Dear Dr. Rose,
 
iWASH program, through CARE International, is implementing sanitation and hygiene initiatives in the WAMI-Ruvu basin. Specifically, the program operates in Kilosa and Mvomero districts, though WADA II (part of iWASH) operates in Morogoro district. In the revised amendment, the program will work with the competent WASH local implementing partners in the country. It is my believe that the only place to get the competent partners is TAWASANET.
 
For that matter, I writing  to request you to provide us the interested WASH partners who can collaborate and partners with us in delivering quality WASH services and products in our program area. The partners will be subjected to partners identification procedures as per CARE policy (Due diligence).

Dear  staff of Care International many Greetings from Tushiriki Mbeya and thanks for that mail received today! Through tawasanet secretariet.
 
Frequently we were writing expression of interest and profile  of our organization  every year but nothing is done to us (Tawas net Members).
 
It means that we were only tested without response and we hope that there are  other organizations which trusted and worked together with you Care International, we although tried to write the expression of Interest to you Care International but there is no tendency of giving us answers after receiving expression of Interest our experience shown.
 
Last year (2011) Care International  called expression of interest and our members from Tawas net wrote our expression of interest  applied accordingly but the feedbacks we were  not given to us or Tawas net secretariat feedback so we hope that other organizations  which selected local/ randomly by your selves where given feedback and still working with you Care International, this because we haven’t any  Member from Tawas net  which work with Care International.
 
For me I saw  that  I’m still wasting time to write the expression of interest to your Care International.
 
I advised to continue working together with those organizations with thought be better than ours (Tawasnet members).
 
If seen that  there is need to work with us Tawasnet members and the promise given will be full field use our previous profile which we wrote because there is no changes or new needed.
 
 
Kikukweli hampo kwa lengo la kushirikiana na Tawasnet zaidi ya kuitumi tawasanet kama daraja la kupitishia habari zenu na kusemea mambo yenu lakini vinginevyo mnamashirika yenu mnayofanya nayo kazi!

World Water Monitoring Challenge  is a programme run by International Water Association (IWA) which I'm coordinating in Africa

.

It is an international education and outreach program that builds public awareness and involvement in protecting water resources around the world by engaging citizens to conduct basic monitoring of their local water bodies.
This programme is meant to encourage you to test your water ways, share your findings and protect water-the precious resource.
It is intended to test the quality of water in different time trends against basic water quality dimensions.

The parameters/dimensions tested are pH, Water temperature, Dissolved Oxygen and Turbidity.  


The results will be published on the World Water Day.


Results should be down loaded on
www.MonitorWater.org.
Where distribution is done in schools or to any other institutions by your organization you are charged with the responsibility to ensure that the monitoring is done in the right way and the results are uploaded on the above website.


These kits can be distributed to schools, private water operators and any other stake holders relevant.


The purpose of this e-mail is to find out whether your organisation will be interested in taking part, If yes  IWA will courier these items from UK to your address.

On behalf of the 13th WaterNet/WARFSA/GWP-SA Local Organising Committee, we would like to extend an invitation to you to attend the upcoming Symposium to be held from the 30th of October to the 2nd of November 2012 in Johannesburg South Africa.
The Symposium is a platform for water professionals to share advances in research and education related to Integrated Water Resources Management. It is the place to discuss new opportunities and developments towards the integrated management of our scarce fresh water resources.

Request for Proposals  EXECUTING AGENCY  for administering a Sanitation and Hygiene Grant in Tanzania.

 

Background

The Water Supply and Sanitation Collaborative Council (WSSCC) established the Global Sanitation Fund (GSF) to provide grant support to scale up successful sanitation and hygiene approaches targeting poor people in areas of greatest need. WSSCC, together with the Programme Coordinating Mechanism (PCM) in Tanzania, developed a GSF programme proposal for a number of activities to achieve the objectives of increasing sanitation coverage and improving hygienic behaviours. The WSSCC Secretariat is hosted by the United Nations Office for Project Services (UNOPS). The procurement process and contractual conditions will be in accordance with UNOPS rules and procedures.

