Unfortunately, it happens. A group will be created with good
intentions, but for whatever reason, the moderator decides he/she no
longer has time to devote attention to it and just leaves the group
unmoderated. That was actually what prompted me to start my own
group. Anyone can join, but new members automatically get placed on
moderation. Once I'm convinced that a new member is legitimate and
not a spammer, I take them off of moderation so that they can post
freely.
