To help prevent an unjustified kidnaping by attending,
with the parents, a meeting at the Juvenile Department, 2045 Silverton
Rd.,N. Salem, Oregon. The meeting with parents, Greg and Valerie
Heinrichs, is scheduled on Friday, (their traditional kidnaping day)
September 3, 2004 at 3:30 p.m.

History of Attempted Children's Family
On Friday Aug. 20, 2004 two cars with two armed Deputy
Sheriff's accompanied by two Children's Services workers arrived in my son Greg
Heinrichs driveway asking for his wife Valerie and my granddaughter
Kilynn. Valerie and Kilynn were gone on an errand, and Greg was at
work. The neighbor notified Greg of the event by phone. Their intent
to kidnap Kilynn seemed obvious so Greg and Valerie contacted an attorney to
inquire what it was all about. The attorney contacted Children's and
Family Services who admitted they had 'jumped the gun' in sending out the
gestapo based on an anonymous report before they did any
investigation. Greg and Valerie thought that would end the

kidnaping day. Be assured Greg and Valerie will not take their
daughter Kilynn to the meeting.
C.F.S.'s usual procedure is to have the parents bring
the child, and when the parents are ready to leave with the child, the suddenly
two police officers appear, handcuff/arrest the parents if they object to the
child being taken into custody.
Be absolutely assured this beloved child has never been
abused by either her parents five

"Any public or private official having reasonable cause (reasonable cause)
to believe (believe) that any child with whom the official comes in contact
has suffered abuse (has suffered abuse, (not might someday) or has abused a
child shall immediately report or cause a report to be made..."
CAN I BE SUED IF I REPORT? O.R.S. 419B.025
Oregon Law provides that anyone participating in good faith (good faith) in
making a report of child abuse (not potential child abuse) who has
reasonable grounds (reasonable grounds) for making the report, shall have
immunity from any liability, civil or criminal, that might otherwise (otherwise)
be incurred or imposed with respect to the making or content of such report.
WHAT HAPPENS AFTER I REPORT?
Upon receipt of a report concerning the possible (possible) occurrence of
abuse or neglect, a Child Protective Services worker from Dept. of Human
Services, Office of Community Human Services and/or law enforcement official
will determine what type of assessment (what type of assessment) would
provide the most help to a child and family and when (when) the assessment will
occur. (No assessment was made, they just sent their agent's accompanied by
An assessment includes:
Determining the presence or absence of child maltreatment and the
nature and extent of abuse and neglect.
Evaluating the child's condition, including the safety of the
child and any need for immediate attention.
Identifying risk factors and how they contribute to the
abuse or neglect.
Engaging the caregiver and extended family if possible,
in the assessment process.
If necessary develop a plan with the family to meet a
child's safety needs.
Assisting a family in accessing necessary services.
C.F.S. followed neither there own Administrative Rules
or any O.R.S. Law before sending the gestapo to kidnap the child.
They know they broke the law and their own
Administrative Rules and are therefore all the more determined to kidnap Kilynn
and brainwash her into making some kind of false statement in order to prevent
the parents from suing C.F.S. for terrorizing the family through
their Abuse of Public Office, Fraud, False Reporting, etc.