 

INVITATION

The United Nations Office for Project Services (UNOPS) and WSSCC invites qualified firms/organisations to submit proposals in the role of Executing Agency (EA) for the GSF grant programme in Tanzania. The proposals should respond to both the Terms of Reference (TOR) for the EA and also the Country Programme Proposal.  Interested parties should follow the tendering procedures set out and submit their best technical and financial offer for the requested services.  The proposal could form the basis for a contract between the selected firm/institution and the United Nations Office for Project Services (UNOPS).  Submission of proposals should be within the end of March 2012.  The initial contract duration will be 3 years, extendable up to 2 years upon satisfactory performance of services.

 

Role of the Executing Agency

The role of the EA will include:

  • Receiving, implementing and accounting for programme funds, acting on behalf of WSSCC;
  • Soliciting proposals and recommending Sub-Grantees for GSF review and approval, using agreed procedures and criteria, to implement GSF-supported activities;
  • Entering into contracts with selected Sub-Grantees and disbursing funds to them;
  • Supervising and monitoring the work and financial management of Sub-Grantees;
  • Reporting to the GSF and any other party as specified in the contract agreement;
  • Assisting Sub-Grantees, where necessary, with aspects of implementation;
  • Auditing and reporting on GSF activities following International Auditing Standards;

 

The EA would be permitted to sub-contract some of these functions. The EA will not carry out GSF work programmes, which could create conflicts of interest.

 

Eligibility

The Executing Agency must be a legal entity registered in Tanzania with the right to enter a contractual agreement with UNOPS. It can also be a consortium of legal entities where the lead agency is registered in Tanzania. The EA must have the mandate to work throughout Tanzania, and therefore, could not be a local government entity tied to a geographical location.  It must have no history of legal proceedings related to fraud or corruption, and it must have an ability to work in English. The EA could be any type of firms/organisations that fulfils the above criteria.

Please note that a half day workshop will be held in Dar-es-Salam on the afternoon of Friday 13th April 2012 to provide an introduction to the programme, an overview of what is expected within the proposal and provide an opportunity to ask questions.  If you wish to take part in this workshop please contact Oliver Jones, before 17h00 Geneva time (CET) on April 2012 at the following e-mail address; oliver.jones@....  Specific written queries in relation to the request for proposals can be submitted, to the above email address, in advance and will be responded to during the workshop.  The details of the workshop’s agenda and location will be shared once participation has been confirmed.

Thanks for initiating this discussion. That water and sanitation are human rights is not so much of a debate now-what is really the debate is how it can be implemented.

I agree that people can’t drink rights but if they are implemented (which is about the obligation to respect, protect and fulfil) then people can actually drink them!

First of all the right to water and sanitation needs to be domesticated and it does not necessarily mean amending national constitutions, it only means an addition to the other rights that are already signed up to by governments. (Though in some cases-it might be more complex than that)

 

For financing-we need to look at the right o water implemented through budgets which could mean that money is appropriated for inclusive service delivery designs, community management systems are budgeted for including awareness and training on their rights, inclusion of communities in planning, monitoring and auditing processes –government should budget fro their participation. It also means that when governments are budgeting for schools and markets, they must as a matter of policy include the provision of water and sanitation services in the school or market project.

 

But it is also necessary to note that in reality, there are other competing interests like education, health and environment among other rights but this does not come inc conflict with the right to water especially as rights are interrelated and complementary. So while meeting the rights to education by building schools and training teachers without a school borehole or toilet, you are stopping children form going to school especially girls who need these facilities more in the school and female teachers will also refuse to be posted to such schools and even if they are, they will not always be there to teach the children.

