at the Summit.