 

As such, governments need to recognise this and address this under a cross sectoral approach to planning which will be reflected in national and local government budgets.. CSOs need to come together and agree on a common policy alternative that links these rights together and as a human right, communities need to recognise that they have a responsibility not just to hold governments accountable but to maintain these services and strengthen local feedback platforms....I’ll stop for now

The Human Right to Water and sanitation – what does it mean to your work?

The human right to water and sanitation is guaranteed as a component of the right to an adequate standard of living as consecrated in the International Covenant on Economic, Social and Cultural Rights (a treaty which is binding for 160 countries). This has implications for the work of rural water supply professionals and practitioners. It also has implications for water users as well as national and local leaders.

But have you thought about what it actually means for you, and your engagement with others? People can’t drink rights. Professionals and practitioners in the sector are still trying to understand how the human right to water can, and will make a difference to the 780 million people who still do not have access to adequate water sources and the billions who do not have safe water. They are also trying to figure out how human rights can contribute to ending open defecation and generating greater support and prioritization of sanitation. How rights actually make a difference is not yet clear to all.  The UN Special Rapporteur wants to know what the hopes, fear and questions of water users, professionals, practitioners and decision-makers are. She would like also to know what their experiences  - both negative and positive -and ideas for the sectors are, so that she can take them into account in her work, namely in the elaboration of Guidelines for Implementing the Right to Water and Sanitation. Sanitation and Water for All: Over 60 Ministers will convene 20 April in Washington seeking better health and economic status for families and nations

ImageSome 60 ministers responsible for finance, sanitation and hygiene portfolios from over 30 developing countries will participate in the Sanitation and Water for All (SWA) High Level Meeting on 20 April at the World Bank in Washington, DC. Their aim is to agree on urgent action towards ensuring that access to sanitation and safe drinking water becomes a reality for the billions of people who still live without them.

“The dream of universal access to sanitation and water is within our reach, but it will require a tremendous increase in political will, adequate resources and coordinated efforts to get us there,†said His Excellency John Agyekum Kufuor, former president of Ghana and newly appointed Chair of the SWA partnership who will lead the Washington meeting.

The SWA meeting, convened by Anthony Lake, Executive Director of the United Nations Children’s Fund (UNICEF), comes against the backdrop of an announcement in March by UNICEF and the World Health Organization that the world had met the Millennium Development Goal (MDG) overall target for access to safe drinking water in 2010, but that 783 million people were still missing out.

The UN report also said that the target for access to improved sanitation, calling for 75 per cent of the world to be covered, will not be met by 2015. At current rates of progress, not until 2026 would 75 per cent of the global population have access, and even then would leave a quarter of the world without improved sanitation.

The SWA Partnership notes that even though the drinking water MDG target has been met, the remaining 783 million people still without access are the hardest to reach, being mostly poor people living in rural areas or urban slums. Access to improved drinking water sources masks huge inequities, with regional disparities, and with coverage within countries varying according to geography, wealth and individual status. Women, children, the disabled and other marginalized persons are particularly affected.

The SWA partnership says the picture for sanitation is particularly bleak. Of all the targets in the eight MDGs that relate to improved health, sanitation is the most off-track. At current rates of progress it would take sub-Saharan Africa, for example, another 200 years to achieve the coverage for sanitation aimed at in the MDGs.

The group says there is a growing body of economic evidence that poor sanitation has a significant negative impact on the financial coffers of many developing countries. A 2011 World Bank study, for example, shows that India alone loses US$ 53.8 billion annually due to poor sanitation and hygiene. The economic cost from poor sanitation can be up to seven per cent of GDP in some countries, including costs related to premature deaths as well as losses in industry, tourism and health-related productivity.

The Partnership emphasizes that the efforts of the governments, donors and agencies must address both water and sanitation with equal vigour, and should target funds for sanitation and water so that the poorest countries receive greater support, and their institutional and technical capacities are strengthened.

The ministers meeting in Washington and the SWA partners are hoping that the 2012 meeting will build upon the success of the first High Level Meeting in 2010, which was a catalyst for increasing resources and efforts in water and sanitation at the national and international levels. Since then, nine countries have confirmed that they are meeting their commitments of increased budget allocations, and seven donors have met or exceeded the targets they set for funding. An increasing number of innovative solutions are being developed to overcome institutional barriers and provide aid to the poorest countries.

The April 20 SWA meeting will get commitments from individual governments, and the partnership as a whole, to target of funds for water and sanitation to where they are most needed, and ensure that national plans are developed to reach the un-served populations in each country.

On behalf of the 13th WaterNet/WARFSA/GWP-SA Local Organising Committee, we would like to extend an invitation to you to attend the upcoming Symposium to be held from the 30th of October to the 2nd of November 2012 in Johannesburg South Africa.
The Symposium is a platform for water professionals to share advances in research and education related to Integrated Water Resources Management. It is the place to discuss new opportunities and developments towards the integrated management of our scarce fresh water resources.
It is also the place where we should attempt to cross boundaries: look over disciplinary fences and think across national borders.
We plan to have an exciting programme of social events and educational excursions and hope that you can join us in Johannesburg, South Africa.

Oral and poster abstracts are invited on the sub themes below and should be submitted using the online abstract submission system or alternatively using the submission routes provided below by 30 April 2012.

I find it interesting how the Bill & Melinda Gates Foundation is now into redefining the laws of physics, biology as well as ignoring the well documented connection between availability of water and public Health.

 

They envisage a toilet which takes input in the form of excreta and anal cleansing material (water, paper etc) but has no outputs.  As far as I know this is a pyhsical impossibility.  The output will be either a solid, liquid or gas.  If it is a solid or liquid it must be transported away (take your choice as a pipe or a vehicle) and if it is a gas then it will be into the atmosphere and I cannot see how excreta can produce the energy to convert itself into gas (further requirement, no utlities).

 

On biology and public health no water connection, or is this just to the toilet and we can still have the water piped in for all the other uses and pipe it away as well.  Humans need water to survive and the ability to keep the environment clean through adequate quantities of water as well as the safe removal and treatment is a major public health intervention.

 

Also the solutions sound mechanically and electrically complex. One of the beauties of waterborne sewage is the simplicity of operation at household level so that it gives the required level of reliability (ulike for example a computer, which crash and fall apart on a regular basis).

 

For urban areas where on site disposal of greywater and excreta is not possible I have not seen any viable transportation and treatment solution other than a pipe and centralised treatment works

The Bill & Melinda Gates Foundation is inviting innovators to send letters of inquiry for the following opportunity:

Reinvent The Toilet Challenge – RTTC (round 2)

We are calling for a new set of innovative ideas to support our effort to reinvent the toilet. Grants will be awarded to exceptionally highly-qualified research groups interested in contributing to major advances in human sanitation in the developing world. These R&D efforts will comprise a new phase of the Foundation’s Reinvent the Toilet Challenge: fast-paced designing, prototyping and demonstrating-in-operation of entirely stand-alone, self-contained, eminently-practical sanitation modules which intake bodily wastes and swiftly dispose of them definitively – without any incoming water piping, outgoing sewer piping or electric or gas utility services. These modules must intake all outputs of the serviced population – ultimately at single-residence scales – with minimal module footprints and assured biosafety. Thus, chemical and mechanical engineering approaches are preferred.

Daraja is doing media monitoring of the water sector. As part of this activity, we have established a blog which will post all articles appear in the media (newspaper) related to water issues. The objective of this activity is to systematically monitor and analyze water issues reported in the media as well as keeping the wadau informed. Our analysis of the media coverage of the water sector shows that there is an average of one article in every two days. Media has been very important instrument in scrutinizing and pressurizing performance of various development sector. What can we do to increase media focus in the water sector so as to improve water services?
